Abstract

Purpose

The complex processes of global organizations poses significant challenges for the global quality management systems (QMSs) responsible for their coordination and effective management. This includes meeting local customers' needs, as well as being responsible for global operational effectiveness, aggregate capacity utilization, cost reduction and standardization. This study examines how all of these ends can be accomplished. Regulating local and global needs emerges as a key issue, but one that lacks clarity. Therefore, this article outlines an approach for developing a coherent, strategic approach.

Design/methodology/approach

A field study of eighteen multinational companies (MNCs) examined and mapped the activity of their QMS, defined representative profiles and compared these profiles to strategic, operational and marketing needs.

Findings

The data analysis shows several gaps in the approach to global quality management. The lack of coherence and considerable vagueness in addressing inter-organizational processes leads to behavior that fluctuates between absolute autonomy and specific initiatives aimed at reaching the necessary level of integration needed to achieve operational effectiveness.

Originality/value

The innovative mapping process and analysis of the current study provide a tool for differentiating between the local and global needs of MNCs' quality systems, identifying gaps and defining activities aimed at regulating responses while increasing global added value from the QMS. This provides deeper insight into the business needs of global and local QMSs to enhance the value derived from coordination and regulation.

Four routes or pathways have now been identified by which individuals may come within the scope of PSA 16 National Indicator 149, which is concerned with monitoring efforts to achieve settled accommodation for individuals with significant mental health problems. This article focuses on their needs and the identification of those with mental health needs as seen through these four principal routes. An understanding of these four possible pathways can help to identify areas for priority action, local delivery chains and partnerships, and also highlight some of the challenges and risks in and for delivery.

Abstract

The user-centered approach to understanding information use and users has shaped research in library and information science (LIS). In a user-centered environment, catalogers are told to focus on users and adapt standards to meet users’ needs while following standards in order to be efficient in their jobs. This study describes three academic cataloging units as they negotiate both the demands to follow and adapt these standards to meet users’ needs. New institutional theory served as a framework for the study. The results suggest that standards and users are pressures that cataloging units negotiate in their jobs, along with demands for work efficiency and professional legitimacy. While negotiating these pressures, catalogers and cataloging units redefine their work jurisdiction and maintain legitimacy to remain relevant in a complex work environment. Understanding how catalogers negotiate the normative institutional pressures of standards and users leads to an understanding of the complex nature of work in areas that deal with issues of standards and users, shows how an area within a profession maintains legitimacy when the profession no longer values that work, and, finally, shows the limits of the user-centered focus in LIS practice.

A series of models for co‐operation that could take place between public libraries, other relevant agencies and self‐help organisations was constructed.

Abstract

Purpose

Literature reveals that local authorities in Scotland are required under the Housing (Scotland) Act 2001 to undertake housing need and demand assessment. Local authorities are required to ensure that their local housing strategies are evidenced with an assessment of housing need and demand. The housing needs and demand assessment (HNDA) framework was designed to help local authorities in Scotland provide the evidence base for local strategies. Since its introduction in 2014, there is a limited literature highlighting whether or not the framework has been effective. To this end, the purpose of this study was to evaluate the effectiveness of the HNDA framework as set in Scottish local authorities; this paper aims to highlight those factors that have been effective in the framework.

Design/methodology/approach

An evaluation to asses empirically the effectiveness of the HNDA framework in Scotland was conducted. The research involved a review of literature on the current HNDA framework in Scotland. A measure of the effectiveness of the HNDA framework was conducted via a questionnaire survey to get the practitioner’s perception from 32 Scottish local authorities. This was conducted to advance specific features that have been effective in the HNDA framework. The features were then ranked in terms of their degree of effectiveness.

Findings

The research in this paper identifies initial findings cited in literature of effective factors that impact on the effectiveness of typical projects and contextualises them in the HNDA framework in Scotland, the HNDA framework having all hallmarks of a project. Results from this study identified effectiveness factors that have a greater influence on the HNDA framework’s general effectiveness. These factors include amongst others: clearly defined and detailed scope; project monitoring and control; competent and experienced project managers; and sufficient and well-allocated resources.

Research limitations/implications

By examining the factors individually, it can be stated that overall and based on literature and survey, the HNDA framework as used in Scotland has largely been successful. The success, however, is on a case by case basis. For example, those in remote-based local authorities expressed reservations on whether some of the identified effectiveness factors in the framework were effective while those in more metropolitan or larger local authorities were more upbeat with the HNDA framework.

Originality/value

No similar study has been carried out on effectiveness factors in the HNDA framework used in Scottish local authorities. The findings in this research, therefore, contribute to the literature that seeks to understand the mechanisms of an effective HNDA in general and the HNDA framework in Scotland in particular. Overall, it contributes to the housing debate by offering a Scottish perspective. The study is a precursor to the mechanism for the housing need and demand and funding success in Scotland.

