Abstract
Purpose
There is growing interest from the global development community in the role of agricultural research and extension (AR & E) systems to achieve development targets. Despite this interest, many smallholders in developing countries continue to lack access to updated agricultural information and reliable services. In an effort to increase the effectiveness, impact, and reach of AR & E programs, many governments have attempted to reform their national systems. The paper aims to discuss these issues.
Design/methodology/approach
This paper systematically compares the systems and reforms of AR & E in China and India in order to draw out lessons applicable to developing countries. This paper first reviews the existing literature on AR & E systems and their role in agricultural and economic development. The authors then provide a detailed review and comparative analysis of the reforms and approaches implemented in the AR & E systems of China and India. The authors apply this comparative analysis to draw out lessons that can be applied to inform the reformation of AR & E systems in developing countries.
Findings
The authors find that although both countries face similar agricultural development challenges, each took a different approach in the reformation of AR & E to address these challenges. Each country’s approaches had different impacts on the effectiveness of the system. Lessons from the reformation of the AR & E systems in China and India can be used to inform and improve the impact of AR & E in developing countries.
Originality/value
The paper examines two systems together using a set of common indicators and factors. The paper’s value comes from its usefulness in informing future AR & E reforms in other developing countries in order to increase the impact of these reforms on development outcomes.

Abstract
Purpose
Climate change-related weather events significantly affect rice production. In this paper, we investigate the impact of and interrelationships between agriculture inputs, climate change factors and financial variables on rice production in India from 1970–2021.
Design/methodology/approach
This study is based on the time series analysis; the unit root test has been employed to unveil the integration order. Further, the study used various econometric techniques, including vector autoregression estimates (VAR), cointegration test, autoregressive distributed lag (ARDL) model and diagnostic test for ARDL, fully modified least squares (FMOLS), canonical cointegrating regression (CCR), impulse response functions (IRF) and the variance decomposition method (VDM) to validate the long- and short-term impacts of climate change on rice production in India of the scrutinized variables.
Findings
The study's findings revealed that the rice area, precipitation and maximum temperature have a significant and positive impact on rice production in the short run. In the long run, rice area (ß = 1.162), pesticide consumption (ß = 0.089) and domestic credit to private sector (ß = 0.068) have a positive and significant impact on rice production. The results show that minimum temperature and direct institutional credit for agriculture have a significant but negative impact on rice production in the short run. Minimum temperature, pesticide consumption, domestic credit to the private sector and direct institutional credit for agriculture have a negative and significant impact on rice production in the long run.
Originality/value
The present study makes valuable and original contributions to the literature by examining the short- and long-term impacts of climate change on rice production in India over 1970–2021. To the best of the authors’ knowledge, The majority of the studies examined the impact of climate change on rice production with the consideration of only “mean temperature” as one of the climatic variables, while in the present study, the authors have considered both minimum as well as maximum temperature. Furthermore, the authors also considered the financial variables in the model.

Design/methodology/approach
The paper provides background of the progress and challenges to achieving food security and nutrition in China and India. It then highlights the lessons learned from this special issue, and concludes with remaining knowledge gaps.
Findings
The paper summarizes findings from each article in the special issue.
Originality/value
Comparing the experiences of these two countries is essential to share knowledge and accelerate progress in eliminating poverty, hunger, and malnutrition both within these countries and globally.

