Abstract

Purpose

The purpose of this paper is to examine the market impacts of US biofuels and biofuel policies.

Design/methodology/approach

Two methods of analysis are employed. The first method looks back in time and estimates what US crop prices would have been during the 2005 to 2009 marketing years under two scenarios. The second method of analysis is forward looking and examines the market impacts of the blender tax credit and mandate on the distribution of prices in the 2011 calendar and marketing year.

Findings

The results developed in the previous two sections show that US ethanol policies modestly increased maize prices from 2006 to 2009 and that market impacts of the policies will be larger under tighter market conditions.

Practical implications

More flexible US biofuel policy including removing the blenders tax credit, which does not help US biofuel industry as long as the mandates are in place, and relaxing blending mandates when feedstock supplies are low.

Originality/value

This report makes three contributions to understanding the extent to which US biofuel policies contribute to higher agricultural and food prices. First, estimates of the impact of US ethanol policies on crop and food prices reveal that the impacts of the subsidies were quite modest. The second contribution is to provide estimates of the impact on agricultural commodity prices and food prices from market‐driven expansion of ethanol. The final contribution of this report is improved insight into how current US biofuel policies are expected to affect crop prices in the near future.

Abstract

Purpose

The purpose of this paper is to present a review of strategy developed by University of Agricultural Sciences, Bangalore in Biofuel Park, Hassan (Government of Karnataka, initiative to develop biofuel programme in India) for promoting sustainable biodiesel production using oil extracted from tree borne oil species. The main aim of this study was to analyse the current strategy, identify the limitations and propose sustainable biodiesel production strategies for rural Karnataka.

Design/methodology/approach

The paper presents critical analysis of current Biofuel Park strategy using strength weakness opportunities and threat (SWOT) method. The data for SWOT analysis were collected from Biofuel Park log books, followed by interviews with around 50 associations of biofuel feed stock growers. Further, to evolve sustainable strategies, a case study was carried out at a local village assessing sustainability of biodiesel production and use from four local tree species oil namely; Pongamia pinnata, Azadiractha indica, Madhuca indica and Simarouba glauca. The evolved strategies were brainstormed with local farming community and the deliberations were used to lay a road map for implementing the evolved strategies.

Findings

The strategies proposed in the paper would help in sustainability of villages with respect to local energy needs and generate employment. The roadmap proposed would minimise green house gas (GHG) emission compared to Biofuel Park model/strategy and minimise biomass displacement.

Originality/value

This paper fulfils a need to study biofuel strategies adopted by government bodies, analyse the same for sustainability and propose alternatives to overcome the limitations of the practiced strategy.

Abstract

Purpose

The purpose of this paper is to explore and map the intellectual structure of biofuel research.

Design/methodology/approach

The study attempts to present the structure of biofuel research through document co‐citation patterns of core references. Document co‐citation analysis was performed using the Web of Science of the Thomson‐ISI database. A sample of 26 cited references was identified and the co‐citation frequencies were analyzed and represented them systematically within groups of similar researched topics.

Findings

The study shows the co‐citation analysis method suitable for depicting structure of biofuel research in document clusters by performing multivariate analysis: cluster analysis, factor analysis, multidimensional scaling and network analysis.

Research limitations/implications

The study is limited to research articles and co‐citation data for the first author only. For the co‐citation analysis, the cited references rather than the cited authors were used as the units for analysis.

Practical implications

Co‐citational analysis using multivariate tools provides a useful technique to explore and document the development of the field supplementing the insights normally available from the routine co‐citational analysis.

Originality/value

Specialties in biofuel research are identified and this may provide a valuable building block for future research.

