Abstract

The issue of citizens’ participation in civil society in Europe is perceived as crucial for the democratization and the legitimacy of the European Union (EU) as well as for the development of a European identity. There are at least three reasons for the increasing attention devoted to the role played by civil society in the European integration process (Rumford, 2003). Firstly, by providing knowledge and plural inputs in decision-making processes, civil society is a necessary component in efficient and “good” governance. Secondly, civil society demarcates the space for the enactment of citizenship rights and participation (the turn from formal citizenship to citizenship practice). This is essential since the notion of a European citizenship requires, in addition to a set of formal rights and obligations, a public space for active participation by the citizens beyond the arenas offered by the nation-state. Thirdly, civil society can serve as a source of legitimacy, possibly reducing the much-debated democratic deficit of the EU. The rather imprecise term “democratic deficit” encompasses issues such as the lack of democratic anchorage of EU institutions and decisions as well as the gap between policy-makers and citizens. Hence, the belief that to reduce the democratic deficit, the EU democratic institutions have to become more accountable to its citizen and that European citizens need to get a sense of “ownership” of the EU democratic institutions.

Abstract

In this chapter, the authors argue that the performance and dynamic of civil society in Brazil has been fundamentally guided by local institutions, but that the issues, approaches and political decisions that gained publicity, and thus helped to strengthen civil society mobilization, have been strongly influenced by the agendas of the so-called “global civil society.” It would be wrong to classify them as foreign issues or declassify them based on the argument that they consider largely external interests or the reality of developed countries. The authors will attempt to show how the issues on the civil society agenda that are supported in arenas of public debate in Brazil are filtered by local institutions and are only considered relevant if they mirror the reality of the country and correspond to the aspirations, demands and challenges of certain segments of society.

Abstract

Civil society-based institutions have had a significant historical impact in Europe on the one hand in formation of modern notions of the nation and on the creation of national identity and on the other hand in definition of citizenship rights and understanding of the democratic culture. If support for citizenship rights through civil society organizations – at the workplace and in public institutions – is weakly articulated, it creates a fragile democratic culture and, consequently, less comprehensive social protection. The possibility of civil society becoming a locus for democratic learning, political reflexivity and governance depends, firstly, on its specific institutional mechanisms and, secondly, on the broader institutional configuration, which civil society forms part of.

Abstract

This study compares the World Bank 2020 Education Strategy to research conducted a few years ago analyzing the effectiveness of the Bolivian Popular Participation law (1994) through policy study conducted from 2000 to 2004, including fieldwork in Cochabamba, Bolivia, in 2002. The policy research focused on Popular Participation and successive policy initiatives that modified or impacted public services, particularly public education. The fieldwork in Cochabamba focused on civil society and government interactions regarding public education. In studying the governance structures put in place by the Popular Participation law, particularly decentralizing authority and resources to the municipal level and creating mechanisms for civil society participation in governance, parallels to proposed Bank practices for the 2020 Education Strategy can been seen, as well as potential pitfalls. We cannot exam the World Bank 2020 Education Strategy development process in a vacuum – history, environment, and culture must be taken into account, as must the influence of particular stakeholder groups and established norms of behavior at the World Bank. The implementation of Popular Participation was problematic at best, and the response to features of Popular Participation that parallel the 2020 Education Strategy – in particular, the operating principles enumerated on pp. 7–8 of the 2020 Education Strategy Concept Note – have important implications for the proposed Bank strategy.

Abstract

We are experiencing a period of adaptation of our agri-food systems to the context of climate change, thus witnessing the incorporation of several more ecological and socially inclusive practices. In this sense, this chapter seeks to understand the role of civil society in promoting sustainable food systems based on Brazilian experiences over the last three decades. First, the role of civil society in the construction of new agroecological markets is discussed, bringing the experience of the consumer cooperative COOLMEIA, which started the construction of the first agroecological fair in Brazil, the Ecological Farmers Fair in Porto Alegre. Then the civil society activism engaged on establishment of the Human Right to Healthy and Adequate Food is discussed, highlighting the importance of social movements and civil society organisations in the construction of a democratic political system. At last, the trajectory of the civil society as actors participating in the formal instance of State governance through their performance in the National Council for Food Security and Nutrition – CONSEA, presenting the historical context, achievements and struggles. Finally, the chapter concludes with a section reviewing lessons learned and possible challenges for civil society participation in the debate on agri-food systems in the future.

Abstract

Purpose

The purpose of this paper is to examine the effectiveness of civil society in providing higher levels of employment and earnings compared to what labour contractors usually offer.

