Abstract

Purpose

Family participation in community events and festivals is framed by certain conditions related to their ability to enhance their quality of life (QOL) and family flourishing. For communities to flourish, families must feel safe, secure, accepted and included. The research has the following aims: (1) to consider whether location is a determinant in family QOL and event participation, and (2) to identify how cultural identity and family issues may affect families' QOL and the role events play in their ability to flourish as a family.

Design/methodology/approach

An integrated mixed-methods design was used derived from quantitative and qualitative traditions, including surveys, interviews and secondary data. The survey component combined Jepson and Stadler's St Albans 2015 QOL study survey with research instruments used by the Rotorua Lakes Council (RLC). The Rotorua sample included 521 valid anonymous online surveys and 11 semi-structured interviews. The RLC's Arts and Culture team provided expert advice, strategic plans and reports; secondary data were gathered from media reports.

Findings

When comparing key Rotorua and St Albans data, the participants' responses were very similar. What appear significant are socio-economic and cultural differences and family-flourishing factors specific to Rotorua's location and population. The findings show that the biggest obstacles for families attending events are money, work commitments and family obligations. The events reflect the region's unique cultural profile and provide a distinctive identifier of place and people that create a unique small-city event portfolio.

Research limitations/implications

This study's findings have reinforced that for small-city events to succeed and attract high levels of patronage, council and community must work cooperatively towards common goals. Our findings indicate the importance, to our participants, of emotional attachment to Rotorua's natural landscape, built environment and unique cultural heritage. Additionally, arts and culture research focusing on new-migrant and multi-generational event participation is worth further consideration for preserving Rotorua's cultural history. Perceptions within the Rotorua community of their family experience at local events are central to our ongoing research and the further successful delivery of the RLC's event portfolio.

Originality/value

This research offers a case study that serves to build further areas of inquiry into the role events play in QOL, family flourishing and maintaining indigenous cultures. Study findings have reinforced that organisations, practitioners, festivals and events succeed in attracting high levels of patronage for a small city. This study provides insights for designing culturally inclusive event portfolios that include events and festivals that target family audiences.

Purpose

To assess changes in advertising the British children’s annual, Chatterbox, over the first three decades of the twentieth century.

Design/methodology/approach

The products/firms involved were identified and the advertisements classified into product groups. The advertising content was examined in terms of the intended audience and the five longest-running advertisements were analysed to gauge trends at the single-product level. Attention was also given to long-term changes at the product-group level, the effects of the Great War and the roles of the publisher, editor and advertisers.

Findings

In total, 457 advertisements were documented over 1900-1930 representing about 80 different products/firms. They were classified into 10 distinctive groupings with Food Ingredients, at almost 26 per cent of the total, being the most abundant. Overwhelmingly, the advertisements were directed at middle-class women/mothers (∼75 per cent of the total), then children (∼15 per cent) with men/fathers essentially being ignored. The five longest-running advertisements (over 25 per cent of the total) showed little evidence of change but there were significant trends at the product-group level, in marketing to children and in average advertisement size, particularly during the last two decades of the study period, partially reflecting gradual social and technological changes.

Originality/value

Comprehensive quantitative analysis of advertising in children’s magazine literature over several decades is problematic because of the difficulty in accessing sufficient source material. The present study is exhaustive and establishes a reference point for the assessment of advertising in similar publications in the post-Victorian era.

Abstract

Annual book issues from UK public libraries have been decreasing since 1980, due mainly to decreases in issues of adult fiction and, to a lesser extent, adult non‐fiction. This paper describes an analysis of trends from 1980 to 1998 in annual book issues and selected factors that may have caused their decrease. Simple linear regressions were used to test predictors of issues over this period. The factors studied were: decreased funding of public libraries and library book stocks; reductions in opening hours and numbers of public libraries; increased personal affluence and leisure opportunities; and increased book purchases by readers. Significant regression relationships were found between annual book issues and all the factors studied. However, book issues showed the closest relationship to personal spending power, as measured by real households' disposable income, which explained over 96 per cent of the variation in issues. This compared with 92 per cent of the variation in issues being explained by the number of libraries open 45 hours per week, 80 per cent by real consumer spending on books and just 60 per cent by real book spend in public libraries.

Purpose

To combat poverty in China's rural areas, Chinese government has established an unconditional cash transfer program known as the Rural Minimum Living Standard Guarantee (Rural Dibao) Program. Interestingly, despite the importance of education in breaking cycles of poverty, little is known about Rural Dibao's impact on rural children's education. This study investigates Rural Dibao's impact on rural children's learning outcomes by first examining targeting issues within the program, exploring a causal relationship between Rural Dibao and learning outcomes, and then exploring potential mechanisms and heterogeneous effects.

Design/methodology/approach

Fixed effects model and propensity score weighting method and data from China Family Panel Studies (CFPS) from the years 2010 and 2014 were used.

Findings

The results suggest that the Rural Dibao program suffers from high levels of targeting error, yet is still effective (i.e., program transfers generally still go to people in need). The fixed effects and propensity score weighting models find that program participation raises rural children's standardized test scores in CFPS Chinese-language and math tests. In investigating mechanisms, increased education expenditure seems to connect Rural Dibao participation to increased learning results. The heterogeneity analysis shows that poorer, non-eastern, not left behind, younger or male children benefit from the program (while others have no effect).

Originality/value

These findings suggest that Rural Dibao participation boosts rural children's learning, which could indicate a long-term anti-poverty effect, and that if the program can resolve targeting problems, this effect could be even greater.

