Abstract

Purpose

The ways communities have regarded disasters and natural hazards in the cultural sphere can provide a lens to inform the understanding of their ability to withstand shocks and the factors that led to such conditions. Only by tracing the complexities of creating, transmitting and preserving a culture of preparedness among disaster-vulnerable communities can researchers and practitioners claim to be working toward policy that is informed by the communities’ own experience and design policy or programming on their behalf.

Design/methodology/approach

In efforts to prevent, respond to and recover from disasters, what alternatives are available to top-down strategies for imposing expert knowledge on lay publics? How is the context of communities’ socioecological context understood in the development of programs and policy on their behalf? What can be learned from community narratives and cultural practices to inform disaster risk reduction?

Findings

I collected examples of how different communities perceive, prevent and respond to disaster through art, music and literature and analyzed how these were embedded into local narratives and how historical context influenced such approaches. My findings show that communities use cultural practices to contextualize experiences of hazards into their collective narrative; that is, storytelling and commemoration make disasters comprehensible. By incorporating such findings into existing policies and programs, institutions may be able to more effectively apply them to affected communities or build new ones around their actual needs and experiences.

Originality/value

By framing disasters as an anthropological inquiry, practitioners can better recognize the influence of a place’s nuance in the disaster management canon–guided by these details, not despite them.

Abstract

Purpose

Due to the unknown location, size and timing of disasters, the rapid response required by humanitarian operations (HO) faces high uncertainty and limited time to raise funds. These harsh realities make HO challenging. This study aims to systematically capture the complex dynamic relationships between operations in humanitarian settings.

Design/methodology/approach

To achieve this goal, the authors undertook a systematic review of the extant academic literature linking HO to system dynamics (SD) simulation.

Findings

The research reviews 88 papers to propose a taxonomy of different topics covered in the literature; a framework represented through a causal loop diagram (CLD) to summarise the taxonomy, offering a view of operational activities and their linkages before and after disasters; and a research agenda for future research avenues.

Practical implications

As the authors provide an adequate representation of reality, the findings can help decision makers understand the problems faced in HO and make more effective decisions.

Originality/value

While other reviews on the application of SD in HO have focused on specific subjects, the current research presents a broad view, summarising the main results of a comprehensive CLD.

Abstract

Purpose

This study aims to review the results of relevant studies to shed light on social trust-building in different contexts and the factors that affect it in disaster risk management.

Design/methodology/approach

This systematic review was conducted using the Preferred Reporting Items for Systematic reviews and Meta-Analyses model. The study keywords were searched for in PubMed, Scopus and Web of Science databases on August 2021. The inclusion criteria were English-written articles published in social trust and disaster relief efforts. Exclusion criteria were lack of access to the full text and article types such as nonoriginal articles.

Findings

Out of 1,359 articles found, 17 articles were included in the final analysis using four general categories: six articles on the role of local government in trust-building (local governments), five articles on the role of social media in trust-building (social media), four articles on the role of social capital in trust-building (social capital) and two articles on the importance of community participation in trust-building (community participation).

Originality/value

Understanding the role of social trust and the factors which influence it will help the development of community-based disaster risk management. Therefore, disaster management organizations and other relief agencies should take the findings of this study into account, as they can help guide policymaking and the adoption of strategies to improve public trust and participation in comprehensive disaster risk management. Further studies recommended understanding people’s experiences and perceptions of social trust, relief and disaster preparedness.

Abstract

Purpose

Community-based disaster management and access to social resilience during disasters are fundamentally based on the concept of participation of all social groups. Up to now, no comprehensive study has been done regarding adolescents’ roles and experiences in all stages of disaster management, and discussions existing in the domain of adolescents’ engagement in disaster risk management are usually restricted to children’s participation. Thus, this study aims to extract the effective components and factors in disaster education to improve adolescents’ resilience to disasters.

Design/methodology/approach

This systematic review was done through English databases and three Persian databases between August 18, 2001, and August 31, 2021. The articles were searched based on the PRISMA checklist using four key dimensions of “resilience,” “disasters,” “adolescents” and “education.” Finally, the effective components and factors in disaster education for improving adolescents’ resilience during disasters were extracted.

Findings

Totally, 29,856 articles were extracted through the systematic review. After studying the titles, abstracts and contents of the extracted articles, 17 were selected for the final analysis. Among these articles, 3, 12 and 2 had qualitative, quantitative and mixed research designs, respectively. The extracted components were categorized into five major categories including education, community, adolescents, resilience and governing policies and approaches.

