Abstract

Purpose

A major component in managing pandemic outbreaks involves testing the suspected individuals and isolating them to avoid transmission in the community. This requires setting up testing centres for diagnosis of the infected individuals, which usually involves movement of either patient from their residence to the testing centre or personnel visiting the patient, thus aggregating the risk of transmission to localities and testing centres. The purpose of this paper is to investigate and minimize such movements by developing a drone assisted sample collection and diagnostic system.

Design/methodology/approach

Effective control of an epidemic outbreak calls for a rapid response and involves testing suspected individuals and isolating them to avoid transmission in the community. This paper presents the problem in a two-phase manner by locating sample collection centres while assigning neighbourhoods to these collection centres and thereafter, assigning collection centres to nearest testing centres. To solve the mathematical model, this study develops a mixed-integer linear programming model and propose an integrated genetic algorithm with a local search-based approach (GA-LS) to solve the problem.

Findings

Proposed approach is demonstrated as a case problem in an Indian urban city named Kolkata. Computational results show that the integrated GA-LS approach is capable of producing good quality solutions within a short span of time, which aids to the practicality in the circumstance of a pandemic.

Social implications

The COVID-19 pandemic has shown that the large-scale outbreak of a transmissible disease may require a restriction of movement to take control of the exponential transmission. This paper proposes a system for the location of clinical sample collection centres in such a way that drones can be used for the transportation of samples from the neighbourhood to the testing centres.

Originality/value

Epidemic outbreaks have been a reason behind a major number of deaths across the world. The present study addresses the critical issue of identifying locations of temporary sample collection centres for drone assisted testing in major cities, which is by its nature unique and has not been considered by any other previous literature. The findings of this study will be of particular interest to the policy-makers to build a more robust epidemic resistance.

Nigeria, like any other country in the world, was overtaken by the coronavirus, a global pandemic that started as a local problem in China. The pandemic had a complex outlook, coming with threat to health and graduated to threat to the governance of the world community in all respects, including economy, social life and even politics. The threat to global health was a threat to which all nations have to respond, even when the infection level was quite low. The federal government in Nigeria responded in many ways in order to contain the pandemic. The federal government responded to the pandemic through presidential actions, institutional measure and support systems in order to contain the spread of the pandemic. These governance instruments have different outcomes in terms of the limitation of the spread of the pandemic, perception of the pandemic, changing attitudes in order to live with the pandemic and building resilience among the population. The objectives of this chapter are to trace the dynamics of the coronavirus pandemic in Nigeria, examine the executive actions to contain the pandemic, examine the institutional and legal instruments for the containment of the pandemic, to assess the medical management responses of the pandemic, relate the governance process to the outcome of the pandemic and draw lessons for the governance of future health disaster.

Abstract

Purpose

The purpose of this paper is to explore how and why personality tests are used in workplace training. This research paper is guided by three research questions that inquire about the role of external and internal stakeholders, the value of psychometric and practical considerations in test selection, and the purpose of personality test use in workplace training.

Design/methodology/approach

This research paper uses multiple-case study analysis. Interviews, test reports, product flyers and email correspondence were collected and analyzed from publishers, associations, psychologists and human resource development (HRD) practitioners in Germany, the UK and The Netherlands between 2012 and 2016.

Findings

Themes emerge around industry tensions among practitioners and professional associations, psychologists and non-psychologists. Ease of use is a more important factor than psychometrics in the decision-making process. Also, practitioners welcome publishers that offer free coaching support. In the process of using tests for development rather than assessment, re-labeling takes place when practitioners and publishers use positive terms for personality tests as tools for personal stocktaking and development.

Research limitations/implications

Despite extensive data collection and analysis efforts, this study is limited by its focus on a relatively small number of country cases and stakeholders per case.

Practical implications

By combining scientific evidence with practical application, stakeholders can take first steps toward more evidence-based HRD practice around personality testing in workplace training.

Originality/value

Little academic literature exists on the use of personality testing in workplace training. Without a clear understanding of the use of personality testing outside personnel selection, the current practice of personality tests for developmental purposes could raise ethical concerns about the rights and responsibilities of test takers.

Abstract

The aim of this article is to identify recent developments in personnel selection and to review existing research with regard to these recent developments. To this end, 26 human resource representatives were asked to list current or future trends in personnel selection. In addition, existing academic reviews of recent research in personnel selection were scrutinized. As a result, the following four main trends are identified: labour market shortages, technological developments, applicant perceptions of selection procedures, and construct‐driven approaches. Per trend, relevant existing research is reviewed and avenues for future research are discussed.

Abstract

Purpose

The purpose of this paper is to examine a police promotional process, in order to determine factors important for a sergeant to be promoted to lieutenant. To do this, written scores, assessment scores, and other demographic variables are used, thus providing a unique look into what it truly takes to promote to an important managerial rank in this large Texas metropolitan police department (LTMPD).

Design/methodology/approach

This is an exploratory study utilizing data collected from departmental databases. The original data set was accessed through public information laws, and compiled by the lead author, a 21‐year police veteran and participant in this promotional process.

Findings

Significant findings were both expected and unexpected. Of no surprise were the findings that an officer's written score and assessment score significantly affected the likelihood of promotion. Unexpected were past behavior patterns, age, and number of times tested significantly affected both assessment center performance score and promotion.

Originality/value

This paper examines the promotional process within an LTMPD. It illustrates how promotions are made in a department that relies heavily on assessment center outcomes to decide who is promoted. Up to now, police promotional processes have received little attention. This current research is an exploratory analysis which seeks to fill the gap by examining the process by which police lieutenants are chosen.

Abstract

The application of objective measurement of the mechanical properties of fabrics in the apparel industry began around 1975 in the Hirakata area, which is one of the centres of men's suit production in Japan. At that time the KESF system had been developed and thereafter spread rapidly. The measurement of mechanical data under low‐load level by the KESF provided useful information for the apparel engineers who needed some means of fabric measurement by which the tailoring process might be controlled. The fabric dimensional stability testing using steam press was also standardised at that time (HESC 103A method). At present, the KESF data and the stability data are essential for apparel engineers and are used widely in the Japanese apparel industry. In addition to the use of objective measurements in each factory, a centre for objective fabric inspection has been recently initiated in the Hirakata area, for the inspection and control of fabric by the objective system for tailoring process control. In addition, a co‐operative work between the apparel engineers and the university has been carried out to develop a new equation for predicting the good appearance of a suit on the basis of fabric mechanical data. Automatic tailoring such as automatic overfeed action on the basis of fabric mechanical property is also carried out under the co‐operation of the university, the apparel industry, and a sewing machine manufacturer (Juki) in Hirakata. The progress of these projects is presented.

To appreciate the distance the National Board for Professional Teaching Standards (NBPTS) certification program has come, and the speed with which it has traveled that distance, a glance at its first decade from the perspective of assessment development is essential. The particulars of the history of the NBPTS's assessment strategies and designs have determined in many ways the current assessment architecture: the evolution of the assessment's design reveals the growth in our knowledge of innovative assessment strategies and formats and their uses. In this chapter, I will briefly summarize the history of the NBPTS assessment program, then describe and analyze the earliest assessment designs, some intermediate approaches, and then the current iteration (commonly referred to as the next generation certificates). I will finally detail the current assessment architecture, connecting that architecture to both the history and the lessons learned from the initial assessments.
