Abstract

This chapter reviews some of the technical background relating to the designs of digital infrastructures for financial services. Such technical background could be useful to the understanding of the design choices that the central banks and pertinent regulators face when developing or promoting open digital infrastructures for financial services. First, the chapter reviews modularity and interoperability in the design of digital infrastructure. The chapter then examines three broad architectural models of open digital infrastructures: decentralized, centralized and distributed. The chapter ends with some lessons learnt from the different architectural models that have been implemented in practice.

Abstract

Purpose

This paper aims to conceptualize the digital behavior of startups and investigate the emerging behaviors about digital strategies of the Italian startup firms enrolled in the Startup Act policy initiative. Digital technologies were divided into intra- and inter-organizational digital infrastructures, and this categorization offers startups the opportunity to identify a set of enabling technologies that could be used to improve their digital strategies.

Design/methodology/approach

An empirical analysis has been conducted to investigate the degree of adoption of digital intra- and inter-organizational digital infrastructures in the entire population of 6,178 Italian firms listed in the Register of Innovative Startups.

Findings

The paper proposes a taxonomy bringing together four startup behaviors for adopting digital technologies: digital follower, technical influencer, social influencer and digital leader. From the perspective of policy makers, considering the financial efforts that public authorities are supporting in the last decade, implications are mainly concerned with policy measures aimed both to reinforce the overall adoption of digital technologies and to develop a balanced adoption of intra- and inter-organizational digital infrastructures.

Originality/value

Measures addressed to support female and foreign entrepreneurship could be useful to support a more dynamic and well-balanced cultural and racial contamination, thus improving the adoption of digital tools.

Abstract

Purpose

This paper aims to explore the accelerations and constraints libraries, archives, museums and heritage organisations (“collections-holding organisations”) face in their role as collection data providers for digital infrastructures. To date, digital infrastructures operate within the cultural heritage domain typically as data aggregation platforms, such as Europeana or Art UK.

Design/methodology/approach

Semi-structured interviews with 18 individuals in 8 UK collections-holding organisations and 2 international aggregators.

Findings

Discussions about digital infrastructure development often lay great emphasis on questions and problems that are technical and legal in nature. As important as technical and legal matters are, more latent, yet potent challenges exist too. Though less discussed in the literature, collections-holding organisations' capacity to participate in digital infrastructures is dependent on a complex interplay of funding allocation across the sector, divergent traditions of collection description and disciplinaries’ idiosyncrasies. Accordingly, we call for better social-cultural and trans-sectoral (collections-holding organisations, universities and technological providers) understandings of collection data infrastructure development.

Research limitations/implications

The authors recommend developing more understanding of the social-cultural aspects (e.g. disciplinary conventions) and their impact on collection data dissemination. More studies on the impact and opportunities of unified collections for different audiences and collections-holding organisations themselves are required too.

Practical implications

Sustainable financial investment across the heritage sector is required to address the discrepancies between different organisation types in their capacity to deliver collection data. Smaller organisations play a vital role in diversifying the (digital) historical canon, but they often struggle to digitise collections and bring catalogues online in the first place. In addition, investment in existing infrastructures for collection data dissemination and unification is necessary, instead of creating new platforms, with various levels of uptake and longevity. Ongoing investments in collections curation and high-quality cataloguing are prerequisites for a sustainable heritage sector and collection data infrastructures. Investments in the sustainability of infrastructures are not a replacement for research and vice versa.

Social implications

The authors recommend establishing networks where collections-holding organisations, technology providers and users can communicate their experiences and needs in an ongoing way and influence policy.

Originality/value

To date, the research focus on developing collection data infrastructures has tended to be on the drive to adopt specific technological solutions and copyright licensing practices. This paper offers a critical and holistic analysis of the dispersed experience of collections-holding organisations in their role as data providers for digital infrastructures. The paper contributes to the emerging understanding of the latent factors that make infrastructural endeavours in the heritage sector complex undertakings.

