Abstract
This chapter explores how the capacity of different sectors of the government influences which topics are prioritized in the legislative agenda. We focus on the complex and challenging topic of agriculture and the environment in Brazil and analyze how it's framed in both the media and the legislature. Our analysis shows that, in normal circumstances, the governmental actors with the highest state capacity prevent threatening topics from entering the legislative agenda, biasing it toward the status quo. However, we find that the media can act as a tool for sectors with lower capacity to bring their priorities to the forefront and trigger a legislative response.

Abstract
The conclusions summarize the main empirical evidence that emerged in the book and put forward final reflections and some recommendations for scholars and policymakers. First, the reader is reminded that the book focuses on how a desirable and ambitious agenda that contemplates a progress-oriented policy system is feasible when confronted with the challenges of its implementation and the related problem of coordination between the goals it postulates. The purpose of the concluding chapter is to extrapolate the findings from the individual analyses and synthesize them into a single interpretative proposal centered on two analytical pillars. The first is the analysis and management of the complexity generated by wickedness, through the reconstruction of types of complexity and consequences that the policymaker must acquire in terms of problem setting. The second is the analysis of the skills needed to manage said complexity, distinguishing between linear and nonlinear skills. These are the skills that the policymaker must acquire in terms of problem-solving. Both problem setting and problem solving are summarized in some final recommendations on what to do to improve the feasibility and effectiveness of sustainable development policies: the pragmatic culture of government and some supporting institutional tools, the importance of training as a lever of change, and the building of knowledge infrastructures in terms of evidence-based policymaking.

Abstract
Purpose
This chapter explores the recent trend in libraries: that of the establishment of spaces specifically set aside for creative work. The rise of these dedicated creative spaces is owed to a confluence of factors that happen to be finding their expression together in recent years. This chapter examines the history of these spaces and explores the factors that gave rise to them and will fuel them moving forward.
Methodology/approach
A viewpoint piece, this chapter combines historical research and historical/comparative analyses to examine the ways by which libraries have supported creative work in the past and how they may continue to do so into the 21st century.
Findings
The key threads brought together include a societal recognition of the value of creativity and related skills and attributes; the philosophies, values, and missions of libraries in both their long-standing forms and in recent evolutions; the rise of participatory culture as a result of inexpensive technologies; improved means to build community and share results of efforts; and library experience and historical practice in matters related to creativity. The chapter concludes with advice for those interested in the establishment of such spaces, grounding those reflections in the author’s experiences in developing a new creative space at Virginia Commonwealth University.
Originality/value
While a number of pieces have been written that discuss the practicalities of developing certain kinds of creative spaces, very little has been written that situates these spaces in larger social and library professional contexts; this chapter begins to fill that gap.

Abstract
A study of community college students enrolled in a for-credit study abroad program in Costa Rica sought to identify the experiences that influence intercultural competency growth during study abroad trips and to learn how the experiences influence the development of global leadership competencies. The results led to a modified global leadership development expertise model for understanding the process of global leadership development in student populations. The study revealed a key link between antecedent characteristics of participants and their transformational ability during the study. The study also revealed that there are types of transformational experiences that, when experienced sequentially, can maximize transformational potential and the development of intercultural competencies.

Abstract
Brazil occupies third place in the world ranking in terms of the prison population in the National Penitentiary System, reflecting a policy of zero tolerance and mass imprisonment of citizens in conditions of vulnerability. Even though incarcerated women are a minority group in Brazil, there is an increase in the percentage of them being subjected to criminal control. According to the latest official data, the number is approximately 38,000 women, representing an increase of 675% between 2000 and 2016 – which puts Brazil in third place among those countries that most imprison women, behind the USA and Thailand. Criminal selectivity works in an explicit way, given that the majority of incarcerated women in Brazil are young, Black, poor and semi-literate. The crime of drug trafficking accounts for more than 62% of female imprisonments, which is a much higher percentage than that of men for the same crime (41%). From a feminist perspective, this chapter analyses and reflects on the specific characteristics of female criminality related to drug trafficking, highlighting how the intersection between gender, race, class and age informs the criminalisation process of women in Brazil.

