Abstract
Purpose
The purpose of this paper is to evaluate the functionality of the particular epistemological schools with regard to the issues of users with visual impairment, to offer a theoretical answer to the question why these issues are not in the center of the interest of information science, and to try to find an epistemological approach that has ambitions to create the theoretical basis for the analysis of the relationship between information and visually impaired users.
Design/methodology/approach
The methodological basis of the paper is determined by the selection of the epistemological approach. In order to think about the concept of information and to put it in relation to issues associated with users with visual impairment, a conceptual analysis is applied.
Findings
Most of information science theories are based on empiricism and rationalism; this is the reason for their low interest in the questions of visually impaired users. Users with visual disabilities are out of the interest of rationalistic epistemology because it underestimates sensory perception; empiricism is not interested in them paradoxically because it overestimates sensory perception. Realism which fairly reflects such issues is an approach which allows the providing of information to persons with visual disabilities to be dealt with properly.
Research limitations/implications
The paper has a speculative character. Its findings should be supported by empirical research in the future.
Practical implications
Theoretical questions solved in the paper come from the practice of providing information to visually impaired users. Because practice has an influence on theory and vice versa, the author hopes that the findings included in the paper can serve to improve practice in the field.
Social implications
The paper provides theoretical anchoring of the issues which are related to the inclusion of people with disabilities into society and its findings have a potential to support such efforts.
Originality/value
This is first study linking questions of users with visual disabilities to highly abstract issues connected to the concept of information.

Abstract
Purpose
The purpose of this paper is to provide an evidence‐base for home modification guidelines for people with visual impairment due to age‐related macular degeneration (AMD), from the perspective of people with AMD, by exploring the home modifications they find useful and would recommend to other people with visual impairment due to AMD as being effective.
Design/methodology/approach
People with impairments may not be aware of their own coping with inability strategies until they are asked to express their strategies. A qualitative approach using semi‐structured individual interviews was used to elicit the perspectives of people with AMD with regards to their preferred home modification interventions. Interviews were recorded and then transcribed verbatim into text for thematical analysis using Nvivo 8.
Findings
In total, 31 individuals (aged 79.1±5.6 years) with AMD and no other ocular diseases were recruited from a low vision clinic or the Macular Degeneration Foundation database in a metropolitan city. Interviewees had not received any formal home modification assessment from a government provider. Nevertheless, 70 per cent of participants stated that they undertook home modifications themselves or with the assistance of family and friends. The most important functional modifications as perceived by the participants concerned the installation of hand rails, non‐slip matting, colour contrasting safety stair nosing, single lever taps, slip resistant flooring, lift chairs and motion sensors that activated pathway lighting. Kitchens, steps and bathrooms were perceived as hazardous locations. Most participants had difficulties with reading fine‐print material on kitchen appliances, washing machines, microwave ovens and remote controls for electronic devices in the home.
Originality/value
An evidence‐base for useful home modifications as suggested by people with visual impairment was perceived to be a valuable resource for other people with visual impairment who may not yet have developed adaptive strategies. Industrial and interior designers and low vision rehabilitation services who aim to improve functionality of the home environment will also find these suggestions useful.

Abstract
Purpose
The purpose of this study is to determine the extent to which two existing models of information behaviour could explain the information behaviour of visually impaired people seeking health and social care information.
Design/methodology/approach
The research was conducted within a constructivist paradigm. A total of 28 semi‐structured interviews (face‐to‐face or telephone) with 31 visually impaired people were conducted. Framework analysis was used to analyse the results.
Findings
This study identified several factors that may affect a visually impaired person's information behaviour. These related to the presence of other health conditions or disabilities, participants' understanding of the word “information”, their interactions with information providers, their degree of independence, the support they received from friends and family, their acceptance of their own visual impairment, as well as their awareness of other visual impairments, their registration status and their willingness and ability to pay for aids, adaptations and equipment.
Originality/ value
This study provides a new and valuable insight into the information behaviour of visually impaired people, as well as testing the applicability of a specific and generic information model to the information behaviour of visually impaired people seeking health and social care information.