Abstract

Purpose

The authors analyse how the association between parental background and adult children's earnings changes when net rather than gross children's earnings are considered and disentangle what such changes depend on: differences between pre and after taxes earnings inequality or reranking of individuals along the earnings distribution before and after taxes.

Design/methodology/approach

Using data from European Union Statistics on Income and Living Conditions (EU-SILC) 2011, the authors focus on two large European countries, Italy and Poland, with comparable levels of inequality and background-related earnings premia but very different personal income tax (PIT) design and estimate – at both the mean and the deciles of the earnings distribution – the association between parents' characteristics and children's gross and net earnings.

Findings

The authors find that in Italy the PIT reduces the magnitude of the association between parental background and adult children's earnings at the top of the distribution, while no effects emerge for Poland, and the reduction is mostly due to a decrease in earnings inequality rather than to a re-ranking of children along the distribution. The findings are confirmed when the authors simulate the introduction of a “quasi flat tax” regime in Italy.

Social implications

The findings suggest that the higher the tax progressivity, the higher the background-related inequality reduction and the lower the intergenerational association, signalling that the degree of progressivity amongst children may be an effective weapon to reduce intergenerational inequality.

Originality/value

In the literature on intergenerational inequality, the role of taxes is usually overlooked. In this paper, the authors try to fill this gap and enquire how the PIT design affects the association between parental background and adult children's earnings.

Abstract

Ireland is now the hub of much activity around children's services ‐ at central and local government levels, involving the primary statutory and voluntary agencies, and engaging some of the more disadvantaged communities. Previous articles in the series have looked at the origins and work of the government Office of the Minister for Children, which is overseeing the reform programme (Langford, 2007), the role of $200 million philanthropic investment in this work (Little & Abunimah, 2007) and how the new approach is translating into practice in local communities (Zappone, 2007).Here, Owen Keenan, former Chief Executive of Barnardos1, offers his personal perspective on the work. He starts by tracing how Ireland moved from having under‐developed services and limited suitable research capacity to having the potential within the next 10 years to become one of the best places in the world for children to grow up in. He highlights the roles played by international collaborations, indigenous advocacy (focused on the UN Convention on the Rights of the Child) and philanthropic investment in helping to usher in a new paradigm of evidence‐based, outcome‐focused services. He then outlines the main challenges as he sees them if the potential is to be realised ‐ for example, improving relationships between stakeholders and strengthening service design and evaluation capacity. Finally, he summarises what has been learnt about undertaking (and undergoing) such farreaching change processes.

Abstract

Purpose

School is an institution that provides an opportunity to improve children’s equity and wellbeing and to bridge the potential disadvantage related to ethnic- or language-minority backgrounds. Information sharing between immigrant homes and school can enhance school achievement, support positive identity formation and provide early support when needed. In this paper, the perspectives of immigrant parents, school welfare personnel and school-going adolescents are analysed in order to understand how they see their respective roles in information flows between home and school. The paper aims to discuss these issues.

Design/methodology/approach

The data consist of qualitative group and individual interviews of 34 representatives of school personnel, 13 immigrant parents and 81 young people who have experienced immigration, in the metropolitan area of Helsinki, Finland.

Findings

Despite general goodwill, school personnel may fail to secure the flow of information. Due to structural power imbalance, school personnel are often incapable of engaging the parents in dialogical discourse. Young people of immigrant background in turn try to manipulate the information flow in order to protect their family and ethnic group and to cope with pressures from parents. The patterns of information flows in school as a social field reproduce immigrant homes as subaltern. Adolescents act in a strategically important juncture of information flows between immigrant home and school, which indicates that home-school interaction is actually a triad.

Social implications

Awareness building among school personnel is vital for equity and wellbeing of children of immigrant families.

Originality/value

This triangulated analysis of patterned information flows in school as a social field provides a fresh perspective to those working with children of immigrant families.

In the most recent edition of Children and Books, Susan Steinfirst points to a dilemma in children's literature, a conflict implied in the very name of the discipline. On one hand children's literature is the field of the child specialist, educator and psychologist; on the other, children's literature is the province of the English scholar and literary historian. As a dual discipline shared by both the social scientist and humanist, children's literature has always been subject to two divergent sets of research methods and goals. The purpose of this bibliography is to provide the librarian with selected tools for meeting the needs of both approaches.

Purpose

Using the example of a “school paper” titled The Children's Hour, developed in South Australia in the late nineteenth century, the purpose of this paper is to show the way that the colonial margins could act as sites of innovation in curriculum and pedagogy and not just as importers of ideas from the imperial centre.

Design/methodology/approach

The analysis on which the examination of The Children's Hour is based is a combination of Foucaultian discourse analysis and a genealogical approach to curriculum history which tracks different formations of techniques and programmes for shaping the human subject.

Findings

The Children's Hour (1889-1963), featured the innovative use of literature and other genres, and provided new ways to shape the identities of school students and teachers. School papers were strongly implicated in the discursive construction of both a global/imperial and local/Australian identities and represent an informative case of the ways in which teaching and learning practices have been highly mobile in the field of reading.

Originality/value

This research shows that the humble school reading text is an overlooked site for examining processes of the constitution of national identity and the citizen subject. It is also a reminder of the significance of communications technologies in the formation of, and struggles over, national/imperial imaginaries and that the school is an important site for studying these processes.
