Abstract

Purpose

Community centers play a socio-economic and urban role of combining different communal necessities, that serve inhabitants, at different neighborhoods in cities. Their role emerged in importance as being a hub for improving and customizing quality of life experiences of the public. This research presents a code-based risk assessment tool for evaluating fire safety measures that can be adapted in the context of community centers. It also provides an exemplary case study to demonstrate its application.

Design/methodology/approach

The study identified the factors that render community centers as a high-risk type of facilities in fire events. Various fire codes and standards were reviewed to describe the relevant fire safety measures. A code-based fire risk assessment tool was developed and implemented, through a case study. A set of recommendations were developed to improve the fire safety conditions of the case study facility.

Findings

Several violations to fire safety were identified in the case study building. The findings led to identifying a set of recommendations to improve its fire safety conditions.

Practical implications

This research introduced a systematic approach to raise awareness about fire incidences and consequences in community centers, and provides facilities managers with a tool, to assess compliance based on international fire code requirements.

Originality/value

In fire events, community centers are considered as high-risk facilities that may lead to significant losses of human lives and damages to assets. It is significant to study the causes of fire, for ensuring effective prevention and safe operations.

Abstract

Purpose

This study aims to improve the reliability of emergency safety barriers by using the subjective safety analysis based on evidential reasoning theory in order to develop on a framework for optimizing the reliability of emergency safety barriers.

Design/methodology/approach

The emergency event tree analysis is combined with an interval type-2 fuzzy-set and analytic hierarchy process (AHP) method. In order to the quantitative data is not available, this study based on interval type2 fuzzy set theory, trapezoidal fuzzy numbers describe the expert's imprecise uncertainty about the fuzzy failure probability of emergency safety barriers related to the liquefied petroleum gas storage prevent. Fuzzy fault tree analysis and fuzzy ordered weighted average aggregation are used to address uncertainties in emergency safety barrier reliability assessment. In addition, a critical analysis and some corrective actions are suggested to identify weak points in emergency safety barriers. Therefore, a framework decisions are proposed to optimize and improve safety barrier reliability. Decision-making in this framework uses evidential reasoning theory to identify corrective actions that can optimize reliability based on subjective safety analysis.

Findings

A real case study of a liquefied petroleum gas storage in Algeria is presented to demonstrate the effectiveness of the proposed methodology. The results show that the proposed methodology provides the possibility to evaluate the values of the fuzzy failure probability of emergency safety barriers. In addition, the fuzzy failure probabilities using the fuzzy type-2 AHP method are the most reliable and accurate. As a result, the improved fault tree analysis can estimate uncertain expert opinion weights, identify and evaluate failure probability values for critical basic event. Therefore, suggestions for corrective measures to reduce the failure probability of the fire-fighting system are provided. The obtained results show that of the ten proposed corrective actions, the corrective action “use of periodic maintenance tests” prioritizes reliability, optimization and improvement of safety procedures.

Research limitations/implications

This study helps to determine the safest and most reliable corrective measures to improve the reliability of safety barriers. In addition, it also helps to protect people inside and outside the company from all kinds of major industrial accidents. Among the limitations of this study is that the cost of corrective actions is not taken into account.

Originality/value

Our contribution is to propose an integrated approach that uses interval type-2 fuzzy sets and AHP method and emergency event tree analysis to handle uncertainty in the failure probability assessment of emergency safety barriers. In addition, the integration of fault tree analysis and fuzzy ordered averaging aggregation helps to improve the reliability of the fire-fighting system and optimize the corrective actions that can improve the safety practices in liquefied petroleum gas storage tanks.

Abstract

Purpose

This paper aims to examine the role of social auditing in legitimising the relationship between the buyer and supplier firms rather than strengthening corporate accountability in the global supply chain.

Design/methodology/approach

Applying case study methodology and drawing on Suchman’s theory on societal legitimacy, it is argued that social audits are artefacts of legitimacy, and global firms dominate the buyer–supplier relationship across the supply chain. The analysis is based on data collected from different secondary sources, including Walmart’s corporate sustainability reports.

Findings

Using Walmart’s relationship with Tazreen Fashions Limited around the Tazreen factory fire incident as a case study, it explains that the practices which attempt to symbolically demonstrate accountability from social audits need to shift to a more continuous and sincere demonstration of accountability through the social audit process. For this to occur, the cognitive and pragmatic approaches that international buyers have previously used in auditing their supply firms’ social responsibility are no longer sufficient to achieve societal legitimacy. Instead, a moral turn needs to underpin the intentions and actions of these buyers to maintain legitimacy and demonstrate accountability across the supply industry in developing economies.

