Abstract
The delivery of assistance to SMEs, provided by enterprise councils at the local level, can vary between those bodies which are innovative and those which are pedestrian in their approach. Although it is generally accepted that most small firms in the UK sell to local markets, SMEs based within the Aberdeen area of Scotland play an important role in exporting and employment. The potential for birth and growth of firms exists in a number of targeted key sectors which aid the economic development of the Aberdeen area. However, assistance is required to bring people together in order to encourage networking, and this paper seeks to explore the process of facilitating an enterprise culture by examining the collaboration and partnership roles played by a LEC and a university in initiatives which foster enterprise. The relationship of the researchers and practitioners is similar to the model outlined by Oakey and Mukhtar where research and practice are used to inform each other, over time, to identify policy needs. The initiatives examined in this paper are the Entrepreneurs’ Club where established entrepreneurs mix with others at the new venture stage, and the Chrysalis Elite programme which links graduates with existing owner managers, creating a work‐based project involving groups of students. These links extend to the wider business community and organisations, including local entrepreneurs (who provide prizes and guidance), 3i and the Local Investors Network Company (LINC), who offer advice and opportunities. The main outcomes for policy in this paper are that collaboration between a LEC and a university can be very effective in assisting individuals or groups to meet the challenge of building entrepreneurial networks and that effective support can be provided for students to gain experience from the business community.

Purpose
The purpose of this paper is to examine financial management in the Pre‐Reformation church in Aberdeen, Scotland during the bishopric of Bishop William Elphinstone (1488‐1514).
Design/methodology/approach
The paper employs a combination of literature‐based analysis, archival research and the use of biographies in order to examine aspects of financial management within the Pre‐Reformation church in Aberdeen, Scotland.
Findings
There is evidence that accounting for assets and income was mobilised in order to achieve social aims. Recording mechanisms give visibility to the church's remuneration and governance strategy. Together, these examples show that there was no evidence of a sacred/secular divide in this context.
Research limitations/implications
Archives may be incomplete but can give insight into financial management in historical context and aspects of the sacred/secular divide.
Originality/value
This paper aids understanding of visibility and governance possibilities afforded by accounting that has been mobilised in an historic setting in order to achieve social aims.

Abstract
This chapter examines the inauguration of the university study of Education in Scotland and its relation to teacher education in the late nineteenth and early twentieth century. The chapter outlines moves to establish Education as a disciplinary field in higher education and the junctures at which this movement aligns with and is in tension with concurrent moves to advance teaching as a profession. Academisation and professionalisation are the twin poles of this debate. This is not a parochial or obsolete debate. The place of teacher preparation in higher education has been the focus of sustained discussion across Anglophone nations. Three examples – the inauguration of chairs and lectureships, the governance of teacher education and deliberation on the content and purpose of a degree in Education – are used to help explain the apparent paradox between the historic place of education in Scottish culture and identity and the relatively recent full involvement of Scotland's universities in the professional preparation of teachers. Investigating the activities of the first academic community of educationists in Scotland may help to understand continuing struggles over jurisdiction and authority in this contested and yet neglected field.

Abstract
Purpose
Community initiatives to collate and manage different kinds of cultural forms and resources are a popular way for local people to engage with the heritage of their area. These initiatives are often heavily dependent, however, upon short-term funding and long-term efforts of a few dedicated individuals. This paper aims to explore how community digital archives offer scope to widen participation in cultural activities and to investigate the sustainability of these initiatives.
Design/methodology/approach
A case study approach was taken of Hebridean Connections, which is a community managed, online historical resource. This paper is primarily based on interview data with key stakeholders, all of whom are based in the Outer Hebrides of Scotland.
Findings
Participation in Hebridean Connections was reported in positive terms by respondents and many cited that it was a good way to reconnect with diasporic populations and that they believed that this would encourage tourism. It was also reported that the system of linked records added value to the collections as previously undiscovered connections could be made that would not be possible without the electronic resource.
Originality/value
Few studies have been undertaken examining community digital archives. The multidisciplinary nature of the study also brings together different perspectives on the area of enquiry.

