Abstract

Purpose

The purpose of this paper is to describe the different positions and roles that German research libraries may have in their funding organizations: center or periphery, making a change with respect to the overall strategy or having just a strategy of their own; having strong communication links to the top management or just to their users.

Design/methodology/approach

Since 2008, the Joint Science Conference (Gemeinsame Wissenschaftskonferenz (GWK)) in Germany deals with all questions of research funding, science and research policy strategies and the science system which jointly affect the Federal Government and the Länder. For the big four German national research societies (Max-Planck, Helmhold, Fraunhofer, Leibnitz), the GWK formulated a set of performance indicators that are used to compare the different societies in a monitoring report published every year. Interestingly, there are several aspects affecting the libraries and their services and products, but the performance of the libraries (approximately 200) is not clearly mentioned.

Findings

An exemplary matrix is developed that can be adapted by all research libraries to show to which extent the research library is able to support and influence the level of different performance indicators and thereby to contribute to the overall goal of the organization. A graduated traffic light system is used to highlight which contributions in which areas can be expected from the research library.

Research limitations/implications

Research libraries are usually quite different from each other and there are not many tools to compare their contributions and to show their performance to the management level. In this paper, a method to show the influence and impact in the German research context is used, which may not be applicable to other countries with other research structures.

Practical implications

The paper identifies the importance of playing an essential role in the fulfillment of the overall strategic goals of the funding organization, especially for research libraries as there are usually special metrics to compare the big scientific research organizations in Germany.

Social implications

It is shown that there are simple ways to derive strategic goals and key figures and translate them into a benchmark and even use existing reports and systems.

Originality/value

The value of research libraries has usually been seen as supporting the research process for the users in the best possible way. As more competition arises between different research institutions or societies, the role of the library with respect to the contribution to the stakeholder’s strategy opens up another perspective.

Abstract

Purpose

The purpose of this research is to describe a theory of management strategy for libraries based on library core values. This research also determines the fundamental rules that cause libraries’ innovative changes.

Methodology/approach

This research focuses on 16 detailed management cases involving US and Japanese academic and public libraries from the 1960s to the 2010s. It analyses documents related to strategic management, organisation and operations, collected through surveys and interviews with library directors and managers. Based on those case analyses, the researcher identified the strategic patterns of libraries; a strong relationship of services, organisations, core skills and knowledge and environments. Finally, a strategic management theory for libraries emerged as a result of this research.

Findings

This research constructed a theory of management strategies for libraries. It consists of four general strategies and eight specific strategies. In addition, this research also determines fundamental elements that cause strategic and innovative changes of libraries, and describes a rule for those innovative changes that dictates that library services and organisational structures follow strategy, and strategy follows media format.

Originality/value

The originality of this research is in successfully constructing the theory of management strategy for libraries based on library core values. In the library world, most librarians and researchers tend to describe library strategies based on business management theories.

Abstract

Purpose

The purpose of this paper is to present a case study of implementing strategic management as a process based on balanced scorecard (BSC) in the university library – G. Denysenko Scientific and Technical Library of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute” (KPI Library).

Design/methodology/approach

The author is regarding the features of all the strategic management implementation stages: strategic analysis, formulation of strategic ideas (vision, values and mission), the strategy definition and development, strategy implementation and realization, assessment and control of the strategy implementation. Special attention is focused on the comparison of the BSC model, which was used in KPI Library with classical BSC models for non-profit organizations developed by Robert Kaplan and David Norton, and Paul Niven. The author is also focusing on preparation of the strategic map and identifying specific indicators.

Findings

BSC is adaptive, flexible and adjusts to the environment of each particular library and can be used as an effective tool for the development of a strategic management system in libraries.

Originality/value

The case study of the library of Igor Sikorsky Kyiv Polytechnic Institute shows that a BSC is an effective tool for building a system of strategic management development aimed at radical organizational changes in the library. It is also a testing and practical implementation of some of the results of the study “Strategic Management of Library as a Process-Oriented Organization Based on a BSC,” which is conducted by the author.

Abstract

Purpose

This chapter describes and explores the relationship between formal and semi-formal systems of programme and project management and broader strategic programmes and leadership approaches in the academic and research library context.

Methodology/approach

The leadership perspective of this chapter allows assessment of the contribution of programme and project management techniques to the strategic development of the library. A case study approach is taken, and the methods used for programme and project management arise mainly from the UK’s Office of Government Commerce.

Findings

The chapter provides insight into how a variety of practical project management techniques can be bound together within strategic programmes, together with appropriate governance structures for monitoring and judging successful outcomes.

Practical limitations

The chapter describes the application of programme and project methods in two research libraries, but the techniques used have been used widely in many organizational settings and so should be transferable to other research library contexts.

