Abstract
Purpose
Unmanned aerial vehicles (UAV), colloquially called drones, are widely applied in many sectors of the economy, including the construction industry. They are used for building inspections, damage assessment, land measurements, safety inspections, monitoring the progress of works, and others.
Design/methodology/approach
The study notes that UAV pose new, and not yet present, risks in the construction industry. New threats arise, among others, from the development of new technologies, as well as from the continuous automation and robotization of the construction industry. Education regarding the safe use of UAV and the proper use of drones has a chance to improve the safety of work when using these devices.
Findings
The procedure (protocol) was developed for the correct and safe preparation and planning of an unmanned aerial vehicle flight during construction operations.
Originality/value
Based on the analysis of available sources, no such complete procedure has yet been developed for the correct, i.e. compliant with applicable legal regulations and occupational health and safety issues, preparation for flying UAV. The verification and validation of the developed flight protocol was performed on a sample of over 100 different flight operations.

Abstract
Purpose
The purpose of this paper is to analyze and compare the performances of novel roadable personal air vehicle (PAV) concepts that meet established operational requirements with different types of engines.
Design/methodology/approach
The vehicle configuration was devised considering the dimensions and operational restrictions of the roads, runways and parking lots in South Korea. A folding wing design was adopted for road operations and parking. The propulsion designs considered herein use gasoline, diesel and hybrid architectures for longer-range missions. The sizing point of the roadable PAV that minimizes the wing area was selected, and the rate of climb, ground roll distance, cruise speed and service ceiling requirements were met. For various engine types and mission profiles, the performances of differently sized PAVs were compared with respect to the MTOW, wing area, wing span, thrust-to-weight ratio, wing loading, power-to-weight ratio, brake horsepower and fuel efficiency.
Findings
Unlike automobiles, the weight penalty of the hybrid system because of the additional electrical components reduced the fuel efficiency considerably. When the four engine types were compared, matching the total engine system weight, the internal combustion (IC) engine PAVs had better fuel efficiency rates than the hybrid powered PAVs. Finally, a gasoline-powered PAV configuration was selected as the final design because it had the lowest MTOW, despite its slightly worse fuel efficiency compared to that of the diesel-powered engine.
Research limitations/implications
Although an electric aircraft powered only by batteries most capitalizes on the operating cost, noise and emissions benefits of electric propulsion, it also is most hampered by range limitations. Air traffic integration or any safety, and noise issues were not accounted in this study.
Practical implications
Aircraft sizing is a critical aspect of a system-level study because it is a prerequisite for most design and analysis activities, including those related to the internal layout as well as cost and system effectiveness analyses. The results of this study can be implemented to design a PAV.
Social implications
This study can contribute to the establishment of innovative PAV concepts that can alleviate today’s transportation problems.
Originality/value
This study compared the sizing results of PAVs with hybrid engines with those having IC engines.

Abstract
Purpose
Mountaineering and related activities are increasingly becoming popular and are accompanied by an increase in medical incidents. Emergency operations in mountainous terrain are time-critical and often pose major logistical challenges for rescuers. Drones are expected to improve the operational performance of mountain rescuers. However, they are not yet widely used in mountain rescue missions. This paper examines the determinants that drive the behavioral intention of mountain rescuers to adopt drones in rescue missions.
Design/methodology/approach
This is a behavioral study that builds upon an extended model of the unified theory of acceptance and use of technology (UTAUT) and investigates the relationship between individual attitudes, perceptions, and intentions for drone adoption. Original survey data of 146 mountain rescuers were analyzed using moderated ordinary least squares (OLS) regression analysis.
Findings
Results indicate that the behavioral intention to use drones in mountain rescue missions is driven by the expected performance gains and facilitating conditions. Favorable supporting conditions and experience with drones further moderate the relationship between performance expectancy and behavioral intention. The effects for effort expectancy, social influence, and demonstrations were not significant.
Practical implications
Rescue organizations and stakeholders are recommended to consider the identified determinants in the implementation of drones in emergency logistics. Drone manufacturers targeting mountain rescue organizations are advised to focus on operational performance, provide sufficient support and training, and promote the gathering of practical experience.
Originality/value
A tailored-model that provides first empirical results on the relevance of personal and environmental factors for the acceptance of drones in emergency logistics is presented.

