Abstract

In Chapter 2, the author will develop the theoretical framework of the sociological analysis of youth delinquency in SEA. The author will introduce the control theory (both self-control and social control), in order to understand under what circumstances youths are more and less likely to behave in a deviant manner. The author will, then, mention the general strain theory, to draw the relationships between the encounters of negative life events, the development of strain, and the disposition to perform delinquency. The author will also, address the cultural deviance and social learning theories that help justify the expression of juvenile delinquency from a sociocultural perspective, alongside pathing the way to explaining how social costs of youth delinquency can be raised by policy amendments in order to mitigate adolescents’ exercises of smoking, drinking and sexual misconduct behaviours. In this chapter, the author will highlight how poverty, the availability of delinquent opportunities, peer influence and pressure, a lack of parental and school socialisation, and deviant social and cultural norms are all risk factors for youth delinquency.

Individuals develop and perform and process their identities in relationships with others as well as with the environment in which they find themselves, Many of these relationships with others are characterized by fundamental inequalities. In finding their identities, the subordinate in the relationship develops an identity that typically take steps – by vocal and non-vocal gestures – to perform this particularized identity. The identification of self is not only related to the others, with eachindividual in reflective communication, but also reflections characterized by inequality. In continuing to do so, he or she will experience a certain powerlessness, indeed what Marx called alienation.

Abstract

Albania's commitment to safeguard and protect Roma minority rights, and integrate this community in society is expressed in its regular broad-based efforts and continuous policy dialogue to adopt its domestic legislation to find durable solutions to expand social coexistence. Its valuable contribution to shape diversity at local and national level combined with the fight against discrimination has fostered the development of national strategies on Roma minority inclusion and encouraged the implementation of various action plans to deconstruct prejudicial structures and stereotypes. Jointly sharing responsibility with various Roma and non-Roma civil society organizations through a cooperation model, the Albanian government has supported socio-economic empowerment of the Roma minority and promoted its equal access to education, health care, housing and employment. In line with the European Union enlargement process, Albania adopted Poznan Declaration setting clear goals to achieve full integration of this community.

Despite various efforts made to reduce the gap between the Roma and the Albanian population, limited progress has been achieved in the social inclusion of the Roma minority. In general, the institutional capacity to coordinate Roma-related policies is weak. Low socio-economic standards of this community including the lack of digital skills to unlock individual opportunities, segregation in schools, low health insurance coverage and poor access to technology hinder the acceleration of its inclusion (European Commission, 2022, pp. 36–37). This chapter will be mainly focused on education of Roma children in Albania highlighting some of the challenges they face and indicating some positive models to address them at local level.
