Abstract

Purpose

This study sought to examine the interaction between rural bank performance, information and communication technology (ICT) investment, ICT diffusion and financial development.

Design/methodology/approach

Data were sourced from the Association of Rural Banks (ARB) Apex and World Development Indicators (WDI) for the period 2014–2020. A total of 122 rural banks were used for this study. The study adopted the two-step system generalized method of moments (SGMM) estimation technique in assessing the interactions among variables.

Findings

This study found compelling evidence to support the positive effect of ICT investment on banks’ performance (return on asset and net interest margin). Further, ICT diffusion and financial development positively influence banks’ performance. The results show a positive moderating effect exerted by ICT diffusion and financial development on the impact of bank risk (bank stability) and ICT investment on all three performance measures.

Originality/value

The study focuses on the rural banking sector in the Ghanaian economy, compared to related studies that examine the subject matter for commercial banks. The moderating effects of ICT diffusion and financial development are assessed to guide policy on rural banking development in Ghana.

This research examines the impact of the National Rural E-commerce Comprehensive Demonstration Project (NRECDP) on poverty reduction and income growth in rural China.

Abstract

Purpose

This research examines the impact of the National Rural E-commerce Comprehensive Demonstration Project (NRECDP) on poverty reduction and income growth in rural China.

Design/methodology/approach

The study develops a theoretical framework, which considers the role of geographical, technological, institutional and cultural factors for the e-commerce poverty alleviation (e-CPA) model. Empirically, this study applies the difference-in-differences (DID) model and the event study approach to evaluate the effectiveness of NRECDP on the basis of large-scale county-level and household-level panel data spanning 2010 to 2020.

Findings

The study found that the NRECDP, as a government-led, information and communication technology (ICT)-enabled, market-based program, has led to a significant increase in per capita output of primary industry employees, as well as in the disposable income of rural residents, especially those in national-level poverty-stricken (NP) counties. The interventions of the NRECDP achieved these positive outcomes through transportation and Internet infrastructure improvement, ICT adoption and human capital accumulation in impoverished towns and villages in remote rural areas. These effects are larger in the eastern region of China, followed by the central region, whereas the weakest effects were found in the western region. However, we found little evidence of the NRECDP increasing household developmental expenditure.

Research limitations/implications

The study findings have important practical and policy implications for rural e-commerce development and self-sustained poverty alleviation solutions. The research revealed the significance of government NRECDP interventions for increasing rural income, reducing living costs, and empowering the rural population in its multiple social roles, namely, as consumers, producers, employees and microentrepreneurs. The local cultural context may also play a role in ICT adoption and entrepreneurship cultivation with a downstream effect on the effectiveness of e-CPA practices. Policymakers would need to ensure a supportive entrepreneur-friendly environment for rural e-commerce development and continue implementing progressive policies for poverty alleviation.

Originality/value

This study explores poverty alleviation issues in China by developing for the first time a multi-faceted framework that is subsequently tested by both county-level and household-level large-scale observations. Also, it is the first study to provide nationwide empirical evidence on the effectiveness of e-CPA in narrowing down the spatial and digital divides in China. In addition to the impact of geography, technology and governmental support, this study also sheds light on the role of culture in the adoption and diffusion of digital technologies and as a source of local entrepreneurial opportunities.

This paper aims to explore the rationale, the process and the outcomes and risks of place branding in rural China.

Design/methodology/approach

An in-depth case study analysis, including interviews, has been conducted.

Findings

Place branding in the case of China is practiced and dominated through administrative entities by using subsidies and regional development programs to coordinate, organize and promote local agricultural resources. Although this government-led place branding has effective effects on rural development, it is unsustainable and unstable because it lacks sufficient market and stakeholder participation.

Research limitations/implications

The effectiveness of place branding in China has been examined and proved.

Practical implications

The government’s role in place branding in China should be adjusted. The government should position itself as a service and auxiliary role. Simultaneously, it should strengthen market-oriented operations and stakeholder participation in place branding.

Originality/value

This paper is one of the first contributions to examine the impact of place branding as a rural development policy tool in China, and the in-depth case study examines and proves the effectiveness of place branding in rural China.

