Abstract

Reports on the research and development work carried out at Central Research Laboratories Ltd [CRL], concentrating on their physical and chemical sensing techniques and the manufacture of sensors based on silicon field effect transistors [FETs]. Describes the use of FETs in ion sensitive field effect transistors and gives their advantages over conventional ion selective electrodes, suggesting possible application areas might be in clinical blood analysis, soil sampling and water testing. Also looks at the use of FETs in gas sensitive field effect transistors, which have been used in chicken house atmosphere monitoring and for detecting hydrogen induced cracking in oil and gas pipelines. CRL has also been involved in the development of low cost electro‐chemical gas cells by new manufacturing techniques. Concludes with the range of sensor technologies that CRL has expertise in.

Abstract

The notion of mental health service user involvement in curriculum design and delivery has become commonplace over recent years. However, concern has been expressed that the rhetoric has not matched the reality. In particular, service user involvement has tended towards either tokenism or over‐sensitivity to the point of near inertia. By contrast, this paper describes a project that took a pragmatic approach and was designed to make involvement in curriculum planning, design and delivery meaningful and worthwhile for service users, students and educators alike. The paper has two principal objectives. In the first instance, it outlines the strategy for involvement that was used to inform curriculum design and delivery at the University of Abertay Dundee. This was grounded in the academic literature. Second, it provides an evaluation of this strategy based on practical experience and identifies some of the difficulties that must be overcome to work in a collaborative manner. In so doing, it examines some of the common concerns of educational staff, service users and students in relation to service user involvement. In conclusion, we provide recommendations for educators seeking to involve mental health service users in a meaningful manner in both the design of training programmes for mental health workers, and in their delivery.

Abstract

After a general introduction of Pica, with a short discussion of library co‐operation, organisation, Pica's history, and Pica systems, the Open Library Network (OLN) project is discussed. The Open Library Network will bring together a new network concept and a fully revised version of the Pica library systems. Three infrastructures are needed: technical, functional and organisational. This means networking, new functionality and organisation of the OLN implementation in the libraries. The network (VTP and SURFnet) is discussed, functional improvements (user interface, integration, intelligent bibliographic workstations, new OPAC, interlibrary lending' in relation to interconnected OPACs) are discussed and the decisions for implementation of OLN are presented (access authority, routing, costs). The article closes with a short presentation of related projects and future developments.

Abstract

Introduces a special issue on globalization and the welfare state. Asserts that economic globalization constrains national economic and social policy far more now than ever before, although the level of international trade has not increased that much compared to levels at the beginning of this century. Talks about the political consequences of economic globalization, particularly welfare state retrenchment in the advanced capitalist world. Outlines the papers included in this issue – comparing welfare system changes in Sweden, the UK and the USA; urban bias in state policy‐making in Mexico; and the developing of the Israeli welfare state. Concludes that economic globalization has a limited effect in shaping social welfare policy in advanced capitalist countries; nevertheless, recommends further research into which aspects of economic globalization shape social welfare policy.

Abstract

Purpose

The purpose of this study is to develop a simulation method to calculate non-stationary distributions of the chemical potential of oxygen in a solid oxide fuel cell (SOFC) under operation.

Design/methodology/approach

The initial-boundary value problem was appropriately formulated and the appropriate boundary conditions were implemented so that the problem of non-stationary behavior of SOFC can be solved in accordance with actual operational and typical experimental conditions. The dependencies of the material properties on the temperature and partial pressure of oxygen were also elaborately introduced to realize actual material responses. The capability of the proposed simulation method was demonstrated under arbitrary operating conditions.

Findings

The steady state calculated with the open circuit voltage condition was conformable with the analytical solution. In addition, the transient states of the spatial distributions of potentials and currents under the voltage- and current-controlled conditions were successfully differentiated, even though they eventually became the same steady state. Furthermore, the effects of dense materials assumed for interconnects and current collectors were found to not be influential. It is thus safe to conclude that the proposed method enables us to simulate any type of transient simulations regardless of controlling conditions.

Practical implications

Although only uniaxial models were tested in the numerical examples in this paper, the proposed method is applicable for arbitrary shapes of SOFC cells.

Originality/value

The value of this paper is that adequate numerical simulations by the proposed method properly captured the electrochemical transient transport phenomena in SOFC under various operational conditions, and that the applicability was confirmed by some numerical examples.

A highly significant action taken by the Minister of Agriculture, Fisheries and Food, reported elsewhere in this issue, could well result in important advances in surveillance and probably legislative control over enforcement of certain aspects of EEC legislation in the Member‐states. The Minister has sent an urgent request to the Commission in Brussels to dispatch inspectors to each country, including the United Kingdom, to examine and report on the standards of inspection and hygiene with detailed information on how the EEC Directive on Poultry Meat is being implemented. Information of the method of financing the cost of poultrymeat inspection in each country has ben requested. The comprehensive survey is seen as a common approach in this one field. The Minister requested that the results of the inspectors' reports should be available to him and other Member‐states.

Talks about skilled and semi‐skilled workers, worker empowerment and the formation of teams. Addresses also the issue of change and the training that is required to deal with it in different industry sectors. Discusses remuneration packages and incentives offered to motivate employees. Notes the importance of customers in the face of increased competition. Abstract

Explains the development of Israel’s welfare state, concentrating on the labour exchange system and housing. Links the development of the Zionist welfare state to economic and political conditions, in particular state‐building and the management of the Palestinian community within the state. Refers to literature on policy paradigms. Notes the stable institutional infrastructures developed by the Jewish community in Palestine and the Zionist labour movement, which led to an embryonic welfare state. Recounts the development of the labour exchange process and the public housing policy, describing how the policies reinforced statehood – settling immigrants into areas where Jewish presence needed strengthening and, at first, largely excluding the Palestinian community from access to housing and the labour process. Points out that, over time, the exclusion of Palestinians became unrealistic. Concludes that Israel’s welfare state was determined by political conditions of developing statehood – most importantly the exodus of Palestinians and the influx of Jewish immigrants.

Abstract

Purpose

The purpose of this paper is to present the implementation of a balanced domain decomposition approach for the numerical simulation of large electro-quasistatic (EQS) systems in biology. The numerical scheme is analyzed and first applications are discussed.

Design/methodology/approach

The scheme is based on a finite element discretization of the individual domains obtained by decomposition and a physically consistent inter-domain coupling realized via Robin boundary conditions. The proposed algorithms can efficiently be implemented on a highly parallelized computing grid.

Findings

The feasibility and applicability of the method is proven. Further, a couple of technical details are found that increase the efficiency of the method.

Originality/value

The presented method offers an enhanced geometrical flexibility and extensibility to simulate larger cell systems with higher model resolution compared to other methods presented in the literature. The presented analysis provides an understanding of the balanced coupling scheme for large EQS systems.
