Abstract
Purpose
European spatial governance underwent substantial changes over the past two decades with the expansion of European territorial cooperation programmes, the introduction of new instruments for cooperation and an increasing role of financial and regulatory framework in sector policies. Against this background the paper develops the argument that today’s European spatial governance has become more diversified and fragmented, leading to an increasing role for sector policies, and that the cumulative effect of these diverse activities on domestic planning processes are under researched.
Design/methodology/approach
This paper summarises the legal recognition of spatial planning and categorises European spatial governance as being composed of spatial policies, financial instruments and governance frameworks. This paper then presents three explorative case studies: the Common Transport policy as one European Union (EU) sector policy, a cross-border cooperation supported by the European Regional Development Fund and macro-regional cooperation.
Findings
This paper concludes that the increasing regulatory impact of European spatial governance on domestic spatial planning goes far beyond the pure Europeanisation of narratives and agendas or “ways of doing things”. Furthermore, this paper illustrates that European spatial governance is characterised by a process of sectoralisation, supported by the EU’s regional policy and the provision of governance tools. The paper calls for further investigation of the interrelatedness of these processes and their reciprocal influences on planning practices.
Originality/value
The value lies in recognising the incremental changes that have come alongside European integration, and highlighting the importance of these processes for domestic planning processes. This paper highlights the hidden process of sectoralisation that leads to an increase in planning competences at the European level.

Abstract
Purpose
The purpose of this paper is to examine the viewpoints of key stakeholders on the European Commission’s proposal for a regulation for a mechanism to resolve legal and administrative obstacles in cross-border regions. The mechanism known as ECBM, or European Cross-border mechanism, was presented as part of the legislative package for EU Cohesion Policy 2021-2027. The regulation will allow one Member State to apply their legal provision in another Member State for a concretely defined case. This proposal is particularly interesting as it does not give further competence to the European level, but changes how Member States may interact with one another, yet, it raises critiques as regards to its compliance with constitutional, international and European law.
Design/methodology/approach
This paper outlines the main elements of contention, which are legal justification, state sovereignty, compliance with the subsidiarity and proportionality principle, thematic and territorial scope, voluntariness and the administrative burden.
Findings
The author concludes that the assessment of the voluntariness of the regulation will be crucial in examining the regulations compliance with EU principles and suggests that a more nuanced reading as to which parts of the regulation are voluntary is needed. The author further expects the legal text to change substantial during the legislative procedure, in particular in regard to the thematical scope and the bindingness.
Originality/value
This piece summarises the debate currently held in the European Council and the European Parliament in a structured way to an interested readership. Examining the proposed regulation and the arguments for and against it offers the opportunity to review the main arguments that will be raised in any future debate on legal proposals on territorial development initiatives.

Purpose
This paper investigates the impact of governance on economic growth, considering the spatial dependence between countries.
Design/methodology/approach
The study employs spatial regression models to estimate the impact of governance on economic growth in a sample of 116 countries worldwide in 2017.
Findings
The findings imply that the influence of governance on economic growth is statistically significant. Moreover, if all other economic control variables are constant, 1% increase in governance raises the economic growth on average by 1% at 10%, 5% and 1% significance levels, respectively. Furthermore, each country's rise in economic growth favorably and substantially influences the economic growth of its bordering nations. The unobserved characteristics or similar unobserved environments in adjacent countries also affect its economic growth.
Originality/value
This study adds to the discussion and investigation of the influence of governance on economic growth by considering the spatial dependence between countries, which is lacking in the literature.

