Abstract
Purpose
The purpose of this study is modelling of a problem of policing strategy order using a multicriteria method.
Design/methodology/approach
For the construction of the impact matrix strategies under the reduction of crime rates, considering a portfolio of crimes, a questionnaire applied to specialists was used. In a second moment, defined the criteria and strategies to be ordered, the multicriteria PROMETHEE II method was used, which with the help of the Visual PROMETHEE software, emulated the systematised data in the impact matrix and produced the final ordering of the most efficient strategies, in the fight against crime, in the perception of decision makers.
Findings
As a result, this research revealed that radio patrol, when used in a non-randomised manner, is the most effective policing strategy in reducing the 18 criminal demands studied in the perception of decision makers after data emulation with the PROMETHEE II method.
Research limitations/implications
As research implications, it can be inferred that the use of multicriteria methods in the modelling of problems in public security area can contribute to the rationalisation of use of the available means in the fight against crime in large cities. This research showed that it is possible to use customised policing strategies to absolute reality.
Practical implications
The practical impact of this research lies in optimising the resources available to law enforcement agencies in the fight against crime in general.
Social implications
It can be inferred that by choosing appropriate strategies to combat local crime, there is a direct implication in optimising the resources that the government makes available to police agencies. This optimisation allows pressure reduction under the public budget for more features. The model for choosing more effective strategies contributes to local crimes decrease, increasing the sense of the population security.
Originality/value
The originality lies in filling a gap in the literature with the elaboration of the impact matrix of policing strategies in reducing criminal indices and in their associated use in ordering strategies through a multicriteria method. This study contributed to applied police intelligence.

Abstract
Purpose
The purpose of the study is to determine the prevalence of stress and to identify the occupational stressors among Lebanese police officers.
Design/methodology/approach
Operational Police Stress Questionnaire (PSQ-op) was addressed to 100 randomly selected male Lebanese Police officers. Twenty items from the PSQ-op were run through the principal component analysis to determine the most significant factors of stress and loading within each of the factors.
Findings
The results indicated that 59% of officers reported moderate stress level and 41% reported strenuous stress. Principal component analysis identified six independent factors or stress among Lebanese police officers explaining in total 72.1% of the total variance: excessive workload (30.6%), social-life time management (12.8%), occupational fitness (9.1%), success-related stress (8.6%), physical and psychological health (5.8%), and working alone at night (5.2%).
Research limitations/implications
This research approach encountered some limitations so further research must: use a larger sample size, include female gender and identify other sources of stressors mainly organizational or job context stressors.
Originality/value
Addressing and understanding stress factors among Lebanese police officers helps improving awareness and developing individualized treatment strategies leading police officers to engage in stress-management training to learn coping strategies and use effective tools for preventing stress before it becomes chronic.

Abstract
Purpose
This paper aims to critically examine the lie detector test policy of the Nigeria Police Force to determine if the policy is capable of curbing corruption in the Nigerian Police Force.
Design/methodology/approach
The analysis took the form of a desk study, which analyzed various documents and reports such as the report by the United Nations Office on Drugs and Crime and the National Bureau of Statistics titled “Corruption in Nigeria – Bribery: Public Experience and Response,” Transparency International’s Corruption Perceptions Index 2017, the report by the International Police Science Association and the Institute for Economics and Peace.
Findings
This paper determined that the lie detector test policy of the Nigeria Police Force could achieve its desired objectives if the following recommendations are implemented: The Nigeria Police Reform Trust Fund bill should be given accelerated consideration in the Senate and House of Representatives based on its urgency and significance for the new lie detector test policy of the Nigeria Police Force. There is need for the Nigerian Police to have enough funds to conduct trainings for police personnel who are chosen as examiners for the lie detector tests. The Nigerian National Assembly will need to pass an Act to provide for the licensing of detection of deception examiners – commonly known as polygraph or lie detector operators – and regulation of that profession. The act should set forth the conditions under which persons may be admitted to practice detection of deception with a polygraph, the standards they must observe and the types of polygraph devices that they may henceforth be used lawfully. This is what was done in the State of Illinois. The Nigeria Police Force is advised to make use of two examiners for the lie detector test: one in-house examiner and one external examiner. The external examiner may be from another country in which corruption is not at a high rate, and must be someone of high integrity and professional competence. This measure may reduce the risk of bribery and corruption in the system. It will also bring more integrity and transparency into the system. The external examiner may also carry out “on the job training” with the in-house examiner while the polygraph exercise is going on. The Nigeria Police Force must make a new policy that mandates that all transactions relating to the purchase of polygraph machines must be conducted in an open and fair manner that recognizes the need for the transaction to be done directly with the seller, and not through a sales agent. This policy may help prevent a situation where a corrupt sales agent connives with a corrupt police officer to defraud the police unit. An ongoing approach to screening should be considered for specific positions, as circumstances change, or for a comprehensive review of departmental staff over a period. The Nigeria Police Force should have a policy that mandates that the lie detector test should be taken once in five years by all staff of the Nigeria Police Force. For staff in very sensitive positions, the lie detector test should be taken every three years. This will enable the lie detector policy to be more effective. Let us take, for example, a person passes the lie detector test genuinely without any influence of corruption; there is still a possibility that the person may change over time. The temptation to follow current employees to collect bribes is very high. But if the Nigeria Police Force put a policy in place that mandates every police personnel to take the lie detector test every five years starting from the first five years after recruitment, the cankerworm called corruption may be curbed effectively. Imagine if every police personnel knew that they were going to be asked by an examiner, five years after working, to confirm if they ever collected bribe during the time they served in the police force; most employees will desist from taking bribes or engaging in corrupt acts. The above measure will ensure that current employees who are chosen as examiners for the lie detector tests are fit and proper persons for the job.
Research limitations/implications
This paper focuses on the new lie detector test policy of the Nigeria Police Force. It does not address the other anti-corruption policies of the Nigeria Police Force.
Originality/value
This paper offers a critical analysis of the lie detector test policy of the Nigeria Police Force. It will provide recommendations on how the policy could be strengthened. This is the only paper to adopt this kind of approach.