Abstract

Purpose

The purpose of this study is to explore how digital construction policy (DCP) drives enterprise green innovation (EGI) from an information processing theory (IPT) perspective, including the mediating mechanisms of market information accessibility and operational risk, the moderating role of intellectual property protection (IPP) and product market competition (PMC) and the heterogeneous effects of ownership, Internet development and managerial ability.

Design/methodology/approach

Based on the matched panel data of A-share listed enterprises from 2011 to 2019 and the Broadband China policy as a quasinatural experiment, this study investigates the impact of DCP on EGI by constructing a multi-time point difference-indifferences (DID) model.

Findings

Digital construction policies can significantly promote EGI. DCP works in two fundamental ways, namely by increasing market information accessibility and reducing operational risk. IPP and PMC significantly increased the contribution of digital construction policies to EGI. Heterogeneity analysis found that digital technology has a stronger promotion effect for SOEs, high-managerial-ability enterprises and enterprises in regions with low Internet development levels.

Practical implications

The study provides new insights about the antecedents of EGI from a DCP perspective. It also enlightens emerging economies to actualize green innovation under the digital wave.

Originality/value

From the perspective of IPT, this study explains the mechanism of DCP-driven EGI. It enhances understanding of the relationship between DCP and EGI.

Abstract

While digital platforms tend to be unproblematically presented as the infrastructure of the sharing economy – as matchmakers of supply and demand – the authors argue that constituting the boundaries of infrastructures is political and performative, that is, it is implicated in ontological politics, with consequences for the distribution of responsibilities (Latour, 2003; Mol, 1999, 2013; Woolgar & Lezaun, 2013). Drawing on an empirical case study of Uber, including an analysis of court cases, the authors investigate the material-discursive production of digital platforms and their participation in the reconfiguring of the world (Barad, 2007), and examine how the (in)visibility of the digital infrastructure is mobilized (Larkin, 2013) to this effect. The authors argue that the representation of Uber as a “digital platform,” as “just the technological infrastructure” connecting car drivers with clients, is a political act that attempts to redefine social responsibilities, while obscuring important dimensions of the algorithmic infrastructure that regulates this socioeconomic practice. The authors also show how some of these (in)visibilities become exposed in court, and some of the boundaries reshaped, with implications for the constitution of objects, subjects and their responsibilities. Thus, while thinking infrastructures do play a role in regulating and shaping practice through algorithms, it could be otherwise. Thinking infrastructures relationally decentre digital platforms and encourage us to study them as part of ongoing and contested entanglements in practice.

Abstract

The human and technology have integrated, and distinctive characteristics of different societies have intertwined with technology. Thus, technology constitutes the reflection of the society, where it exists, in economic, social, and political domains. The desires, expectations, and needs of people have affected the change of technology in time. This effect contains different domains in itself. Life has changed since the 1980s under the leadership of means of informatics, and following the 1990s, internet technology have opened the doors of an informatics era whose effect is being highly sensed today. In addition to its importance, it creates significant changes and effects on individuals, society, culture, and other domains. When significant changes in technology and digitalization have combined with the globalization of information and communication, the resulting problems have begun to spread faster.

In this study, which was performed for examining the digital conflicts arising in business infrastructure, literature was reviewed thoroughly. In the first part of the study, the conceptual framework of business infrastructure was examined and tried to be clarified. Moreover, it was intended to convey the commencement of the technologies used, and their following processes. Then, it was urged upon clarifications regarding business processes and digitalization of business processes, and by referring to the implementations of technologies – used in business processes – in the domain of digitalization, structural examinations were conveyed from the literature. Finally, the issues of digital conflicts and cyber security occurring in business infrastructure, which are being expressed as more prominent factors, were clarified.

