Abstract
Purpose
Although information technology (IT) governance and IT capability have been extensively examined, the impact of IT governance mechanisms on IT-enabled dynamic capability (ITDC) with moderators has received less attention. This study investigates how the impact of IT governance mechanisms on firm performance is achieved through an ITDC through the moderating role of IT governance decentralization and a turbulent environment.
Design/methodology/approach
This study extends from the traditional view of IT capabilities and integrates dynamic capability theory to propose that IT governance is vital for the ITDC. Path analysis, hierarchical regression analysis and moderation analysis were performed using partial least squares (Smart PLS 3.0) as the data analysis methods. This study empirically tests the proposed mediated moderation model by using data collected from 254 firms in China to test the hypotheses.
Findings
Significant and impactful relationships are found in the model that includes turbulent environment moderating effects. Contrary to expectations, IT governance decentralization is also significant but not very strong.
Research limitations/implications
This study’s findings have implications for investigating IT governance, IT-enabled capabilities and moderators. Accordingly, this study has implications for board and executive management to capitalize on dynamic IT capability, to keep pace with the challenges and turbulent conditions associated with business needs and for the productivity paradox in the context of Chinese firms.
Originality/value
This country-specific research study theoretically contributes to the IT governance, dynamic capabilities and turbulent environment in the information systems literature and proposes many practical guides to the board and executive management of companies in the Chinese context.

Abstract
Purpose
Upon the realization of the need for guideline in cross-organizational data integration, in an exploratory manner, this study developed a public data governance framework, specifically, the governance for integrated public data (GIPD) framework and identified the influential factors of its successful implementation. This framework was then subjected to an analysis of a real data integration case in the South Korean public sector to test its efficacy.
Design/methodology/approach
To develop the GIPD framework, the authors conducted an extensive meta study, focus group interviews and the analytic hierarchy process involving field experts. Further, the authors performed topic modeling on documents from Korean research and development data integration projects, and compared the extracted factors to those of the GIPD to illustrate the latter's usefulness in a real case.
Findings
Legislation, policy goals and strategies, operation organization, decision-making council, financial support size and objective, system development and operation, data integration, data generation, system/data standardization and master data management were derived as the 10 important factors in implementing the GIPD framework. The illustrative case of Korea revealed that decision-making council, financial support size and objective, legislation, data generation and data integration were insufficient.
Research limitations/implications
Although this study reveals important findings, it has a few limitations. First, the potential factors for data governance might vary depending on the attribute of the “interviewee” (such as their career or experience period) and the goal and area of GIPD framework building. Second, the inherent limitation of topic modeling in determining topics from groups of extracted keywords means that topics may be interpreted in various ways, depending on the perspective of the expert.
Practical implications
This study is highly significant in that it provides a starting point for discussions on the issue of data integration among public institutions. Therefore, although this study examined public data governance based on R&D data, it will contribute to providing a sufficient guideline for any type of inter-institutional data governance framework, what to discuss and how to discuss between institutions.
Originality/value
The findings are expected to provide a roadmap to formulate practical guidelines on inter-institutional data cooperation and a diagnostic matrix to improve the existing data governance system, especially in the public sector, from the existing practice of empirical analysis using a mixed methodology approach.

Abstract
Purpose
This study aims to collect empirical data and observe the type of influences that were causing impact to the implementation of information technology governance (ITG) mechanisms in Malaysia’s technical universities. This study enhanced the understanding on the status of ITG implementation and revealed internal and external influences that were shaping the types of ITG mechanisms implemented within universities and present a new perspective through the lens of resource-based view and continuous improvement.
Design/methodology/approach
This study focused on two Malaysia’s technical universities belongs under same university’s network. Five IT leaders involved in the implementations of ITG from each university were interviewed. Qualitative content analysis was used as the main analyzing method to extract categories and themes from the transcripts. Final results were produced after multiple efforts of refining categories and themes in ITG implementations.
Findings
The findings revealed that both Malaysia’s technical universities had more soundly implementations in structure mechanisms than relational and process mechanisms. The shaping of implemented mechanisms was influenced by environment surrounding the universities, internally and externally. The findings proposed that the internal and external factors are best addressed with the growth of internal ITG expertise.
Research limitations/implications
This research was conducted on two of Malaysia’s technical universities that were under a university network. Although both universities had presented the exact trend in the type of ITG mechanisms implemented in the universities, more empirical data were needed to further solidify the findings from this study. Other than that, the major respondents for this research were middle-level IT officers and leaders in the universities. Further research could be conducted specifically on top-level managements to further understand the point of views of top managements in the aspect of ITG mechanisms implementations in universities.
Originality/value
This study discussed how each factor could influence the types of ITG mechanisms implemented in Malaysia’s technical universities and concluded the attentions needed to improve the overall environment for ITG implementations in universities through the lens of resource-based view and continuous improvement.