Social implications

The cases in the chapter reveal the social world of the academic and research library, illuminating the real-life experience of project work within the library and its broader institutional context.

Originality/value

The chapter presents an original typology for differentiating projects in the research library. The chapter is unique both in describing 30 years of continuous application and development of programme and project methodologies and frameworks, and also in its leadership perspective.

Abstract

Purpose

The purpose of this paper is to explore issues, approaches and challenges in providing strategic direction to university libraries on developing their physical space in what is increasingly a digital age. A key aspect of the work is to explore how university libraries and their senior staff can widen libraries’ role to inform the strategic direction of formal and informal learning spaces across the institution.

Design/methodology/approach

Research and perspectives from across the world provide the context for the study. A single site case study based at Loughborough University in the UK is explored to demonstrate how strategy for university library space is developed. The case study also provides an example of how a university library has extended its influence on other informal learning spaces.

Findings

University library physical space has an important role in learning, teaching and research, despite the increase in digital information provision. For effective strategy, information and evidence needs to be collected from a wide range of sources. The experience and skills that university libraries have developed in managing learning spaces can be transferred to learning spaces elsewhere in the university.

Research limitations/implications

This is a single site case study.

Practical implications

The case study provides approaches and ideas that can be applied by university libraries in the strategic development of learning spaces.

Originality/value

The paper provides an innovative and informed insight into how university libraries can influence learning and teaching spaces across university campus/site. Further research would be valuable to identify practice more widely. Surveying, from a library perspective, university and university estate, management strategies for content relating to libraries and formal and informal spaces across the institution and what is going on/being planned in this area would further progress the debate.

Purpose

The purpose of this study is to analyse the network strategies of academic libraries and presents an approach to the evaluation of strategic plans and their implementation.

Design/methodology/approach

The balanced scorecard approach is used as a framework for organisations to communicate and implement their strategic plans.

Findings

It is shown in this study that the balanced scorecard also provides a general framework for the evaluation of the strategy and performance from different perspectives.

Practical implications

The concept of the strategy map is used to illustrate the objectives of the strategic plans of the consortium of libraries.

Originality/value

This study contributes to the knowledge and practice of the strategic planning of libraries. The findings of the study are useful for those who seek to achieve cost‐efficiency with the increased and networked cooperation of libraries.

Abstract

Purpose

Professional work is becoming more specialized and diffused, with new specialties emerging on the boundaries of established professions. The purpose of this paper is to examine current specialties in academic librarianship in order to infer what strategies they employ.

Design/methodology/approach

This research uses a sample of 60 US research libraries to investigate current specialties in academic librarianship, in order to analyze and classify the specialties into groups based on similarities, and categorize academic libraries based on the staffing patterns identified, and illustrate the challenges and strategies of each classification. The sample was selected from the membership of the Association of Research Libraries, and designed to include both large and medium-sized research libraries. 888 different job titles were identified for 2,074 specialist positions extracted from staff directories containing information on 11,688 librarians. The positions were analyzed and classified using the framework provided by Cox and Corrall (2013), and the specialty composition of the libraries was investigated with Ward’s (1963) hierarchical method of cluster analysis, using 28 variables.

Findings

The cluster analysis identified subspecialties within the groups and revealed seven distinct staffing strategies of the libraries.

Originality/value

Describing specialties and strategies in academic libraries by cluster analysis based on huge data is a significantly novel and effective approach for capturing the concept of specialization.

Abstract

Purpose

The purpose of this paper is to present a case study of the use of people surveys to enact change in human capital organization and practices in a University library.

Design/methodology/approach

The study covers seven years of people surveys and the consequent interventions applied based on this and other data and evidence at the University of York, UK. The case describes measurement of staff’s lived experience, leading to innovation and intervention in management strategies, structures and policies. The research employs a mixed methodology; the paper draws on quantitative evidence from surveys, qualitative evidence from focus groups and desk research on human capital measurement and emotion in the workplace.

Findings

The paper describes the findings of investigations across seven years, discusses the available methods for people assessment, and the different theoretical foundations of the engagement, climate and excellence surveys used across the period. Strategic and structural interventions are described and their effectiveness discussed.

Research limitations/implications

The limitations of research in the field of human capital are discussed, including the participant observation of the library director, together with the potential confounding factors affecting data collected during the period of research.

Social implications

The paper reflects on advances in the understanding and practice of people evaluation in libraries. The development of a people strategy based on evidence, and repetition of surveys to gauge the effectiveness of interventions, with consequent refinement of solutions, appear to have had a real effect on the lived experience, culture and service provided by the case library.

Originality/value

The originality and value of the paper is that it provides a unique long-term case study of people surveys, strategy and structure in an academic research library.
