Abstract
Purpose
This study aims to examine residents’ perceptions of adult and continuing education (ACE) in Seoul, Gyeonggi-do and Incheon in South Korea, by conducting a needs assessment of university degree programs for adults.
Design/methodology/approach
This paper uses Borich’s educational needs formula and Hershkowitz’s criticality function on the data obtained from a survey of 1,500 residents of the three regions to determine their priorities for degree programs.
Findings
The results show that the top priorities for degree programs in Seoul are computer information and communication and therapeutic health. In Gyeonggi-do, the top priorities are computer information and communication, language and literature and business and economics. In Incheon, participants prefer computer information and communication, agriculture, forestry and fisheries and therapeutic health, in that order.
Originality/value
This study examines Koreans’ perceptions of ACE and conducts a needs assessment to determine their priorities for university degree programs in metropolitan areas in Korea. It provides practical information for policymakers and universities who design and implement ACE programs.

Abstract
Purpose
This study identifies the policing pre-deployment training content for Korean experts based on needs assessments. Korean policing is at an excellent level to transfer knowledge and skills. Pre-deployment training should be designed systematically and training of trainers approaches should be implemented.
Design/methodology/approach
This study used T-tests, Borich needs assessments, and Locus for Focus model analyses to determine the priorities of needs for pre-deployment training in policing. A survey of 116 experienced experts was conducted, with 87 responding (75%).
Findings
The study identified 26 factors that deployed law enforcement professionals want to learn from pre-deployment training. These factors were categorized into three areas: research, training design and methods and understanding of partner countries and international development cooperation. The nine highest priorities for training needs were related to understanding the status and conditions of police training in the country to which policing experts are deployed.
Research limitations/implications
This study was limited to Korean policing experts. And the study did not evaluate the validity of the training curriculum or indicators.
Practical implications
Technical assistance in international policing development cooperation aims to train future trainers who can train local police. This study found that limited learner information and poor communication skills can lead to ineffective technical assistance.
Originality/value
This study highlights the importance of knowledge transfer and effective pre-deployment training for policing. The findings can be used to improve training programs and police human resource development.

Abstract
The study’s purpose was to determine Extension agents’ (n= 111) perceived level of importance, knowledge, and training needs for leadership skills. Mean Weighted Discrepancy Scores were calculated to determine training needs. Participants’ perceived responses were average to above average importance for all skills; however, the participants’ perceived responses were varied concerning knowledge for most skills. The five highest rated training needs were resolve conflict, efficiently manage time, assess community needs, effectively lead a team, and prioritize tasks. The only common training need by Agriculture & Natural Resources (ANR), Family & Consumer Sciences (FCS), and 4-H agents was resolve conflict. Create vision was a training need only identified by FCS agents. The 4-H role needs were handle emotions and handle criticism.

Abstract
Classroom management is a prerequisite for effective instruction, yet research indicates that not all teachers implement evidence-based classroom management skills (CMS) in their classroom. Therefore, efficient professional development models are necessary to increase teachers’ use of CMS, but those models are predicated on valid and reliable screening tools to identify teachers CMS performance. This study is a psychometric evaluation of a direct observation CMS screening tool for elementary school teachers that can be used as part of a targeted CMS professional development model. Based on a three-facet generalizability study, the primary source of variance across observations was differences among teachers and differences across observations. A decision study was conducted and indicates that a generalizable estimate from the CMS screening tool requires four 30-min observations. These results are compared with prior research and recommendations for future research are discussed.