Design/methodology/approach

Based on the primary survey data the authors have estimated econometric models to capture who is likely to join the civil society and whether joining actually improves the earnings.

Findings

The authors observe that a civil society not necessarily is able to provide employment opportunities on a large scale nor it is able to take a lead role in multiple activities. The binomial logit model is indicative that women from large households with greater domestic burden tend to join the civil society and subsequently their earnings increase. However, the lack of work consignment forces many workers to operate through the contractors. Not necessarily the functioning of a civil society ensures optimal outcomes.

Research limitations/implications

The survey was conducted on the members of only one civil society.

Practical implications

For a civil society to be successful active operation and a large scale coverage are important. The government and civil society closely may have to operate in order to reap better outcomes. Otherwise like government failures civil society failures can also be rampant.

Originality/value

A direct evaluation of civil society participation is done in comparison to those who do operate through the contractors.

Abstract

Purpose

This research aims to examine the introduction of participatory budgeting (PB) in local governments in two Francophone countries, namely, Benin and Niger, and how local contextual factors influence its practices.

Design/methodology/approach

The research employs a multiple case study design with a comparative approach to analyze the introduction and practices of participatory budgeting across selected municipalities in Benin and Niger. Hopper (2017) and Lassou et al.’s (2018) notion of “pragmatism” within neopatrimonialism is mobilized to analyze the data from sources including interviews and documents. The analysis is conducted at both the country and local government levels.

Findings

Participatory budgeting took roots in a number of municipalities. Its introduction and adoption has promoted participatory governance especially from traditionally marginalized segments of society (e.g. women); albeit to varying degrees, in the face of the prevailing national neopatrimonial context. Furthermore, despite donor's push for a standardized model of PB implementation, actual practices took varying shapes, a consequence of differing local conditions and circumstances.

Research limitations/implications

In terms of limitation, it was not possible to access a number of research participants sought, particularly in Niger. But access to key documents from government, donors and civil society organizations help mitigate this to a large extent.

Practical implications

A major practical implication is the importance of adaptation to local socio-economic contexts and circumstances. As shown in the study, a blanket introduction and implementation of PB across societies based on a standardized model is unlikely to succeed and be sustained in the long run. A great deal of flexibility is required to accommodate indigenous realities on the grounds.

Originality/value

The study contributes to shed light on public sector budgeting regarding participatory budgeting practices in an under-researched setting: Francophone Africa.

Abstract

In the United Kingdom and elsewhere, the move from government to governance has been well documented (Stoker, 1998; Rhodes, 1996, 1997). In the global North, governance is understood as a response to complexity and a recognition that many problems cannot be solved by government alone, whereas in democracies across the North and South, there is a concern to address the democratic deficit and [re]legitimize the state. In both contexts, new governance spaces and opportunities have emerged for non-governmental actors to engage in the process. Interest in community or “third sector” participation has spread around the globe, albeit with very different expressions in different contexts, and in many cases at the insistence of international financial institutions. Deacon (2007, p. 15) describes such global trends as “the contested terrain of emerging global governance” in which he includes both international non-governmental organizations and transnational social movements. Although this shift represents new opportunities, the extent to which the spaces for participation offer a new vision of the public domain is contested (Fung & Wright, 2003; Cornwall & Coelho, 2007).

Abstract

This chapter will examine the interplay among actors who took part in the process of consensus building towards a post-2015 education agenda via different channels of global governance, including both formal and informal channels.

Most of the forums and entities established as part of the global governance structure are composed of representatives from UN or UNESCO member states, civil society organizations (CSOs) and UN agencies. However, each of these categories has diverse constituent groups; representing these groups is not as straightforward a task as the governance structure seems to assume. Therefore, based on interviews and qualitative text analysis, this chapter will introduce major groups of actors and their major issues of concern, decision-making structure, mode of communication and relationship with other actors. Then, based on an understanding of the characteristics of the various channels and actors, it will present the structural issues that arose during the analysis of post-2015 discourse and the educational issues that emerged as the shared concerns of the ‘education community’. While most of the analysis to untangle the nature of discourse relies on qualitative analysis of texts and interviews, the end of this chapter will also demonstrate the trends of discourse in quantitative terms.

What was the post-2015 discourse for the so-called education community, which in itself has an ambiguous and virtual existence? The keywords post-2015 and post-EFA provide us with an opportunity to untangle how shared norms and codes of conduct were shaped at the global scale.
