Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

Epidemiology is often described as “the basic science of public health” (Savitz, Poole & Miller, 1999; Syme & Yen, 2000). This description suggests both a close association with public health practice, and the separation of “pure” scientific knowledge from its application in the messy social world. Although the attainability of absolute objectivity is rarely claimed, epidemiologists are routinely encouraged to “persist in their efforts to substitute evidence for faith in scientific reasoning” (Stolley, 1985, p. 38) and reminded that “public health decision makers gain little from impassioned scholars who go beyond advancing and explaining the science to promoting a specific public health agenda” (Savitz et al., 1999, p. 1160). Epidemiology produces authoritative data that are transformed into evidence which informs public health. Those data are authoritative because epidemiology is regarded as a neutral scientific enterprise. Because its claims are grounded in science, epidemiological knowledge is deemed to have “a special technical status and hence is not contestable in the same way as are say, religion or ethics” (Lock, 1988, p. 6). Despite the veneer of universality afforded by its scientific pedigree, epidemiology is not a static or monolithic discipline. Epidemiological truth claims are embodied in several shifting paradigms that span the life of the discipline. Public health knowledges and practices, competing claims internal and external to epidemiology, and structural conditions (such as current political economies, material technologies, and institutions) provide important contexts in which certain kinds of epidemiological knowledge are more likely to emerge.

More than ever before, public transit must compete in the transport market. This competition is, on the one hand, against steadily increasing car traffic; and on the other hand, between public transit operators. This, in turn, leads to new demands regarding the type, content and quality of data needed for planning and management. Frequently, traditional travel behaviour surveys do not provide sufficiently accurate and detailed information about public transit demand. To plan public transit, frequently a precise description of all trip stages, including the first and the last mile, is necessary. To achieve this, an adaptation of the traditional survey methods is necessary. In many countries, public transit associations have been established to integrate services offered by individual public transit operators with the help of through-ticketing and a coordination of lines and timetables into what looks, to the user, like a single system. To distribute revenue among the operators involved, detailed surveys of passengers are needed. Measuring the quality of public transit service and surveying customer satisfaction are new tasks. Such data are the basis for quality assurance and are essential for gaining and keeping customers of the public transit system. New technologies such as the Global Positioning System, automated passenger counts and Smart Card Payment Systems offer new possibilities to collect data more efficiently and cost-effectively. This article covers essential aspects of surveys and the collection of data that are crucial for the planning and management of public transit; it points to state-of-the-art methods and offers potential solutions.

Social media provides researchers with easy access to rich, real-time data that offers insight into both public opinion and the role of social media in public life. However, to date, good practice in analyzing social media has been led by what is technically possible and commercially viable. This chapter seeks to reverse that trend and is the result of a year-long study ‘Wisdom of the Crowd’ by Ipsos MORI, Demos, the University of Sussex and CASM Consulting to examine the ethical landscape surrounding aggregated social media research. Based on a review of the legal and market research regulatory landscape in the UK and a program of primary research with experts, members of the public and social media users, this chapter provides a series of constructive and practical recommendations on how to improve ethical standards in this field. Drawing on the context of public ethics, the recommendations provide advice to researchers, regulators, and social media organizations on how they can help to restore trust in social media research and better safeguard social media users.

Abstract

This chapter focuses on data journalism, a relatively new brand of journalistic practices that take advantage of the growing availability and application of digital data and computational tools for news production. Although this brand of journalism has been on in some advanced democracies, it is still a relatively new development in Africa, especially Nigeria. Journalists still rely mostly on eyewitness reports and interviews to write their stories, thus leading to lack of depth in media reportage of critical issues. This chapter explores the nature of data journalism conceptualised as a social science pragmatic approach to news gathering and reporting, tracing its history and inherent strengths and weaknesses. It examines the windows of opportunities it provides towards guaranteeing transparency and accountability in Nigeria's nascent democracy. It concludes that, though data journalism complements the conventional investigative reporting to enhance good governance system in Nigeria, strengthening other institutions of government such as the police, judiciary, Economic and Financial Crimes Commission (EFCC), and Independent Corrupt Practices and other related offences Commission (ICPC) becomes imperative in entrenching accountability and transparency in Nigeria.

Abstract

Public libraries are great at collecting data, but struggle with using it in meaningful ways. Presenting charts of numbers fails to engage community members in your library's successes. The Fox River Valley Public Library District streamlined statistical reporting to ensure the data were meaningful, and used online, interactive graphs highlighting a few key metrics and financial reports. To provide perspective, statewide data reporting was utilized to benchmark performance against libraries of similar size and location. Then these data were used to create an interactive platform to spark community discussions, soliciting feedback to help steer the Library's future direction. The result of one such platform led to the Library going fine-free, enabling economically disadvantaged patrons to once again check out items – especially younger patrons whose cards had been blocked due to parental use and late fees. Another charted the course for a future referendum question and building construction project, explaining how the district serves 70,000 which marks it one of the largest in the state; however, the small physical space prevents offering the whole range of products and services available in larger buildings and marks the district one of the smallest libraries in square feet per capita. The impact is more funding opportunities as well as positive feelings about the library's value demonstrated in improvements in community reactions via social media.
