Abstract

Purpose

It is quite universal for high-speed turnouts to be exposed to the wear of the stock rail of the switch rail during the service process. The wear will cause the change of railhead profile and the relative positions of the switch rail and the stock rail, which will directly affect the wheel–rail contact state and wheel load transition when a train passes the turnout and will further impose serious impacts on the safety and stability of train operation. The purpose of this paper is to provide suggestions for wear management of high-speed turnout.

Design/methodology/approach

The actual wear characteristics of switch rails of high-speed turnouts in different guiding directions were studied based on the monitoring results on site; the authorized wear limits for the switch rails of high-speed turnout were studied through derailment risk analysis and switch rail strength analysis.

Findings

The results show that: the major factor for the service life of a curved switch rail is the lateral wear. The wear characteristics of the curved switch rail of a facing turnout are significantly different from those of a trailing turnout. To be specific, the lateral wear of the curved switch rail mainly occurs in the narrower section at its front end for a trailing turnout, but in the wider section at its rear end when for a facing turnout. The maximum lateral wear of a dismounted switch rail from a trailing turnout is found on the 15-mm wide section and is 3.9 mm, which does not reach the specified limit of 6 mm. For comparison, the lateral wear of a dismounted switch rail from a facing turnout is found from the 35-mm wide section to the full-width section and is greater than 7.5 mm, which exceeds the specified limit. Based on this, in addition to meeting the requirements of maintenance rules, the allowed wear of switch rails of high-speed turnout shall be so that the dangerous area with a tangent angle of wheel profile smaller than 43.6° will not contact the switch rail when the wheel is lifted by 2 mm. Accordingly, the lateral wear limit at the 5-mm wide section of the curved switch rail shall be reduced from 6 mm (as specified) to 3.5 mm.

Originality/value

The work in this paper is of reference significance to the research on the development law of rail wear in high-speed turnout area and the formulation of relevant standards.

Abstract

Purpose

The Health Service Executive in Ireland seeks to further develop healthcare in the community. It has identified that this reform requires developing leadership amongst the staff. This study aims to identify what kind of leadership staff in community healthcare observe in practice and their leadership preferences. The core objective has been to identify the readiness of the organisation to implement the adopted national policy of integrated community care reform in terms of leadership development.

Design/methodology/approach

An online cross-sectional survey was conducted using the Organisational Cultural Assessment Instrument, based on the Competing Values Framework. This tool identifies four overarching leadership types: Clan (Collaborative), Adhocracy (Creative), Market (Competitive) and Hierarchy (Controlling). Participants (n = 445) were a representative sample of regional community health care employees. They were asked to identify presently observed leadership and preferred leadership in practice. The statistical analysis emphasised a comparison of observed and preferred leadership types.

Findings

Participants reported the current prevailing leadership type as Market (M = 34.38, SD = 6.22) and Hierarchical (M = 34.38, SD = 22.62), whilst the preferred or future style was overwhelmingly Clan (M = 40.38, SD = 18.08). Differences were significant (all p’s < 0.001). The overall outcome indicates a predominance of controlling and competitive leadership and a lack of collaborative leadership to implement the planned reform.

Originality/value

During reform in healthcare, leadership in practice must be aligned to the reform strategy, demonstrating collaboration, flexibility and support for innovation. This unique study demonstrates the importance of examining leadership type and competencies to indicate readiness to deliver national community health care reform.

Abstract

Purpose

The United Nations (UN) is globally acknowledged for its unique role as a convening platform to address humanitarian, peace, security and sustainable development challenges. However, it is not often associated with technological innovation. Blockchain technology, an innovation that emerged in the late 2000s, has generated animated discussions that are led, in the most part, by private sector institutions. A dearth of literature highlights the innovative blockchain projects supported by UN entities. The purpose of this study is to provide an overview of blockchain innovations supported by UN entities and explore opportunities for future studies.

Design/methodology/approach

This paper used an exploratory case study approach with the purpose of providing a broad perspective of blockchain innovations undertaken by UN entities in the quest to meet sustainable and equitable development across the world.

Findings

This study found 25 blockchain projects by 13 UN entities in 19 countries. The geographical spread of the case studies revealed that two studies have global jurisdiction, five studies in Africa, three in Europe, four in Latin America and the Caribbean and 11 in Asia, Oceania and the Middle East. Of the 19 countries, three had two projects each. Two countries had three projects and the rest had one project each. Of the 13 UN entities, three dominated with UNICEF (part of six projects), UNDP (part of 10 projects) and WFP (part of four projects). Finally, the 25 projects were divided among three categories of blockchain use cases, as defined by UN guidance documents. Five case studies focused on immutable record keeping, five on transfer of value and 15 on smart contracts.

Originality/value

This study offers a unique overview of blockchain efforts within UN entities. It provides a platform for future studies to reveal implicit assumptions, contrasting explanations and casual connections.