Purpose
Although businesses continue to take up artificial intelligence (AI), concerns remain that companies are not realising the full value of their investments. The study aims to provide insights into how AI creates business value by investigating the mediating role of Business Process Management (BPM) capabilities.
Design/methodology/approach
The integrative model of IT Business Value was contextualised, and structural equation modelling was applied to validate the proposed serial multiple mediation model using a sample of 448 organisations based in the EU.
Findings
The results validate the proposed serial multiple mediation model according to which AI adoption increases organisational performance through decision-making and business process performance. Process automation, organisational learning and process innovation are significant complementary partial mediators, thereby shedding light on how AI creates business value.
Research limitations/implications
In pursuing a complex nomological framework, multiple perspectives on realising business value from AI investments were incorporated. Several moderators presenting complementary organisational resources (e.g. culture, digital maturity, BPM maturity) could be included to identify behaviour in more complex relationships. The ethical and moral issues surrounding AI and its use could also be examined.
Practical implications
The provided insights can help guide organisations towards the most promising AI activities of process automation with AI-enabled decision-making, organisational learning and process innovation to yield business value.
Originality/value
While previous research assumed a moderated relationship, this study extends the growing literature on AI business value by empirically investigating a comprehensive nomological network that links AI adoption to organisational performance in a BPM setting.

Abstract
Purpose
The purpose of this study is to investigate the determinants and the intention to use information technology (IT) audit technologies.
Design/methodology/approach
The research model explores the external and internal factors that influence IT audit usage in Saudi Arabia. The external factors include IT audit education, professional support provided by professional accounting and auditing bodies, external pressure and social factors. The internal factors include the firm’s organizational support, complexity of accounting information systems, IT audit competency, adoption risk, ease of use and readiness. These factors affect the intention to use IT audits, represented by the perceived benefits and intention to use IT audits, which in turn affect IT audit usage. The study uses structural equation modelling to estimate a sample size of 261 respondents.
Findings
The findings suggest that internal factors significantly influence both IT audit usage and intention to use IT audits. However, the external factors exhibit insignificant associations with IT audit usage. The findings also indicate that IT auditors in Saudi Arabia heavily rely on Microsoft Excel, Microsoft Word and email/Outlook as essential IT audit tools. However, the findings reveal that there is still a role for specialized IT audit tools such as generalized audit software and Audit Command Language but this usage is marginal.
Practical implications
The present study provides significant insights for auditors, companies’ boards, professional bodies and policymakers to enhance the development and usage of IT audits. The study revealed the absence of supportive external factors that policymakers and professional bodies should exercise in this regard. The findings also indicate that IT audit education and capacity programmes are required to promote competency and adoption of IT audit technologies.
Originality/value
The study contributes to IT auditing by identifying significant factors influencing IT audit adoption. It underlines the relevance of internal and external determinants and perceived benefits as drivers of IT audit adoption. The current study provides an original piece of research that highlights a comprehensive investigation of the determinates of IT audit usage in a developing country that is shifting towards artificial intelligence and IT advancements.

Abstract
Purpose
Many organizations struggle to utilize security-as-a-service (SecaaS) advantages effectively, thus challenging the assumption that adopting the SecaaS model will necessarily lead to post-adoption satisfaction. This research paper draws on the organizational mindfulness theory and investigates the factors that lead to satisfaction with SecaaS.
Design/methodology/approach
The key informant-based survey approach was employed to collect data from 215 organizations that were using the SecaaS model. PLS was used for data analysis.
Findings
Organizations with greater extents of internal security resources report higher satisfaction levels with SecaaS, thanks to the mediating effect of organizational mindfulness, and that organizations with extensive and mature security auditing were especially well-positioned to experience satisfaction with SecaaS.
Originality/value
This research provides new theoretical insights into the conditions under which organizations' post-adoption satisfaction with the SecaaS model is shaped by investigating the role of internal security resources and organizational mindfulness.

Abstract
Purpose
This paper aims to identify the critical success factors in improving information security in Ghanaian firms.
Design/methodology/approach
Through an exploratory study of both public and private Ghanaian organizations. The study relied on a research model based on the technology–organization–environment (TOE) framework and a survey instrument to collect data from 525 employees. The data was analyzed using partial least squares-structural equation modeling (PLS-SEM).
Findings
The findings confirm the role of the technological, organizational and environmental contexts as significant determinants in the implementation of information security in Ghanaian organizations. Results from PLS-SEM analysis demonstrated a positive correlation between the technology component of information security initiative, organization’s internal efforts toward its acceptance and a successful implementation of information security in Ghanaian firms. Top management support and fund allocation among others will result in positive information security initiatives and positive attitudes toward securing the organization’s information assets.
Research limitations/implications
The authors discussed the implications of the authors’ findings for research, practice and policy.
Social implications
The results of this study will be useful for both governmental and non-governmental organizations in terms of best practices for increasing information security. Results from this study will aid organizations in developing countries to better understand their information security needs and identify the necessary procedures to address them.
Originality/value
This study contributes to filling the knowledge gap in organizational information security research and the TOE framework. Despite the TOE framework being one of the most influential theories in contemporary research of information system domains in an organizational context, there is not enough research linking the domains of information security and the TOE model.

