Abstract

Purpose

The purpose of this paper is to provide an outline of the strengths and weaknesses of selected models of police‐based victim services. It aims to provide an overview of the current predominant models of police‐based victim support in the USA, Canada, UK and Australia. It also aims to advance a typology of police‐based victim services as a useful analytic tool for understanding the varying models.

Design/methodology/approach

The research was based on extensive documentary analysis supplemented by semi‐structured interviews with 17 practitioners in the USA, Canada and Australia. Sites were selected for interview based on documentary research which indicated that they had developed police‐based victim services in their organization that were either particularly representative or innovative.

Findings

Police‐based victim services can be categorized into three broad models: unit services, dedicated liaison officer services, and referral services. Each model has strengths and weaknesses in terms of service delivery and police organization. Unit services may be optimum in delivering services but are also resource‐intensive and may be beyond the financial scope of some police organizations. They also potentially risk sequestering victim services within police organizations and reinforcing a view that dealing with victims of crime is not “real policing”. Dedicated officer services require significant institutional input to achieve their goals, while referral models necessitate workable mechanisms for inter‐agency cooperation. Thus police organizations need a clear perception of their victim services delivery role and how this might best be achieved.

Originality/value

The academic literature on police‐based victim services remains scant. This paper makes a valuable contribution to the literature by providing a useful typology for the analysis of police‐based victim services and the assessment of their strengths and weaknesses. The typology will prove useful for future empirical case‐studies of individual police‐based victim services.

Abstract

Purpose

At a time when funding arrangements are under review, the purpose of this paper is to come to a better understanding of victim needs and to inform future developments of services in England and Wales.

Design/methodology/approach

This paper is based on qualitative data gathered from a series of interviews with 33 individuals working with victims of crime in one police area in England and Wales.

Findings

Better practice and outcomes were associated in respondent’s accounts with the multi-agency working and end to end case management of needs associated with some victims of rape and domestic abuse assessed as high risk of harm.

Research limitations/implications

Small-scale qualitative study.

Practical implications

It is argued Police and Crime Commissioners (PCCs) should explore mechanisms for extending such services to more victims of crime and ensuring better co-ordination of service delivery.

Originality/value

From October 2014 onwards PCCs are set to take over responsibility for funding victim services in England and Wales. Though not an uncontroversial development, this sets the context for practice with victims to be considered afresh and accordingly this paper explores the needs of victims and how they are met in one police and crime area.

Abstract

Purpose

Little empirical attention has been given to adult protective services (APS) investigations and the clients involved in those investigations. The purpose of this study was to explore aspects of the APS investigation of and response to reported elder maltreatment, the perceptions of elderly victims and their refusal of services, and to compare findings by the type of maltreatment involved (financial exploitation, physical abuse, neglect, and hybrid financial exploitation).

Design/methodology/approach

Data were collected from two sources over a two‐year period: in‐depth interviews with 71 APS caseworkers and 55 of the corresponding elderly victims who experienced substantiated elder maltreatment; and a statewide database that contained 2,142 substantiated cases of elder abuse.

Findings

Many aspects of the APS investigation and response differed by the type of maltreatment involved. While elderly victims were generally cooperative and satisfied with the APS intervention, 38 percent would have preferred APS not to investigate their case. Elderly clients responded differentially to offers of assistance, depending on the type of abuse involved, with victims of physical abuse most likely to refuse services.

Research limitations/implications

Future research will want to understand why elderly victims refuse services in order to develop appropriate interventions.

Practical implications

New approaches may be required for intervening in physical abuse cases, including collaborations between APS and domestic violence advocates and the inclusion of services for perpetrators.

Originality/value

This is the first large‐scale study to examine elderly victims' refusal of services, further enhanced by the analysis of refusal of services by type of abuse, thereby revealing a group of victims for which changes in intervention strategies may be necessary.

Abstract

Purpose

The major purpose of this paper is the review of the administration and operation of four on‐scene victim assistance units within law enforcement agencies in one Canadian and three US cities. The primary purpose is to learn how these units operate and the extent to which there are accepted by the officers involved. An additional purpose is learn how many departments nationally had such units.

Design/methodology/approach

The basic methodology includes telephone interviews with key personnel in each unit, an on‐site examination of the Denver, Colorado unit, and a brief survey of large city police departments to learn the extent of on‐scene units in major US cities.

Findings

A review of the administration and operation of each unit reveals that each unit is well managed, integrated into the department's structure, and staffed with paid staff who are members of the department and volunteers. Key to the success of each unit is extensive training of victim specialists and a clear understanding between specialists and police that the officers at the scene are in charge. The findings clearly confirm that such units are well received by officers at all levels. The survey findings indicate that relatively few departments have on‐scene victim assistance units, although most do have some program to address victims' issues.

