Abstract
To improve the government's ability to regulate the economy, perfect the performance of macro-control, and promote stable and healthy economic development, according to the relevant data since the reform and opening up, the deep system of investment impulsive behavior of local government in China is explored at this stage, and the idea of constructing an intergovernmental macro-control coordination mechanism is proposed. The results show that if a regional government can expand in line with the policy cycle, it can not only send a positive signal to the central government to respond to the macro-control, but also gain the upper hand in the local competition. However, if the effective demand in the region is still insufficient, the expansion plan is likely to evolve into excessive investment, and the region will face greater risks of overcapacity and local debt in the long run. Therefore, it is of great significance to study the investment behaviors of local governments in China at the present stage, analyze their characteristics and appearances, and find the causes of the investment impulse of local governments, so as to establish the macro-control coordination mechanism among Chinese governments.

Abstract
Purpose
The implementation of circular economy strategies is one of the central objectives of several governments seeking a transition toward a sustainable development. Circular economy in agriculture deals with the production of agricultural commodities making an efficient use of resources and avoiding unnecessary waste and carbon emission generation. Disruptions in the production and supply of critical agricultural products can have serious negative repercussions for firms and consumers of the food supply chain. In recent decades, disruptions generated by natural disasters such as hurricanes, thunderstorms and floods have greatly impacted social communities and industrial sectors. Supply chain risks approaches are seen to contribute key elements to address the impacts of natural disaster toward the implementation of circular economy in agriculture, helping to prevent collapses in the production and supply of food. The purpose of this paper is to study and identify flood risk drivers and their effects on the sustainability of an agriculture supply chain in connection with a circular economy strategy. By using an extended Step-wise Weight Assessment Ratio Analysis method combined with a multi-criteria decision analysis, the most essential flood drivers with a degree of importance are reported here. Then, the authors propose an Evaluation of Data based on average ASsessment method, to rank different agricultural projects that pretend to mitigate the flood risks and its impacts on crop areas. The application of this research lies within the framework of a real agricultural project founded by the European Commission Scientific Section, called RUC-APS.
Design/methodology/approach
The authors use management science-based tools to address circular economy in agriculture. The authors propose a multi-criteria-based methodology to assess the risks of flooding in crops areas. To validate the proposed methodology, a case example from Spain is discussed to rank different agricultural projects that pretend to mitigate the flood risks and its impacts on crop areas.
Findings
The proposed multi-criteria methodology confirmed a successful application to rank different agricultural projects that pretend to mitigate the flood risks and its impacts on crop areas. Organizations and firms in the agricultural business can use the methodology to identify risks drivers and to detect the best projects to mitigate the highest impacts of flooding risks in crops areas.
Originality/value
The authors use supply chain risks approaches to address the impacts of natural disaster on the implementation of circular economy in agriculture. The authors propose a robust multi-criteria-based methodology to assess the risks of flooding in crops areas and we used to determine the best mitigating projects to face flooding risks on crop areas.

Abstract
Purpose
The market of bottled water is one of the largest in the world. Paradoxically, the consumption of water in plastic bottles is highest in countries rich in the potable tap water of excellent quality. This paper aims to gain a better understanding of the factors that foster or hinder the intention to use refillable water bottles by university students and to determine whether their study program played a moderating role.
Design/methodology/approach
Within the framework of Ajzen’s theory of planned behavior (TPB), this paper conducted this cross-sectional study to understand the influence of attitudes, norms and perceived behavioral control (PBC) on the intention to drink tap water from reusable bottles. Italian university students (n = 540) majoring in the hard (42.4%) or the soft (57.6%) sciences completed an anonymous self-report questionnaire.
Findings
For both groups, there was a significant association between attitudes and intention to use a refillable water bottle. The intention to drink tap water was also influenced by PBC among the hard science students, whereas among the soft science students the descriptive norm exerted a significant influence.
Originality/value
This is the first application of TPB, a well-established theoretical and methodological framework, to understand the intention of university students to drink tap water from reusable bottles. Within the framework of TPB, this study is the first to address this specific pro-environmental behavior and explore the potential moderating role of university studies programs, which proved significant.

Abstract
Purpose
It is observed that the COVID-19 Pandemic mostly restricts people's movement and walking habits. In this direction, this study aims to highlight how the walking behaviors of individuals affected in different geographies' neighborhoods before and during the Pandemic.
Design/methodology/approach
This paper focuses on the relationship between neighborhood characteristics and the changing walking behavior of 24 sample regions (514 participants) with the highest incidents of COVID-19 infection from American, European, Asian, Western Pacific, African and Middle Eastern cities. The paper's methodology is supported by an /online questionnaire survey conducted in these 24 disparate neighborhoods in December 2020.
Findings
Findings show that “walkable access” varies over geographies during the Pandemic. Urban amenities within 15–20 min of access become more important than ever. The results unravel that either walkable or non-walkable neighborhoods showcased similarities despite that urban amenities were not within 15–20 min of access. Three prominent aspects should be emphasized to plan walkable neighborhoods: providing walkable access, forming spatial proximity and sustaining social cohesion.
Social implications
The availability of daily amenities, such as shopping stores, health care, education services and pharmacies within a 15–20-min walking distance maintain everyday life and increase social interactions. In addition, places with walkable access encourage an active lifestyle and contribute the public health. The impact of the COVID-19 Pandemic movement restrictions on the walking behavior of individuals highlights how the qualities of distance-based urban planning need to be supported with time-based practical attributes that can shape neighborhood planning frameworks.
Originality/value
This paper highlights the coexistence of “walkability” and “accessibility” measures in urban practice and research to create resilient and sustainable neighborhoods. The “walkable access” term used in the paper addresses joint measures of walkability and accessibility.