Abstract
Purpose
The purpose of this paper is to identify the pathways through which social protection policies in China and India can address the key challenges facing poor, vulnerable, and disadvantaged groups under rapid transformation in both countries.
Design/methodology/approach
This paper reviews the main social protection policies in China and India and analyzes the challenges that they are facing. This analysis is based on an evaluation of poverty and food security trends in both countries among vulnerable and disadvantaged groups followed by an overview of major experiences and gaps in social protection policies in the two emerging Asian giants.
Findings
Improving the coverage and targeting of social protection systems is vital, and will require a multi-faceted reform portfolio that promotes more integrated and horizontally equitable systems. Emphasis should be placed on developing productive, cross-sectoral social protection programs that combine short-term social safety support with long-term tools to enhance productivity, paying special attention to nutrition, health, and human capital development. More efficient coverage and targeting should bridge the rural and urban divide and be grounded in transparent criteria and procedures that govern program implementation at all levels of the government. As both countries become more urbanized, social protection programs need to give equal attention to emerging food insecurity and nutrition issues within urban areas without detracting from food security and nutrition efforts in rural areas.
Originality/value
Faced with a sizable population of undernourished and poor people, India and China have applied rather different approaches to address food insecurity. The originality and value of this paper lie in an in-depth parallel analysis of how China and India can better use their social protection systems to address food insecurity and undernutrition among poor, vulnerable, and disadvantaged groups.

Purpose
Agriculture sectors in China and India are going through rapid changes. There is a shift in demand pattern, significant changes in the supply chain, greater competition due to opening up of the domestic and external markets and fuller integration with rest of the economy. These developments have impacted traditional agriculture and its institutional underpinning. Latter are being transformed and new institutions are coming into existence. The paper aims to discuss these issues.
Design/methodology/approach
This paper discusses the changes in economy and the agricultural sector, explores institutional responses in terms of various producer organizations in the two countries, and examines their adequacy for the coming phase of agricultural development in China and India.
Findings
The co-existence of various farmer organizations will sustain for a long period in both China and India. Overall, they have benefitted agriculture producers, and more particularly the surplus generating farmers. However, the incompatibility between these and the vast and growing small farm sector is not disappearing. Next set of institutional reforms should address this critical question of “reaching the unreached.”
Originality/value
China and India are the world’s two largest countries in terms of population as well as agricultural population. They share a lot of common features. This paper discusses the changes in agricultural sector, explores institutional responses in terms of farmer organizations, and examines their adequacy for the coming phase of agricultural development in China and India, which has never been seen before.

Purpose
China and India are two of the fastest growing economies in the world, and poverty reduction has been substantial in both countries through the past few decades. Yet they have very different profiles in terms of food security and undernutrition – while at the micro-level China has performed well in terms of undernutrition, India has not. The purpose of this paper is to examine linkages between poverty, food security, and undernutrition in both countries.
Design/methodology/approach
In this paper, the authors discuss the linkages between poverty, food security, and undernutrition at the micro level, describe the literature, and make inferences for targeting the remaining poor, food insecure, or undernourished in both countries.
Findings
In China, there is a need for better tools for targeting the poor or malnourished. In India, more effective state-level policies should be better understood by the central government and disseminated to less successful states.
Originality/value
In this paper, the authors describe data sources on poverty, food security, and undernutrition in both China and India, and correlates with changes in all three. The authors try to understand what factors appear to lead to reductions in all three, pointing out data gaps in both countries.

Purpose
China and India have to provide food security to 1.36 billion and 1.25 billion populations, respectively. The purpose of this paper is to address the roles of trade and stock management in achieving food security in these countries, such as the impacts of trade on consumer and producer prices and incomes of farmers and others and implications for food security, and the impact of stock management on price stability, availability, access and nutrition.
Design/methodology/approach
The paper is based on secondary data and literature on these issues. It compares the policy tools of trade and stock management used in India and China for food security purpose, in terms of long-term efficiency, in order to provide better understanding on how to achieve food security through public interventions.
Findings
Although stock is an important tool for food security, it is likely to be costly if used for price support and redistribution purposes. Trade might provide cheap food to enhance access to food, the impact on domestic producers and the volatility in world market may lead to serious problems. A carefully designed policy combining stock management and trade may help achieving food security.
Research limitations/implications
This paper relies on existing literature of current issues and policies, and tries to conduct comparative study on India and China, the two largest countries in the world. The scale and depth of the study are restricted by authors’ knowledge, hence may not be adequate in addressing those important issues.
Practical implications
Both India and China are undergoing policy review regarding food security, under pressures in domestic market and from multi-nation negotiations. This study may provide better understandings of the issues related to policy reform and trade negotiation.
Originality/value
Though a large portion of factual materials are adopted from existing literature and statistics, the analyses are those of authors.

