Abstract
This study investigates motivators and inhibitors of entrepreneurship and small business development in the transitional economy of Kazakhstan in Central Asia. A qualitative research was used to obtain a macro view of developing entrepreneurship and small business in Kazakhstan. A focus group interview with entrepreneurs and small business owners was conducted during 2006. In general, factors that enhance entrepreneurship and small business development include encouraging social entrepreneurship, increasing credits availability, improving institutional environment and supports from international organisations. Selected policy and practical implications are identified, such as improving institutional development, creating supportive business environment, and promoting social entrepreneurship.

Abstract
The development of small firms tends to follow certain growth patterns usually referred to as business growth models. This paper reports on the conceptualisation of a “problem‐based phenomenological life cycle model”, which delineates the growth pattern of micro and small manufacturing firms in Cyprus. The empirically validated model offers guidance to small business managers, financiers and advisers as to the challenges and growth complexities accompanying the transitions taking place in small businesses as they develop along their organisational life cycle. Enhanced understanding of the barriers to the development of small business contributes to the better design of policy initiatives that seek to foster the survival, sustainable growth and prosperity of small enterprises.

Abstract
The context in which changing small business needs and the impact of government policies are making new demands on trainers are reviewed. The performance of the SME sector as a whole, and the survival and competitiveness of individual firms, are factors of critical importance in both developed and developing economies. This is recognised by the UK Government, which is adopting measures designed to stimulate the take‐up of services designed for the support of small firms. Thus, the SME sector offers a potentially large and relatively unexploited market for business trainers in which demand depends on the relevance of the supply of training as perceived by owner‐managers. The key to this market is the competence of small business trainers to design and deliver relevant products. This is an important determinant of the choice and quality of the support on offer to owner‐managers. An indicative survey of small business trainers in the UK shows that they themselves recognise a need to enhance their competence in both the design and delivery of products through continued professional development. The way forward for the professional development of trainers is discussed.

Abstract
This paper examines statistically the determinants of management development in small businesses, based on the results of a survey of 389 small businesses carried out in 1996. Generally, the immediate issues concern the factors that influence the development of owners and managers of growing and sustainable small businesses, considered by many to be the source of future innovation and jobs in both developed and developing economies. More particularly, the survey is part of a wider investigation into management development in Britain, and the paper parallels a previous analysis of statistical determinants based on a survey of larger businesses. While entrepreneurship has received a lot of attention in small business research, comparatively little attention has been paid to the development of management competencies in small firms. In the study reported here, regression analyses were used to develop a more detailed understanding of the factors which shape the amount and nature of management development in small businesses. The key research questions, in line with the previous analysis, are: (1) what are the relative importance of environmental and structural factors on the one hand, and strategic factors such as internal management development policy on the other, in explaining the amount and value of management development activity? (2) what does this tell us about the degree to which management development is determined by choice or circumstance? (3) what are the “drivers” of management development and their relative significance? (4) what factors are most influential in assessing the achievement of management development objectives?

There can be no doubt that the small and medium sized enterprise (SME) plays a pivotal role in most if not all economies, and that social policy makers have an interest in ensuring the viability of this sector of the economy, which plays a crucial role in the contract culture of national and international competitiveness. Quite apart from the essential symbiosis between the large multinationals and public limited companies and this sector, the sustainability of unemployment benefit payouts would be jeopardised should the sector experience a significant downturn. There are already worldwide concerns about the ability to continue to finance state pensions at anything like the present scale, and any loss of viability of the SME sector will simply exacerbate this situation. There are also useful reciprocations to be achieved by comparisons across sectors, including in significant areas such as internal control (Vinten, Lane, Hayes, 1996). The recent flurry of activity has included initiatives of the Institute of Chartered Accountants of England and Wales 1996) and the information needs of owners (Institute of Chartered Accountants of England and Wales 1996a), an Auditing Practices Board (1996) Practice Note, and a Department of Trade and Industry Consultation Document (DTI 1996).

Abstract
Fifty eight per cent of reporting companies have a shortage of skilled workers and 64 per cent of manufacturers believe entry‐level workers lack the necessary skills to positively impact their company. The most recent reports estimate that employers spend around one per cent of payroll on training. Lack of investment in training is an often‐cited reason why companies in the USA. are losing market share to foreign competitors. This study provides data regarding the extent to which training is conducted, formally and informally, in a sample of small businesses. According to the results of the study and a review of current literature, employees need training in a variety of areas and are not receiving adequate training in today’s small business environment. The study specifically includes information with respect to: (1) the types of training that small business owners believe they need to be more successful; (2) the various training methods currently used in training both employees and managers; and (3) the primary training resources used by the small businesses. The study was intended not only to determine what is happening in training and development in small businesses, but also to make owner‐managers more aware of the importance of training to their long‐term success. If owner‐managers of small businesses worldwide both read and apply the results of the study to their own individual small businesses, they could be expected to increase the level of their training programmes and change their overall attitude towards the importance of training.

