Abstract

Purpose

The purpose of this paper is to examine public‐private partnerships with a particular focus on the impact that such partnerships have on territorial governance. These organizations are spread all over the world with the goal of promoting community participation and sustainable development, and engaging citizens and organizations in the decision making of local governance. This situation underlines important changes in governance and territorial governance models.

Design/methodology/approach

A mix of qualitative and quantitative approaches are used. Analysing the existing literature, the paper focuses on specific type of public‐private partnership: the Local Action Group (LAG). Specifically, this study focuses on 63 Italian LAGs, in order to highlight their role in the challenges that local governance has to face.

Findings

Findings suggest that public‐private partnerships can represent a new model of governance – the Partnership Governance – with features that differentiate this form from other models.

Originality/value

Through a relatively novel statistical technique, combined with interviews, document analysis and direct observations, on the one hand the public‐private partnership phenomenon is observed, and on the other hand, a new mode of governance that is affecting the worldwide scenario in a current era and that is introducing ethical principles in governance systems is conceived.

Abstract

Purpose

European spatial governance underwent substantial changes over the past two decades with the expansion of European territorial cooperation programmes, the introduction of new instruments for cooperation and an increasing role of financial and regulatory framework in sector policies. Against this background the paper develops the argument that today’s European spatial governance has become more diversified and fragmented, leading to an increasing role for sector policies, and that the cumulative effect of these diverse activities on domestic planning processes are under researched.

Design/methodology/approach

This paper summarises the legal recognition of spatial planning and categorises European spatial governance as being composed of spatial policies, financial instruments and governance frameworks. This paper then presents three explorative case studies: the Common Transport policy as one European Union (EU) sector policy, a cross-border cooperation supported by the European Regional Development Fund and macro-regional cooperation.

Findings

This paper concludes that the increasing regulatory impact of European spatial governance on domestic spatial planning goes far beyond the pure Europeanisation of narratives and agendas or “ways of doing things”. Furthermore, this paper illustrates that European spatial governance is characterised by a process of sectoralisation, supported by the EU’s regional policy and the provision of governance tools. The paper calls for further investigation of the interrelatedness of these processes and their reciprocal influences on planning practices.

Originality/value

The value lies in recognising the incremental changes that have come alongside European integration, and highlighting the importance of these processes for domestic planning processes. This paper highlights the hidden process of sectoralisation that leads to an increase in planning competences at the European level.

Abstract

Purpose

There is a growing importance for public facilitation of corporate social responsibility and involvement of civil organizations in securing territorial cohesion and development. In the present article, the authors focus on how we are to understand a locally sensitive organization of territorial cohesion in the Danish context. Traditional sociological concepts and standardized area-types used for administrative purposes have turned out not being very helpful in understanding the interrelation between inequality, urbanization and territorial cohesion. The authors argue for a processual and relational approach to urbanization.

Design/methodology/approach

The present article is based on interview material and policy documents from three Danish case studies representing urban, suburban and rural forms of settlement. The case studies are part of a cross-European research project.

Findings

The authors show how territorial governance play a key role in the strategies of densification/de-densification facilitating shielding capacities of collective efficacy, and reversely that bottom-up innovations are crucial for the ability of territorial governance to mobilize territorial capital and mediate in effects of territorial inequality. Spatial imaginaries legitimize these efforts to organize cohesion. The spatial imaginaries work as common frame of references for the interplay between strategies of (de)densification and collective efficacy, and they activate particular balances between growth agendas and everyday life.

Originality/value

These findings represent an original perspective on how and why urbanization impact on places in a more specific and variated way than often portrayed as it highlight how social capacities tied to place might work with or against existing social, economic and cultural structures shaping territorial cohesion.

Abstract

Purpose

Actors of territories faced with new managerial innovations have to develop new knowledge and behaviours to seize these innovations and create a vision of the territory. This is part of what we call governance learning: the ability of individuals to create new knowledge and behaviour for collective action within the territory. The purpose of this chapter is to explore this concept.

