Abstract
Purpose
The purpose of the paper is to propose a shift from the ideal of immersion to a practice of “committed localism” in the ethnographic study of relational work in the post-bureaucratic and service-based economy.
Design/methodology/approach
The paper is based on ethnographic fieldwork following management consultancy projects in a hospital and a manufacturing company in Denmark. The approach was predicated on committed attention to the everyday of consultancy work activities and associated relational dynamics. This involved being present at the client sites, observing and listening in concrete situations of interaction and engaging in conversations with the multiple actors involved, both external consultants and members of client organisations.
Findings
The paper shows how “committed localism” was practiced in the ethnographic study of management consultancy as it is relationally accomplished in and through concrete situations of interaction between consultants and different actors in client organizations and the associated meaning production of the involved actors.
Originality/value
The paper develops the notion of “committed localism”, originally introduced by George Marcus, into a methodological concept to challenge the conventional ideal of immersion as the hallmark of “proper” ethnography. Such a shift is particularly pertinent for the ethnographic study of relational processes involving multiple actors occupying different positions in the temporary social spaces of contemporary workplaces.

Abstract
Purpose
This paper aims to propose to rehabilitate prâxis and revive possibilities of practical wisdom (phrónêsis) and a reinterpret excellence as an ethically committed way for responsible and sustainable form of living, while operating in the midst of a systematically constrained world of neoliberal regimes.
Design/methodology/approach
Based on a literature review, this essay first presents some basic understandings of prâxis, practices and its architecture as well as phrónêsis and its interconnection. Further, possibilities for integrating excellence in prâxis and success in poiêtic practice are suggested in form of a critical poiêtic phrónêsis, and some implications are outlined in conclusions.
Findings
Considering the systemic constrains of contemporary neoliberal regimes, this paper has shown the significance of a reviving the inter-relational nexus between prâxis, embodied practices, phrónêsis and sustainable action. An integral holonic approach of constrained prâxis was discussed, by which the macro-level is holonically connected to meso-level of likewise constrained practices to micro-level of action and vice versa. In particular, constrained excellence-oriented practical wisdom was connected with constraining result- and success- poiesis in a critical poietic phrónêsis and creative actions in inter-practices as part of inter-prâxis discussed.
Research limitations/implications
The paper is a meta-reflective paper and view point, but links to “prâxis-related research” are offered.
Practical implications
Some practical and political implications are provided.
Social implications
Some links to social and societal implications are discussed.
Originality/value
The proposed integration of prâxis, embodied practices, sustainable actions and practical wisdom for organisation and in relation to society is genuine and critical. It is orginal in that it provides possibilities to re-assess, re-vive and further investigate the relevance of embodied forms of an integral prâxis, practicing, phronesis and action in and through organizations as well as stakeholder towards a flourishing unfoldment.

Abstract
There has been a tremendous decline in the use of the death penalty in the United States. Recent research using county-level data shows that a small minority of locales in the country account for death sentences and even fewer for executions. Drawing on theoretical work that seeks to account for why these locales continue to use capital punishment, we provide in this chapter a thick description of Maricopa County, Arizona, one of the most active death penalty locales in the contemporary United States. In doing so, we demonstrate how capital punishment operates in a field of violently defended racial boundaries. Our chapter shows the roles of various local actors across time in fortifying such racial boundaries through historical white terrorism and more recent reinforcement of zones of racial exclusion that are embodied especially in communicated fears of “illegal immigrant gangs.” We contend that the case of Maricopa County points to the importance of attending to racist localisms as a catalyst for the continued implementation of the death penalty in the United States.

Abstract
Purpose
Within the context of recent post-localism developments in the English local government, this paper aims to show, first, how management controls have become more enabling in response to changes in rules of public sector corporate governance and, secondly, how changes in management control systems gave rise to new corporate governance practices.
Design/methodology/approach
Theoretically, the paper mobilises the concept of enabling control to reflect on contemporary changes in public sector corporate governance. It draws on the International Federation of Accountants’ (IFAC) and Chartered Institute of Public Finance and Accountancy’s (CIPFA) new public sector governance and management control system model and data gathered from a longitudinal qualitative field study of a local authority in North East England. The field study used interviews, observation and documentation review.
Findings
This paper suggests specific ways in which the decentralisation of policymaking and performance measurement in a local authority (present case) gave rise to enabling corporate governance and how corporate governance and management control practices went some way to aid in the pursuit of the public interest. In particular, it shows that the management control system can be designed at the operational level to be enabling. The significance of global transparency for supporting corporate governance practices around public interest is observed. This paper reaffirms that accountability is but one element of public sector corporate governance. Rather, public sector corporate governance also pursues integrity, openness, defining outcomes, determining interventions, leadership and capacity and risk and performance management.
Practical implications
Insights into uses of such enabling practices in public sector corporate governance are relevant for many countries in which public sector funding has been cut, especially since the 2007/2008 global financial crisis.
Originality/value
This paper introduces the concept of enabling control into the public sector corporate governance and control debate by fleshing out the categories of public sector corporate governance and management control suggested recently by IFAC and CIPFA drawing on observed practices of a local government entity.

Purpose
The purpose of this paper is to analyse the obligations imposing localism and the presumption in favour of sustainable development in English planning law.
Design/methodology/approach
The paper uses doctrinal analysis to examine section 38 PCPA 2004 and the NPPF to assess whether the obligations are coherent when considered as stand-alone obligations, and whether they are compatible when combined. Case law and the statutory provisions are examined to assess this. Planning theory is also examined to bring a multidisciplinary focus to the analysis.
Findings
The paper concludes that there are problems with these legal obligations when considered as stand-alone obligations. There is imprecision over the meaning of key terms; the “presumptions” established do not operate as true presumptions; and there is an ambiguity as to the hierarchy of norms and the allocation of decision-making control. When combined, the incoherence increases. It is argued that this occurs thanks to underlying disagreements in key concepts in planning theory.
Originality/value
This paper examines the new structures of planning law introduced under the Localism Act 2011 and the NPPF and considers how this structure works in practice. It does so from the multidisciplinary viewpoint of planning law and planning theory and links these two approaches. This is not replicated elsewhere in the literature. It considers in detail the ensuing case law, and the contradictions that appear. Again, there is little surveying the overall framework of planning law in the UK.