Abstract

Purpose

The purpose of this study is shed light on the underlying forces behind entrepreneurship within a regional innovation system (RIS) in a remote rural region. The authors examine the following questions: Which are the main underlying forces behind the entrepreneurial process in a rural RIS characterized by traditionally low-tech, small-scale businesses? How can the development of a low-tech regional innovation system be conceptualized?

Design/methodology/approach

The design of the study is based on entrepreneurship theory. Data analysis followed practices used in phenomenography, a research approach used to analyse and identify commonalities and variations in populations' perceptions of a certain phenomenon. Data are composed using semi-structured interviews and a database composed of company information of all firms in the population.

Findings

A proactive mobilization of regional stakeholders and resources can be an important driving force behind the entrepreneurial process and generation of a rural RIS. Innovation can be generated within low-tech industries turning the rural context into an asset. An RIS in a remote rural context can be initiated and orchestrated by regional authorities, but knowledge brokering and orchestration can also be managed by networks of small-scale businesses brought together by mutual benefit and common interests.

Research limitations/implications

Regional innovation systems theory is most often used to study high-tech industries. But by combining regional innovation systems with rural entrepreneurship and entrepreneurship context theory is a fruitful avenue to understand the role of rural entrepreneurship in regional development, even in remote and peripheral regions. Innovation does not need to entail high-tech international environments; it can appear as the result of efforts in low-tech industries in rural and remote environments. The authors’ findings need to be scrutinized; therefore, the authors call for more research on regional innovation systems in rural environments.

Practical implications

It is possible for regional authorities to orchestrate a development process through the actions of a strong regional agent but also by supporting the creation of networks of small businesses that are built on trust and common interests.

Originality/value

This study contributes to the literature with a new perspective to the study of entrepreneurship and of regional innovation systems. Entrepreneurship research with focus on rural contexts most often highlight limits to entrepreneurship and see entrepreneurship as “just running a business”. A perspective that starts from innovation and innovative behaviour, despite the rural context and embedded resources, helps to generate new knowledge that can enrich the understanding of entrepreneurship and also be the foundation for more precise business development policies in rural settings.

Abstract

Purpose

The aim of this study is to discern the role of digital finance in driving rural industrial integration and revitalization. Specifically, it intends to shed light on how the deep development of digital finance can contribute to the optimization and transformation of the rural industrial structure. The research further explores the particular effects of this financial transformation in the central and western regions of China.

Design/methodology/approach

This research studies the influence of digital finance on rural industrial integration across 30 Chinese provinces from 2011 to 2020. Utilizing the entropy weight method, a comprehensive evaluation index system is established to gauge the level of rural industrial integration. A two-way fixed effects model, intermediary effect model, and threshold effect model are employed to decipher the relationship between digital finance and rural industrial integration.

Findings

Findings reveal a positive relationship between digital finance and rural industrial integration. A single threshold feature was identified: beyond a traditional finance development level, the marginal effect of digital finance on rural industrial integration increases. These effects are more noticeable in central and western regions.

Originality/value

Empirical outcomes contribute to policy discourse on rural digital finance, assisting policymakers in crafting effective strategies. Understanding the threshold of traditional finance development provides a new perspective on the potential of digital finance to drive rural industrial integration.

Abstract

Purpose

This study aims to conduct a geographical analysis of the distribution and type of activities developed by social enterprises in rural and urban areas of Ireland.

Design/methodology/approach

The study analyses data of more than 4,000 social enterprises against a six-tier rural/urban typology, using descriptive statistics and non-parametric tests to test six hypotheses.

Findings

The study shows a geographical rural–urban pattern in the distribution of social enterprises in Ireland, with a positive association between the remoteness of an area and the ratio of social enterprises, and a lack of capital-city effect related to the density of social enterprises. The analysis also shows a statistically significant geographical rural–urban pattern for the types of activities developed by social enterprises. The authors observe a positive association between the remoteness of the areas and the presence of social enterprises operating in the community and local development sector whereas the association is not significant for social enterprises developing welfare services.