Abstract
Purpose
The study compares the impact of two different pedagogical approaches in police training by assessing the knife defense performance of German police recruits against different types of knife attacks. Linear or nonlinear – which pedagogical approach leads to more efficient knife defense performance?
Design/methodology/approach
A total of 20 German state police recruits (w = 5, m = 15) were assigned to linear and nonlinear groups. The linear and nonlinear groups' performance on knife defense was assessed in a pretest, after a three-week training intervention in a posttest and eight weeks thereafter in a retention test, utilizing a mixed-method design (Sendall et al., 2018).
Findings
Quantitative data on knife defense performance suggest a lastingly better performance of the nonlinear group: in the retention test, participants of the nonlinear group were hit less (p = 0.029), solved the attack faster (p = 0.044) and more often (81.8%) than participants of the linear group (55.6%). In contrast, qualitative data reveal that, despite of evidence for a high level of perceived competence, the nonlinear teaching of knife defense skills has been accompanied by considerable uncertainties, affected by the lack of techniques and the focus on principles and operational parameters only.
Originality/value
It is the first study assessing the impact of different pedagogical approaches in police training. For the practice of police trainers, the results provide empirical orientations for an evidence-based planning of and reflection on pedagogical demands within their training (Mitchell and Lewis, 2017).

Abstract
Purpose
The primary objective of the current study is to examine the impact that the size of a police department and workload on a department have on response time. Secondarily, the authors look at the effect that incident-level factors such as the severity of a call for service (CFS) and community-level factors such as ethnic diversity have on police response time.
Design/methodology/approach
The current study examined CFSs data collected over a three-year period and organizational information from 26 police departments in Northeast Texas, as well as community-level information. In order to measure the effect of organizational variables, community factors and incident-level variables on police response time, the authors employed the use of hierarchical linear models (HLMs).
Findings
The results of hierarchical linear modeling indicated that incident-level factors and police department size are significant predictors of response time.
Research limitations/implications
There are two primary limitations: first, there were a lack of available organizational structure correlates such as age and differentiation. Second, the primary data set had a significant number of incomplete or repeating cases, thereby limiting the accuracy of the current study’s analysis.
Originality/value
The most unique aspect of this manuscript is that it examines how organizational factors affect police response time. Numerous studies analyzed determinants of police response time such as incident- and community-level factors, but the importance of organizational factors has not been analyzed.

Abstract
Purpose
This study investigates the relationship between police officer's willingness to use Employee Assistance Program (EAP) and their perceptions about stress and help-seeking in policing, considering the effect of gender and ethnicity in this association.
Design/methodology/approach
A survey of 431 Illinois police officers is used to measure officer's perceptions about help-seeking and organizational stressors. The conditional PROCESS modeling (Hayes, 2012) was employed to analyze the hypothesized mediation model. The ANOVA test was used to determent the effect of gender and ethnicity on organizational stressors in policing.
Findings
Findings suggest police officer's willingness to use EAP is shaped by the perceived negative effect of stress on promotion through the mediator, confidence in their departments to receive adequate assistance, with noticeable gender and ethnic differences. The analysis demonstrated that female police officers feel stressed because of unfair promotional opportunities and poor relationships with supervisors. Female police officers are less willing to apply for the EAP services to mitigate stress than male police officers. The findings reveal that ethnicity is a significant predictor of the police officers' willingness to apply for EAP services to mitigate stress.
Research limitations/implications
The current study is limited by its focus on only one police department located in the Illinois, USA. This may limit the generalizability of the results. The cross-sectional nature of data used to draw conclusions and variation in departments' characteristics and compositions could influence results.
Practical implications
The research has practical implications for those who are interested to understand organizational stressors and perceptions on help-seeking in policing. This study provides suggestions for police administrators to make effort in creating more sensitive working environment to reduce stressors for female police officers and representatives of ethnic groups.
Originality/value
The research unveils the significance of officer's confidence in their departments in modifying their willingness to use EAP, revealing the effect of organizational stressors on confidence. The study adds empirical evidence to existing research on impact of gender and ethnicity on their willingness to use EAP.