Abstract
Purpose
This chapter examines whether Type 1 and Type 2 models of Multi-Level Governance (MLG) are suitable frameworks for analysing the operation of local enterprise partnerships (LEPs) as significant new partnerships at the sub-national level of governance in England. In doing so it bridges some gaps in knowledge, largely absent from MLG literature, by demonstrating how actors in economic development attempt to solve governance problems through co-operation rather than central steering and control.
Methodology/approach
The approach follows Stubbs (2005) who called for more political anthropological or ethnographic analyses, and the chapter draws on primary interview data and secondary documentary evidence from two LEPs in the north east of England.
Findings
Some advocates of MLG believe that governance should serve citizen needs but it is clear from the contents of this chapter that MLG has a number of weaknesses in this respect, as well as neglecting power relationships and misinterpretations of the concept of territory. The conclusion shows that LEPs as multi-agency partnerships need to be accountable and it is essential to adopt models that facilitate a clearer understanding of new spaces of interactions and multiple accountabilities. Using a stakeholder analysis fills some gaps in understanding of how partnerships work and who they are accountable to, as well as assessing how public services delivery models operate within a multi-level governance setting. All 39 LEPs have varying levels of trust between partners, as well as responding to multiple accountabilities. Neither Type I nor Type II MLG is sufficient on its own as an explanatory framework for analysing LEPs, but each does offer a useful entrée into this important field of enquiry.
Research implications
The MLG concept is a helpful starting point, but its utility is governed by how it is augmented with other, more appropriate models of analysis. LEPs are a challenge to the dynamics of public accountability as they involve private actors at the heart of public service delivery; they are also interesting examples of persistent contestation between actors with different mind sets on outcomes and on legitimacy, accountability and representativeness. Stakeholder analysis allows a deeper appreciation of the interactions in space and multiple accountabilities of actors in LEPs.
Practical implications
LEPs in England are the preferred instrument for driving economic growth in regions and sub-regions. The findings help to explain more fully some of the intricate power and trust relationships in these partnerships. The chapter also examines multiple accountabilities and how actors connect within territories.
Social implications
Critically the findings show an absence of real citizen engagement or expression of public opinions and feedback loops to citizens/publics/individuals/other organisations within such diffuse partnership arrangements. In an era of Localism it is essential for partnerships to be accountable to a wider group of societal stakeholders
Originality/value
The chapter takes a novel approach to analysing LEPs and builds on some existing work on MLG to obtain a deeper analysis of some of the complex inter-relationships and connections between actors on LEPs.

A climate of austerity has gripped the politico-economic philosophy of many nation states across Europe and beyond as governments seek to rebalance budget deficits. This presents unique challenges for those engaged in purposeful acts aiming to regenerate communities of places – the regeneration managers.
Design/methodology/approach
England provides an interesting case study to examine some of the prime challenges facing regeneration managers by focusing on the ideologies that have informed successive UK governments’ policy responses and spatial strategies. The main body of research, including interviews, was carried out between 2010 and 2012, and was subsequently updated in early 2013.
Findings
Tracing an apparent transmutation of urban regeneration policy, the chapter helps to unmask a spatially unjust neoliberal toolkit, albeit pierced by some socially motivated actually existing regeneration initiatives. The transmutation of regeneration that has taken place is often concealed by de facto austerity measures and austerity politics.
Research limitations
The programme of interviews remains ongoing, as the research continues to track the shifting contours of state-led regeneration policy. Analysis is therefore provisional and explorative, with more detailed research reports and publications subject to follow.
Practical implications
The chapter explores emerging new agendas and sets out to identify some of the primary challenges that regeneration managers must face.
Social implications
‘Regeneration’ as a state-led policy objective and political concern has been virtually expunged from the Coalition lexicon. The present policy preference is to target public resources in ‘value-added’ schemes that favour private oriented objectives in a highly unbalanced way.
What is original/value of paper
The curtailment of broader regeneration debates has framed discussions limited to the depth of cuts, the speed of implementation and the spatial distribution of such measures. The result is that regeneration, understood as a capitalist policy instrument intended to respond to and assuage the outcomes produced by capitalist frameworks, is no more.

Abstract
This introduction provides an overview of the discourse on alternative agrifood movements (AAMs) to (1) ascertain the degree of convergence and divergence around a common ethos of alterity and (2) context the chapters of the book. AAMs have increased in recent years in response to the growing legitimation crisis of the conventional agrifood system. Some agrifood researchers argue that AAMs represent the vanguard movement of our time, a formidable counter movement to global capitalism. Other authors note a pattern of blunting of the transformative qualities of AAMs due to conventionalization and mainstreaming in the market. The literature on AAMs is organized following a Four Questions in Agrifood Studies (Constance, 2008) framework. The section for each Question ends with a case study to better illustrate the historical dynamics of an AAM. The literature review ends with a summary of the discourse applied to the research question of the book: Are AAMs the vanguard social movement of our time? The last section of this introduction provides a short description of each contributing chapter of the book, which is divided into five sections: Introduction; Theoretical and Conceptual Framings; Food Sovereignty Movements; Alternative Movements in the Global North; and Conclusions.
