Abstract

Purpose

The purpose of this paper is to determine the status of policy design and policy implementation in the biofuel sector in Ireland. The focus of the work addresses the overarching operational context of the biofuel sector in Ireland and the role of different actors in shaping and resolving inconsistencies in policy outlook and practice.

Design/methodology/approach

This study used a qualitative research approach involving a series of semi-structured interviews with members of the relevant sub-groups concerned. This study sought to address two questions – whether current or proposed policy is likely to affect consumption of indigenous biofuel feedstocks in the biofuel sector and what are the controlling factors in the demand for indigenous feedstocks for biofuel.

Findings

Outcomes suggest that while Irish government policy recognises the need to support the development of renewable energy, it also operates under a number of parallel and potentially inconsistent paradigms in relation to biofuels as a renewable energy commodity. It is contended that the outcome of this position is a lack of coherent and coordinated policy in the area of biofuel production, including second generation biofuel using indigenous feedstocks.

Originality/value

This paper provides a new cross sectoral perspective on the status of biofuel policy in Ireland with particular reference to second generation biofuel feedstocks. It focuses analysis on the nature of policy-operational inconsistencies and the need for a deeper ecological perspective in governance.

Abstract

Purpose

Macro‐environmental scanning is a first step in strategic planning, which is essential in an emerging industry such as liquid biofuels. The purpose of this paper is to identify the dimensions within which the governments of Brazil, the USA and Germany have constructed the macro‐environment for liquid biofuels over time and to test for similarities between the governments’ constructs.

Design/methodology/approach

Documentary research was carried out on official public policies and program documents on the topic of liquid biofuels, covering a ten‐year period from 1997 to 2006. The database consisted of 624 documents from the Brazilian government, 854 from the American government and 168 documents from the German government. Text mining was used to extract information from the texts by applying a specific analysis structure that was built on macro‐environmental dimensions as expressed by their respective dimensional words “d‐words”. The “d‐words” were selected based on their usage frequency in the knowledge fields related to each dimension.

Findings

The results indicate that the macro‐environments for liquid biofuels, as configured by the governments under analysis, differ systematically and over time in their emphasis of specific macro‐environmental dimensions.

Originality/value

There are two primary aspects of this study which are original and valuable: the application of text‐mining techniques as a tool for strategic planning and the development of a particular tool to extract knowledge from text documents and to categorize them according to their macro‐environmental dimensions.

Abstract

Purpose

The global biofuels sector has expanded rapidly in the past decade, with feedstock expansion penetrating many tropical areas. While the emerging demand for biofuels represents an opportunity for developing countries, it also poses a host of social and environmental risks. Large investments are needed to finance expansion of biofuel and feedstock production, suggesting that the financial sector may have a crucial role to play in mitigating these risks. This paper seeks to explore the role of financiers in expanding biofuel feedstock production and refining in tropical forest‐rich countries of Africa, Asia and Latin America to better understand the role and future potential of responsible finance in the biofuel sector.

Design/methodology/approach

The analysis draws on published data and reports from academia, industry, governments, civil society and the press, to quantify the magnitude and source of investments made from 2000‐2010 in 16 countries sampled from “ecoregions” subject to high rates of forest conversion, weak land tenure institutions, and vulnerable communities.

Findings

It is found that the case study countries received USD 5.3‐7.3 billion for feedstock production and USD 5.7‐6.7 billion for biofuel refining between 2000 and 2009. This was financed by a mix of entrepreneurs, private banks, investors, governments and multilateral banks. While no clear patterns emerge, foreign banks and institutional investors rank as “important” for most feedstocks and regions. Multilateral banks and domestic institutional investors seem to be the least important. Few financiers have criteria in place in order to ensure sustainable investing practices, and those who do tend to have policies of limited quality.

Originality/value

While much has been written on biofuel sustainability and governance, there is little research that delineates the nature of investment and finance in the sector.