Methodology/approach

Drawing from a case study of a periurban territory in France, we analyse how the board members of a Community of Communes can learn to work together, articulating organisational learning theories, actor-network theory and the concept of organisational myths.

Findings

We explore the enrolment process necessary to ‘build’ the network and interest them in using the innovation; identify three types of governance learning that turn the network into a collective: sensemaking, instrument-seizing and sensegiving; show how these myths are necessary to turn collective knowledge into organisational knowledge.

Research limitations/implications

With both a behavioural and evolutionary approach to governance, we show that power, relationships and learning processes are tightly intertwined within the governance networks. Our use of organisational learning theory also demonstrates how it can be used in a more systematic way to describe the learning processes witnessed in governance situations.

Originality/value

This research brings new light to the understanding of how territorial governance can be developed and how managerial innovations can provoke learning situations and more specifically how stakeholders learn to define common goals and a shared vision of their territory to enable collective action.

Abstract

Purpose

“Wide area cooperation” may be the ultimate challenge within transnational cooperation processes. Although the Alps share a remarkable history of mutual collaboration, they are facing the challenge of a new sustainable-coordination paradigm. The Alpine territories are at a turning point. They are striving for a new governance arrangement and trying to avoid both the Scylla of top-town dirigisme and the Charybdis of poor local governments. This paper aims to address the recent literature on the EU Strategy for the Alpine Region (EUSALP) macro-regional strategy; provide some insights into the role that EUSALP could play as ultimate coordinator of the numerous networks operating in the Alpine space; and discuss a workable division of labour among the different actors that can ensure a renewed focus on sustainable development.

Design/methodology/approach

The review addresses two main strands of literature related to “wide area cooperation” and “multi-level governance” to synthesise the debate on the most appropriate governance structure for the Alps. The paper examines, dating back to 2000, the recent history of bottom-up projects related to sustainable tourism in the western arc of the Alps. The study uses a subset of best practices to evaluate the emerging governance frame.

Findings

The main outcomes of this study are a framework for a theoretical debate on the most appropriate governance structure for the Alps, guidance for policymakers on a division of labour among different stakeholders that can promote sustainable tourism in the Alps and a set of suggestions for practitioners. Further, the study acknowledges “sustainable tourism” as a highly relevant field to the emergence of bottom-up arrangements aimed at developing workable governance agreements.

Research limitations/implications

The paper provides a state-of-the-art framework for “wide area cooperation” in the Alps and serves as a basis for discussion between academics and practitioners. As EUSALP is still in its infancy, its success will depend on the pro-active involvement of national stakeholders. In the case of Italy, this is all but granted because of the current unstable political situation.

Originality/value

This paper provides a rigorous framework for addressing top-down strategies and bottom-up planning in the Alpine space. The study also makes a practical contribution by addressing some topics of interest to policymakers.

Abstract

Purpose

This article aims to show the opportunity and benefits of linking territorial foresight tools to urban planning procedures. Additionally, it suggests ways to reinforce the scenario design method with more in‐depth analysis, without losing its qualitative nature and communication advantages.

Design/methodology/approach

These assumptions are tested in a scenario design exercise that explores the future evolution of the sustainable development paradigm and its implications in the Spanish urban development model.

Findings

Major findings are obtained on the feasibility of a systematic approach that provides anticipatory intelligence about future disruptive events that may affect the natural environment and the socioeconomic fabric of a given territory. In addition, the study confirms that foresight offers interesting opportunities for urban planners, such as anticipating changes, fostering participation and building networks, in contrast to its perception as a mere story‐telling technique that generates oversimplified visions without the backing of rigorous analysis.

Research limitations/implications

In order to boost the perception of scenario design as an added value instrument for urban planners, three sets of implications – functional, parametric and spatial – are displayed to provide substantial information for policy makers.