Purpose
The purpose of this study is to examine the health and social care information needs of people with a visual impairment; to identify the health and social care information sources used by visually‐impaired people seeking information; to identify differences in the information needs of people with different visual impairments; to examine ways in which developments in information provision may help to meet the needs of visually impaired people.
Design/methodology/approach
In total, 28 semi‐structured interviews (face‐to‐face or telephone) were conducted with 31 visually impaired people living in or near Sheffield, UK. The participants included two groups: people with an age‐related visual impairment, and people with a visual impairment since birth or early childhood. Framework analysis was used to analyse the findings.
Findings
Four major themes were identified: health and social care information needs, sources of health and social care information, possible improvements, and “intervening variables”.
Practical implications
In this study only a small proportion of the health and social care information needs of visually impaired people were currently being met. There was minimal co‐ordination of information between the different information providers. Visually impaired people were dependent on acquiring and seeking out additional information from a wide variety of sources.
Originality/value
This paper provides new insights into the health and social care information needs of visually impaired people and their sources of information, and starts to fill gaps identified in an earlier systematic review. The paper reinforces the view that visually impaired people are a heterogeneous group, with different needs according to their visual impairments.

Abstract
Developing countries are endeavoring to advance into the 21st century information age. Their progress, however, is hamstrung by the dire lack of trained, skilled and knowledgeable IS workers who are able to interact with online and off‐line information sources. These countries can tap from the rich intellectual capital lying dormant within the ranks of disabled people to boost the pool of IS workers in their societies. However, before developing countries can draw on the information systems capabilities of disabled workers, these workers themselves must be able to function at par with their able‐bodied counterparts as information workers. This presupposes the availability of special‐purpose information systems devices and approaches developed for disabled users. In this paper, therefore, we examine several issues that are pertinent to IS and disabled people in developing countries, and propose an integrated infrastructure to enhance the interaction of disabled people with on‐line information sources. The study includes issues related to the suitability of different interaction methodologies and technologies for people with disabilities. Additionally, we propose the design of customized interfaces that can be used by disabled people to develop Web‐based database applications and to access and query on‐line databases.

Purpose
The purpose of this paper is to address how virtual learning environments (VLEs) can be designed to include the needs of learners with multiple disabilities. Specifically, it employs AI to show how specific learning materials from a huge repository of learning materials can be recommended to learners with various disabilities. This is made possible through employing semantic web technology to model the learner and their needs.
Design/methodology/approach
The paper reviews personalised learning for students with disabilities, revealing the shortcomings of existing e-learning environments with respect to students with multiple disabilities. It then proceeds to show how the needs of a student with multiple disabilities can be analysed and then simple logical operators and knowledge-based rules used to personalise learning materials in order to meet the needs of such students.
Findings
It has been acknowledged in literature that designing for cases of multiple disabilities is difficult. This paper shows that existing learning environments do not consider the needs of students with multiple disabilities. As they are not flexibly designed and hence not adaptable, they cannot meet the needs of such students. Nevertheless, it is possible to anticipate that students with multiple disabilities would use learning environments, and then design learning environments to meet their needs.
Practical implications
This paper, by presenting various combination rules to present specific learning materials to students with multiple disabilities, lays the foundation for the design and development of learning environments that are inclusive of all learners, regardless of their abilities or disabilities. This could potentially stimulate designers of such systems to produce such inclusive environments. Hopefully, future learning environments will be adaptive enough to meet the needs of learners with multiple disabilities.
Social implications
This paper, by proposing a solution towards developing inclusive learning environments, is a step towards inclusion of students with multiple disabilities in VLEs. When these students are able to access these environments with little or no barrier, they will be included in the learning community and also make valuable contributions.
Originality/value
So far, no study has proposed a solution to the difficulties faced by students with multiple disabilities in existing learning environments. This study is the first to raise this issue and propose a solution to designing for multiple disabilities. This will hopefully encourage other researchers to delve into researching the educational needs of students with multiple disabilities.

Abstract
This paper explores the findings from a recent study about the assessment and management of care for older people who may have a sensory impairment. Using qualitative research methods, the work focused on non‐specialist practitioners who are responsible for the assessment and management of care for older people and their carers. The findings are based upon the analysis of in‐depth interviews with non‐specialist practitioners, specialist workers and managers from statutory and voluntary sector agencies. Older people with a hearing impairment or a visual impairment are not a homogenous group of people with a single set of needs or service support networks. It is the existence of non‐specialist practitioners, carrying out the assessment and management of care for older people that draw together in one study the three areas of visual impairment, hearing impairment and dual impairment. The findings relate to practitioners' awareness of sensory impairment in their local community; how practitioners assess and manage care; access to services; staff training and development; and, information strategies. The interface between non‐specialists and practitioners with particular expertise in sensory impairment is also examined. The implications for policy and practice are identified.

