Abstract

Purpose

This study aims to provide an overview of the National Education Policy (NEP) 2020, identify areas where libraries can play crucial role in effective implementation of NEP 2020 and explains the role of libraries in higher education for implementation of NEP 2020 in India.

Design/methodology/approach

For the purpose of the present research, the researcher has evaluated The “National Education Policy 2020” document consisting of 65 pages. The contents of NEP 2020 are evaluated to find out major areas of working for libraries and in the context of major areas, the crucial role which a library can play in implementation of NEP 2020 is described. Hence, the research methodology followed is “descriptive research method”.

Findings

NEP is bringing out tremendous positive changes in higher education in India. The changes can be effectively implemented with the help of libraries and library professionals to adapt to course, curriculum, research and infrastructure-related changes. The challenges of the 21st century in the field of higher education are related to personality development, strengthening of Higher Educational Institutions (HEIs), internationalisation of higher education, specific skills and values for students, motivation for researchers and teachers as well as for equity and inclusiveness of higher education can be effectively imparted by libraries and it can contribute as a catalyst for overall national development.

Research limitations/implications

The study covers NEP of India 2020 and the role of libraries in HEIs of India are described.

Practical implications

NEP 2020 and its implementation are mandatory in HEIs in India. All universities and colleges in India had started implementing India’s NEP 2020, and hence, accessing the role of libraries in higher education for the successful implementation of NEP 2020 is essential. Elaborating on the “Role of Libraries under National Education Policy 2020” of India, libraries play a very important role in implementing the NEP 2020 of India. The sub-chapters from 9 to 19 under Chapter III on higher education are thoroughly studied by the researcher and on the basis of the contents related to NEP in the higher education system of India, the library parameters that can identify the role of libraries in NEP 2020 are explained.

Social implications

Libraries contribute to “personal development” as well as “to inculcate certain prescribed skills and values”. “Interdisciplinary research” is intended to develop an active community of research in various disciplines as well as to increase the efficiency of both physical resources and human resources. Promoting interdisciplinary research is done through libraries. Many libraries have developed “inclusive education centres” to provide library facilities to visually impaired and disabled students.

Originality/value

Overall personality development, strengthening of educational institutions, optimistic move towards multidisciplinary education through identification of business skills and specific skills and values, internationalisation of education, a motivation factor for students, teachers and researchers as well as equity and inclusiveness in higher education are all the areas occupied by libraries. It is described elaborately and it is of social and educational value for all.

Abstract

Purpose

This article aims to overview research undertaken through the Canadian Association of Research Libraries (CARL) to identify themes and issues of interest to library leaders in Canadian research libraries.

Design/methodology/approach

This paper discusses the context of the research, including moves by the Canadian Association of Research Libraries (CARL) to develop closer collaborative projects with Canadian Masters of Library and Information Sciences (MLIS) programs and to develop a National Research Agenda (NRA), inclusive of National Research Priorities (NRP). It overviews the specific research undertaken to develop the NRP, including the methodology and research outcomes.

Findings

The research resulted in the NRP, which identified key themes/issues of interest to directors in CARL member institutions. As such, it provides a snapshot of current issues and trends in research library management and leadership within Canada. CARL is now promoting its NRP and encouraging researchers (individuals and teams) to undertake applied research on the identified themes/issues, as part of its strategy to encourage research collaborations; increase research intensiveness within academic librarianship; and, use of evidence‐based decision making and applied research to solve management challenges.

Originality/value

The article identifies the context for the research, the research approach (including methodology) and research outcomes which point to issues of concern for library leaders in Canadian research libraries. It is a snapshot of current issues of concern to library managers.

Abstract

Purpose

The purpose of this paper is to describe the different positions and roles that German research libraries may have in their funding organizations: center or periphery, making a change with respect to the overall strategy or having just a strategy of their own; having strong communication links to the top management or just to their users.

Design/methodology/approach

Since 2008, the Joint Science Conference (Gemeinsame Wissenschaftskonferenz (GWK)) in Germany deals with all questions of research funding, science and research policy strategies and the science system which jointly affect the Federal Government and the Länder. For the big four German national research societies (Max-Planck, Helmhold, Fraunhofer, Leibnitz), the GWK formulated a set of performance indicators that are used to compare the different societies in a monitoring report published every year. Interestingly, there are several aspects affecting the libraries and their services and products, but the performance of the libraries (approximately 200) is not clearly mentioned.

Findings

An exemplary matrix is developed that can be adapted by all research libraries to show to which extent the research library is able to support and influence the level of different performance indicators and thereby to contribute to the overall goal of the organization. A graduated traffic light system is used to highlight which contributions in which areas can be expected from the research library.

Research limitations/implications

Research libraries are usually quite different from each other and there are not many tools to compare their contributions and to show their performance to the management level. In this paper, a method to show the influence and impact in the German research context is used, which may not be applicable to other countries with other research structures.