Originality/value

The value of the present work lies in the synergy that can be generated between territorial foresight and urban planning, offering a great opportunity for policy makers to use futurists' output as input for urban planners' work.

Abstract

Purpose

This paper aims to promote urban–rural synergy in carbon reduction and achieve the dual carbon goal, reconstruct the low-carbon urban–rural spatial pattern and explore planning strategies for carbon mitigation in urban agglomerations.

Design/methodology/approach

The authors propose the idea of land governance zoning based on low-carbon scenario simulation, using the Beijing–Tianjin–Hebei (BTH) urban agglomeration as the empirical research area. Specifically, the authors analyze its spatiotemporal evolution characteristics of carbon balance over the past two decades and simulate the land use pattern under the scenario of low-carbon emission in 2030. Furthermore, the authors create spatial zoning rules combined with land use transition characteristics to classify the urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone and put forward corresponding targeted governance principals.

Findings

The study findings classify the BTH urban agglomeration into carbon sink restoration zone, carbon sink protection zone, carbon control development zone and carbon transition agriculture zone, which account for 28.1%, 17.2%, 20.1% and 34.6% of the total area, respectively. The carbon sink restoration zone and carbon sink protection zone are mainly distributed in the northern and western parts and Bohai Rim region. The carbon transition agriculture zone and carbon control development zone are mainly distributed in the southeastern plain and Zhangjiakou.

Research limitations/implications

The authors suggest restoring and rebuilding ecosystems mainly in the northwest and east parts to increase the number of carbon sinks and the stability of the ecosystem. Besides, measures should be taken to promote collaborative emission reduction work between cities and optimize industrial and energy structures within cities such as Beijing, Langfang, Tianjin and Baoding. Furthermore, the authors recommend promoting sustainable intensification of agriculture and carefully balance between both economic development and ecological protection in Zhangjiakou and plain area.

Originality/value

The authors propose a zoning method based on the optimization of land use towards low-carbon development by combining “top-down” and “bottom-up” strategies and provide targeted governance suggestions for each region. This study provides policy implications to implement the regional low-carbon economic transition under the “double carbon” target in urban agglomerations in China.

Continuously changing networked society chiefly takes more active role in ongoing transformations worldwide. Governments are dealing with numerous organized groups which arise from seemingly nowhere with particular set of requirements to make social change. In a globalized world quickly moving information flows, expanded physical mobility of people formed a new society with increased demand for better life, which cannot be emphasized without greater social responsibility of every actor in society. And this cannot be minded out, since modern society holds crucially powerful tools, such as media and internet, to fight for justice, values, and believes.

Territorial governments, even in most distanced regions, start facing similar challenges as those in crowded cities due to the call from society for greater social responsibility. Only set of stakeholders insignificantly vary in countryside compared to cities when calling for social change; however, the general body consists of variety actions to live better in a socially responsible way. Lately, farmers in countryside as well as local governments, even in post-soviet countries, are more frequently requested to mind the principles of social responsibility from the general public. Scientific literature proposes that it signalizes about the shift from industrial to postindustrial stage of development—knowledge and information age. However, any scientific evidence to disclose the factors that influence farmer's choice to act as a community citizen had not been provided yet. Authors presuppose that particular farmer's background characteristics, such as age, generation, education, or others, might be among the factors that highly shape the way farmers act with local communities as well as territorial governments from social responsibility perspective.

The main aim of this article is to disclose the factors that define social responsibility of agribusiness in their attitudes toward territorial government and local community.

Scientific literature analysis and generalization, survey, interview, and descriptive statistical analysis methods were applied. Data were collected in spring 2017 and autumn 2018 in Lithuanian farms. Research results helped disclose that age, generation, and education are among important factors in changing social responsibility attitudes of agribusiness. Significant dependency was observed among age and most of agribusiness representatives' social responsibility counterparts when dealing with territorial government and local community development.