Abstract
Purpose
This study aims to utilized the item response theory (IRT) rating scale model to analyze students’ perceptions of assessment practices in two universities: one in Jordan and the other in the USA. The sample of the study consisted of 506 university students selected from both universities. Results show that the two universities still focus on paper-pencil testing to assess students’ learning outcomes. The study recommends that higher education institutes should encourage their teachers to use different assessment methods to assess students’ learning outcomes.
Design/methodology/approach
The convenience sample consisted of 506 selected university students from the USA and Jordan, and participants were distributed according to their educational levels, thus: 83 freshmen, 139 sophomores, 157 juniors and 59 seniors. (Note: some students from both universities did not report their gender and/or their educational level). The USA university sample consisted of 219 students from three colleges at a major university in the southeast of the USA studying for arts and sciences, education and commerce and business qualifications, of whom 43 were males and 173 were females. The study used the Students Perception of Assessment Practices Inventory developed by Alquraan (2007), and for the purpose of this study, the RUMM2020 program was used for its rating scale model.
Findings
Both universities, in Jordan and the USA, still focus more on the developmental (construction of assessment tasks), organizational and planning aspects of assessment processes than they do on assessments of learning and assessment methods (traditional and new assessment methods). The assessment practices that are used frequently in both universities based on the teachers sampled are: “(I27) I know what to study for the test in this class”, “(I6) Teacher provides a good environment during test administration” and “(I21) My teacher avoids interrupting students as they are taking tests”. This indicates that teachers in the selected universities have a tendency to focus on the administrative and communicative aspects of assessment (e.g. providing a good environment during test administration) more than on using different assessment methods (e.g. portfolios, new technology, computers, peer and self-assessment) or even using assessment practices that help students learn in different ways (e.g. assessing students’ prior knowledge and providing written feedback on the graded tests).
Originality/value
This is a cross-cultural study focus assessment of students learning in higher education.

Abstract
Purpose
The purpose of this paper is to explore the assessment methods used in higher education to assess students' learning, and to investigate the effects of college and grading system on the used assessment methods.
Design/methodology/approach
This descriptive study investigates the assessment methods used by teachers in higher education to assess their students' learning outcomes. An instrument consisting of 15 items (each item is an assessment method) was distributed to 736 undergraduate students from four public universities in Jordan.
Findings
Findings show that traditional paper‐pencil test is the most common method that is used to assess learning in higher education. Results also show that teachers in colleges of science and engineering and colleges of nursing use different assessment methods to assess learning, besides traditional testing such as: real life tasks (authentic assessment), papers, and projects. Also, the results show that teachers use the same assessment methods to assess learning, despite the grading systems (letter or numbers) used at their institutes.
Research limitations/implications
The sample of the study was limited to undergraduate students and teachers' points of views about the frequent use of assessment methods were not studied.
Practical implications
Higher education institutes should encourage teachers to use new and modern assessment methods as well as traditional paper‐pencil testing, and study the reasons for not using these new methods.
Originality/value
The paper should alert the higher education institutes about the important of developing the assessment process, through knowing their students' points of view about the assessment methods. This will help to get students involved in the learning process.

Abstract
This research was motivated and initiated by a request from industry to present a life skills learning programme to supplement young workers’ training. Subsequently, the dilemma faced by facilitators and trainers to assess the learners’ attainment of the learning outcomes of a life skills learning programme provided the impetus to develop an alternative assessment method – the collage and the stimulus instruments. A model developed by the researchers guided the development of the alternative assessment method and the stimulus instruments. Taking into account the demands, requirements and characteristics of life skills, a collage consisting of ten pictures and ten verbal concepts was developed to assess the learners’ attainment of the learning outcomes of a particular life skills learning programme. The life skills learning programme was presented to 18 artisans employed in industry. The selected material in the collage depicts more than one life skill and reflects the learning outcomes of the programme. The article is published in two parts. Part 1 is outlined above. The second part of the article will report on the outcomes of the application of the assessment instrument with the subject group of young workers.

Abstract
This article describes a quality assurance effort aimed at defining the characteristics of the patient population of the Connecticut Mental Health Center, a state‐funded agency that provides comprehensive clinical and rehabilitative services to persons with mental illness. Also described is how this information guided management decisions in both caseload distribution and clinical service development. This “Patient Profile Project” was informed by research principles which view evaluation as continual, rather than terminal activity that involves key stakeholders from all levels within the mental health system of care and makes maximum use of data in ongoing performance improvement initiatives. The service‐need index that the project produced represents our first efforts to accurately capture service need and use it in clinical decision making. This review of the Connecticut Mental Health Center Patient Profile Project illustrates the utility of a continuous evaluation system in promoting improvements in a large mental health treatment system.

We read and hear frequently about the role of vision in leadership. Standards for leadership education programs typically emphasize vision as a core component of leadership education and published accounts of successful leadership usually extol the leader’s vision. Given the prevalence of this term in discourse on leadership, it is surprising how little literature exists with specific discussions of how to teach it. In this article I discuss the potential of problem-based pedagogy for teaching the concept of vision. This paper draws on literature, theory, and my professional experience as a faculty member for 20 years in a graduate-level education leadership program.