Abstract
The unequal distribution of economic activities, transposed in economic, social and territorial disparities is the general characteristic of the European economy. Gaps increased in the context of European Union (EU) enlargement towards Eastern and Central Europe and of the economic crisis, thus bringing new differentiations among member states’ economies. The main aim of the chapter is to emphasise the centre-periphery differentiations in the European economy, by using a composite index of peripherality, in order to better understand the determinants of growth and convergence in Central and Eastern European countries and to reach normative conclusions for increasing Cohesion Policy (CP) effectiveness. The first part of the chapter provides a short overview of the main theories and models of the peripherality analysis and the relationships between the centre and the periphery, in order to find out how this analysis relates to the research in the field. The second part provides a comparative analysis of the evolution of European economies during 2003–2014, in order to find out whether the EU enlargement process stabilised the EU core-periphery pattern or, on the contrary, the process of core-periphery structural convergence occurred. The third part includes the suggested model of analysis (methodology, data, and main results) from a multidisciplinary perspective, underlining the centre-periphery differentiations on the two axes, North–South and West–East. The results have been interpreted in conclusions, with a focus on their relevance for the European CP challenges.

Purpose
The draconian measures to lock down communities and cities in China during the COVID-19 pandemic are unprecedented in human history. First the mega-city of Wuhan, then the province of Hubei, and eventually the whole nation of China, were shut down, surveilled and governed in a way that was identical to the 17th century plague-stricken European town re-portrayed and analyzed by Foucault. Instead of categorizing China’s COVID-19-triggered spatial and social governance as an ad hoc and hence abnormal disciplinary mechanism, this essay argues that the spatial lockdown and social control in China during the COVID-19 pandemic express the long existing and well-established governance model of China: that of a pre-liberal disciplinary society.
Design/methodology/approach
A disciplinary society using “the meticulous exercise of the right of the sword” with neither liberal values nor liberal practices, China’s swift re-configuration into a pre-liberal disciplined society during the COVID-19 pandemic invalidates a neo-liberal reading of the Chinese governance. Furthermore, the radical spatial and social control measures not only expose the fundamentally illiberal nature of the Chinese governance but also suggest its institutional dependence on its Leninist nomenklatura system.
Findings
With this institutional dependence, draconian spatial and social control measures are likely to be continuously carried on in China after the COVID-19 crisis, albeit in a less brutal manner.
Originality/value
It offers a conceptual and theoretical framework to understand China's socio-spatial governance.

Abstract
Purpose
This paper aims to review the rescaling of integrated planning policies for the built environment by the transposition of European directives on air quality in The Netherlands.
Design/methodology/approach
This is a case study examining European and Dutch policies, legislation, case law and reports by various Dutch Courts of Auditors and assessment agencies.
Findings
The paper reveals how a combination of measures that prohibit practices and measures constituting new ways of working has facilitated environmental protection and integrated planning. The case shows that transposition matters. At first, the aim of transposing European environmental directives into an integrated national legal system resulted in an erosion of integrated planning as courts nullified new development decisions. In later instances, it resulted in the National Cooperation Programme on Air Quality (NSL), an integrated system, allowing the weighing and monitoring of all policies that affect air quality.
Research limitations/implications
The findings of this study of Dutch air quality regulation may contribute to other studies into the rescaling of environmental governance in relation to interactions between central norm-setting and integrated local policies.
Practical implications
The case study shows a real working institutional system that relies on an interactive web tool that facilitates integrated planning decisions which respect environmental limit values. The problems faced and opportunities the system afforded are also discussed.
Originality/value
This paper increases understanding of the process of the transposition of European directives in relation to integrated policies for the built environment, with a specific emphasis on ambient air quality.

Abstract
The entirety of a region’s architectural expressions, that is, its building culture, has a strong impact on a region’s atmosphere. Being a collective and networked endeavour, building culture is difficult to coordinate. Against this background, this chapter presents an empirically informed reflection on architectural governance. The chapter is based on a multiple case study which compares five regions in the European Alps in terms of their coordination mechanisms in the areas of architecture and spatial planning, that is, architectural governance. The analysed regions include Grisons (Switzerland), Vorarlberg, Tyrol (both Austria), South Tyrol and Trentino (both in Italy). By combining conceptual considerations with empirical evidence, the chapter concludes with hypothesised relationships between architectural governance, building culture, socio-economic development dynamics and tourism.