Abstract
This study investigates how environmental conditions for development in reading, as well as support in Braille and assistive technology, have influenced the literacy of 11 pupils in Norwegian mainstream schools. It was recommended that these pupils learn to read both Braille and print because of their severe visual impairments ie. a visual acuity of 0.1 (20/200), or complicated visual functioning. Their reading and participation in a modern society depends on extensive use of assistive technology. The analysis is based on the pupils' coping strategies in reading and interviews with pupils, teachers and parents. Findings show that the pupils have appropriate reading devices for Braille and print, but technical aid for Braille is infrequently used. Lack of competence in Braille and reading devices at school and home will influence stimulation of literacy and choice of reading media. Possibilities in assistive technology are thus not fully realised. Each pupil's individual needs, as well as ways in which support and stimulation could be provided, should therefore be addressed when recommending reading media and devices.

Abstract
Considerably diminished quality of life (QoL) is observed in patients with visual field defects after lesions affecting the visual pathway. But little is known to what extent vision-and health-related QoL impairments are associated with psychological distress. In 24 patients with chronic visual field defects (mean age=56.17±12.36) the National Eye Institute-visual functioning questionnaire (NEI-VFQ) for vision-related QoL, the Short Form Health Survey-36 (SF-36) for generic QoL and the revised Symptom-Checklist (SCL-90-R) were administered. Cases with clinically relevant SCL-90-R symptoms were defined. Demographic, QoL and visual field parameters were correlated with SCL-90-R scales. About 40% of the investigated patients met the criteria for the definition of psychiatric caseness. 8/12 NEI-VFQ scales correlated significantly with SCL-90-R phobic anxiety (r-range -0.41 to -0.64, P<0.05), 5/12 NEI-VFQ scales correlated with SCL-90-R interpersonal sensitivity (-0.43 to -0.50), and 3/12 with SCL-90-R depression (-0.51 to -0.57) and obsessive-compulsiveness (-0.41 to -0.43). In contrast, only 1/8 SF-36 scales correlated significantly with SCL-90-R depression, phobic anxiety and interpersonal sensitivity (-0.41 to -0.54). No substantial correlations were observed between visual field parameters and SCL-90-R scales. Significant correlations of SCL-90-R with NEI-VFQ but not with SF-36 suggest that self-rated psychological distress is the result of diminished vision-related QoL as a consequence of visual field loss. The extent of visual field loss itself did not influence the rating of psychological distress directly, since SCL-90-R symptoms were only reported when diminished vision-related QoL was present. Patients with reduced vision-related QoL due to persisting visual field defects should therefore be offered additional neuropsychological rehabilitation and supportive psychotherapeutic interventions even years after the lesion.

Abstract
Purpose
The purpose of this paper is to validate a framework for spatial representation, aka the spatial representation framework (SRF), to define spaces and building information required by people with visual impairment as a foundation of indoor maps for indoor navigation systems.
Design/methodology/approach
The SRF was first created with seven main components by a review of the relevant literature and state-of-the-art technologies shown in the preliminary study. This research comprised of two tasks: investigating problems and behaviors while accessing spaces and buildings by visually impaired people (VIP) and validating the SRF where 45 participants were recruited (30 VIP and 15 experts).
Findings
The findings revealed a list of problems and challenges were used to validate and redefine the spatial representation, which was validated by both VIP and experts. The framework subsequently consisted of 11 components categorized into five layers, each layer of which is responsible for a different function.
Research limitations/implications
This framework provides essential components required for building standard indoor maps as a foundation for indoor navigations systems for people with visual impairment.
Practical implications
This framework lays the foundation for a range of indoor-based applications by using this SRF to represent indoor spaces. Example applications include: indoor navigation by people with disabilities, robots and autonomous systems, security and surveillance, and context and spatial awareness.
Originality/value
This paper presents the validated spatial representation for indoor navigation by people with visual impairment with its details and description, methodology, results and findings of the validation of the SRF.