Purpose
The purpose of this paper is to synthesize lessons from the agricultural value chain models and their associated financing mechanisms in China and India as to provide policy recommendations on how best to facilitate development of efficient and inclusive value chains.
Design/methodology/approach
The paper builds on a review of the existing literature on agricultural value chains and their financing mechanisms, and draws lessons from it for strengthening interface between product and financial markets in order to enable smallholders capture benefits of the value addition.
Findings
From the comparative review of value chain financing mechanisms and current policy contexts the authors find dominance of internal financing of value chains (in terms of provision of inputs, technology and services) in both the countries. Value chain finance from commercial banks and other financial institutions is limited and mainly through tripartite agreements among the financing institutions, lead firms and farmers.
Practical implications
The lessons drawn from various value chain models and their financing mechanisms provide feedback to financial institutions and policymakers to take measures to strengthen value chain finance in smallholder agriculture.
Originality/value
The paper undertakes a rigorous review of the existing value chain models and their financing mechanisms in light of the most recent research on emerging innovations and development strategies, in order to glean key lessons for policy recommendations on strengthening linkages between financial and product markets.

Abstract
Purpose
China and India have made significant strides in transforming their agricultural sectors to cut hunger and poverty for the masses through improved agricultural productivity. Given limited land and shift of labor to non-agricultural sector, increasing productivity will continue to be central in agricultural growth in the twenty-first century. The purpose of this paper is to provide comparative analysis of the agricultural total factor productivity (TFP) growth in the two countries. It complements existing literature by examining the evolution and drivers of TFP at disaggregated sub-national level. Richer data allows a deeper understanding of the nature and drivers of TFP growth in the two countries.
Design/methodology/approach
This paper applies different analytical framework to address different research questions using data since 1980. China study estimates a parametric output-based distance function using a translog stochastic frontier function. Productivity growth index and its multiple components are calculated using parameters derived from the parametric approach to identify the characteristics of technology such as structural bias. India study first applies data envelopment analysis to estimate the aggregate productivity growth index, technical change (TC), and efficiency change. Next productivity indexes by for traditional crops are estimated using growth accounting framework at state level. Finally, a panel regression links TFP on its determinants.
Findings
Several common themes emerge from this comparative study. Faced with similar challenges of limited resources and growing demand, improving productivity is the only way to meet long-term food security. Agriculture sector has performed impressively with annual TFP growth beyond 2 percent in China and between 1 and 2 percent in India since the 1980s. The TFP growth is mainly propelled by technological advance but efficiency had been stagnant or even deteriorated. This study provides a granular picture of within country heterogeneity: fast growth in the North and Northeast part of China, South and East of India.
Research limitations/implications
The study suggests some possible policy interventions to improve agricultural productivity, including investment in agricultural R & D to create advanced production technology, effective extension programs and supportive policies to increase efficiency, and diversification from staple crops for sector-wide growth. The India study suggests certain policies may not be contributing much to productivity growth in the long run due to a negative impact on environment. Further studies are needed to expand the productivity analysis to take into consideration of the negative externalities to the society. Data enhancement to account for quality-adjusted inputs could improve the estimation of productivity growth.
Originality/value
Each country study reveals certain prospects of the agricultural sector and production technology. China analysis statistically confirms the existence of technical inefficiency and technology progress, suggests the translog form is appropriate to capture the production technology and satisfies conditions stipulated in theoretical models. The results indicate TC does not influence the contribution of output or input to the production process. India study pinpoints the lagging productivity growth of traditional crops, which still derives growth from input expansion. Although different states benefited from different crops, sector-wide productivity gain is primarily the result of diversification to high-value crops and livestock products.