Abstract
Through an ethnographic content analysis of 936 letters to the editor, op-eds, and editorials and 1,195 online comments, this chapter examines how participants in the public sphere neutralized accusations of racism leveled against Donald Trump in the early phase of his presidential campaign. The study shows that both supporters and opponents effectively (if not purposefully) neutralized racism through a number of techniques. Trump’s opponents neutralized racism by calling attention to a number of other perceived flaws in his candidacy. Trump’s supporters obscured the charges of racism by endorsing him and calling attention to positive qualities. Others neutralized racism by changing the subject or making neutral observations. Supporters neutralized charges of racism in three additional ways. Most commonly, they framed Trump’s comments as accurate. Some defensively drew a distinction between legal and illegal immigration. A relative few claimed that others were also racist or xenophobic. That there were a number of ways of defining Trump’s stance toward Mexican immigrants demonstrates the role of human agency in producing social structures. Structural factors in the discursive field such as the stock of existing conservative frames, Trump’s absurdity shield, and political partisanship also facilitated the neutralization of accusations of racism.

Abstract
This chapter reviews the history of civil society engagement on drug policy at the UN. Despite the challenging beginnings characterised by small numbers of civil society attendees at the Commission on Narcotic Drugs, coupled with government mistrust, in the last two decades, civil society representatives have made visible progress in advocating for policy reform and changing the terms of the debate.
Efforts by non-governmental organisations (NGOs) in the lead up to, as well as during the 2016 United Nations General Assembly Special Session on Drugs (UNGASS), best illustrate this increase in impact and engagement. Reform-orientated civil society strategised heavily on how to bring ‘comprehensive, diverse, balanced, and inclusive’ representation to the UNGASS and achieved this through the Civil Society Task Force, which was carefully balanced in terms of geographic, gender and ideological diversity, and included nine representatives from affected populations, including people who use drugs, people in recovery from drug use disorders, families, youth, farmers of crops deemed illicit, harm reduction, prevention, access to controlled medicines and criminal justice.
The 2016 UNGASS saw the fruition of greater civil society engagement. Eleven speakers were chosen to speak in the forum showcasing the calibre and diversity of civil society representatives. They made powerful, at times poignant statements and pleas for better, more compassionate treatment of people who use drugs, farmers of crops deemed illicit, as well as respect for human rights, sustainable livelihoods and the need to approach the issue through a public health and human rights lens.
The chapter concludes with the finding that reform-orientated civil society had a significant impact on the UNGASS – both on the gains in the Outcome Document and at the actual event, while noting that the most impactful ways to influence has nonetheless been through reform advocacy efforts outside of the official civil society mechanisms. Civil society engagement remains a serious challenge. International solidarity and global networking remain a central part of the drug policy reform movement’s strategy to advocate for change at the national, regional and global levels.

Abstract
Existing literature on the post-war agency of women combatants focuses on macro-level political and economic processes as measures of their agency in the post-war society. I try to present a more complicated and complete picture of women ex-combatants' experiences of post-war agency by including socio-cognitive process to understand their post-war experiences. After categorising the extant research into four categories – post-war as regression; structural forces shaping post-war regression; situated agency of women ex-combatants; and micro-politics of post-war – I introduce the concept of ‘strategic silence’. This concept indicates the capacity of female ex-combatants to consciously stay silent and to highlight the collective gains and empowerment for women while sacrificing the self. Secondly, I introduce the concept of ‘epistemic resistance’ which captures their ability to resist dominant narratives of social transformation by the Maoists in Nepal. I focus specifically on narratives around marriage during the insurgency. I conducted 39 extensive interviews during my fieldwork in Nepal (2017–2018) involving female ex-combatants, their leaders (male and female) and experts. This chapter makes an important intervention in feminist security studies and feminist international relations through a specific focus on gender in post-war reconstruction and peacebuilding.
