Abstract

In vol. 6, 1976, of Advances in Librarianship, I published a review about relevance under the same title, without, of course, “Part I” in the title (Saracevic, 1976). [A substantively similar article was published in the Journal of the American Society for Information Science (Saracevic, 1975)]. I did not plan then to have another related review 30 years later—but things happen. The 1976 work “attempted to trace the evolution of thinking on relevance, a key notion in information science, [and] to provide a framework within which the widely dissonant ideas on relevance might be interpreted and related to one another” (ibid.: 338).

Abstract

The schematic diagram shown in Fig. 1 suggests that a global mindset evolves in the cultural context of industry-specific, organization-specific, and person-specific antecedents that are salient in the context of the global manager and the environment in which he or she functions. Taken clockwise, we discuss the relevance of various factors that comprise these three important domains and how these domains interact with the overarching cultural contexts salient in the domestic as well as in the international business environment. In Table 1, we present the various factors in industry-specific, organization-specific, and person-specific domains that either facilitate (provide opportunities) or hinder (act as constraints) the development of global mindset and global managers.

Abstract

Purpose – This chapter examines developments in public sector accounting practices using evidence from a developing country (Ghana), and explores the motivations for such developments from post-independence to date. This stems from the limited research in public sector accounting particularly on developing countries despite the rich empirical context that they provide for the global research community.

Design/methodology/approach – Advocating for institutional theory, data was gathered from multiple sources including interviews, discussions and documents to achieve the above objectives.

Findings – Evidence gathered shows gradual shift from cash accounting to accrual accounting practices (modified), including computerization of the entire public sector accounting and reporting processes. Indeed, the World Bank and IMF sponsored reform (PUFMARP) instigated many of the major developments in the public sector accounting practices, including the adoption of accrual accounting and deployment of integrated financial management information system.

Research limitations/implications – Findings on developments during the post-colonial period were only based on the analysis of few documentary sources.

Originality/value – The study contributes to the limited studies in public sector accounting from developing countries and Africa in particular. It also extends the application of institutional theory in public sector accounting research.

Implications – Findings inform practitioners and policy-makers on the context-specific factors worth considering in the adoption of public sector accounting practices.

This chapter is focused on the specification and integration of intercultural variables for human machine systems and the description of content analysis for these variables. Starting with basics of culture-oriented design, these are followed by an approach to machine localization issues and a cost model, then basics of the intercultural design and human machine system engineering process, a definition and specification of intercultural variables, a systematic treatment for their integration into the process, and a description of how to use these variables in the process. Finally, an example of an intercultural variables approach to “information coding” in a human-machine system is presented for China and Germany.

Abstract

Innovation challenges are increasingly complex, cutting across distributed actors from different disciplines, organizations, and fields. Solving such challenges requires creating the capacities of opening up for innovation to access and develop a greater amount and variety of knowledge and resources. Perspectives on open source, open innovation, and interorganizational collaboration have explored such capacities, but from different origins and scopes of analysis. Our practice-based integrative framework of “opening innovation” helps highlight these differences and connect their relative strengths. Through a critical literature review paired with an analysis of different empirical cases from Hacking Health, a non-profit organization helping drive digital health innovation, the authors reveal the user-centric, firm-centric, and field-centric approaches to opening innovation that progressively connect a greater variety of actors and resources. The authors show how specific new relational practices they produce address the new relational dynamics these connections bring to accumulate more resources for innovation to keep progressing.

Purpose – Global cooperation between and within organisations has become essential for successful businesses. For the information management within such an international and necessarily multilingual environment, new challenges arise due to the diversity of the stakeholders and participants as well as due to the heterogeneity of approaches and traditions of information handling.

Design/methodology/approach – Key technologies like search technologies need to be adapted to support content in multiple languages and efficient access to it. Information processes need to be analysed while bearing in mind that problems may arise due to cross-cultural misunderstandings. The diversity requires appropriate treatment and appropriate methods in information systems in order to improve international information flows.

Findings – This chapter identifies some of these challenges and shows how they can be approached from an information science perspective. User-oriented research at the University of Hildesheim in the areas information retrieval, information seeking and human–computer interaction is presented.

Originality/value – Global enterprises and organisations may use this chapter to identify challenges and solutions for adapting their information technology to an international scale. Researchers who work on multilingual information access and intercultural aspects of information systems get an overview on some current research.

Over the past decade, the rapid evolution of social media has impacted the field of human resource management in numerous ways. In response, scholars and practitioners have sought to begin an investigation of the myriad of ways that social media impacts organizations. To date, research evidence on a range of HR-related topics are just beginning to emerge, but are scattered across a range of diverse literatures. The principal aim of this chapter is to review the current literature on the study of social media in HRM and to integrate these disparate emerging literatures. During our review, we discuss the existent research, describe the theoretical foundations of such work, and summarize key research findings and themes into a coherent social media framework relevant to HRM. Finally, we offer recommendations for future work that can enhance knowledge of social media’s impact in organizations.

Abstract

Purpose – The general aim of the chapter is to assess the impact of the Bologna Process (BP) on Library and Information Science (LIS) education in Europe, investigating the curriculum content, the different concepts and values of LIS institutions, the learning and teaching definition and the learning outcomes orientation, with student-centred learning considered the first objective to be achieved.

Design/methodology/approach – The past and recent debate inside European Association for Library and Information Education and Research (EUCLID), European Bureau of Library, Information and Documentation Associations (EBLIDA), International Federation Library Associations (IFLA) studies and conferences are used together with relevant literature to describe the ongoing debate.

Findings – The main problem of LIS education in Europe is that there are different concepts of LIS and that the internationalisation of LIS education lends itself to various interpretations. The quality criteria of the contents of the LIS curricula evidenced here are the research orientation and, in particular, the qualities (and competencies) that you expect graduates of the programme to possess. The first tenet of LIS education in a European course is that it should have a student-centred approach. Pedagogy should be based on a constructivist approach and students should be encouraged to engage in a research project of some kind, so that they are more critical consumers of research.

Research limitations/implications (if applicable) – In the discussions inside the EUCLID project European Curriculum Reflections (Kajberg & Lorring, 2005), there was no common understanding of the LIS professional role. It is suggested that further research is needed towards Europeisation of LIS curriculum.

Social implications (if applicable) – Possible benefits of the Bologna Process for quality enhancement of LIS education, which can also be described as problematic areas, are the stimulus of the politicians which push a constructive dialogue between stakeholders.

Originality/value – Ambiguities are not lacking for the learning outcomes approach as a whole. The paper tries to evidence what the learning outcomes subject to evaluation are, and hence how they can be measured.