Abstract

Purpose

In the context of the digital economy, information technology (IT) investment has become a necessary way for enterprises to transform digitally. However, why and how IT investment can enhance digital transformation is lacking in the literature. Based on the resource-based view (RBV), this study explored the impact mechanism of IT infrastructure on the digital transformation of enterprises from the perspective of the digital transformation strategy. Further, this study examined the moderating role of top management on the relationships between IT infrastructure and digital transformation strategy and between digital transformation strategy and enterprise's digital transformation.

Design/methodology/approach

Through a questionnaire survey of Chinese enterprises, 180 sample data were collected, and the partial least squares-structural equation modeling (PLS-SEM) method was used to test the hypothesis.

Findings

Digital transformation strategy fully mediates the relationship between IT infrastructure and enterprise digital transformation. Furthermore, top management has a significant positive moderating effect on the relationship between IT infrastructure and digital transformation strategy, as well as the relationship between digital transformation strategy and digital transformation.

Originality/value

This study explores the moderating role of top management in the relationship between IT and enterprise performance, as well as the mediating role of digital transformation strategy in the relationship between IT infrastructure investment and digital transformation performance. As a result, the study adds significantly to the body of knowledge on IT business value, digital transformation and strategic management. The authors' findings can help update managers' perceptions of IT value and provide theoretical guidance on deriving digital transformation performance from IT infrastructure investments.

Abstract

Purpose

The purpose of this study is to contribute to research concerning the role of digital infrastructure in digital government. This is done by answering the research question: how does digital infrastructuring constrain ambidexterity in public sector organizations?

Design/methodology/approach

The research is designed as a clinical inquiry in a large Swedish municipality, involving data collection in the form of interviews and internal documents. The method of analysis involves both exploring generative mechanisms in digital infrastructuring and theorizing on the findings based on previous literature.

Findings

The findings identify four generative mechanisms through which stability and change in digital infrastructuring constrain ambidexterity in terms of both efficiency (exploitation) and innovation (exploration).

Research limitations/implications

This study’s limitations are related to international and intersectoral transferability and risks associated with its approach to clinical inquiry. The main implications are its contribution to the literature on how stability counteracts not only innovation but also efficiency and how change counteracts not only efficiency but also innovation.

Practical implications

This study identifies clear generative mechanisms that should be avoided by managers striving for digital government, and it offers clear recommendations for said managers regarding how to avoid them.

Social implications

This study offers implications for national-level digital infrastructure policy and contributes to efforts to increase the capabilities of digital government.

Originality/value

As two of the four identified generative mechanisms are novel contributions, this study offers a concrete addition to existing research. This study has resulted in factual change in the studied organization as well as at the national level through successful dissemination of the findings for both policy and practice in other public sector organizations.

Purpose

The presence of digital learning space is widely seen as there is an active engagement between educators and learners. However, the challenge raised mainly amidst the pandemic age, which is potentially leading to the interference on the active engagement in education process. The necessary act to have a critical response from the student’s feedback towards the online learning services should be taken into consideration in ensuring the continuance of teacher education in enabling to grab the potential chance to advance the assessment of strategic approach in online learning. This paper aims to examine the digital access during the pandemic age through elaborating the extensive value of better learning service or adaptation for the online learning achievement amidst the pandemic age.

Design/methodology/approach

This study is conducted with a qualitative approach through the particular method of data collection, namely, structured interview. This qualitative approach was selected to enable obtaining the richness of information and related data. The insightful feedback will be coming from 27 higher education learners.

Findings

The finding revealed that better design of achievement pathway on the digital access could be enhanced in supporting the online learning performance through the online services. The main point refers to look into detail about digital online infrastructure insufficiency for online access support and improvements on digital online infrastructure for accessibility of learning service. The main occupations are clearly pointed in the following phase. Those are empowering digital access for learning service support and enhancing digital-adaptation for online learning achievement.

Originality/value

This study is supposed to contribute in assisting the value contribution with an extensive point to continue the digital access during pandemic age through the adaptation empowerment of higher learner’s online learning services.