Abstract
Purpose
The purpose of this paper is to explore some key factors that influences ethnic entrepreneur’s decision in starting-up a new business in Aberdeen, Scotland.
Design/methodology/approach
The authors set out to investigate the motives, drivers and attitudes of ethnic minorities in seeking entrepreneurial opportunities. The authors conduct in-depth face-to-face interviews with 25 ethnic entrepreneurs from a variety of nationalities and cultures originating mainly from the Indian subcontinent region. This includes entrepreneurs from India, Bangladesh, Pakistan, Sri Lanka and some others. The motivations varies according to their culture, traditions, religion and other environmental factors influencing on their decision to start-up.
Findings
The results reveal some interesting influential factors that lead to the successful start-up decision. These include a positive mindset, self-efficacy, strong determination, knowing of the market and local business culture and good financial management.
Originality/value
This paper is based on empirical research and new data have been collected specifically for this research. The authors hope the new findings from this research work will enhance the understanding about ethnic minority businesses in the context of Aberdeen, Scotland.

Purpose
The purpose of this study was to explore gender differences in contractual commitments, job satisfaction and spouses' occupation among GP principals in NHS Scotland.
Design/methodology/approach
This paper is based on data provided by a self‐completion, postal questionnaire survey. The response rate was 50 per cent.
Findings
Males worked more hours than females and were more likely to work out‐of‐hours. Females reported greater job satisfaction but only when they worked fewer hours. Females earned less than males but there were no gender differences in total household income. Both genders planned to retire at 59 years. More males would delay retirement if they could work part‐time. More females than males were in dual‐doctor households. Male respondents in dual‐doctor households were more likely to have modified their working hours or career aspirations than males in other households.
Practical implications
The number of hours worked by GPs is in part determined by the occupation/earning power of their spouse. The number of women GPs is increasing and they are likely to continue to choose to work fewer hours than their male counterparts have done in the past.
Originality/value
This study has attempted to incorporate spouse's occupation/income as a factor in the career choices of GPs in Scotland.

Abstract
This paper presents the findings from an Objective 4 research project funded through the European Social Fund. A total of 60 innovative technology based SMEs in the Aberdeen area agreed to take part in structured interviews which addressed a broad range of strategic issues. Information was gathered on the knowledge exchange practices utilised by these companies for example seminars, co‐operative working arrangements and in‐house training. Many other sources of learning such as project reviews, practical experience and brainstorming meetings were also discussed. Although the 60 companies taking part in this research have many processes in place which can aid organisational learning, it is unclear how conscious they are of the value of these processes. The sample companies are moving through a learning cycle, akin to that developed by Kolb, by reviewing and acting on learning experiences. However there are considerable differences in the time invested in this process. Few firms are translating their learning experiences into documented format to ensure that knowledge is available to all.

Abstract
Purpose
The aim of this study is to identify the dimensions used by police officers in Scotland to discriminate and categorise operational situations.
Design/methodology/approach
This article was based on two studies: study 1 was a card‐sorting task: 23 officers categorised a set of 19 typical police operational situations, analysed using multi‐dimensional scaling; study 2 was a judgement task: 112 police officers rated 20 situations (19 from study1) in terms of amount of time to make a decision, risk to self, risk to others, familiarity and stress. Frequency data and correlations were calculated.
Findings
Study 1 results showed that the two main dimensions used to discriminate between situations were “familiarity” and “risk to the officer”. Study 2 found that most situations required a decision in less than three minutes. Rank and experience were related to familiarity but not to the other judgements. The situations requiring the fastest decisions were also judged to be of higher risk and more unfamiliar. Risks to self and to others were highly correlated, and higher risk situations were judged as more stressful.
Research limitations/implications
This preliminary study shows that knowledge elicitation techniques can be used to improve our understanding of police officers' knowledge and cognitive skills for operational policing.
Practical implications
Good situational judgements form the basis of effective operational decision‐making. Understanding how officers “read” situations and how this develops with expertise can provide valuable information for police training and critical incident management.
Originality/value
Police officers' cognitive skills have rarely been studied in relation to routine operational policing. This study is a first attempt to examine situational judgement skills.

Abstract
Describes the results of a Scottish Library and Information Council‐funded project into the business information needs of companies in the rural areas of the north‐east of Scotland. Based on a survey by questionnaire, interviews and case studies, describes the information providers available to rural businesses, the pattern of present use of such agencies by companies, the nature of respondents’ information needs, problems in accessing information and attitudes to IT. Highlights as significant to businesses particular types of information, some of which are felt to require the support of expert advice. The use of existing agencies suggests that many companies are poorly informed as to which agencies to approach and that these are less likely to approach libraries than “business” organizations, i.e. those providers which are seen as being more dedicated to the interests of the business community. Finds that business information provision is a dynamic and constantly shifting environment, in terms of the appearance and demise of information providers; and suggests there are lessons to be learned from the experience of the traditional and long‐established services.