Research limitations/implications

The paper shows the potential of using recently developed rural–urban typologies and tools such as geographical information systems for conducting geographical research on social enterprises. The findings also have implications for informing spatially sensitive policymaking on social enterprises.

Originality/value

The merging of a large national data set of social enterprises with geographical tools and data at subregional level contributes to the methodological advancement of the field of social enterprises, providing tools and frameworks for a nuanced and spatially sensitive analysis of these organisations.

Abstract

Purpose

This paper aims to propose a conceptual framework for integrating information and communication technologies (ICT) into teaching practices for educators in rural Ghana lacking computer and internet access. Bridging the rural–urban digital divide is critical for equitable quality education. This research identifies distinct infrastructure, financial, human, and socio-cultural challenges of ICT adoption in underserved Ghanaian schools through an exhaustive literature review. The framework provides tailored strategies to empower teachers to leverage ICT for innovative pedagogy despite limitations. Ultimately, the goal is to offer pragmatic, evidence-based solutions to advance ICT-enabled instruction and digital equity in marginalized settings.

Design/methodology/approach

This study utilizes a qualitative literature review methodology to develop a conceptual framework for ICT teaching techniques tailored to the rural Ghanaian context. Published empirical studies, theoretical papers, and reports focused on ICT education in developing countries, particularly sub-Saharan Africa, were systematically reviewed across multidisciplinary databases. Relevant theories and models, like TPACK and SAMR, were analyzed to determine appropriate modifications for the framework design. The proposed strategies emphasize affordable technologies, teacher training, localized content, and culturally relevant pedagogies selected based on evidence from literature to address the unique barriers and needs of the rural setting.

Findings

The literature review revealed profound infrastructure, financial, human, and socio-cultural barriers to ICT adoption in rural Ghanaian schools. These include lack of electricity, internet, hardware, and software alongside inadequate teacher training and support. The proposed conceptual framework offers solutions including leveraging low-cost technologies like mobile devices, prioritizing teacher professional development, developing localized digitally-enabled resources, and fostering community participation. Culturally relevant pedagogies are also emphasized. This tailored, evidence-based approach holds promise for enhancing ICT-enabled instruction and bridging digital divides to promote equitable quality education. Further findings will emerge through framework implementation and evaluation.

Research limitations/implications

This conceptual framework requires implementation and evaluation to truly determine its impact and effectiveness in the intended rural Ghanaian context. As a literature review, primary data collection was not undertaken. Practical application of the framework in schools can yield direct insights through surveys, interviews, observations, and analysis of key educational outcomes pre and post-implementation. Comparisons with control groups may further illuminate its efficacy. Monitoring and adaptation over time is also essential. Ultimately, this research sets the foundation for praxis-oriented work transforming ICT integration in marginalized communities to advance digital equity and inclusion.

Practical implications

This research provides an evidence-based, context-aware framework with pragmatic solutions to enhance ICT-enabled teaching and learning in underserved rural Ghanaian schools. It offers guidance to teachers, administrators, and policymakers on integrating technology despite infrastructure and resource constraints. The emphasis on cost-effective innovations, educator training, localized content, and community participation can inform planning and investments in ICT education. Broader applications include adapting the framework for other developing country contexts facing comparable challenges. Overall, this work promotes digital equity and quality education access, catalyzing social development and aligning with the UN Sustainable Development Goals.

Social implications

This research highlights the urgent need to address digital divides exacerbating educational inequalities between rural and urban communities in Ghana. Lack of technology access and utilization in rural schools threatens to widen gaps in skills, capabilities, and opportunities for students. Strategic integration of ICT can promote social inclusion, cultivate digital literacy, and equip youth to participate in the global digital economy, thereby enhancing prospects. More broadly, advancing digital equity and ICT-enabled education empowers marginalized groups, fosters community empowerment, and drives progressive social change. This work underscores that localized, context-appropriate solutions are pivotal for promoting development and social justice.

Originality/value

This research fills a crucial gap by proposing a conceptual framework tailored specifically for integrating ICT in teaching practices in rural Ghanaian schools lacking digital access, responding to context-specific barriers and needs. While extensive literature examines ICT education models globally, few studies offer localized strategies for resource-constrained environments. This framework adapts established models based on a systematic literature review, emphasizing affordability, capacity building, and cultural relevance. By synthesizing evidence-based, pragmatic solutions to advance ICT-enabled instruction in marginalized settings, this work provides a valuable foundation for praxis transforming rural education. The localization approach could inform frameworks for other developing regions.

