Abstract

Purpose

Migration to Sweden dramatically increased in 2015 and challenged the reception system at all levels and societal institutions, one of which was the school. As a response to the lack of a comprehensive educational strategy for newly arrived students, new regulations were passed in January 2016, the purpose of which was to guarantee equity and equality in education for all students, irrespective of their background. The regulations make demands on local politicians and the school leaders to adjust the reception, organization and teaching to support the newly arrived students’ learning. The purpose of this paper is to explore school leadership practices in turbulent times.

Design/methodology/approach

The study is situated in the field of post-migration ecology, as newly arrived students move from pre-migration to transmigration to post-migration contexts, the latter for this paper’s interest, when they arrive to their new schools. Seven principals in a transit municipality for migrants were interviewed to obtain a picture of how they are prepared for diversity in leadership and how policy and practice coincide.

Findings

The study reveals how policy and practice coincide due to a lack of intercultural and bilingual competences among the staff. The principal’s responsibility for a school structure and culture that support newly arrived students’ learning raises new demands on how principals are trained for diversity.

Originality/value

The study is a contribution to the little-researched field concerning school leadership and newly arrived students which raises new demands regarding how principals are trained for diversity.

To position refugee mental health more effectively on the developing global health and humanitarian agendas requires effective communication in policy‐making processes. The capacity to answer three simple but demanding questions arguably determines the readiness of those working in this field to seek such influence. Reviewing current knowledge on the global context of refugee mental health with respect to the questions ‘What is the need?’, ‘What can we do about it?’ and ‘Will it work?’ suggests significant conceptual advance in this area over the last decade, and increasing consensus on broad intervention strategy. It remains important to document impact more effectively, however, if policy‐makers are to be persuaded to invest more resources in promoting mental health interventions with displaced and war‐affected populations.

Abstract

Labour market assimilation of Danish first‐generation male immigrants is analysed based on two panel data sets covering the population of immigrants and 10 per cent of the Danish population during 1984‐1995. Wages and employment probabilities are estimated jointly in a random effects model which corrects for unobserved cohort and individual effects and panel selectivity due to missing wage information. The results show that immigrants assimilate partially to Danes, but the assimilation process differs between refugees and non‐refugees.

Abstract

Purpose

The purpose of this paper is to introduce this special issue about the “Impact of the Global Refugee Crisis on the Career Ecosystem” and summarise the key contributions of the included practitioner and scholarly papers which examine refugee business and labour market experiences. The paper also examines the impact of media reports to provide a broader understanding of the context within which the current refugee crisis is evolving.

Design/methodology/approach

The authors begin with a delineation of the concept of a career ecosystem in the context of refugee crises. The authors then employ this framing as a backdrop to engage in a basic analysis of business media coverage of the most recent Syrian refugee crisis, and a summary of the practitioner and scholarly papers.

Findings

The findings of the media analysis suggest major coverage differences between different groups of countries in the number of documents identified, the proposed aim of business engagement with refugees, and substance of the extracted statements generally.

Research limitations/implications

The analysis of business media coverage is rudimentary and intended only as a prompt for further conversations about how contemporary media commentary impacts on career opportunities for refugees and relevant stakeholder practices.

Practical implications

This paper demonstrates the importance of including broader considerations of refugee careers that explore the interaction and intersection with transnational and local ecosystem of labour markets while paying attention to the sociocultural and political refugee-host community dynamics.

Originality/value

This paper presents a more systems-oriented perspective and provides both practice and scholarly perspectives on the composite and dynamic nature of the refugee crisis on career ecosystems more broadly.

Abstract

Purpose

The purpose of this paper is to investigate the German and Hungarian Governments’ mediated public diplomacy (mpd) efforts during the European migrant crisis and their reflection in the international news media.

Design/methodology/approach

The study relies on a quantitative content analysis of English press releases and interviews distributed by the governments and their reflection in CNN and Al-Jazeera English. Overall, a sample of 483 texts was coded. Herein, the main actors, topics, frames, and information subsidies were analyzed. A comparison of the public diplomacy efforts and their reflection in the news then allows for assumptions about their potential impact on the news.

Findings

The data shows that the Hungarian Government uses more information subsidies in their communication than their German counterpart. Hence, the news agenda shows more similarities to the main topics put forward in the Hungarian sub-sample. The news framing, however, is more favorable toward the perspectives put forward in the German public diplomacy.

Practical implications

The results indicate that well planned and designed messaging does not guarantee successful communication. It also shows that critical journalism still plays an important role in the international news production.

Originality/value

The paper’s main contribution is that it goes beyond the war-based case studies on mpd and investigates one of the most relevant transnational issues in the last decades. In addition, it sheds light on why the media reflect some sponsored frames while they mostly discredit others.

Abstract

Purpose

Governments can influence entrepreneurial growth through public policy. This paper aims to present critical aspects of entrepreneurship policy design for Syrian refugees in Turkey and evaluate if current policies are effective for Syrian refugees in Istanbul.

Design/methodology/approach

The study adopts an explorative phenomenological approach, contextualized within the entrepreneurial behavior literature. The data was collected through semi-structured interviews with fifteen Syrian entrepreneurs residing in Istanbul.

