Abstract
This chapter provides a framework for ethical decision making related to inclusive educational opportunities for secondary students with intellectual and developmental disabilities (I/DD) based on policies and practices in the United States. Relevant research findings are utilized to explore ethical principles involved in educational decision making for secondary students with I/DD, with discussions on how these are intertwined with U.S. policy. I/DD and inclusion, as described in the research literature and U.S. policy, are defined and the current status of inclusive practices are described. Next, an exploration of the rationale, as supported by empirical evidence, for educating students at the secondary level with I/DD, primarily with their peers who do not have identified disabilities, is shared along with the counter-narrative. Connections of inclusion to post-school outcomes and the lived educational experiences of students with and without disabilities and educators are considered, including ethical dilemmas and conflicts. Finally, factors influencing the application of inclusionary practices are provided.

Abstract
Purpose
The purpose of this paper is to provide insight into the current contributions of private schools to education provision in Tanzania, and to consider the feasibility of a school voucher program to contribute to the expansion of the secondary school system, compared to the alternative expansion of public secondary education.
Design/methodology/approach
The study offers an analysis of current educational circumstances and educational goals in Tanzania, and projects differential costs and outcomes associated with various options for expanding secondary education. Data come from two sources: a census of the private schooling market in the Morogoro Urban district, conducted as part of the World Bank’s Systems Approach for Better Education Results initiative; and Tanzania’s National Panel Survey 2010–2011.
Findings
For those students unable to cover the full cost of secondary education, findings suggest that a targeted private school voucher would be an efficient and equitable policy mechanism for secondary school expansion. Such an approach would ease the financial burden on government for constructing all new schools, yet assure access for the most vulnerable.
Originality/value
The implementation of school voucher programs is increasing in low-income countries. It is important for policy makers to carefully consider the appropriateness of this type of policy intervention for their particular educational contexts. This paper models an approach by which researchers and policymakers can assess the educational circumstances of a particular location, and determine the potential effectiveness of a private school voucher policy.

Abstract
In the 1980s, the Chinese government undertook a major structural reform in education by which upper secondary education was converted from predominantly general education to an equal mix of general education and vocational/technical education. A critical examination is provided of the rationale for and implementation strategies of the reform, framed in a broader context of the development of secondary education in the past four decades. It points out that, although the reform was justified in largely economic terms, there is actually little empirical support for the economic assumptions; the development of vocational/technical education is prompted more by a desire to reduce the social demand for higher education and to use education as a social stratification device. The reform reflects changing perspectives of the Chinese leadership on the role of education in national development; and it can be seen as the outcome of the most recent episode of continuing social and political conflicts in the Chinese state that began in the 1950s.

Abstract
Purpose
Agricultural education and training (AET) institutions will play a strategic role in helping to prepare Africa’s rapidly growing youth populations for productive careers in agriculture and related agri-businesses. The purpose of this paper is to examine the magnitude of skills and youth employment needs emanating from high-population growth rates. It then explores how agricultural education institutions are responding to these challenges in four different countries at different levels of food system development: South Africa tier 1, Tanzania in tier 2 and Malawi and Uganda in tier 3.
Design/methodology/approach
Demographic and school enrollment data provide information on the magnitude of job market entrants at different levels of education while Living Standards Measurement Studies in the respective countries provide a snapshot of current skill requirements in different segments of the agri-food system. In order to evaluate AET responses, the authors have conducted country-level reviews of AET systems as well as in-depth assessments at key tertiary AET institutions in each of the four case study countries.
Findings
Growth rates in primary school enrollments are high in sub-Saharan Africa. At the same time, because of budgetary constraints, transition rates decline rapidly – about 40 percent from primary to secondary and 7 percent from secondary to tertiary. As a result, substantial numbers of primary and secondary school graduates seek jobs.
Research limitations/implications
The case study countries are limited to four. Had more financial resources and time been available, researchers could have spread further afield and in so doing increasing the precision of the results.
Originality/value
Estimation of the number of primary and secondary school leavers seeking employment because of failure to proceed to the next level of education. Estimation of the level of education shares in the various components of the agri-food system.

Within individual countries, the paths towards increasing educational attainment are not always linear and individuals are not equally affected. Differences between boys’ and girls’ educational attainments are a common expression of this inequality as boys are more often favored for continued schooling. We examine the importance of birth cohort, sibship size, migration, and school accessibility for explaining both the gender gap and its narrowing in secondary schooling in one district in Northeast Thailand between 1984 and 1994. Birth cohort is a significant explanation for the narrowing of the gender gap. Migration, sibship size, and remote village location are important explanations for limited secondary education opportunities, especially for girls.

Girls’ access to education has improved in many of the world's developing countries. These countries are striving to meet the United Nations Millennium Development Goals (MDGs) requiring them to provide gender equality, promote the empowerment of women, and establish universal primary education (UPE) by 2015. The success of UPE in achieving gender equality in enrollment in those countries able to institute it is encouraging. Where previously girls trailed boys in their ability to access education due to parent inability or reluctance to pay the costs, they are now entering primary schools in comparable numbers (UNESCO, 1999, 2006).

