Abstract

The Framers of the Constitution granted Congress the ability to punish members for misconduct to protect the institution's integrity and dignity. However, with the low approval ratings of Congress and the widespread belief that those in government are corrupt, the institution has not done an excellent job at protecting its integrity. This chapter examines all allegations investigated by the House and Senate Ethics Committees to determine if Congress has systematically punished misconduct among members. Using data on 396 misconduct investigations in Congress, this research examines the institution's likelihood of punishing a member before and after implementing permanent ethics committees in the 90th Congress. The study reveals that Congress was more likely to systematically punish members for ethical misconduct before permanently installing ethics committees. However, in the contemporary period, the only type of misconduct a member is likely to be punished for is sexual harassment. Yet, the likelihood of being punished for sexual harassment falls when a member resigns or strategically retires.

Abstract

The research uncovers an increase in the disapproval of Congress and a drop in public trust in government associated with exposed congressional corruption in the post-Watergate era. The tools Congress holds to punish members caught up in scandal are discussed and the chapter considers five major scandals to rock Congress since the 1970s. Importantly, we uncover evidence that government institutions and actors are somewhat resilient and can bounce back after experiencing negative public sentiment for a period of time. Yet, it seems in the aftermath of exposed corruption, the corresponding drop in public support has policy implications. We determine that movement in public disapproval of Congress and overall trust in government help explain public law output and the ability of Congress to pass its contemporary legislative agenda.

Abstract

I am the oldest daughter from a family of five girls. I was born in the 1950s and had my first real encounters with feminism as a social movement during the second wave women's liberation movement in the United States in the 1970s. This movement had an important impact on me. Despite the appeal of the women's movement for me, I lived a powerfully gendered life. I had not been allowed to read The Lord of the rings series in school because I was a girl. I detested Barbie dolls and yet was sentenced to hours of play with them if I was to have any social life at all. I had to pretend that I neither liked nor was competent at math and science. My high school boyfriend was paying me a compliment when decades after high school he told me, “At least you never let on that you were smart. I always appreciated that about you.” When I attended the first day of a basic calculus class at a public university in 1981, the professor announced, “No female has ever passed a class with me.” In 1983, I was reprimanded by my elementary school principal for wearing slacks to teach. This was reminiscent of my childhood days when my parents finally, but only, allowed me to wear trousers to school on Fridays. In 1990, my 5-year-old daughter told me, “Well, mom, everyone knows boys are smarter than girls” (of course she has since changed her mind!).

Abstract

The author of this chapter is a former college professor. Sandwiched around his time in the academy, he has spent time as a K-12 educator. The author explains how he suffered horrific racism and mistreatment during his time in higher education. He filed a massive complaint (over 30 pages excluding supporting documentation) that he believes cost several people their jobs including the then Departmental Chair. At the time of his hiring, the university was going through reaccreditation and had been cited for a lack of racial, ethnic, and geographic diversity as well as a low percentage of full-time faculty with earned doctorate degrees. The author believes with his hiring the university could check off all those boxes in regards to racial diversity. The author believes the university's intent was never for him to succeed; but rather the intent was to have the optics of diversity during the reaccreditation process and then unceremoniously separate him from the university.

The author believes he won in many ways but may never gain employment in academia again. With this chapter, the author hopes to help other Black male academics to avoid the pitfalls and mistakes he made.

Abstract

Most Americans are keenly aware of the costs political corruption extracts on system support, fiscal policies and economic development, and ultimately, government effectiveness. Among a list of 10 challenges facing the nation, the public ranks political corruption as the nation's biggest crisis Samussen (2019). Importantly, this issue cuts across partisan and demographic lines. Members of both political parties and independents consistently cite political corruption as a serious problem facing the country.