Purpose
The purpose of this paper is to present a high accuracy path following method for low-cost fixed-wing UAVs.
Design/methodology/approach
The original vector field (VF) algorithm is condensed. A spatial integration mechanism is added to the existing VF and nonlinear guidance law, aiming to decrease steady-state cross-track-error and cope with long-term disturbance.
Findings
Numerical simulations show the proposed method could diminish steady-state cross-track-error effectively. Test flights show the proposed method is applicable on low-cost fixed-wing UAVs.
Practical implications
The path following accuracy shown in simulations and test flights indicates the proposed method could be deployed in scenarios including inflight rendezvous, formation, trafficway take-off and landing.
Originality/value
This paper provides an improved high-accuracy path following method for low-cost fixed-wing UAVs.

Abstract
Purpose
This study aims to identify the main challenges to achieving humanitarian logistics in the context of United Nations peace missions in sub-Saharan Africa and to present suggestions for overcoming the logistical gaps encountered.
Design/methodology/approach
The methodological approach of the work focuses on the comparative case study of the United Nations Mission in South Sudan, the United Nations Multidimensional Integrated Stabilisation Mission in the Central African Republic and The United Nations Organisation Stabilisation Mission in the Democratic Republic of Congo from 2014 to 2021. The approach combined a systematic literature review with the authors’ empirical experience as participant observers in each mission, combining theory and practice.
Findings
As a result, six common challenges were identified for carrying out humanitarian logistics in the three peace missions. Each challenge revealed a logistical gap for which an appropriate solution was suggested based on the best practices found in the case study of each mission.
Research limitations/implications
This paper presents limitations when addressing the logistical analysis based on only three countries under the UN mission as a case study, as well as conceiving that certain flaws in the system, in the observed period, are already in the process of correction with the adoption of the 2016–2021 strategy by the UN Global Logistic Cluster. The authors suggest that further studies can be carried out by expanding the number of cases or using countries where other bodies (AU, NATO or EU) work.
Originality/value
To the best of the authors’ knowledge, this study is the first comparative case study of humanitarian logistics on the three principal missions of the UN conducted by academics and practitioners.

Abstract
Purpose
This study aims to scrutinize and analyze the regional challenges facing Kuwait and their impact on Kuwait’s national security since the outbreak of Arab Spring revolutions in 2011. These challenges are as follows: the Iranian threat, the Arab Spring revolutions and the recent Gulf crisis with Qatar.
Design/methodology/approach
The study adopts national interest approach, which focuses on a state’s economic, military and cultural objectives. According to this approach, a state seeks to achieve its own national interests. There are multiple national interests, but the ultimate goal is the survival and security of the state.
Findings
The study concludes that the Gulf countries, including Kuwait, are facing unprecedented challenges as a result of the dire consequences of the Arab Spring revolutions, the control of Houthi group on Yemen’s institutions and the repercussions of negotiations between 5 + 1 group (Russia, China, France, Britain, the USA + German) and Iran on the Iranian nuclear program. These developments are not in the interest of the Gulf countries in general and Kuwait in particular. The study recommends that Kuwait must adopt an external strategy based on achieving the regional balance with the countries of the region and dealing with different challenges according to its national interest.
Originality/value
The importance of the study stems from the fact that the Arab region witnessed many developments at the political, economic and social levels since the outbreak of the Arab Spring revolutions. These developments posed many threats to Arab countries such as the spread of terrorism, religious extremism, terrorist organizations and non-state actors. They also became a key determinant of foreign policy. Kuwait was affected by these developments. In addition, it faces threats affecting its national security such as the Iranian threat, the Arab Spring revolutions and the Gulf crisis with Qatar. The study addresses these threats and how Kuwait, as a small state, has dealt with such enormous ones.