Abstract

In many societies, conflicts of violent nature regularly spring up that usually cause a destruction of economic and social assets and needless loss of human lives. Violent conflicts and food entitlements seem to bear mutual feedbacks: first and foremost, as violent conflicts result in destruction of economic assets, conflicts usually tell upon the cultivation of foods, procurement and storage of foods and also the distribution and marketing of foods. The disruption in the agrarian sector can lead to serious decline in food availability and consequent famines, which can exacerbate and fuel further conflicts. On the other hand, the distribution and availability of foods can trigger violent conflicts in backward societies as a means to acquire and retain food entitlements, which can in turn jeopardise the agrarian equilibrium. Thus, the relationship between food entitlements and conflicts are a double-edged sword that can lend precarious instability to a backward society. During the last five decades, governments in developing nations have kept a close vigil on their agrarian sector, yet there is a clear indication in the global economy that warns of a looming food crisis, especially in the poorer regions of our globe. Food crises can seriously challenge global peace. Conflicts and hunger are hence complex phenomena. This chapter provides a comprehensive, and possibly the first, study of the economics of food entitlements and potential threats of conflicts in the current conjuncture.

Abstract

Purpose

This paper aims to review the role of government initiatives for developing clean fuels in India, decarbonize the transport sector and maximize the use of renewable sources of energy. India’s socio-economic prosperity is dependent on modern energy. The authors examine the role of biofuel in India’s emerging fuel mix.

Design/methodology/approach

A 20-year timeframe between 2000 and 2021 was set to learn about the subject and find the existing gaps. Of the 40 research papers, the authors found using keywords and delimiting criteria in the database, the authors have shortlisted 21 papers, which provided the theoretical framework for the study. Additionally, the authors used the government database to develop future projections using compound annual growth rate and trend analysis.

Findings

The study findings suggest that India should strictly implement the Biofuel Policy to promote indigenous production of biofuel to enhance affordability and accessibility. With blending options available with biofuels and biogas, the country can replace the right proportion of fossil fuel use by 2050. It will not only decrease India’s import dependence but also will create new job opportunities, specifically in tribal and remote locations and promote green energy mix. With emerging options like electric vehicle and hydrogen, the transport sector could be decarbonized to a greater extent.

Social implications

Indigenous cleaner fuel adoption and transport sector will generate additional employment and cut down fossil fuel import. Financial savings through reduced fossil fuel import will be directed toward social development.

Originality/value

The paper carries out critical analysis for the active use of modern green fuels in the present and coming days. Such unique analysis must help India to balance its energy basket.

Abstract

Purpose

The purpose of this paper is to review and examine the recent investment trends of firms operating in the food, feed and biofuel production and processing sectors in Latin America. The inter-related nature of these three sub-sectors and the great expansion they have gone through in the last decade showcases a series of socioeconomic and environmental policy challenges thus making it relevant to identify their different business models through a typology.

Design/methodology/approach

The paper first presents an unprecedented literature review based on field observations and media coverage of agri-business strategies of the food, feed and biofuel production in the region. It then moves to an in-depth analysis of investment operations that serve to classify such firms into a business model typology considering degree of internationalization and integration. The typology is a useful mechanism to enhance public policy analysis and uncover market or government incentives behind business decisions.

Findings

By focusing on investment strategies, the paper illustrates how both market and government incentives shape and affect the performance and consolidation of different players in the food, feed and biofuel sub-sectors in Latin America. The resulting effects have strong economic as well as social and environmental implications because such economic activities have an impact on global food and energy security.

Research limitations/implications

Limitations include a reliance on largely qualitative evidence and research methods due to unavailability of consistent numerical data in these specific agri-business sub-sectors.

Originality/value

This paper is unique in its focus on business models in a particularly relevant set of agri-business sub-sectors in Latin America and its implications to promote investment and innovation in value chain development while considering regional-specific challenges.

Abstract

Purpose

The Renewable Energy Directive (RED) is a specific example of life cycle assessment (LCA) applied to legislative measures that have far‐reaching implications for economic operators. This paper aims to analyze LCA limitations for biofuels based on RED from an environmental accounting perspective.

Design/methodology/approach

LCA limitations are identified on the basis of a literature review and illustrated in the specific context of RED. The limitations encountered within the study were classified into two categories: lack of data, and lack of standards. From this perspective, the LCA‐based problems and their implication and possible improvements in the RED context are discussed.