Originality/value

While there is an extensive literature on victim assistance generally, little has been written about the need for, and operation of, on‐scene victim assistance units that are part of police departments. This article contributes to knowledge in this area and suggests that such units can be a valuable asset to departments.

Abstract

Purpose

The family justice center (FJC) model centralizes social and legal services available to intimate partner abuse (IPA) victims in order to facilitate their help-seeking and improve their experiences and the response to IPA. Little, yet promising, research has highlighted the effectiveness of this model. The purpose of this paper is to explore experiences of victims of IPA at one FJC.

Design/methodology/approach

In total, 24 respondents who utilized a FJC in a western county in the USA were interviewed using a survey that included both descriptive quantitative and qualitative questions. Descriptive analysis was performed on the quantitative portion and content analysis on the qualitative portion.

Findings

Most of the respondents used the FJC multiple times and for multiple services. Most were referred by a shelter or a hotline. The most common services used were housing services, followed by counseling. Overall, these respondents felt supported by FJC staff and were satisfied. However, some of the respondents who did indicate satisfaction in the quantitative portion of the survey expressed concerns in the qualitative portion.

Research limitations/implications

The study is limited by a small sample size; however, it has implications for recruitment, outreach and training as well as methodological implications for how FJCs should be evaluated.

Originality/value

This paper adds to the scant literature on FJCs and the FJC model.

Background

Disabled women are reported to be between twice and five times more likely to experience sexual violence than non-disabled women or disabled men; when these are hate crimes they compound harms for both victims and communities.

Purpose

This user-led research explores how disabled and Deaf victims and Survivors most effectively resist the harm and injustice they experience after experiencing disablist hate crime involving rape.

Design/methodology/approach

Feminist standpoint methods are employed with reciprocity as central. This small-scale peer research was undertaken with University ethics and supervision over a five year period. Subjects (n=522) consisted of disabled and Deaf victims and Survivors in North of England.

Findings

The intersectional nature of violence against disabled women unsettles constructed macro binaries of public/private space violence and the location of disabled women as inherently vulnerable. Findings demonstrate how seizing collective identity can usefully resist re-victimization, tackle the harms after disablist hate crime involving rape and resist the homogenization of both women and disabled people.

Practical implications

The chapter outlines inequalities in disabled people’s human rights and recommends service and policy improvements, as well as informing methods for conducting ethical research.

Originality/value

This is perhaps the first user-led, social model based feminist standpoint research to explore the collective resistance to harm after experiencing disablist hate crime involving rape. It crossed impairment boundaries and included community living, segregated institutions and women who rely on perpetrators for personal assistance. It offers new evidence of how disabled and Deaf victims and Survivors can collectively unsettle the harms of disablist hate crime and rape and achieve justice and safety on a micro level.

Purpose

Third party reporting (TPR) services provide a route for victims of hate crime to report their experiences to an organisation other than the police. There is repeated evidence of under-reporting of hate crimes within the UK, and many victims of hate crime are unaware of the existence of TPR mechanisms. Little research attention has been given to understanding of the merits of TPR, beyond evaluating how often they are used. This study aims to explore the delivery of TPR from an advisor perspective.

Design/methodology/approach

The research evaluated a small TPR centre based within a charitable organisation. The research, part of an undergraduate study, analysed the experiences of volunteer advisors working on the service through a semi-structured questionnaire.

Findings

Results were mixed. Findings indicated the service contributed to an enhanced awareness of hate crimes in the community; however, greater promotion of the TPR centre was advocated. The results also indicated a significant lack of understanding and knowledge by trained volunteer advisors about hate crimes.

Social implications

A lack of informed awareness of what hate crimes are could result in victims of hate crime not being recognised or supported as such.

Originality/value

Most hate crime research is victim centred, and this study is innovative in looking at those receiving hate crime reports. There is limited evidence on TPR service provision in the UK, particularly on service delivery staff, and this research contributes to the gap in knowledge.

Abstract

Purpose

The purpose of this paper is to describe the ongoing data and evaluation strategies being used to document the impact of the Guilford County Family Justice Center, which has been in operation for nearly four years.

Design/methodology/approach

There are four primary ongoing data and evaluation strategies used to tell the story of the impact of the family justice center (FJC) on the community: tracking services provided by the FJC, collecting annual data from partner agencies, conducting week-long censuses and doing an annual survey of professionals affiliated with the FJC and its partner organizations. (The current paper reports on the first three of these strategies.)

Findings

Methodological limitations of the evaluation strategies used warrant caution in interpreting the findings of the ongoing evaluation of the Guilford County FJC. However, preliminary evaluation findings indicate support for the center’s positive impact on the community it serves, including in the number of clients served, a reduction in domestic violence-related homicide rates and the creation of new community resources that emerged through the FJC partnership.