Purpose
The purpose of this paper is to analyse factors that influence access to secondary education, and strategies for improving access to secondary education in Kenya.
Design/methodology/approach
A logit model estimated using the Welfare Monitoring Household Survey while a simulation model is used to evaluate some of the strategies for improving access to secondary school education.
Findings
The main determinants of access to secondary school education at household level include household's income, education level of household head, household residence, sex of child, availability of schools, and age of student.
Research limitations/implications
Factor such as property ownership by household and indirect costs to schooling not adequately captured due to non‐responses.
Practical implications
Strategies for expanding secondary school education include: expansion of infrastructure through strong partnerships, enhancing efficiency in use of human and financial resources, developing sustainable poverty reduction and resource targeting mechanisms, increasing household awareness on the importance of secondary school education, and addressing gender disparities.
Originality/value
The value of the paper is in its innovativeness to empirically estimate factors that determine access to secondary education and simulate resource requirements for secondary school education with the aim of identifying appropriate strategies for improving access.

Purpose
The management of secondary schools in Kenya has faced a number of challenges over the past few years. These challenges have been manifested in the many ways including lack of financial transparency, which culminate in unaffordable secondary schools fees. The aim of this paper is to present the findings of an investigation into the contribution of parents to the financial management of secondary schools in Kericho district of Kenya.
Design/methodology/approach
The study was exploratory in approach with a descriptive survey being used as a method of inquiry. A sample size of 30 (47 percent) was selected from 64 secondary schools in the district. From this sample, proportional sampling was then used to get seven provincial and 23 district schools into the sample. Purposive sampling was used to get the schools from each category and the respondents from each school into the sample. Questionnaires and interview schedules were used to solicit information and perceptions from principals and students.
Findings
The findings of this study indicated that Principals and students perceived parental involvement in financial management as present to some degree in most schools. The results also indicated that parental involvement had positive influence on financial management outcomes. Since schools' finance is critical in school management outcomes, it is therefore important for education stakeholders to increase parental involvement.
Practical implications
Parental participation can have positive impacts on the processes of teaching and learning with active and frequent contacts between parents and school administration improving school's financial accountability and transparency. Participation will strengthen the partnership between parent teacher associations, community and school administration in addition to democratizing school governance.
Originality/value
Based on the findings of the study, parental involvement in the area of financial management is still low in the district. It was also noted that parental involvement greatly influenced the way finances in schools were managed. From these observations, parental levels of involvement in the area of school finances affect financial transparency in schools.

Purpose
The purpose of this paper is to report on the results of a study carried out to determine the use of Management Accounting Practices (MAPR) in Ugandan secondary schools. The study also sought to determine whether MAPR and governing boards (board size, gender diversity and frequency of board meetings) influence the perceived competitive advantage.
Design/methodology/approach
This study is cross-sectional and correlational. Data were collected through a questionnaire survey of 200 secondary schools. The data were analysed through ordinary least squares regression using Statistical Package for Social Scientists.
Findings
There are wide variations in MAP in terms of the extent to which the schools employ management accounting techniques. Also, MAP and governing boards have a predictive force on the schools’ competitive advantage. However, governing board’s size has no effect on competitive advantage. In terms of the control variables, the results suggest that while government school ownership has a positive effect on competitive advantage, the school’s size has no effect. There are intertwining relationships of frequency of board meetings, board size and school size.
Research limitations/implications
The present study was limited to the secondary schools in Uganda which limits generalisability. Still, the results offer important implications for secondary schools’ governing boards, owners and for similar African governments who are a major stakeholder in the secondary school education system. The exact mechanism by which intertwining relationships of frequency of board meetings, board size and school size impact competitive advantage is not been explored in this paper. Future researchers may direct research effort in this endeavour.
Originality/value
To the authors’ knowledge, this is the first study to investigate use of MAPR in secondary schools and to provide evidence of their efficacy.

Abstract
Purpose
The purpose of this paper is to trace the restructure of the Victorian Education Department in Australia during the years 1980-1992. It examines how the restructuring of the department resulted in a generational reorganization of secondary schooling. This reorganization culminated in the closure of secondary technical schools that today continues to have enduring effects on access and equity to different types of secondary schooling.
Design/methodology/approach
The history is based on documentary and archival research and draws on publications from the State government of Victoria, Education Department/Ministry of Education Annual Reports and Ministerial Statements and Reviews, Teacher Union Archives, Parliamentary Debates and unpublished theses and published works.
Findings
As an outcome the restructuring of the Victorian Education Department, schools and the reorganization of secondary schooling, a dual system of secondary schools was abolished. The introduction of a secondary colleges occurred through a process of rationalization of schools and what secondary schooling would entail.
Originality/value
This study traces how, over a decade, eight ministers of education set about to reform education by dismantling and undoing the historical development of Victoria’s distinctive secondary schools system.
