Abstract

Purpose

Doing qualitative research with vulnerable urban populations such as street traders present significant methodological challenges, which many researchers may not be prepared to handle. This paper aims to provide a reflective account of the authors' fieldwork experiences while conducting a study with street traders in Harare, Zimbabwe.

Design/methodology/approach

This paper draws data from a qualitative case study conducted with street traders in Harare's Central Business District (CBD). In this study, mixed qualitative methods were used including focus group discussions, semi-structured interviews and photovoice.

Findings

The study’s findings suggest that researching street traders is a complex process that requires flexibility, adaptability and creativity of researchers across the following aspects: gaining access in unfamiliar research contexts, building rapport and trust with participants, managing ethical dilemmas and addressing power imbalances between researchers and participants.

Originality/value

While there is a growing body of empirical research on street trading in the global south, there are limited studies that discusses the practical fieldwork experiences associated with conducting primary research with such vulnerable and dynamic urban populations. The authors highlight strategies and practical steps that can be taken to address these challenges. This paper emphasizes the need for flexibility and adaptability in researching street traders, as it is akin to exploring uncharted territories where conventional methodological templates may not be effective.

Presents findings from a case study looking at African medicine vendors in Durban, South Africa. Compares the culturally repressive apartheid period with the post‐apartheid explosion of self‐realization of the African population. Shows that street vending is still seen as an eyesore and a problem but still plays an important role in the post‐apartheid era as a form of resistance to simplistic African policies.

Abstract

Purpose

The purpose of this paper is to critically examine the reasons behind a decade long contestations between the Georgian government and the petty traders over the access to the public space for commercial use.

Design/methodology/approach

The paper relies on the repeated ethnographic fieldwork conducted in Tbilisi in 2012 and 2013. The ethnographic interviews with legally operating traders and illegal street vendors are supplemented by the in-depth interviews with the representatives of the city government and secondary literature on Georgia’s post-revolutionary transformation.

Findings

Bridging the critical literature on the politics of the public space with Polanyi’s theory on commodification of fictitious commodities as a precondition of establishment of a market economy, the author argues that for the Georgian government control of the public space was necessary to pursue neoliberal marketisation policies. These policies required removal of the petty traders from public spaces because the state needed to restrict access to public space and limit its commercial usage to delineate public and private property and allow commodification of the urban land and property. As the commodification intensified and the rent prices started growing and fluctuating, the access to the public space became even more valuable for the petty traders. Therefore, the traders developed subversive tactics undermining the division between public and private space and property.

Originality/value

The paper demonstrates the importance of enforcing the public-private divide in the process of establishing a market economy in transitional settings. Moreover, it illustrates little discussed social costs of establishing such a divide.

Abstract

Many retail and business areas in Britain’s inner cities find difficulties in competing with modern retail developments in town centre and off‐centre locations, and are in decline as a result. This paper examines one such area, in Cardiff, Wales, and reviews the steps which could be taken to halt decline and revive the area’s economic and social role in the community. The views of traders and local residents concerning possible improvements to the area are explored, through consultations carried out through the local Community Forum and a survey carried out by students from Cardiff University. The paper concludes with a discussion of the main “agents for change”, in particular the crucial role of the local authority in facilitating environmental and economic change.

Abstract

Purpose

Is labour's decline permanent, or is it merely a temporary weakening, as Beverley Silver suggests in her recent book, as the labour movement is unmade and remade in different locations and at different times? The article aims to examine this question in South Africa, one of the newly industrialised countries of the 1960s and 1970s, now largely bypassed by new manufacturing investment destined for countries such as India and China.

Design/methodology/approach

The paper concentrates, through six case studies, on the growing non‐core and peripheral zones of work and examines the impact of the restructuring on labour.

Findings

The evidence presented is ambiguous. While there have been significant innovative union organising experiments, it may be that the structural weakening of labour has been too great and that the new sources of power are too limited, to permit effective reorientation.

