Reference‐linking has added a new dimension of value to works containing citations. It drastically reduces the labor involved in accessing referenced material by capitalizing on the ability of electronic items to point to each other. With the promise come a variety of issues that must be addressed before the full benefit can be realized. At the forefront of these are determining what to link to, determining appropriate copy, managing access and copyrights, and persistence of object identifiers. A number of initiatives are tackling these issues to various extents, and a number of publishers and vendors are enabling these technologies. Background, benefits, issues, projects, and employment of reference‐linking are examined to provide an overview of the current state of reference‐linking. A sampling of industry players is queried to obtain a variety of perspectives.

Electronic ink and reusable electronic paper technology are painting their way out of R&D labs and into the world of signage, e‐books, and other hand‐held devices. This paper examines the evolving technology, the companies leading the efforts, and the possible applications and implications for publishing and academia. It offers some insights on market speculation from members of the professional and academic publishing community, industry analysts and venture capitalists. The paper concludes by making a few observations on current and future technological trends and their impact on the higher education market and society.

ARTICLES have been written from time to time in our professional journals dealing with the question of local collections. These articles have, however, dealt with the formation of such collections, the principles of collecting, methods of storage, and the best means of classifying and cataloguing the same. But I do not remember any of the writers advocating the establishment of what may be termed county libraries, i.e., special libraries in each county for the accumulation of everything relating to the county. All works that do not deal in some way or another with the locality would be outside the scope of such libraries.
