Abstract

Chapter Summary

The aim of this chapter is to explore clean language interviewing (CLI) for incidents where a serious injury or fatality (SIF) has occurred and to identify what difference this type of interviewing can make where high risk and high efficacy must co-exist. The primary focus is non-criminal SIF investigative interviews in North American utilities and the use of CLI in root cause (RC) accident investigations.

Nearly 900,000 serious injury or fatality accidents occur annually in the US, which are quite literally a matter of life and death for individuals, distressing for loved ones with grave consequences for organisations in which they occur. Despite the gravity of these accidents, training for interviewers is woefully lacking. This chapter describes how 11 experienced root cause analysts conducted investigative interviews and reports on their experience before and after learning skills in clean language interviewing.

Findings show that when investigators learn how to ask cleaner or non-content leading questions, there is a higher level of confidence in the data elicited. The analysts noted several advantages of conducting interviews with clean language including: appreciably easing interviewee's response to questions; creating an environment of trust and non-blame for injured individuals and witnesses; and a non-interrogative approach that provided psychological and emotional safety. Transcripts of an interview prior to and post training in clean language interviewing methods illustrate the difference that questions make. The chapter concludes by highlighting some benefits and challenges of using clean language interviewing in serious injury or fatality interviews.

Abstract

This paper investigates the substance of institutions in the context of business ethics. In particular, I test a theory of stakeholder attention to resource commitments by firms that implement the Ethics and Compliance Officer (ECO) position, from 1990 to 2008. Results support the hypothesized curvilinear relationship between resource commitments and stakeholder attention – while both high and low levels of ECO implementation generate low levels of reported ethics transgressions (the former due to good firm behavior and the latter due to stakeholder disengagement), moderate ECO implementation produces elevated transgression reports (due to raised expectations and increased engagement). Contrary to extant theory, results are consistent across both internal and external firm stakeholder groups.

Bill Freudenburg’s concept of recreancy is used as a frame for explaining processes that perpetuate questionable regimes of emergency response planning. Abstract

Despite nationwide decreases in school crime and violence levels, a relatively high and increasing number of students report feeling unsafe in their school environments. In response, many school and law enforcement officials are collaborating to develop school–police partnerships, especially in urban areas as an effort to significantly deter student criminal activity and violence in schools. This chapter examines the beginning efforts of New York City's Impact Schools Initiative, a punitive-based school–police partnership created in January 2004 to significantly increase police presence at some of New York City's most violent public schools. An initial examination of school-level demographic and environmental variables reveal that despite increased police presence, students enrolled at New York City's Impact Schools continue to experience higher than average problems linked directly to future criminality, including more student suspensions and lower attendance rates compared to other New York City Schools. Additionally, the data revealed that compared to other New York City public schools, Impact Schools experience greater student overcrowding and receive less funding.

Abstract

Alternative Education Placements (AEPs) are unique and complex settings that serve students with varieties of needs and strengths, though in practice such settings may be used most frequently to serve students with serious challenging behavior. Although research supports a number of individual interventions for students with emotional and behavioral disorders (EBD), including intensive, individualized interventions, less is known about adapting such interventions for AEPs, and especially about the potential for AEPs to adopt a flexible, positive, multitiered framework for behavior and school climate. Emerging evidence suggests that Positive Behavioral Interventions and Supports (PBIS) can be integrated into alternative education settings with careful planning. This chapter provides (1) an overview of AEPs, (2) a description of six steps recommended for integrating PBIS into AEPs, and (3) a brief overview of recent literature regarding PBIS in AEPs.

Abstract

Using archival data from the American Civil Liberties Union of Eastern Missouri and current data from Fatal Encounters (FE), this study descriptively compared concentrated incidents of fatal police shootings of civilians in St. Louis, Missouri at two points in time – 1970 to 1980 and 2000 to 2010. This study also explored connections to race and income by mapping the composition of Black residents and levels of concentrated economic disadvantage using 1980 and 2010 United States Census data. Geographic Information Systems (GISs) results revealed noticeable similarities in the sites of fatal police shootings of civilians across the two time periods. Specifically, most of the incidents occurred in the northern and southeastern sectors of St. Louis City in neighborhoods with a higher number of Black residents and impacted by economic disadvantage. All of the individuals shot and killed by the police were male, and a majority were 22 years old or younger, and armed during the incident. Results from police perceptions studies from the 1970s and early to mid oughts are also discussed to posit that a persistence of police violence historically and presently may help offer key insights into how legal estrangement may ensue.

Abstract

Purpose

This study set out to advance knowledge on the reporting of police shootings in print media. Media is the main source of information on criminal justice issues for most citizens. Thus, understanding the presentation of police-involved shooting incidents is important for determining the manner in which media might shape the opinions of readers.

Methodology/approach

The current study content analyzed relevant newspaper articles gathered from a large database of journalistic documents compiled by Lexis Nexis. Articles pertaining to police shootings published between January 1, 2014 and April 30, 2015, were identified and coded to document various dimensions of how these encounters are portrayed in print media.

Findings

Results indicate that explicit racialization of the stories was limited, which is contrary to what was expected. Neither the race of the suspect or officer was mentioned in most stories, making it difficult to assess explicit reporting bias of these incidents. However, results indicate that implicit bias might play a role in shaping the content portrayed in print news accounts of police-involved shootings.

Originality/value

The current study represents one of the first – if not the first – content analysis of news stories centered on police-involved shootings. Given the significant role media plays in delivering information about crime and justice topics to the citizenry, a working knowledge about the media’s portrayal of these events is important for understanding how media consumption may shape citizens’ opinions about police-involved shootings.