Abstract

Purpose

Currently, experimental and theoretical work is being performed to ensure that biofuels from microalgae become a reality. However, there is a considerable number of discussions concerning in which processes should be focussed efforts of research and development. The purpose of this paper is to provide decision support not only to help build guidelines of research to be undertaken, but also to contribute to the design of more adequate policy and funding instruments. The key objective of this study is to determine the prospects of employing microalgae into the production of biofuels within a time scale extending to 2030.

Design/methodology/approach

The Delphi method is a qualitative research aiming to support strategic future-oriented action, such as policy making in the areas of science and technology. It is especially appropriate in judgment and long-range forecasting (20-30 years) situations, when expert opinions are often the only source of information available, due to a lack of appropriate historical, economic or technical data.

Findings

The Delphi method proved to be a successful research method when expert opinions are the main source of information available, due to a lack of appropriate historical, economic or technical data and the outcomes provided a clear outline of the main issues of microalgae biofuels’ market at present and in the future.

Research limitations/implications

The outcomes might not represent the majority of the microalgae experts’ opinion due to the sample size.

Originality/value

The work presented in this paper is especially original. According to the authors’ knowledge, this is the first qualitative Delphi study related to algae biofuels.

Abstract

Purpose – This chapter compares bioenergy policy developments in Germany and Denmark to better understand the responses of EU country policy regimes to global shocks; to examine potentially emerging new trends of productivist policy models; and to explore potential land use conflicts in the context of a multifunctional EU agricultural policy.

Design/methodology/approach – The chapter reviews the bioenergy policy development pathways taken by Germany and Denmark, highlighting key consequences for agricultural land use and rural development. Findings from both case studies are then compared in summary tables, followed by a discussion of the possible emergence of productivist policy approaches in the bioenergy sector in these countries.

Findings – The bioenergy policies pursued by both countries differ in key respects and yet have had the same result-an increase in the productivist orientation of agriculture, legitimised by the environmental concerns of bioenergy policy. The Danish and German case studies also demonstrate that the particular pathways taken to establish bioenergy policies in each country have been strongly influenced by local political, farming and technological dynamics.

Originality/value – This chapter presents a telling case of what Burton and Wilson (this volume) call “repositioned productivism”, where productivist approaches benefit from environmental or multifunctional policy rationale to continue at the farm level.

Abstract

Purpose

This article seeks to address aviation as an emerging biofuel consumer and to discuss sustainability issues and consequences for feedstock production concepts. Biojet fuels have been identified as a promising, readily deployable alternative to fossil‐based aviation fuels. At the same time they are highly criticised as their production may have negative social and environmental impacts. Therefore, the paper aims to identify major sustainability issues and assessment challenges and relate these to the production of biojet fuel feedstock.

Design/methodology/approach

Two plant oil production concepts are presented that address the sustainability issues discussed. Both concepts are being investigated within the research project “Platform for Sustainable Aviation Fuels”. A literature‐based overview of sustainability issues and assessment challenges is provided. Additionally, conceptual insights into new plant oil production concepts are presented.

Findings

The use of biojet fuels is often hailed as a strategy for the aviation industry to become more sustainable. However, biofuels are not necessarily sustainable and their potential to reduce GHG emissions is highly debated. Several unresolved sustainability issues are identified highlighting the need for improved assessment methods. Moreover, the two concepts presented have the potential to provide sustainably grown feedstock, but further empirical research is needed.

Originality/value

This article addresses researchers and practitioners by providing an overview of sustainability issues and assessment challenges related to biojet fuels. Consequences are identified for two plant oil feedstock concepts: catch cropping in temperate regions and silvopastoral systems in tropical and subtropical regions.

Abstract

Purpose

The purpose of this paper is to review and examine the recent investment trends of firms operating in the food, feed and biofuel production and processing sectors in Latin America. The inter-related nature of these three sub-sectors and the great expansion they have gone through in the last decade showcases a series of socioeconomic and environmental policy challenges thus making it relevant to identify their different business models through a typology.

