Abstract
A partnership of the federal government and the states implement rural community development policy today, yet researchers rarely examine the nature and efficacy of this extensive intergovernmental collaboration. The authors collected data on Community Development Block Grant awards made by one state to small and rural communities for a variety of development projects over a period of more than ten years, and using a modified rural classification system detected patterns and trends in allocation. This study seeks to determine if a federally funded program assists states address the development needs of a diverse mix of rural communities. Do federal block grant programs help states meet rural community development policy objectives? This information should be helpful to local, state, and national government policy makers as they ponder proposals to reorganize dramatically the funding and implementation of community and economic development resources. Perhaps most importantly, this study will also help policy makers understand the complexity of the federal-state-local partnership for rural community development.

Abstract
Purpose
China's economic and social structure are changing quickly since the start of the new century and how to balance the urban‐rural development has become a key point of the further development of the whole economy. Based on a brief review of rural policies since the new century, the paper aims to investigate whether these policies are successful and discusses what the government should do next as well as how to improve the reform and development of rural economy.
Design/methodology/approach
The paper reviews the framework of China's rural policy since 2000 in the first section. Then, the impact of the financial crisis on rural development is analyzed. In the third section, this paper discusses the new issues of current rural reform and development.
Findings
The current rural polices are successful and have improved rural economic and social development greatly in the past six years. However, new problems have appeared such as insufficient funds for rural public services, inefficiency of agricultural subsidies, and unfair treatment of rural migrant workers and so on. The impact of the financial crisis on rural development is not as bad as anticipated.
Originality/value
The paper reviews the main policies of China's agriculture and rural development and points out the new issues during the rural reform. The impact of the financial crisis on rural development is discussed also. The paper's findings are very important for future policy making.

Abstract
The concept of smart village emerged in the European Union (EU) level policy debates on rural development in 2016, following the stakeholder-driven Cork 2.0 Declaration. It was developed through a pilot project initiative on ‘Smart, Eco, Social Villages’ and spelled out in the ‘EU Action for Smart Villages’ initiative.
While the concept of smart villages remains unclear for many, substantial work has been carried out to develop the concept and to prepare the underlying supporting instruments at the EU level over the last three years.
The aim of this chapter is to give an overview of how the concept of smart villages has evolved at the EU level and to draw some recommendations for future policy work. The chapter reveals difficulties in the utilization efficiency of the EU funds in rural areas and shows a patched landscape of fragmented policy instruments. The key arguments are that while the mixture of these tools is important, the glue that binds them together is still missing, and that the general utilization efficiency is not sufficient. The authors offer a set of five recommendations for the short to medium term, which is needed for the successful implementation of the smart approach: integration, simplification, communication, innovation, and ‘rural proofing.’

Abstract
This chapter investigates diverse policy experiences of smart village strategy in Korea. The Korean approach has been highly influenced by the European Union (EU) experience emphasizing the importance of a bottom-up territorial development. The Korean government acknowledges agriculture is not the only driver of rural jobs and wealth creation. Rather it understands that diversified non-farm activities in rural areas are essential to revitalize the rural economy. The major policies relevant to the development of rural smart village are first, establishing regional innovation system fitted for depressed regions, second, inducing agriculture to become value-added industries, third, diversifying rural economic activities and integrating industrial support, fourth, improving the welfare of rural residents by improving settlement conditions, and finally, encouraging rural–urban interaction. Since the campaign of smart rural village as a rural development strategy is closely related with the discussion of rural tourism in Korea, this study investigates past and recent streams of rural tourism strategies pursued by the central government in Korea. Along with introducing the historical development strategy in Korea, this study presents the current and possible future characteristics of rural development strategies in Korea. This study investigates the perceived role of tourism as well as recent streams of rural development policies such as 6th industrialization and smart farming in the rural development strategies. Presenting success and failure stories, this study also considers why development of rural tourism has been slow in rural areas in Korea, reviewing restraints, reservations, and problems identified during the last few decades in Korea.

Abstract
Purpose
Retention of medical doctors and nurses in remote and rural areas is a key issue in India. The purpose of this paper is to assess the relevant policies and provisions with respect to health care professionals, aiming to develop feasible retention strategies in rural areas of Odisha state of India.
Design/methodology/approach
The study employed documentary review and key informant interviews with policy elites (health planners, policy maker, researchers, etc.). The document review included published and unpublished reports, policy notifications and articles on human resources for health (HRH) in Odisha and similar settings. Throughout the study, the authors adapted World Health Organization’s framework to study policies relevant to HRH retention in rural areas. The adapted framework comprised of the four policy domains, education, regulation, financial incentives, professional and personal support, and 16 recommendations.
Findings
In Odisha, the district quota system for admission is not practiced; however, students from special tribal and caste (Scheduled Tribe and Scheduled Caste) communities, Socially and Educationally Backward Classes of citizens, and Persons with Disabilities have some allocated quota to study medicine and nursing. Medical education has a provision of community placement in rural hospitals. In government jobs, the newly recruited medical doctors serve a minimum of three years in rural areas. Doctors are given with location-based incentives to work in remote and difficult areas. The government has career development, deployment, and promotion avenues for doctors and nurses; however, these provisions are not implemented effectively.
Originality/value
The government could address the rural retention problems, as illustrated in the study and put in place the most effective policies and provisions toward recruitment, deployment and attraction of HRH in remote and rural areas. At the same time, implementation HRH strategies and activities must be rigorously monitored and evaluated effectively.