Practical implications

It is concluded that significant progress will only be made if there is a concerted effort to commit resources and above all to develop new associational strategies that recognise the potential for symbolic power as an alternative to the erosion of structural power of workers and the unions that represent them. Unless such a shift is made the crisis of labour movements internationally may be better understood as a permanent crisis than the temporary one Silver suggests.

Originality/value

The paper identities the potential for new strategies to develop and sustain associational and symbolic power that might compensate for weakened structural power and facilitate a remaking of the labour movement under new conditions.

The connections between food (and drink) and music are many and various, continually appearing in history and in our literature; “ music … the food of love,” and again, “ There's sure no passion in the human soul but finds its food in music.”

Abstract

In the Court of Appeal last summer, when Van Den Berghs and Jurgens Limited (belonging to the Unilever giant organization) sought a reversal of the decision of the trial judge that their television advertisements of Stork margarine did not contravene Reg. 9, Margarine Regulations, 1967—an action which their Lordships described as fierce but friendly—there were some piercing criticisms by the Court on the phrasing of the Regulations, which was described as “ridiculous”, “illogical” and as “absurdities”. They also remarked upon the fact that from 1971 to 1975, after the Regulations became operative, and seven years from the date they were made, no complaint from enforcement authorities and officers or the organizations normally consulted during the making of such regulations were made, until the Butter Information Council, protecting the interests of the dairy trade and dairy producers, suggested the long‐standing advertisements of Reg. 9. An example of how the interests of descriptions and uses of the word “butter” infringements of Reg. 9. An example af how the interests of enforcement, consumer protection, &c, are not identical with trade interests, who see in legislation, accepted by the first, as injuring sections of the trade. (There is no evidence that the Butter Information Council was one of the organizations consulted by the MAFF before making the Regulations.) The Independant Broadcasting Authority on receiving the Council's complaint and obtaining legal advice, banned plaintiffs' advertisements and suggested they seek a declaration that the said advertisements did not infringe the Regulations. This they did and were refused such a declaration by the trial judge in the Chancery Division, whereupon they went to the Court of Appeal, and it was here, in the course of a very thorough and searching examination of the question and, in particular, the Margarine Regulations, that His Appellate Lordship made use of the critical phrases we have quoted.

Abstract

Purpose

This study aims to examine the experiences and lessons from formalisation initiatives in four sub-Saharan African countries. Drawing upon the three main theories that explain the existence of business informality – the exclusion model, rational exit model and dual economy model – the study offers an alternative path to business formalisation.

Design/methodology/approach

The researchers adopted a descriptive-qualitative method, and through the triangulation of data, identified emerging themes and patterns.

Findings

The findings suggest that the informal sector has a small layer that responds to the simplification of regulations and a larger one that requires a different formalisation framework. This shift in paradigm, indirect or group formalisation, where business associations facilitate traceability (registration), self-regulation, access to resources and services for members was observed in all four of the economies studied: Kenya, Ghana, Rwanda and Tanzania.

Research limitations/implications

As with every qualitative study, subjectivity and interpretation inevitably affect the replicability and generalisability of the findings. However, the rich meanings emerging from the qualitative analysis of the text are critically insightful.

Practical implications

Developing countries should explore indirect formalisation. Provision of workspace and construction of business premises for informal operators should be given high priority. The model for building structures for micro enterprises should change in favour of ownership by the operators through their own associations or other private sector investors.

Originality/value

A pioneering study on cross-country analysis based on sub-Saharan African nations to unearth a new paradigm, a shift towards indirect or group formalisation.

The new Fair Trading measure aims at the establishment of a strong, bioadly‐based central direction of consumer protection; a new Director‐General of Fair Trading with wide responsibilities “for protecting consumers” with authority to “make proposals for the exercise of order‐making powers in relation to trading practices which adversely affect consumer interests”, and “to act against those who persistently follow a course of conduct unfair to consumers”. This supremo is to work closely with the Monopolies and Mergers Commission and the Restrictive Practices Board, and no less than five junior Ministers are to be given special responsibilities for protecting consumer interests, handling these aspects of the new system in their own departments.