Originality/value

The findings of the study answer the questions raised in the extant literature about the expectation from social auditing and whether social auditing serves to ensure corporate accountability. The paper contributes to the policymaking discussion of how social auditing can be configured to include a legal provision to ensure that social auditing is not a parroting tool for corporations.

Abstract

Purpose

The rapid development of urban areas in Sleman District, Indonesia, has created new challenges for firefighting response services. One of the primary challenges is to identify the optimal locations for new fire stations, to improve service quality and maximize service coverage within the specified time.

Design/methodology/approach

This paper proposes a method for precisely calculating travel time that integrates delay time caused by traffic lights, intersections and congestion. The study highlights the importance of precise calculation of travel time in order to provide a more accurate understanding of the service area covered by the fire stations. The proposed method utilizes network analysis in ArcGIS, the analytical hierarchy process (AHP) and simple additive weighting (SAW) to accurately calculate travel time and to identify the best locations for new fire stations. The identification of new site was based on service safety, service quality, service costs and demographic factors and applied to the Sleman district in Indonesia.

Findings

The results showed that the total area covered by old and new fire stations decreased from 61% to 31.8% of the study area when the adjusted default speed scenario was implemented.

Practical implications

The results indicated that the default speed scenario could provide misleading information about the service area, while the adjusted default speed scenario improved service quality and maximized service coverage.

Originality/value

The proposed method provides decision-makers with an effective tool to make informed decisions on optimal locations for new fire stations and thus enhance emergency response and public safety.

Abstract

Purpose

This study aims to investigate the dynamic interplay between the management control system (MCS) and organizational identity (OI) in the Deepwater Horizon incident involving British Petroleum (BP). It examines how the MCS manages challenges, particularly those addressing the embarrassment stemming from identity disparities between external portrayal (frontstage) and internal operations (backstage), with a focus on the often-underestimated influence of the media.

Design/methodology/approach

This study builds upon the frameworks developed by Ravasi and Schultz (2006) and Malmi and Brown (2008) to construct a theoretical framework that profoundly investigates the relationship between MCS and OI. The framework developed guided the research design and incorporated a qualitative approach complemented by an illustrative case study. The research data was rigorously gathered from diverse sources, including official BP documents and influential media outlets, with a particular focus on well-established American and British newspapers.

Findings

BP’s MCS plays a dual role: it exposes discrepancies in safety, leadership and values, causing embarrassment and identity damage, yet catalyses a sense-making process leading to organizational transformation and shifts in the OI. This transformation influences sense-giving and prompts changes in MCS. The study reveals an intricate interplay in identity management between frontstage audiences (e.g. influential media) and backstage actors (e.g. BP’s senior management). It highlights interdependencies both within and between MCS and OI, emphasizing their roles in interacting within identity management. The longitudinal recovery is intricately tied to mutual political interests between BP and the USA, which are significantly facilitated by the media’s role.

Research limitations/implications

This study acknowledges limitations that point future research opportunities. Interviews could provide a more dynamic understanding of MCS changes and organizational transformations. Investigating the role of leadership, particularly the new chief executive office, and the influence of political versus organizational factors in shaping identity claims is essential. Additionally, the effectiveness and historical context of interdependencies should be quantitatively assessed. Theoretical limitations in the OI and MCS frameworks suggest the need for context-specific categorisations. This research serves as a foundation for further exploration of the intricate dynamics between MCS, OI and organizational responses to crises.

Practical implications

This study offers valuable insights with practical implications for organizations facing identity challenges in the wake of significant incidents. Organizations can better navigate crises by recognizing the multifaceted role of MCS in identity damage and restoration. It underscores the importance of addressing both frontstage and backstage aspects of OI while managing identity discrepancies, thereby enhancing transparency and credibility. Additionally, understanding the intricate interdependencies within OI and MCS can guide organizations in implementing more effective identity restoration strategies. Furthermore, the study highlights the significance of media influence and the need to engage with it strategically during crisis management.