However, there is a specific kind of political corruption that is disturbing for the health of American democracy – the corruption of Congress. Most Americans appear to have little faith in lawmakers to do the right thing. Majorities believe that Congress is out of touch with average Americans, focused on the needs of special interests, and is corrupt. To be sure, political corruption severely undermines government legitimacy and weakens the development of political, economic, and social structures. This chapter considers the problem of congressional corruption including what forms it takes, where it arises, what anti-corruption reforms are needed, and what these findings mean for the future of American democracy. More specifically, this chapter will permit us to examine if and how perceptions of congressional corruption influence citizens' interactions with government and provide a better understanding of citizens' policy preferences for regulating political corruption.

Abstract

With heightened national attention placed on race and gender identity, the ability and preparedness of students to engage in critical conversations on such topics and with diverse groups is of much concern to educators. High school student-athletes are frequently thrust into the spotlight on topics related to race and racial identity, due to their hypervisibility and role as representatives of their schools. This chapter uses current events involving Black girl, high school, student-athletes to demonstrate how racialized and gendered experiences may shape how they understand themselves as well as their school and non-school environments. Further, this chapter includes a study that highlights the narratives of two Black female college athletes who, when prompted to discuss racialized and gendered experiences, shared stories that highlighted their primary and secondary educational experiences. These narratives identify school diversity and fitting in, and the coach as influencer as salient themes from the study. This illuminates the influence of early racialized encounters and the salience of those occurrences in shaping the way Black girls think about their own racial and gender identity development. In closing, this chapter calls on educators to prepare themselves to facilitate conversations about race through the use of equity audits, effective programming for Black girls, and a call for education advocates for Black girls in preK-12 environments.

Abstract

It should come as no surprise that Americans believe corruption dominates the US political system and, in particular, that members of Congress are in the pockets of wealthy special interests and do not represent the people's views. Among other things, this has led to a gradual decrease in public confidence in government, trust in political institutions, and demands for anti-corruption reforms. Yet, calls for congressional reform are not new. What is unusual is the degree to which the political institutions, particularly Congress, have become unpopular; the extent American's believe the system is out of balance; and the people's distaste for democracy. As public perceptions of political corruption deepen, how is Congress responding to these concerns? Recent events indicate genuine attempts to solve, or at least reduce, the appearance of government corruption. For example, in the 2018 midterm elections, many political candidates signaled a willingness to address the public's grievances. In fact, the newly elected House of Representatives created and introduced legislation that addressed sweeping congressional corruption. This chapter aims to identify and trace congressional reform attempts such as banning lobbyists from fundraising, restrictions on the revolving door for politicians and job hunting disclosures, and other structural solutions considered important to prevent corruption. In particular, the author uses a historical lens to uncover and assess past and current attempts to fix congressional corruption.

Abstract

In this chapter, we utilize qualitative and quantitative data from a yearlong study in four urban Chinese middle schools to investigate the learning environments for girls at these schools; the behavior and performance of girls and boys in these environments; and what factors impact that behavior and performance. This study particularly focuses on socialization through moral education and the examination system as two sources of authority motivating students’ behavior and performance in school. In the analysis, girls attending three co-educational schools are compared with girls attending one single-sex school, and outcomes for girls are also considered alongside those of boys in the co-educational institutions. Findings indicate that although moral education is particularly emphasized by teachers at the all-girls school, female misbehavior and engagement with teachers is no different for girls attending the single-sex school compared to girls in co-educational schools. Furthermore, differences in outcomes between females and males across schools transcend school-level differences for misbehavior and engagement. However, at the same time, girls at all co-educational schools report higher Chinese and English grades compared to their math and science grades, whereas all-girls school students report no such differences in grades. In regression analysis, socialization variables appear to explain more about students’ misbehavior, whereas the desire to progress to higher levels of schooling explains more about grades and engagement with teachers. That said, socialization variables including moral attitude and attachment to teachers matter more for girls’ math and science grades and their engagement with teachers as compared to boys. This research provides a rare comparative look at education for urban Chinese students and offers new insights about what matters most for girls’ behavior and performance in school.