Research limitations/implications

Unfortunately, due to sanctions, Shiraz University of Medical Sciences did not have access to the Embase database, and consequently, this database could not be used.

Originality/value

The results of this systematic review presented an overall view of the effective components of adolescents’ disaster resilience education. The formation of thoughts developed feelings, and social knowledge in this age group provides a wide range of opportunities for social empowerment and intergenerational knowledge transfer.

Abstract

Purpose

Earthquakes pose a significant challenge to human safety and the durability of infrastructure, highlighting the urgent need for innovative disaster management strategies. This study addresses the gap in current earthquake disaster management approaches, which are often related to issues of transparency, centralization and sluggish response times. By exploring the integration of blockchain technology into seismic hazard management, the purpose of the research is to overcome these limitations by offering a novel framework for integrating blockchain technology into earthquake risk mitigation and disaster management strategies of smart cities.

Design/methodology/approach

This study develops an innovative approach to address these issues by introducing a blockchain-based seismic monitoring and automated decision support system for earthquake disaster management in smart cities. This research aims to capitalize on the benefits of blockchain technology, specifically its real-time data accessibility, decentralization and automation capabilities, to enhance earthquake disaster management. The methodology employed integrates seismic monitoring data into a blockchain framework, ensuring accurate, reliable and comprehensive information. Additionally, smart contracts are utilized to handle decision-making and enable rapid responses during earthquake disasters, offering an effective alternative to traditional approaches.

Findings

The study results highlight the system’s potential to foster reliability, decentralization and efficiency in earthquake disaster management, promoting enhanced collaboration among stakeholders and facilitating swift actions to minimize human and capital loss. This research lays the foundation for further exploration of blockchain technology’s practical applications in other disaster management contexts and its potential to transform traditional practices.

Originality/value

Current methodologies, while contributing to the reduction of earthquake-related impacts, are often hindered by limitations such as lack of transparency, centralization and slow response times. In contrast, the adoption of blockchain technology can address these challenges and offer benefits over various aspects, including decentralized control, improved security, real-time data accessibility and enhanced inter-organizational collaboration.

Abstract

Purpose

This exploratory study discusses the policy learning process of the development of disaster risk reduction (DRR) policy.

Design/methodology/approach

The paper discusses how DRR has and has not developed in Thailand through the two major disasters: the 2004 Indian Ocean Tsunami and the 2011 Great Flood. The information was collected by documentary analysis to gain a historical and critical understanding of the development of the system and policy of DRR in Thailand. Additionally, key stakeholders' interviews were undertaken to supplement the analysis.

Findings

The paper demonstrates that Thailand's DRR development has been “reactive” rather than “proactive”, being largely directed by global DRR actors.

Research limitations/implications

Being a small-scale study, the sample size was small. The analysis and argument would be consolidated with an increase in the number of interviews.

Practical implications

The model can help deconstruct which dimension of the learning process a government has/has not achieved well.

Originality/value

The application of the “restrictive-expansive policy learning” model, which identifies different dimensions of policy learning, reveals that the Thai government's policy learning was of a mixed nature.

Abstract

Purpose

Urban communities can be faced with many destructive events that can disrupt the daily functioning of activities and livelihood of people living in the communities. In this regard, during the last couple of years, many governments have put a lot of efforts into building resilient urban communities. Essentially, a resilient urban community has the capacity to anticipate future disasters, prepare for and recover timely from adverse effects of disasters and unexpected circumstances. Considering this, it is therefore important for the need to continuously review the existing urban community resilience indicators, in order to identify emerging ones to enable comprehensive evaluation of urban communities in the future against unexpected events. This study therefore aims to conduct a systematic review to develop and critically analyse the emerging and leading urban community resilience indicators.

Design/methodology/approach

Following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRSIMA) protocol, 53 journal articles were selected using Scopus. The selected papers were subjected to thorough content analysis.

Findings

From the review, 45 urban community resilience indicators were identified. These indicators were grouped into eight broad categories namely, Socio-demographic, Economic, Institutional Resilience, Infrastructure and Housing Resilience, Collaboration, Community Capital, Risk Data Accumulation and Geographical and Spatial characteristics of community. Further, the results indicated that the U.S had the highest number of publications, followed by Australia, China, New Zealand and Taiwan. In fact, very few studies emanated from developing economies.