Social implications

This study’s findings have significant social implications for organizations and the broader public. By recognizing the multifaceted role of MCS in shaping identity, organizations can enhance transparency and credibility, rebuilding trust with the public. Additionally, the study highlights the critical role of media in influencing perceptions and decision-making during crises, emphasizing the importance of responsible and ethical reporting. Understanding the intricate interplay between MCS and OI can inform better crisis management strategies and improve how organizations respond to and recover from incidents, ultimately benefiting society by promoting more accountable and responsible corporate behaviour.

Originality/value

This study’s distinctness lies in its innovative exploration of MCS, which transcends traditional methodologies that focus narrowly on front or backstage aspects of OI and often adhere to predetermined MCS practices. It underscores the importance of concurrently addressing both the front- and backstage audiences in managing the embarrassment caused by identity discrepancies and restoration. The research uncovers multifaceted interdependencies within MCS and OI, and these extend beyond simplistic relationships and emphasize the complex nature of identity restoration management.

Abstract

Purpose

In the analysis of structures in a fire situation by simplified and analytical methods, one assumption is that the fire resistance time is greater than or equal to the required fire resistance time. Among the methodologies involving the fire resistance time, the most used is the tabular method, which associates fire resistance time values to structural elements based on minimum dimensions of the cross section. The tabular method is widely accepted by the technical-scientific community due to the fact that it is safe and practical. However, its main criticism is that it results in lower fire resistance times than advanced thermal and thermostructural analysis methods. The objective of this study was to evaluate the fire resistance time of reinforced concrete beams and compare it with the required fire resistance time recommended by the tabular method of NBR 15200 (ABNT, 2012).

Design/methodology/approach

The fire resistance time and required fire resistance time of reinforced concrete beams were evaluated using, respectively, numerical models developed based on the finite element method and the tabular method of NBR 15200 (ABNT, 2012). The influence of the following parameters was investigated: longitudinal reinforcement cover, characteristic compressive strength of concrete, beam height, longitudinal reinforcement area and arrangement of steel bars.

Findings

Among the evaluated parameters, the covering of the longitudinal reinforcement proved to be more relevant for the fire resistance time, justifying that the tabular method of NBR 15200 (ABNT, 2012) being strongly and directly influenced by this parameter. In turn, more resistant concretes, higher beams and higher steel grades have lower fire resistance time values. This is because beams in these conditions have greater resistance capacity at room temperature and, consequently, are subject to external stresses of greater magnitude. In some cases, the fire resistance time was even lower than the required fire resistance time prescribed by NBR 15200 (ABNT, 2012). Both the fire resistance time and the required fire resistance time were not influenced by the arrangement of the longitudinal reinforcements.

Originality/value

The present paper innovates by demonstrating the influence of other important design variables on the required fire resistance time of the NBR 15200 (ABNT, 2012). Among several conclusions, it was found that the load level to which the structural elements are subjected considerably affects their fire resistance time. For this reason, it was recommended that the methods for calculating the required fire resistance time consider the load level. In addition, the article quantifies the security degree of the tabular method and exposes some situations for which the tabular method proved to be unsafe. Moreover, in all the models analyzed, the relationship between the span and the vertical deflection associated with the failure of the beams in a fire situation was determined. With this, a span over average deflection relationship was presented in which beams in fire situations fail.

Abstract

Purpose

The chemical plant (CP) maintenance industry has been under increasing pressure by process designers to demonstrate its evaluation and information management of model checking (MC) on the durability’s performance and design of plant control instrument. This main problem has been termed as imperfect maintenance actions (IMAs) level. Although IMAs have been explored in interdisciplinary maintenance environments, less is known about what imperfect maintenance problems currently exist and what their causes are, such as the recent explosion in the Beirut city (4 August 2020, about 181 fatalities). The aim of this paper is to identify how CP maintenance environments could integrate MC within their processes.

Design/methodology/approach

To achieve this aim, a comprehensive literature review of the existing conceptualisation of MC practices is reviewed and the main features of information and communication technology tools and techniques currently being employed on such IMA projects are carried out and synthesised into a conceptual framework for integrating MC in the automation system process.

Findings

The literature reveals that various CP designers conceptualise MC in different ways. MC is commonly shaped by long-term compliance to fulfil the requirement for maintaining a comfortable durability risk on imperfect maintenance schemes of CP projects. Also, there is a lack of common approaches for integrating the delivery process of MC. The conceptual framework demonstrates the importance of early integration of MC in the design phase to identify alternative methods to cogenerate, monitor and optimise MC.