Practical implications

The paper identifies the importance of playing an essential role in the fulfillment of the overall strategic goals of the funding organization, especially for research libraries as there are usually special metrics to compare the big scientific research organizations in Germany.

Social implications

It is shown that there are simple ways to derive strategic goals and key figures and translate them into a benchmark and even use existing reports and systems.

Originality/value

The value of research libraries has usually been seen as supporting the research process for the users in the best possible way. As more competition arises between different research institutions or societies, the role of the library with respect to the contribution to the stakeholder’s strategy opens up another perspective.

Abstract

This paper examines the growth of research in polytechnics. It considers the extent to which polytechnic libraries are able to support academic research. The role of large research collections, such as exist in many university libraries is discussed. The paper argues that polytechnic libraries can best support research not by emulating the collection‐building policies of the universities, but rather by developing active information services. It uses a case study from Brighton Polytechnic to demonstrate how a successful service has been offered to researchers in the subject fields of accountancy, business and management. Analysis of online search records and of a survey of academic staff is used to evaluate the efforts of Brighton Polytechnic library to provide a useful service to academic researchers.

Abstract

There are two main centres of library and information science (LIS) research in New Zealand, the Department of Library and Information Studies, at Victoria University of Wellington, and the National Library of New Zealand. They each have a different purpose, but each in its way contributes to a growing body of New Zealand LIS research which is available to inform managers and policy makers locally, and which is finding a wider audience in the international literature. Abstract

Abstract: The Nordic Electronic Research Library is a concept which NORDINFO, the Nordic Council for Scientific Information, will use as an umbrella for its activities during the coming years. The concept is based on national developments within the research library sector in each of the five Nordic countries, Denmark, Finland, Iceland, Norway and Sweden. The goals of the Nordic Electronic Research Library are built on national goals, which in general terms are to make scientific and technical information easily available in all the Nordic region, independent of subject area, publication form and location of the user. This paper explores briefly the developments of the electronic research library in the Nordic region and how the concept is carried out. NORDINFO provides grants and project money to support coordination and cooperation within the field and the question is raised as to how NORDINFO can assist this development and increase cooperative efforts.

The role of great research libraries in collecting, organizing for on‐site use, and conserving for future generations the significant literature of the world has so far received little attention in the Universal Availability of Publications programme. The twin concerns of research librarians and scholars are firstly, the conservation and recognition of the surviving importance of the book, and secondly, that excessive borrowing from research libraries may adversely affect service to scholars and other researchers, particularly in the humanities. However, research libraries are part of the totality of library and information systems and several developments are required to ensure that they can both contribute and benefit from resource sharing.

Abstract

Purpose

The purpose of this study is to examine approaches used by university libraries to enhance the visibility and utilization of research support services (RSSs) among doctoral students and to assess the competencies of library staff in delivering research support services.

Design/methodology/approach

This study used qualitative design approach, purposively sampled 40 librarians (8 university librarians and 32 librarians) in charge of RSSs and use of structured interview.

Findings

The findings of this study revealed three major themes: offline and online strategies, the need for upskilling and professional development programs and proactive empowerment.

Research limitations/implications

This study focused on research support services in chartered public universities in Kenya; private universities were not included.

Practical implications

The need to enhance library staff's ongoing professional development programs, increasing funding to university libraries and proactivity by the libraries to improve the provision and promotion of RSSs to doctoral students in Kenya.

Originality/value

There are limited existing literature in the Kenyan context. This study will fill a knowledge gap and contribute to the literature on academic libraries support and doctoral students experience in Kenyan context.

Abstract

Academic libraries are undergoing a paradigm shift of service, due to various changes in their environment and internally. The maker culture is one of these factors and implies challenges regarding space, infrastructures, and services organization. This situation extends to research support services, in which the users have a particular informative behavior. This chapter aims to analyze whether the academic library has created research support services adapted to the era of maker culture. It examines how research is a key factor in the higher education system to contextualize the importance of research support services in academic libraries. How the researcher accepts or not the role of academic libraries in the process of production and communication of research is studied. As critical elements of the process, we examine part of researcher information behavior in the era of maker culture and the relationship of these users with librarians.

Abstract

This research highlights the scenarios that might serve as a strategic vision to describe a future beyond the current library, one which both guides provosts and creates a map for the transformation of human resources and technology in the university research libraries. The scenarios offer managerial leaders an opportunity to envision new roles for librarians and staff which brings a much needed focus on the development of human resources as well as a thought-stream to understand decisions which effectively and systematically move the organization toward a strategic vision.

These scenarios also outline possible future directions research libraries could take by focusing on perspectives from library directors, provosts, and administrators for human resources. The four case study scenarios introduce potential future roles for librarians and highlight the unsustainability of the current scholarly communications model as well as uncertain factors related to the political, social, technical, and demographic issues facing campuses. Given the changes institutions face, scenarios allow directors to include more uncertainty when developing and articulating a vision. These scenarios may start a discussion, before a strategic planning process, to sharpen the evaluations and measures necessary to monitor achievements that define the value of the library.