Originality/value

The outputs of this study will inform policymakers, practitioners and researchers on the new and emerging indicators that should be considered when evaluating the resilience level of urban communities. The findings will also serve as a theoretical foundation for further detailed empirical investigation.

Abstract

Purpose

The COVID-19 pandemic has compelled higher educational institutions to implement alternative educational strategies that rely heavily on internet accessibility and utilisation to monitor and evaluate students. This study aims to find certain indicators for planning and designing future courses of inclusive online education in the domain of disaster risk reduction (DRR).

Design/methodology/approach

The study reviews and analyses online teaching and learning experiences of DRR courses. It uses online surveys and interviews to derive the perspectives of selected students and educators in universities in Asia and the Pacific region.

Findings

Active engagement is considered to be achieved when students are active in chat boxes, through presentations, through assignments and when the video cameras of students are turned on. On the contrary, students perceive active engagement differently because they face emotional disturbances and health issues due to prolonged screen/digital device use, have inadequate information and communications technology infrastructure or have digital literacy deficiencies among others. The study finds that online courses have many sets of strengths, weaknesses, opportunities and threats, when they are balanced, they can improve DRR courses in the future.

Research limitations/implications

The study is based on the outcome of interviews with 10 experienced educators in DRR courses as well as students from different schools taking courses in DRR education. However, the students are not necessarily taking the courses of the educators interviewed due to the inability of some educators to avail themselves and the challenge of contacting the students. This notwithstanding, the results of this study give a general overview of the situation to be considered in the planning and design of online and distance education.

Social implications

The results do not reflect the reaction of students and tutors of the same course. Future studies of collecting and analyzing the responses from the students and the educators with the same course could provide tailored solutions.

Originality/value

This study attempts to find solutions to bridging two different perspectives on teaching and learning. The results would be important to strengthening and designing future online courses.

Abstract

Purpose

This study aims to propose iStage, i.e. an intelligent hybrid deep learning (DL)-based framework to determine the stage of the disaster to make the right decisions at the right time.

Design/methodology/approach

iStage acquires data from the Twitter platform and identifies the social media message as pre, during, post-disaster or irrelevant. To demonstrate the effectiveness of iStage, it is applied on cyclonic and COVID-19 disasters. The considered disaster data sets are cyclone Fani, cyclone Titli, cyclone Amphan, cyclone Nisarga and COVID-19.

Findings

The experimental results demonstrate that the iStage outperforms Long Short-Term Memory Network and Convolutional Neural Network models. The proposed approach returns the best possible solution among existing research studies considering different evaluation metrics – accuracy, precision, recall, f-score, the area under receiver operating characteristic curve and the area under precision-recall curve.

Originality/value

iStage is built using the hybrid architecture of DL models. It is effective in decision-making. The research study helps coordinate disaster activities in a more targeted and timely manner.

Abstract

Purpose

This paper is part of the ERASMUS+-funded Strengthening University Enterprise Collaboration for Resilient Communities in Asia (SECRA) project. This study aims to map collaborative architecture between partner universities and the public/private sectors to provide a contextualised collaboration framework for disaster resilience (DR) in South-East Asia.

Design/methodology/approach

Documentary reviews were conducted in partner countries to establish the current context of university enterprise collaborations (UEC) in South-East Asia. A concept-centric approach permitted the synthesis of concepts from each country review, allowing for comparisons between collaborative practices that impact the success of DR collaborations.

Findings

The review identified that funding, continuity, long-term strategic plans and practical implementation are lacking in partner countries. However, each country demonstrated good practices and identified enablers and barriers that impact DR collaborations.

Research limitations/implications

The synthesis revealed a lack of a practical understanding of real-world barriers. Further research is needed to understand real-world experiences in DR collaborations and to provide insights into barriers, enablers and good practices in DR collaborations. Gaining an “on-the-ground” perspective will provide detailed insights and the feasibility of implementation.

Practical implications

The findings provide the foundations for developing a heuristic UEC framework that can inform policies and practices for DR in partner countries.

Social implications

The findings can inform various stakeholder policies and practices and promote the exchange of ideas between stakeholders to enhance DR in South-East Asia.

Originality/value

The results are relevant within the South-East Asian, as governments have intensified the adoption of measures to encourage UEC for DR.