Purpose
The purpose of this state-of-the-art review is to explore the empirical literature on federal intervention of police under 42 USC Section 14141.
Design/methodology/approach
A five-stage scoping review of the empirical literature related to 14141 was conducted through searches of scholarly databases and gray literature.
Findings
This scoping review revealed 21 empirical studies of 14141 published between 2002 and 2020 in criminal justice, criminology, legal and gray literature. Researchers employed various methodologies and designs to study 14141 reflecting the complexity of evaluating a multistage and multi-outcome federal intervention of police. The success of 14141 to reform police agencies is mixed. The empirical evidence suggests that application of this law is fraught with trade-offs and uncertainties including de-policing, increased crime and organizational difficulties in sustaining reform. Overall, more research would assist in understanding the efficacy of this federal mechanism of police accountability and reform.
Originality/value
This review is the first synthesis of the empirical literature on 14141. In consideration of the current national police crisis, findings help illuminate both what is known about federal intervention and areas for future research.

Abstract
Purpose
The current study examines the effect of changing a specific use-of-force policy coupled with de-escalation training implementation on patterns of police use of force.
Design/methodology/approach
An interrupted time-series analysis was used to examine changes in police use-of-force incident records gathered from a large, southwestern US metropolitan police department from 2013 to 2017 based on a TASER policy change and de-escalation training implementation mid-2015.
Findings
Results demonstrate that changes to use-of-force policy regarding one type of force (i.e. use of TASERs) coinciding with de-escalation training influence the prevalence of use-of-force incidents by increasing the reported police use-of-force incidents after the changes were implemented. This finding is somewhat consistent with prior literature but not always in the desired direction.
Practical implications
When police departments make adjustments to use-of-force policies and/or trainings, unintended consequences may occur. Police administrators should measure policy and training outcomes under an evidence-based policing paradigm prior to making those adjustments.
Originality/value
This study is the first to measure the effects of changing use-of-force policy and implementing de-escalation techniques in training on patterns of police use of force and shows that these changes can have a ripple effect across types of force used by police officers.

Purpose
This paper aims to contribute towards our knowledge and understanding of volunteer street patrols working within community safety and pluralised policing. Through the increased responsibilisation of communities and individuals, volunteers are taking to the streets to help others in need and support the community safety infrastructure. The example of volunteer street patrols is used to explore the motivations of individuals participating in the local delivery of community safety and policing.
Design/methodology/approach
This research is drawn from ethnographic research consisting of 170 hours of participant observation on the streets of a northern UK city, Manchester, supported by 24 semi-structured interviews with volunteers and stakeholders who participate in a street patrol and those working alongside them.
Findings
Using a three-paradigm perspective for volunteer motivations, the themes altruism, civil connection and volunteering for leisure are applied to explore volunteer motivations. Through their actions, volunteers in the street patrol are motivated volunteers who can offer an additional and important resource within the local community safety and pluralised policing infrastructure.
Originality/value
This paper highlights volunteer street patrols offer a caring and supportive function to people in need on the street, one in support of the police and other agencies. It contributes to the growing understanding of those who volunteer in policing and community safety landscapes. As responsibilised citizens, they have an increased awareness of social problems. They are motivated individuals who wish to create and maintain safety and play an important role in policing the night-time economy.

Abstract
Purpose
This paper explores the applicability of environmental theories to understanding patterns of police misconduct. In turn, it aims to offer a method for identifying prevention techniques that can be practically applied by policing agencies.
Design/methodology/approach
The study empirically examined 84 substantiated matters of police misconduct in Queensland, Australia. The matters were content-analysed for elements of the first level of the crime triangle. These elements were then analysed to identify their relationships with the situational precipitators that initiated the misconduct; proactive misconduct and situational misconduct.
Findings
The two types of initiating misconduct had differing relationships with the crime triangle elements. Therefore, specific prevention techniques can be tailored by policing agencies to address and prevent each type of misconduct more successfully. The paper discusses these findings in terms of preventative measures according to the second preventative level of the crime triangle and situational crime prevention techniques.
Originality/value
This paper provides an alternative approach to understanding and preventing police misconduct by exploring the applicability of environmental theories. It finds that environmental theories offer a feasible approach for policing agencies to understand and tailor prevention of police misconduct in their jurisdictions.