Purpose
The cold supply chain industry is still emerging and digital transformation is in the nascent stage in this industry. This paper argues that there are various barriers to implementing blockchain technology in the cold supply chain and aims to develop and validate a model for overcoming key barriers to implementing blockchain technology in the cold supply chain.
Design/methodology/approach
The adoption of blockchain technology was proposed through interpretive structural modeling (ISM) and further it is validated using structural equation modeling (SEM).
Findings
In this study, ten key barriers to implementing blockchain technology in the cold supply chain were identified, modelled and analysed. Poor leadership style of top management was found to be the most important barriers to implementing blockchain technology in the cold supply chain. The results of SEM indicate that all the paths are supported. The findings showcase the barriers responsible for the lack of blockchain technology infrastructure that ultimately impacts the cold supply chains.
Practical implications
This study highlights the fact that the fate of blockchain technology infrastructure development depends on the leadership style of top management. Demonstrating good leadership style by top management can help overcome the barriers. A good leader pulls the entire team instead of pushing the team. A good leader can guide the entire team to improve IT governance, financial investment, digital footprint, digital readiness, skills and collaboration with service providers to implement blockchain technology. Not only that, a good leader provides mental strength to the team and helps overcome the fear of implementing blockchain in the cold supply chain. A good leader demonstrates good administrative skills and focus on security and privacy policies.
Originality/value
This is a novel contribution towards analysing the key barriers to implementing blockchain technology in the South African cold supply chain using the integrated ISM–MICMAC and SEM approach.

The purpose of the study is to explore the integration of facets of information technology (IT) governance at a professional council in South Africa with the view to develop a framework.
Design/methodology/approach
This critical emancipatory study used the Information Governance Initiative pinwheel to explore the architecture facet of information governance at the professional council, with a view to developing a framework for entrenching a culture of good corporate governance. Qualitative data was collected through interviews and document analysis. The study was a participatory action research project that involved collaboration between the researcher and study participants in defining and solving the problem through a needs assessment exercise.
Findings
The key findings report on the processes taken by a professional council in identifying and implementing the facets of information governance, that is, records management, IT, content management, data governance, information security, data privacy, risk management, regulatory compliance, long-term digital preservation and, even, business intelligence.
Research limitations/implications
The study was a participatory action research project that involved collaboration between the researcher and study participants in defining and solving the problem through a needs assessment exercise.
Practical implications
The study’s findings suggest that, with the right information governance policy in place, adopting the facets of information governance can be used to address concerns related to information integrity in the short and medium terms. As a long-term option for retaining data and information, it would have various drawbacks and would not, however, ensure the initial dependability of the information.
Originality/value
A framework for information governance to ensure that the professional organisation and board members adopt a tailored governance system is suggested.

Purpose
Many organisations, including professional councils, operate manually to ensure document flow to clients and stakeholders. This results in the loss of valuable documentation such as certificates and the incurring of costs due to the returning of post to the sender. The purpose of this study was to explore digital transformation of document flow at the South African Council for Social Science Professionals.
Design/methodology/approach
The methodological approach involved qualitative data collected through interviews, observation and document analysis in response to research questions. The study was a participatory action research project that involved collaboration between researchers and study participants in defining and solving the problem through needs assessment exercise. All three phases of participatory action research were followed, namely, the “look phase”: getting to know stakeholders so that the problem is defined on their terms and the problem definition is reflective of the community context; the “think phase”: interpretation and analysis of what was learned in the “look phase” and the “act phase”: planning, implementing, and evaluating, based on information collected and interpreted in the first two phases.
Findings
The study identified various issues relating to poor data quality, high rate of registered postal returns and non-delivery electronic messages that cannot reach all the intended recipients and accumulation of data for decades. In this regard, the study proposes a framework that can be used by SACSSP to update and verify their details on the portal, as well as digital certificates for membership.
Research limitations/implications
Although the proposed framework is tailor-made for the professional council, it is not depended on prescribed technologies due to usage of open standards that can be used by industry and researchers. Therefore, it can be applied in other context where institutions such as universities communicate with many clients via postal or courier services.
Originality/value
The study used participatory action research involving the researchers and the organisation to solve the problem. The study presented a workflow that the council can use to ensure that the documents reach intended recipients. Furthermore, digital transformation of the process will ensure that the registered professionals are able to access their certificates online and can print them when necessary.