Design/methodology/approach

The paper first presents an unprecedented literature review based on field observations and media coverage of agri-business strategies of the food, feed and biofuel production in the region. It then moves to an in-depth analysis of investment operations that serve to classify such firms into a business model typology considering degree of internationalization and integration. The typology is a useful mechanism to enhance public policy analysis and uncover market or government incentives behind business decisions.

Findings

By focusing on investment strategies, the paper illustrates how both market and government incentives shape and affect the performance and consolidation of different players in the food, feed and biofuel sub-sectors in Latin America. The resulting effects have strong economic as well as social and environmental implications because such economic activities have an impact on global food and energy security.

Research limitations/implications

Limitations include a reliance on largely qualitative evidence and research methods due to unavailability of consistent numerical data in these specific agri-business sub-sectors.

Originality/value

This paper is unique in its focus on business models in a particularly relevant set of agri-business sub-sectors in Latin America and its implications to promote investment and innovation in value chain development while considering regional-specific challenges.

In many societies, conflicts of violent nature regularly spring up that usually cause a destruction of economic and social assets and needless loss of human lives. Violent conflicts and food entitlements seem to bear mutual feedbacks: first and foremost, as violent conflicts result in destruction of economic assets, conflicts usually tell upon the cultivation of foods, procurement and storage of foods and also the distribution and marketing of foods. The disruption in the agrarian sector can lead to serious decline in food availability and consequent famines, which can exacerbate and fuel further conflicts. On the other hand, the distribution and availability of foods can trigger violent conflicts in backward societies as a means to acquire and retain food entitlements, which can in turn jeopardise the agrarian equilibrium. Thus, the relationship between food entitlements and conflicts are a double-edged sword that can lend precarious instability to a backward society. During the last five decades, governments in developing nations have kept a close vigil on their agrarian sector, yet there is a clear indication in the global economy that warns of a looming food crisis, especially in the poorer regions of our globe. Food crises can seriously challenge global peace. Conflicts and hunger are hence complex phenomena. This chapter provides a comprehensive, and possibly the first, study of the economics of food entitlements and potential threats of conflicts in the current conjuncture.

Design –This chapter relies on econometric modeling, a review of existing literature, and diagrammatic modeling to articulate the impact of agricultural biotechnology on food and energy markets.

Findings –Agricultural biotechnology reduces the tension between food security and biofuel production. It reduces volatility in food and fuel markets and can mitigate risk to biofuel processors.

Originality – The analysis is original although it relies on previous research to some extent. The analysis is compared to and contrasted with related work.

Abstract

Purpose

The purpose of this paper is to explore recent calls to include social and environmental considerations in supply chains by analyzing the sourcing of raw materials from impoverished communities to reduce environmental impacts and social exclusion in biofuels production.

Design/methodology/approach

A case study methodology based on interviews and focus groups with supply chain members and other stakeholders is conducted in Brazil, a major biofuels producer and user. Two supply chain cases, fuel ethanol and biodiesel, illustrate the challenges of recent government policies and industry attempts to improve sustainability within the supply chain.

Findings

Although government and industry recognize the importance of providing opportunities for impoverished communities in biofuels supply chains, there remain considerable pressures to economize at the expense of sustainable supply chain policies. Sourcing from impoverished farmers who lack basic business knowledge, and distrust industry and government policy, compound these challenges.

Research limitations/implications

While sustainability research now emphasizes the importance of considering interactions among economic, environmental, and social parameters, little is known about integrating poorly educated, impoverished farmers within supply chains. Basic business education is needed, and further research should explore entrepreneurial dynamics within impoverished communities.

Practical implications

Supply chain managers should acquire skills for engaging with impoverished farmers lacking formal education. Cooperatives can bridge knowledge asymmetries between buyers and suppliers, but will require support from industry if sustainable supply chain policies are to succeed.

Originality/value

Most sustainable supply chain scholars acknowledge the importance providing opportunities for impoverished communities, but few have explored how potential entrepreneurs from impoverished communities can participate as productive supply chain members.