Abstract
Purpose
The purpose of this paper is to describe and compare seven case studies of strategic innovation projects of the Brazilian army; these projects present high transformational potential and high investments and are supported by technology and science policies.
Design/methodology/approach
The authors present herein multiple case studies in which the authors conduct a documentary analysis of the innovation processes in the Brazilian army, as well as semi-structured interviews conducted with eight servicemen with more than 15 years of working experience.
Findings
The results obtained suggest that the innovation process occurs in four stages: creation, selection, development and diffusion of ideas.
Practical implications
The research is relevant because it presents how the interaction between the Brazilian army, companies and academia strengthens the innovation ecosystem, stimulating the development of best practices for the management of strategic projects.
Originality/value
The main contribution of this study is to present the strategic project management of innovation based on public policies and investment in projects of the Brazilian army, which are drivers for the development of ecosystems that promote the creation and expansion of companies, the diffusion of technological knowledge in universities, and suitable solutions for the military sector.

Abstract
Purpose
Unforeseen events can disrupt the operational process and negatively impact emergency resources optimization and its supply chain. A limited number of studies have addressed risk management issues in the context of emergency supply chains, and this existing research lacks inbuilt and practical techniques that can significantly affect the reliability of risk management outcomes. Therefore, this paper aims to identify and practically analyze the specific risk factors that can most likely disrupt the normal functioning of the emergency supply chain in disaster relief operations.
Design/methodology/approach
This paper has used a three-step process to investigate and evaluate risk factors associated with the emergency supply chain. First, the study conducts a comprehensive literature review to identify the risk factors. Second, the research develops a questionnaire survey to validate and classify the identified risk factors. At the end of this step, the study develops a hierarchical structure. Finally, the research investigates the weighted priority of the validated risk factors using the fuzzy-analytical hierarchy process (FAHP) methodology. Experts were required to provide subjective judgments.
Findings
This paper identified and validated 28 specific risk factors prevalent in emergency supply chains. Based on their contextual meanings, the research classified these risk factors into two main categories: internal and external risk factors; four subcategories: demand, supply, infrastructural and environmental risk factors; and 11 risk types: forecast, inventory, procurement, supplier, quality, transportation, warehousing, systems, disruption, social and political risk factors. The most significant risk factors include war and terrorism, the absence of legislative rules that can influence and support disaster relief operations, the impact of cascading disasters, limited quality of relief supplies and sanctions and constraints that can hinder stakeholder collaboration. Therefore, emergency supply chain managers should adopt appropriate strategies to mitigate these risk factors.
Research limitations/implications
This study will contribute to the general knowledge of risk management in emergency supply chains. The identified risk factors and structural hierarchy taxonomic diagram will provide a comprehensive risk database for emergency supply chains.
Practical implications
The research findings will provide comprehensive and systemic support for respective practitioners and policymakers to obtain a firm understanding of the different risk categories and specific risk factors that can impede the effective functioning of the emergency supply chain during immediate disaster relief operations. Therefore, this will inform the need for the improvement of practices in critical aspects of the emergency supply chain through the selection of logistics and supply chain strategies that can ensure the robustness and resilience of the system.
Originality/value
This research uses empirical data to identify, categorize and validate risk factors in emergency supply chains. This study contributes to the theory of supply chain risk management. The study also adopts the fuzzy-AHP technique to evaluate and prioritize these risk factors to inform practitioners and policymakers of the most significant risk factors. Furthermore, this study serves as the first phase of managing risk in emergency supply chains since it motivates future studies to empirically identify, evaluate and select effective strategies that can eliminate or minimize the effects of these risk factors.
