Abstract
Purpose – This chapter frames the horizon of inquiry intended by this conference on the Hispanic Presence in the Washington region. It presents social theory related to the formation of new types of community substance in immigrant receiving countries called ethnicities, especially in American metropolitan regions.
Findings – This synthesis of approaches to intergroup relations and account of changes in the collection of data regarding urban ethnicity frame a new research agenda.
Practical implications – This chapter proposes new horizons for regional studies and ethnicities. It addresses metropolitan governance, especially relationships among persons, groups, and cultures in regions that lack representation and institutions for political development. The web-based data sets and recommended readings provide sources that quantitatively and qualitatively deepen insight into the Hispanic presence in the country and in various metropolitan regions. Along with another forthcoming collection on the history, politics, and architecture of Washington, DC, this work catalyzes research to enable teaching and service related to the metropolitan region surrounding the federal district.
Social implications – This chapter includes models of action-oriented research that engage ethnic groups in coalition building and that test the viability of Hispanicity as a social-cultural development model.
Originality/value of chapter – This chapter blends social theory with community-based practices. It broaches substantive questions about appropriate scales of social analysis and ethnicity as interrelated dimensions of research and practice the government created data sets and places called metropolitan regions. It elaborates a new, fundamentally regional model that is unlike, but not opposed to, the country-wide focus of ethnic group advocacy and interest groups.

Abstract
The nature of immigration to the United States has varied tremendously over the course of the last 100 years. While the rate of immigrants in comparison to the total population was as high as 14% in the early 1900s, it steadily declined due to regulations passed at the beginning of the First World War reaching its lowest point in 1970 at less than 5% (Bernard, 1998). Yet, ever since the early 1970s, in response to the Immigration and Nationality Act Amendments that replaced national-origin quotas with a single annual worldwide ceiling for all other immigrants while eliminating any numerical limitations for immediate relatives of U.S. citizens, the number of immigrants has been continuously on the rise. In 1996, about 1 of every 10 residents in the United States was foreign born. This is exemplified by the fact that more than one fourth of the present foreign-born population of the United States arrived after 1990 (U.S. Department of Homeland Security, 2004).

Discusses nine areas for action in relation to improving services in libraries to ethnic minorities and heightening multiculturalism in libraries. Reviews the literature relating to these areas and considers some of the issues involved in implementing changes. Looks at some of the areas in which race relations can be improved through better organization of the various stock arrangements of reading matter and the employment of local ethnic/black librarian staff in front line positions.

Abstract
Purpose
Immigrant and second generation youth face distinct challenges adapting to school environments in the host society. Young people’s popularity is often influenced by style-based subcultures. This research investigates how students from diverse ethnic and linguistic backgrounds in Israel, a multi-ethnic society with a large proportion of immigrant youth, adopt subcultural identities, and the effects this has on popularity attainment.
Methodology/approach
This study makes use of a nationally representative quantitative survey of Hebrew instructed high schools. Results are analyzed through Structural Equations Modeling.
Findings
Results highlight how youth who have less tenure in the country and preserve indigenous languages are increasingly drawn toward delinquent subcultures as a means toward gaining popularity in school. Differences based on ethnic belonging are also discussed.
Social implications
In order to create a more conducive environment for immigrant children to make friends with locals, educators require knowledge about the causes of social conflict. Immigrant youth are often drawn toward delinquent subcultures as a means for attaining social acceptance, which can lead to perpetual inequalities.
Originality/value
Subcultures are widely recognized as playing an important role in one’s choice of friends, but hitherto little research examined the mediating role that subcultures play for immigrant youth, especially in the Israeli context.

Abstract
Purpose
The problem of ethnic conflicts and unrest is at the forefront in a diverse world today. This paper aims to identify ways of resolving social conflicts and establishing a balanced way of taking into account the diverse interests of a multinational society.
Design/methodology/approach
Modeling of dynamical ethnic processes in the Republic of Kazakhstan was based on the Parson's sociological scheme and the Nash equilibrium theory. The model consists of differential equations describing the development of four ethnic subsystems: political system, economic system, societal community and Institute of the Assembly of the People of Kazakhstan. This model allows investigating how the interests of various ethnic groups change over time and identifying the states of equilibrium in which the interests of all groups are satisfied.
Findings
The results of computer simulation showed that one of the solutions to the problem of social stability is establishing social equilibrium. For this, the Institute of the Assembly of the People of Kazakhstan (APK Institute) must take changes that occur within ethnic groups into account. The proposed model can reveal states of equilibrium with respect to positive and negative dynamic processes that exist between different ethnic groups.
Originality/value
The proposed model can be used to predict changes in social behavior and find balance between ethnic subsystems in the research on ethnic processes in multinational countries to early detect conflicts of interest and crisis situations. Future studies will benefit from expanding the range of subsystems that can affect alterations in the ethnic community.