Abstract

Purpose

In this article, the authors analyse a complex social process affecting historic public paths in rural areas in southern Spain. Despite the fact that urban populations are demanding the enhancement of this type of natural heritage for tourism, sports and recreational use, some parts of the network have been abandoned or usurped.

Design/methodology/approach

The study is multidisciplinary, comprising three interlinked studies. The cartographic study comprises an inventory of public paths in rural areas based on administrative sources. The legal study analyses local, regional and national regulations governing agricultural, environmental, heritage, sports and tourism uses of the infrastructure. The sociological study analyses social discourses on the uses of public paths, and identifies conflicts between farmers, landowners, environmentalists, sportspeople and tourists.

Findings

The preliminary results identified an important public paths network in Andalusia, approximately 160,000 km. The legal study found that there are laws regulating use, although local authorities do not monitor compliance or provide solutions to enhance management. The sociological study determined the attribution of environmental, cultural and economic value to public paths, but also the existence of conflicts between rural and urban populations.

Research limitations/implications

Given that this is ongoing research, only state of the art and some preliminary albeit sufficiently consistent results are presented.

Practical implications

The results could help to guide public policy and governance of public paths.

Social implications

Public paths promote rural development and a green/sustainable economy.

Originality/value

The research results and conclusions are original.

Abstract

Purpose

The Internet has encouraged rural tourism experience providers to develop a new management strategy that opts for disintermediation to access the market. In this context, incoming travel agencies (destination management companies [DMCs]), despite the local component, lose capacity to promote the rural tourism. The main question is what kind of relationship between stakeholders would enhance effective intermediation processes between them. The paper examines such constraints and limitations of existing relationships between small local rural tourism producers and DMCs.

Design/methodology/approach

Using the Basque Country region of northern Spain as a case study, the authors used a mixed qualitative and quantitative methodology based on semi-structured in-depth interviews and an online survey. The data analysis strategy used incorporated descriptive and exploratory factor analysis (EFA).

Findings

In this research, most of the tourism disintermediation factors identified in previous literature were reinforced when tested in the rural context. The results confirm that power, value, product differentiation, digitisation and stakeholder collaboration are key elements. The value provided in the international segment by DMCs, though, was found to be irrelevant.

Originality/value

This article contributes to filling a gap in the literature on rural tourism destination management from a holistic view of the destination understanding the business-to-business (B2B) relationship among stakeholders in rural tourism. This paper focuses on those elements that create value for local producers to sell the products through intermediaries and provides a framework for understanding the factors involved in value creation in rural tourism intermediation, which is applicable to further empirical studies and provides interesting managerial implications.

Abstract

Purpose

This study aims at understanding how higher education institutions (HEIs) can contribute to sustainable development, by designing their programmes for bringing about a transformative impact on communities and students, and also to examine what alternative pedagogical approaches could be used for that. In the past decades, HEIs have increasingly created social innovation (SI) programmes, as a way to achieve United Nations Sustainable Development Goals. These community-oriented and field-based programmes are difficult to ally with conventional classroom education. This study explores how these programmes could integrate the participatory approach and what would be the benefits. It also investigates the effectiveness of the experiential learning approach for teaching sustainability.

Design/methodology/approach

A case study method is used to document SI projects initiated by an HEI programme in rural India.

Findings

It was found that the participatory approach contributes to empowering communities and also benefits the students in terms of academic, professional and personal growth. Empirical findings show that experiential learning is an efficient method to teach sustainability. Ultimately, both pedagogical approaches are found to be mutually beneficial.

Originality/value

This study fills a gap in the literature, by providing empirical evidence on how HEI can implement innovative educational strategies such as participatory approach and experiential learning in their programmes towards teaching sustainability. A conceptual model for HEI interested in developing similar programmes is also proposed. To the best of the authors’ knowledge, this study is one of the first studies focusing on the context of Indian HEI.