Originality/value

Thus far, this study advances the knowledge about how CP maintenance environments can ensure MC delivery. This paper highlights the need for further research to integrate MC in CP maintenance environments. A future study could validate the framework across the design phase with different CP project designers.

Abstract

Purpose

Public safety (communicators; e.g. 9-1-1, police, fire and ambulance call-takers and dispatchers), like many other public safety personnel (e.g. police, paramedics), (re)suffer operational stress injuries (OSIs) that are too often hidden and at a prevalence higher than the general population. Unfortunately, there are very little data for OSI rates in Canadian communicators. To the authors’ knowledge, this is the only pan-Canadian study focusing on organizational culture, and its potential influence on OSIs, within the communicator context.

Design/methodology/approach

The authors conducted a 179-item online survey of Canadian communicators comprising 17 validated screenings for occupational stress injuries and symptoms and four open-ended questions relating to their agency's organizational culture. The authors thematically analysed participants' open-ended responses and their screening scores.

Findings

A semi-grounded thematic approach revealed that managers and supervisors were significant contributors to negative perceptions (n = 165) of organizational culture, potentially resulting in or worsening existing OSIs. Specifically, leadership was viewed as ineffective, inconsistent, unsupportive, abusive and toxic, with limited understanding of communicator roles. Communicators described feeling devalued, particularly when leaders fail to recognize communicator OSIs, which can perpetuate stigma. Conversely, positive leaders (n = 24) were described as supportive, communicative and encouraging.

Originality/value

The findings suggest that while leadership behaviours are a key factor in employee well-being, it varies considerably across agencies, impacting treatment-seeking behaviours. The authors’ new understandings of leaders' roles in OSIs may help reduce the frequency and severity of communicator OSIs, helping ensure that emergency services are delivered to Canadians.

Abstract

Purpose

This study aims to propose an approach to assess the security of supply (SS) in a coal-fired electricity generation supply chain subject to public price regulation in Brazil. This study characterizes the Brazilian scenario of coal-fired electricity generation, which represents less than 3.5% of the energy sources.

Design/methodology/approach

Data from six mining companies that supply a coal plant were analyzed in a case study. The risks were characterized and objectively estimated through a synthetic multidimensional index. Structural changes in the earnings before interest, taxes, depreciation, amortization and exploration indicator time series of coal companies (CC) were statistically detected.

Findings

Empirical evidence demonstrates that the supply chain has a low disruption risk (SS index equal to 0.74). However, when suppliers are individually analyzed, 48.64% of all coal shows moderated disruption risk, and 2.51% is under high risk. In addition, this study finds a drop in the financial results of CC related to public regulation of coal prices. This impacts the security of coal supply.

Research limitations/implications

This study discusses the influence of legal and regulatory policy risks in a coal power generation supply chain and the implications of the SS index as a management tool.

Originality/value

A novel SS index is presented and empirically operationalized, and its dimensions – environmental, occupational, operational, economic-financial and supply capacity – are analyzed.

Abstract

Purpose

In the event of a disaster, educational institutions like schools serve as lifeline buildings. Hence, it is crucial to safeguard these buildings for the communities that may depend on the school as a disaster shelter and aid center. Thus, this paper aims to conduct a multihazard risk assessment survey at 50 schools (with 246 building blocks) in Dehradun.

Design methodology approach

The past few decades have witnessed the impact of multihazard frequency in Uttarakhand, India, due to the geographical features of the Himalayas and its neo-tectonic mountain-building process. Dehradun is the capital of Uttarakhand state and comes under seismic zone IV, which is highly prone to earthquakes.

Findings

The hazard assessment is divided into two types of surveys: first, building-level surveys that include rapid visual screening, nonstructural risk assessment and fire safety audit, and second, campus-level surveys that include vulnerability analysis for earthquake, flood, industrial hazard, landslide and wind.

Social implications

This paper will list several gaps and unrecognized practices in the region that increase the schools’ multihazard risk. The study’s outcome will help prioritize the planning of disaster awareness, retrofitting execution, future construction practices and decision-making to minimize the risk and prepare the school for the upcoming disasters.

Originality value

Physical data were collected by the author to determine the multihazard risk analysis in 50 schools in the Dehradun District of Uttarakhand, India. The building- and campus-level surveys have been used to generate a database for the retrofit and renovation process for each individual school to use their budget fruitfully and in a planned way. The survey conducted is more effort and a more detailed risk evaluation which necessitates effectively mitigating and ensuring the potential safety of the region’s schools.