Abstract
Purpose
The paper's aim is to introduce the interactive acculturation model (IAM) of Bourhis et al. to predict how disconcordance in acculturation orientations between host community and immigrant workers relates to the quality of intergroup work‐relations.
Design/methodology/approach
The sample consisted of 141 host community (Dutch) and 41 non‐western immigrant workers of a postal service company who filled out a questionnaire. Methods of analyses include analysis of variance and multiple regression.
Findings
In line with the IAM, results showed that a higher disconcordance in preferred acculturation orientations between host community and immigrant workers related to a poorer quality of intergroup work‐relations. However, intergroup contact moderated this relationship differently for host community and immigrant workers.
Research limitations/implications
Data are cross‐sectional and collected in one organization. Future studies should replicate the findings to other organizational contexts, cultural groups, and collect longitudinal data to determine causal effects.
Practical implications
Organizations should monitor disconcordance in acculturation orientations amongst host community and immigrant workers. A multicultural culture in organizations may reduce disconcordance in acculturation orientations between host community and immigrant workers.
Originality/value
The paper helps to explain the mixed findings in cultural diversity research so far, by demonstrating that disconcordance in acculturation orientations relates negatively to intergroup work‐relations in a multicultural workplace.

It is useful to provide a context for the elaboration of this argument by referring to the historical and intellectual roots of Nigerian federalism, the nature of Nigeria's ethnic mosaic, and the influence or impact of ethnicity on the architecture of Nigerian federalism. The foundational or theoretical building block of Nigerian federalism was and continues to be ethnic, as opposed to geographical, diversity. The artisanal design and construction of this ethnicized federalism was informed by the imperative of elite accommodation initially between the departing British colonial administration and the emergent leadership of the inheritance elite and thereafter, at various times between 1960 and the present time, among the political leadership of the various fractions of the politically significant and mobilized ethnic groups (Jinadu, 1985, 2002).

Abstract
Non-Anglo-Celtic immigrants have transformed Australian rural landscape through the construction of public and private spaces expressing their cultural heritage. These sites can also significantly impact the dynamics of social cohesion and intercultural relations in multicultural rural communities. This chapter links heritage and multiculturalism in rural settings and explores the potential role of the sites built by rural ethnic minorities in facilitating intra- and intergroup social networks. The chapter is divided into two parts. The first part briefly explores the literature on immigration and heritage, place, belonging and social cohesion, and the relationship between social capital and the built environment. The second part outlines preliminary empirical findings from Griffith in New South Wales. Using the concepts of intercultural dialogue and bonding and bridging social capital, the chapter explores the role of the places built by Italian immigrants in facilitating social networks and improved relations within and between Griffith's ethnic communities.

Abstract
Du Bois's interest in the Japanese empire points us in the direction of examining non-Western imperial policies and discourses and how they relate to racialization. For Du Bois, Japan was an exemplar of a nonwhite empire. This chapter reconstructs a Du Boisian conception of race that identifies it closely with ethnicity, against the belief that the African-American intellectual held on to a merely biological conception of race. I argue that his thought evolved towards a social-construction approach in which race must be understood historically and in particular global contexts. By analyzing Japan's policies and discourses around the boundaries of the Japanese, I explicate how Japan carried out a process of self-racialization owing to its dialectical relationship with the West. It also racialized its colonial subjects in a process of in-group delineation according to Japan's imperial imperatives. The case of the Japanese empire demonstrates how a global/transnational approach to racialization is valuable. It also evinces how white supremacy and universalism are not the only logics of imperialism. Moreover, it shows that Du Bois believed white supremacy could be transcended. However, Du Bois was too idealistic about Japan's empire, ignoring how oppressive nonwhite imperial rulers can be toward their subjects even when there are phenotypical similarities between them.