Findings

The study identifies that the absence of an environmental accounting that could provide periodic enterprise‐specific information is a significant cause of limitations of LCA as a decision‐supporting tool within RED. In turn, environmental accounting approaches address a number of initiatives that are not systematically linked with LCA research. The paper recommends that RED should provide rules to address enterprise‐specific data in addition to other methodological approaches to overcome problems already discussed in the extant literature. This would enable RED to provide economic incentives more effectively and promote the application of environmental accounting systems in companies with higher quality data for LCA applications.

Originality/value

This paper explains how LCA applications could be improved by the introduction of environmental accounting systems and how RED could be more effective by considering environmental accounting.

Abstract

Purpose

To prolong engine life and reduce exhaust pollution caused by gasoline engines, the aim of this paper was to compare the lubrication properties of biofuel (ethanol) blends and pure unleaded gasoline.

Design/methodology/approach

Biofuels with a concentration of 0, 1, 2, 5 and 10 per cent were added to unleaded gasoline to form ethanol-blended fuels named E0, E1, E2, E5 and E10. Next, the ethanol-blended fuels and unleaded gasoline were used to power engines to facilitate comparisons between the pollution created from exhaust emissions.

Findings

Using ethanol as a fuel additive in pure unleaded gasoline improves engine performance and reduces exhaust emissions. Because bioethanol does not contain lead but contains low aromatic and high oxygen content, it induces more complete combustion compared with conventional unleaded gasoline.

Originality/value

Using biofuels as auxiliary fuel reduces environmental pollution, strengthens local agricultural economy, creates employment opportunities and reduces demand for fossil fuels.

Abstract

Purpose

Without proper treatment, waste cooking oil (WCO) will bring serious environmental and health hazards, which can be effectively alleviated by converting it into biofuel. Subsidies from the government usually play a significant role in encouraging recycling activities and supporting sustainable supply chain. This paper aims to quantitatively investigate the incentive effects of government subsidies under asymmetric information.

Design/methodology/approach

This paper applies the principal–agent contract to compare the incentive effects of the two widely used subsidy modes (raw material price subsidy [MS] and finished product sale subsidy [FS]) in a management system which consists of the government and a bio-firm where the bio-firm’s conversion rate of the WCO remains as private information.

Findings

Results indicate that the two subsidy modes have the same performance under symmetric information, while under asymmetric information, the government always prefers the MS mode which is more environment-friendly. Besides, if the average conversion rate is large or the uncertainty level of the asymmetric information is moderate, the MS mode is Pareto-improving compared with the FS mode for the government and the high-type bio-firm. Only when the average conversion rate is small or the uncertainty level is very small/very large, the high-type bio-firm welcomes the FS mode.

Originality/value

Different from the existing literature, this paper applies the principal–agent contract into the WCO management system and quantitatively compares the two subsidy modes taking the practical problem of asymmetric information into consideration.

Abstract

Purpose – This chapter compares bioenergy policy developments in Germany and Denmark to better understand the responses of EU country policy regimes to global shocks; to examine potentially emerging new trends of productivist policy models; and to explore potential land use conflicts in the context of a multifunctional EU agricultural policy.

Design/methodology/approach – The chapter reviews the bioenergy policy development pathways taken by Germany and Denmark, highlighting key consequences for agricultural land use and rural development. Findings from both case studies are then compared in summary tables, followed by a discussion of the possible emergence of productivist policy approaches in the bioenergy sector in these countries.

Findings – The bioenergy policies pursued by both countries differ in key respects and yet have had the same result-an increase in the productivist orientation of agriculture, legitimised by the environmental concerns of bioenergy policy. The Danish and German case studies also demonstrate that the particular pathways taken to establish bioenergy policies in each country have been strongly influenced by local political, farming and technological dynamics.

Originality/value – This chapter presents a telling case of what Burton and Wilson (this volume) call “repositioned productivism”, where productivist approaches benefit from environmental or multifunctional policy rationale to continue at the farm level.
