Abstract

Agricultural and fishery disasters are rather obscure emergency management research topics. However, the Food and Agriculture Sector is one of only 16 critical infrastructure sectors included in the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and the sector is a vital component of the United States economy. As climate change continues to increase the frequency and severity of agricultural and fishery disasters, the Food and Agricultural Sector must adapt to and cope with unprecedented levels of risk. This chapter provides an overview of federal agricultural and fishery disaster policy and explores whether such policies are consistent with Jerroleman’s (2019)principles of just recovery.

Abstract

This chapter provides insights into the distribution challenges faced by alternative food networks (AFNs) in Japan. Consumers in Japan are showing increasing interest in supporting and buying directly from farmers, reflecting a growing demand for local food production and consumption. This trend parallels the increasing popularity of AFNs which are often touted as distribution models that seek to reconfigure the relationship between producers and consumers. Although AFNs are defined as a bottom-up response to the unsustainable nature of the industrial food system and the exploitative trade relations that are embedded within global food supply chains, there is little in the literature regarding challenges that emerge when scaling AFNs. This chapter focuses on the distribution challenges that emerge for AFN models that exist outside of direct market transactions, by comparing AFN models in Japan with a local wholesale market system that exists within the conventional, mainstream food system. Based on an analysis of the nuances and complexities that AFNs face in coordinating aggregation and distribution, we argue that the promotion of local food systems can also benefit existing conventional food systems, by leveraging the infrastructure of local wholesale markets. The distribution logistics and fundamentals of parity pricing from the wholesale market system would enable AFNs in Japan to establish a more accessible and sustainable food system. Using four case studies, including a local wholesale-market and three AFN models that distribute agricultural products from rural to rural, and rural to urban areas located in the Kansai region of Japan, we deepen the discussion of how small-scale farmers and their involvement in AFNs can better support sustainable food system transformation.

Abstract

The U.S. 2002 Farm Bill provides sizeable direct and indirect subsidies to U.S. farmers, which has created increased competition in markets where the United States and Canada compete. Target prices were reintroduced and the overall level of U.S. Government support was increased. Canadian farmers will find it more difficult to compete in grains, oilseeds, and pulses. Government support in Canada for these crops is significantly below U.S. support. Canada and the United States have a significant two-way trade in agricultural products, including beef and pork. The outbreak of Mad Cow Disease in Canada in 2003 clearly illustrates the need for cooperation between the two countries.

Abstract

Multi-stakeholder initiatives have proliferated as a leading form of standard-development, as they are understood to be more legitimate than other forms of non-state governance. The legitimacy of multi-stakeholder initiatives is a result of their perceived congruence with normative democratic principles. Using a case study of a multi-stakeholder initiative to develop a National Sustainable Agriculture Standard (LEO-4000) for the United States, this chapter examines the practices and politics of legitimation in non-state governance. The analysis of LEO-4000 indicates that, first, the simultaneous construction of legitimacy and standards affects the kinds of standards developed. Second, understandings of legitimacy are influenced by the standpoint of actors. Third, legitimacy has become a strategic dimension of standard-development, which actors use to further their interests. Based on these findings, we contend that non-state governance that relies on normative democratic principles for legitimation is constrained in its ability to develop stringent standards. Thus, there may be limits to non-state governance as a regulatory tool, and to achieve non-economic objectives such as increased sustainability. For rural areas, the implication is that they are becoming enmeshed in an emerging system of non-state governance that continues to be highly contested, particularly regarding who has the right to govern such areas. The findings in this chapter are based on qualitative data, including 34 interviews and participant-observation.

In Canada, grain handling is an important agri-business that has traditionally been cooperative in nature (for example, Saskatchewan Wheat Pool). At the same time the industry is heavily regulated. There has been a dramatic change in the structure of the industry over the past 20 years and there are currently no major cooperatives present in the market. If the “yardstick effect” hypothesis of the role of cooperatives in an imperfectly competitive market is true, the disappearance of cooperatives could result in the ability of remaining firms to exercise market power over producers. To investigate the impact of changes in ownership structure in the market, we estimated two types of pricing games that might have been played between a cooperative, Saskatchewan Wheat Pool (SWP) and an investor-owned firm (IOF), Pioneer Grain (PG) in the Saskatchewan wheat-handling market over the period 1980–2004, with different assumptions about their pricing behavior imposed. We find that SWP and PG have likely been playing a Bertrand pricing game in the market over the period. We thus conclude that SWP, as the largest cooperative in the market, likely played a “yardstick effect” role in the market.

Abstract

This chapter brings the recent sociology of entrepreneurship, sociologies and geographies of responsibility, and critical reflections on place and space together to ask why entrepreneurs show leadership in a place, and where they might want to lead it. Drawing on a set of qualitative interviews conducted from 2018 to 2020 with small business operators in rural Nova Scotia, Canada, the chapter explores how interviewees frame their business ideas, decisions, practices and aspirations not (just) in terms of conventional business objectives like profit or market share, but in terms of something I term responsibility to place. Responsibility to place emerges through the interviews as a feeling that one’s business should make a positive impact on place – inclusive of its people, environment, culture, history, and future. This feeling exists in tension with the objectives of Nova Scotia’s entrepreneurial ecosystem managers, as is seen in the discrepancies between interviewees’ narratives and the discourses propagated by the province’s economic development agencies, focused as they are on export-led growth. The findings from this sample indicate that understanding the “geographies of responsibility” (Massey, 2004) in entrepreneurs’ narratives is critical to a fuller appreciation of entrepreneurial Place leadership.

Abstract

As immigrants live, learn, and earn in the US, the earnings of comparably educated immigrants converge regardless of their country or admission status. Indeed, controlling for initial human capital levels, there is an inverse relationship between immigrant entry earnings and earnings growth. Immigrants initially lacking transferable skills have lower initial earnings but a higher propensity to invest in human capital than natives or high-skill-transferability immigrants. Policies that bring in immigrants lacking immediately transferable skills, such as family-based admission policies, may provide an infusion of undervalued flexible human capital that facilitates innovation and entrepreneurship. Low-skill-transferability immigration may foster the development of immigrant employment that is distinct from native-born employment and possibly reduce employment competition with natives. Those who enter without immediately transferable skills are more likely to be permanent and permanence confers a variety of societal benefits. Because human capital that is not valued in the host-country's labor market is still useful for learning new skills, immigrants who initially lack transferable skills provide the host country an undervalued, highly malleable resource that may promote a vibrant economy in the long run.