Research limitations/implications

Each of the evaluation strategies used in this study holds inherent strengths and limitations, which are discussed in the paper. Beyond the future evaluation of local FJCs, a range of rigorous methodologies can be used to further explore the impact of the FJC model. Qualitative methods may be useful for gaining an in-depth understanding of victims’ and survivors’ perceptions of accessing resources through an FJC, as well as for studying beliefs and attitudes toward FJCs among various community stakeholders. Quantitative methods can be used to apply more complex statistical analyses to comparing indicators of the impact of FJCs over time.

Practical implications

The data and evaluation findings from the Guilford County FJC add support to the potential positive impact of the FJC model on communities. These preliminary data suggest that FJCs can impact communities by offering support to victims and coordinating resources among partner organizations. Collaborative partnerships can be leveraged to lead to broader community changes that strengthen community-level responses to interpersonal violence through greater community awareness, opportunities for community members to contribute to solutions and the establishment of new resources that emerge from needs identified through the partnership.

Social implications

Overall, there is a pressing need for research examining various aspects of the FJC model and identifying factors that contribute to its success at fostering collaboration, supporting victims and survivors, holding offenders accountable and preventing future violence. With the rapid growth of the FJC models, the need for research and evaluation to document the effectiveness and limitations of the model is high.

Originality/value

Designed to serve as a one-stop shop for victims of domestic violence and other forms of violence to seek help, FJCs offer, within a single location, multiple services from a variety of professional disciplines. These services include law enforcement, victim advocacy and prosecution. Although the FJC model is expanding rapidly across the USA and internationally, research to date is limited, and thus, the current paper will add to the research and evaluation basis for the FJC movement.

Abstract

Purpose

Human trafficking (HT) is a local, national and international problem with a range of human rights, public health and policy implications. Victims of HT face atrocious abuses that negatively impact their health outcomes. When a state lacks protective laws, such as Safe Harbor laws, victims of HT tend to be seen as criminals. This paper aims to highlight the legal present gaps within Missouri’s anti-trafficking legislation and delineates recommendations for the legal protection of victims of HT and betterment of services needed for their reintegration and healing.

Design/methodology/approach

This case-study is based on a policy analysis of current Missouri’s HT laws. This analysis was conducted through examining current rankings systems created by nationally and internationally recognized non-governmental organizations as well as governmental reports. Additionally, other state’s best practice and law passage of Safe Harbor legislations were examined. The recommendations were based on human rights and public health frameworks.

Findings

Missouri is a state that has yet to upgrade its laws lately to reflect Safe Harbor laws. Constant upgrades and evaluations of current efforts are necessary to protect and address HT at the state and local levels. Public health and human rights principles can assist in the upgrading of current laws as well as other states’ best-practice and integration of protective legislation and diversion programs to both youth and adult victims of HT.

Research limitations/implications

Laws are continually being updated at the state level; therefore, there might be some upgrades that have taken place after the analysis of this case study was conducted. Also, the findings and recommendations of this case study are limited to countries that are similar to the USA in terms of the state-level autonomy to pass laws independently from federal law.

Practical implications

If Safe Harbor laws are well designed, they have greater potential to protect, support and assist victims of HT in their process from victimization into survivorship as well as to paving the way for societal reintegration. The creation and enforcement of Safe Harbor laws is a way to ensure the decriminalization process. Additionally, this legal protection also ensures that the universal human rights of victims are protected. Consequently, these legal processes and updates could assist in creating healthier communities in the long run in the USA and around the world.

Social implications

From a public health and human rights perspectives, communities in the USA and around the world cannot provide complete protection to victims of HT until their anti-trafficking laws reflect Safe Harbor laws.

Originality/value

This case study, to the best of the authors’ knowledge, is a unique analysis that dismantles the discrepancies of Missouri’s current HT laws. This work is valuable to those who create policies at the state level and advocate for the protection of victims and anti-trafficking efforts.

Abstract

Purpose – Presents metrics and policy recommendations from the Dallas Domestic Violence Task Force (DDVTF) concerning the systemic response to domestic violence (DV) within this community.

Design/methodology/approach – In June 2017, 47 private citizens, nonprofit, criminal justice, social service and religious organizations, and governmental officials who participated on the task force were invited via email to participate in an electronic Qualtrics survey.

Findings – Both general annual metrics are offered as well as detailed monthly metrics and long-term trends for shelter and advocacy providers, police, the district and city attorney’s offices, and courts. In 2016–2017 alone, roughly 15,000 people were educated on DV, 246 victims were sheltered in emergency beds each night on average, roughly 8,000 victims were turned away due to lack of space, over 15,500 DV-related calls were handled by police, 11,000 county criminal cases were filed, and 7 intimate partner homicides occurred within the city of Dallas. Policy recommendations are offered.

Originality/value – The DDVTF annual report is one of the largest and most comprehensive reports of its kind in the United States, with over 3,000 variables collected across the partners. Now in its third reporting year, this chapter offers an overview of key findings and policy recommendations and highlights the work of this coordinated community response team.