Abstract
Purpose – The chapter answers the question if urban regime theory (URT) can provide a useful framework to understand and solve problems of cooperation in regional processes in rural–urban areas.
Methodology/approach – The chapter is a theoretical discussion on problems found in contemporary rural spatial governance.
Findings – URT can provide a framework for understanding the obstacles encountered in regional development and is a promising perspective for the analysis of regional processes. A solution for problems in regional cooperation can be found in so-called ‘vital coalitions’, forms of vital interaction between regional actors, based on energy and productivity, that can create a ‘capacity to act’ in regions that have become ‘gridlocked’ by current procedures and regulations.
Research limitations/implications – A modern URT, applied in a regional context:(1)Can point out ‘how power is organised to act’;(2)Analyses informal networks between actors as bases for cooperation and vitality, and as a possible starting point for new (cultural) counter-regimes and(3)Offers insight into regional complexity and cooperation and into emergent regimes.
Practical implications – Vital coalitions are forms of self-governance, that introduce new agendas and function as forms of niche-innovation in regions. This can lead to the forming of new ‘cultural regimes’ in which the motives and values of civilians are a key element.
Originality/value of the chapter – The value of the chapter lies in the use of concepts in regions from a fresh new perspective, by translating the URT from a local, urban context to a regional rural–urban perspective.

Abstract
The governance of rural areas has undergone considerable changes over the past decades. Its scope has broadened to incorporate a range of issues beyond, the once dominant, agricultural interests. At the same time, the process of policy making has changed from one of government to one of governance: from centralist and state-led policy initiatives to policy formation and delivery by a combination of public and private stakeholders with a growing role for the local and regional levels (Winter, 2002; Goodwin, 1998; Storey, 1999; Rhodes, 1996). The European Union has fuelled the emphasis on the regional and local level through its regulations for the delivery of structural funds (Geddes, 2000). The EC's White Paper on European Governance states that working in partnership is one of the leading principles of ‘good governance’ (CEC, 2001). In several countries national governments have embraced multi-sector partnership working, or area-based policy making with the objective of enhancing efficient and inclusive policy delivery.Area based programmes are frequently presented as a means of addressing civic exclusion, both through the inclusive nature of the partnership structure, and through the local nature of the partnership, which is perceived to allow greater access to excluded groups than centralised policy. Abstract
Purpose
Policy for women's entrepreneurship is designed to promote economic growth, not least in depleted rural areas, but very little is known about the contributions of rural women entrepreneurs, their needs or how the existing policy is received by them. Using a theoretical framework developed by Korsgaard et al. (2015), the authors analyse how rural women entrepreneurs contribute to rural development and discuss the implications for entrepreneurship policy. This paper aims to focus on the aforementioned objectives.
Design/methodology/approach
The authors interviewed 32 women entrepreneurs in rural Sweden representing the variety of businesses in which rural Swedish women are engaged. The authors analysed their contributions to rural development by analysing their motives, strategies and outcomes using Korsgaard et al.’s framework of “entrepreneurship in the rural” and “rural entrepreneurship” as a heuristic, interpretative device.
Findings
Irrespective of industry, the respondents were deeply embedded in family and local social structures. Their contributions were substantial, multidimensional and indispensable for rural viability, but the policy tended to bypass most women-owned businesses. Support in terms of business training, counselling and financing are important, but programmes especially for women tend to miss the mark, and so does rural development policy. More important for rural women entrepreneurs in Sweden is the provision of good public services, including for example, schools and social care, that make rural life possible.
Research limitations/implications
Theoretically, the findings question the individualist and a-contextual focus of much entrepreneurship research, as well as the taken-for-granted work–family divide. How gender and how the public and the private are configured varies greatly between contexts and needs contextual assessment. Moreover, the results call for theorising place as an entrepreneurial actor.
Practical implications
Based on the findings, the authors advise future policymakers to gender mainstream entrepreneurship policy and to integrate entrepreneurship and rural development policy with family and welfare state policy.
Originality/value
The paper highlights how rural women respond to policy, and the results are contextualised, making it possible to compare them to other contexts. The authors widen the discussion on contributions beyond economic growth, and the authors show that policy for public and commercial services and infrastructure is indeed also policy for entrepreneurship.