Findings

The results show that Syrian refugees were “pushed” to start new companies. Moreover, the findings suggest that Syrian entrepreneurs could exploit better business opportunities such as targeting international markets or finding competent partners.

Research limitations/implications

The article offers several practical and social contributions by highlighting how the entrepreneurial behavior of Syrian refugees is driven by their migration or business experiences.

Practical implications

Policymakers in Turkey need to acknowledge how their entrepreneurial policies regarding innovation and internationalization affect the business success rate among Syrian refugees. In this regard, the Turkish government should adopt new measures that provide Syrian refugees more business flexibility. These policies may include easy access to the Turkish financial system or fewer regulations to obtain work permits. This will encourage refugees to join the formal economy and contribute to the Turkish labor market.

Originality/value

This article adds to the expanding body of knowledge on refugee entrepreneurship by emphasizing the link between refugees' personal experiences and starting new ventures. It also highlights how government policy can be strategically utilized to increase entrepreneurship among Syrian refugees in Turkey.

Abstract

Purpose

Refugees’ inclusion at work is critical for the individual, for employers and for the receiving societies. Yet, refugees are often disadvantaged in working life or are being excluded from the labor market altogether. The purpose of this paper is to examine barriers and facilitators to refugees’ inclusion at work at the individual, organizational and country level, and pay particular attention to how the three levels relate to each other in shaping inclusion and exclusion of refugees at work.

Design/methodology/approach

The authors conducted 18 interviews with employed refugees, employers and experts from governmental and non-governmental institutions in the Netherlands.

Findings

Based on the theoretical structure, 13 themes emerged from the interview material – 5 themes at the individual level, 4 at the organizational level and 4 at the country level. The authors also found indicators for an interplay of barriers and facilitators across levels.

Research limitations/implications

This is a small study conducted in the Netherlands, providing several starting points for future research.

Practical implications

The authors provide recommendations for refugees, employers and policy makers aimed at addressing barriers and leveraging facilitators of refugees’ inclusion at work.

Originality/value

The organizational level, which diversity research has shown to affect minority group members’ inclusion at work, is rarely taken into account in refugee research. Based on the cross-level analysis, the authors identify patterns of interplay between the three levels and provide a relational framework of refugees’ inclusion at work.

Abstract

Purpose

This research project examined resettled refugees’ perspectives on the Canterbury Earthquakes to better understand the organisational implications for disaster preparedness and response with culturally and linguistically diverse groups.

Design/methodology/approach

The method of data collection for this exploratory pilot study involved conducting semi-structured focus group discussions during January 2012 with the Bhutanese, Afghani and Ethiopian communities. The project was conducted in partnership with Refugee Services Aotearoa which is New Zealand's primary refugee resettlement organisation.

Findings

The participant comments identify the importance of local ethnic community responses to a natural disaster. The need for a pre-established meeting centre(s) and community liaisons with key support organisations was highlighted as vital. Central to recovery is how organisations can work alongside refugee communities in disaster preparedness and response opportunities.

Originality/value

The paper offers insight into the additional considerations of disaster risk reduction strategies with refugee background communities – a group that is relatively under-researched in disaster contexts.

Abstract

Purpose

The purpose of the present paper is to describe a web-based consensus-finding procedure, resulting in an agreement among the group of participants representing global stakeholders regarding the interdisciplinary topic in a university master's seminar on “Global Studies”. The result of the collectively elaborated solution pertains to the forward-looking and jointly agreed topic of migration policies.

Design/methodology/approach

The core part of the web-based negotiation game “Surfing Global Change” utilised here is a controversial group discussion. A subsequent step creates an agreement among discussants. The group of participants, in this case co-authors of this paper, developed a final agreement on possible future political adaptations and guidelines to improve current standards in the global management of refugee and migration issues.

Findings

The findings offer several political possibilities for European and African states including structural recommendations as well as cooperative development policies.

Social implications

The result is a catalogue of tentative recommendations to improve international policies relating to current migration problems, here focused on migration between Africa and Europe.

Originality/value

Considering the creativity of the entire procedural structure combined with an ordered scientific methodology, the outcome could promise an interdisciplinary result. Effects of group dynamics, cooperation, scientific research and diplomacy are integrated into consensus building.

Abstract

Purpose

The purpose of this paper is to provide a comprehensive perspective of the documented physical and mental health issues Karen refugees from Burma face as a result of war and refugee trauma, and migration. The review will address the question: What is the impact of trauma and migration on the physical and mental health of Karen refugees?

Design/methodology/approach

A total of 18 articles were systematically selected for inclusion in the final review. The focal content for included articles includes qualitative and quantitative research representative of the health and migration experiences of Karen refugees.

Findings

The findings of this review demonstrate significance for health providers from a public health standpoint as programs and services are targeted to meet the specific health needs of the Karen community. It also highlights the contribution of the Karen forced migration experience to the complexity of individual and community health needs, particularly as a result of the protracted conflict.

Originality/value

This critical appraisal of the body of literature describing the health experiences of Karen refugees from Burma, with a particular focus on outcomes relevant to resettlement, demonstrates value as programs are developed with an integrated refugee perspective.