Abstract
One result of the recent upsurge of national, and indeed international, political interest in the small firm sector of the economy has been a focus on the role of management training and development in the small firm and on the wider, but related, issue of education and training for entrepreneurship. The basis for this renewed government attention seems to lie in recognition of the employment potential of small firms rather than in the contribution that training and education might make to productivity and efficiency. Added to the weight of official concern is pressure from individuals who, without the early possibility of becoming an employee, are being forced to look to their own resources and initiative. It is, therefore, scarcely surprising that much of the recent stimulus to small firms training has come from government training schemes and, in the UK, from local community‐based ventures aimed at improving local job prospects. The accent in the UK has been on encouraging the new small business start up.

Abstract
Purpose
The purpose of this paper is to empirically explore small business e‐commerce development and usage of the emerging ICT‐infrastructure for e‐commerce in Sweden. For more than a decade firms in countries with appropriate infrastructures in place have generally been able to exploit internet technologies for business purposes.
Design/methodology/approach
The paper presents the results from a telephone survey on Swedish small businesses. The 160 firms surveyed were independent manufacturing firms in Sweden with a number of employees ranging from ten to 50 and a turnover not surpassing €10 million. Data analysis was conducted using SPSS.
Findings
The paper presents empirical data on e‐commerce development among small businesses in Sweden. The study shows that a significant share of the studied firms have adopted internet technologies, but also that more than 70 per cent of the small businesses in the study have more than five years of experience of e‐commerce. The study finds that small businesses in Sweden show remarkably high levels of e‐commerce adoption. The study shows strong penetration of web site and e‐mail use among small businesses in Sweden, but also that advanced applications are still not broadly applied.
Originality/value
Statistics presented by the OECD have recurrently shown that the Scandinavian countries are in the lead as regards building an ICT infrastructure. Sweden's leading position in ICT has been confirmed by several studies. Because of scarce resources and lack of knowledge, small businesses are generally known to be lagging in terms of ICT use. This study empirically explores small business e‐commerce development in Sweden and contributes to the stream of research aiming at benchmarking e‐commerce development.

Abstract
Purpose
The purpose of this paper is to examine the entrepreneurial behaviour of small tourism businesses and their ability to contribute to regional development in the context of a transitional economy.
Design/methodology/approach
The research, by combining in‐depth interviews and a survey, reports on a case study of Wairarapa, a region of New Zealand that has recently seen a large expansion in the tourism sector.
Findings
The paper identifies a number of important criteria for the effective interaction of private‐public sectors as well as illustrating how small tourism firm owners are facing challenges in one of the most liberal economic environments whilst taking action to ensure periphery endurance.
Originality/value
Inductive theory or a bottom‐up model for regional development provides the conceptual structure for the research. The paper argues that the related paradigm is increasingly underpinned by entrepreneurial behaviour of a multiplicity of stakeholders in rural localities where tourism is seen as a key agent for regional rejuvenation on the demise of traditional economic activities.

Abstract
Purpose
The study aims to investigate how pre-commercial procurement (PCP) influences the activities, capabilities and behaviours of actors participating in the innovation process. Unlike much of PCP research underpinned by a market failure theoretical framework that evaluates the additionality of innovation inputs and outputs, this paper focusses on the role and capacity of PCP in addressing systemic failures impeding the process of innovation.
Design/methodology/approach
PCP effects on the innovation process were studied through a qualitative study of the UK small business research initiative (SBRI) programme. Data collection comprised 33 semi-structured interviews with key informants within 30 organisations and analysis of 80-plus secondary data sources. Interviewees included executives of technology-based small businesses, managers within public buying organisations and innovation policymakers and experts.
Findings
The UK SBRI improves connectivity and instigates research and development (R&D) related interactions and cooperation. Through securing government R&D contracts, small firms access relevant innovation ecosystems, build up their knowledge and capabilities and explore possible routes to market. Public organisations use the SBRI to connect to innovative small firms and access their sets of expertise and novel ideas. They also learn to appreciate the strategic role of procurement. Nonetheless, SBRI-funded small business face commercialisation and innovation adoption challenges because of institutional constraints pertaining to rules, regulations and public-sector norms of conduct.
Research limitations/implications
The study contributes to existing PCP research by demonstrating innovation process-related effects of PCP policies. It also complements literature on small business-friendly public procurement measures by highlighting the ways through which PCP, rather than commercial procurement procedures, can support the development of small businesses other than just facilitating their access to government (R&D) contracts.
Social implications
The study identifies several challenge areas that policymakers should address to improve the implementation of the UK SBRI programme.
Originality/value
The study demonstrates the effects of PCP on the activities, capabilities and behaviours of small businesses and public buying organisations involved in the innovation process.