Purpose

Joint Strategic Needs Assessments (JSNAs) are intended to help create evidence-based priorities for public health commissioning at local government level in the UK. They are supposed to consider the needs of people with protected characteristics, and this study aims to look at how the JSNAs for London are serving the city’s lesbian, gay, bisexual, transgender and queer (LGBTQ+) population.

Design/methodology/approach

JSNAs are documentary data and are in the public domain. Each of the 31 JSNAs for London was individually assessed against a series of questions designed to test their inclusion of the local LGBTQ+ population.

Findings

Fewer than one in five of London’s JSNAs: had a dedicated LGBTQ+ section; cited bespoke research into, or engagement with, the local LGBTQ+ population; made recommendations for specialist services for people from this community; or considered intersectionality in the context of this population.

Originality/value

This study demonstrates that many of London’s JSNAs contain little information on the city’s local LGBTQ+ population and only minimal assessment of its health, care and wellbeing needs. Recommendations include conducting further research on this population at the local level, using available guidance and engaging best practice.

Abstract

Purpose

This paper aims to argue for the need of beneficiaries’ involvement in matters impacting them. The current effort to improve waqf management and the trend of waqf studies seems to focus on waqf financing/investment using sophisticated financial tools and inviting participation from business entities. There was no conscious effort to engage the beneficiaries/public as the means to inform and improve the way waqf properties are managed despite it being, arguably, the primary stakeholder.

Design/methodology/approach

This is a qualitative study informed by the concept of downward accountability. Interviews with staff involved in managing waqf properties are conducted. Data is interpreted, resulting in emerging themes.

Findings

This paper argues that the way waqf entity is structured and the staff’s value is important in determining whether benefit accrues to beneficiaries. Grounded on Islamic ethos, the values of individual staff is imperative in ensuring downward accountability is discharged. The closeness and empathy between staff and beneficiaries contribute towards a meaningful operationalisation of downward accountability.

Research limitations/implications

Because of the nature of methodology focusing on specific waqf practices in two specific waqf settings, the result must be interpreted within its context.

Practical implications

Waqf entity needs to have a structure where beneficiaries are meaningfully involved.

Social implications

This paper argues that the benefit of waqf establishment may not accrue to beneficiaries if it is undertaken without their engagement.

Originality/value

This paper raises the importance of engaging beneficiaries as one of the approaches in serving them. Any future project involving the targeted beneficiaries should involve them in some capacities.

Abstract

Purpose

This paper seeks to report the results of a national survey to explore preparations under way by local authorities and primary care trusts (PCT) for the duty to conduct a joint strategic needs assessment (JSNA), key barriers and enablers to this, and the implications for future policy. In particular, the study focuses on JSNA in the context of current and future health and social care partnerships.

Design/methodology/approach

Using Department of Health e‐mail circulation lists, the authors conducted a national survey of all PCT chief executives, directors of adult social services and public health in England (a total of 459 people). A qualitative survey was e‐mailed in February 2008 at the time when health and social care communities were preparing to implement the new duty. All completed surveys were analysed by both authors using thematic content analysis. A grounded approach was taken whereby the thematic framework emerged from initial familiarisation with the data, to which any further themes emerging during the coding process were incorporated.

Findings

Although respondents felt that it was very early days, they had a number of aspirations for JSNA and identified a number of potential impacts and implications. First and foremost, respondents felt that JSNA had scope to raise the profile of the importance of jointly agreed approaches to needs assessment and to partnership working more generally. However, as many respondents pointed out, the extent to which JSNA is able to realise this potential depends on it being seen as a means to an end, rather than an end in itself.

Originality/value

Overall, the impression from this early survey was of a health and social care system taking the new duty seriously and with aspirations in some areas to make JSNA a future driving force for local service changes.

Abstract

1. Introduction Victorian librarians saw the public library as a place where citizens could find material relating to their contemporary community — its health, finance, welfare and educational organisations; it would also be a depository for items relating to its past. By 1901 the Cambridge Free Library had taken so much care in this regard that “the historian of the future will find here all that he will need and that is as it should be”. But priorities changed within the library service. Within 50 years 60 per cent of that material had been dispersed and the remainder moved out of public view where it lay largely unused and unremembered. It had no place in the post‐war priorities of the public library service which had turned instead to “current information”, lists of societies, tourist information and the development of a general reference service concentrating on areas of comprehensiveness such as bus and train timetables from across the country. Today, community information and computer databases are the current information priorities, and although the unique, comprehensive local collection has been revived, invigorated and republicised, it remains an oddity, non‐conforming to the pre‐ordained management structure, an “albatross inheritance”.
