Urban renewal through the regeneration and redevelopment of public housing estates has become a major policy initiative in most Australian state housing authorities since the mid-1990s. These policies have involved a mix of both physical renewal and community development in response to the problems that have emerged in the public housing sector over the past two decades. While the origins of these problems are well established and reflect the changes experienced by public housing sectors in other comparable countries (Hayward, 1996; Peel, 1995), the impact of policies to address these problems in the Australian context has attracted less attention in the academic literature (Arthurson, 1998; Randolph & Judd, 2000). While there is an emerging body of evaluation and research that has attempted to assess the outcomes of renewal programmes and policies, it can be argued that there is still a relatively poor level of general understanding of what aspects of renewal are effective or what outcomes have actually been achieved. At the same time, there has been little effective development of an exchange between researchers or evaluators on the effectiveness of the various evaluation methodologies – qualitative and quantitative – that have been used to assess renewal policies. This is particularly evident at the national level (Spiller Gibbin Swan, 2000).

This chapter takes a critical look at the use of quantitative indicators, operationalised in tools such as a Balanced Scorecard (BSC), in public sector management. The selection of information on which to manage an organisation is a difficult question for any organisation; however, this is particularly difficult in the public sector. Where most private organisations ultimately have one unambiguous goal, public organisations’ objectives are more complex. Using a case study of the public services division of the municipality of Amsterdam, the chapter explores the way in which quantitative data are used, and uncovers five challenges in the management information cycle, focusing on (1) the limited scope of insights that can be expressed in quantitative data, (2) steering or accounting for the performance of an organisation, (3) the social goals that are inherently part of public organisations’ objectives, (4) the ethical dimension of the ever larger body of information that can be measured and (5) the acknowledgement of the difference between regular and custom services. Based on these findings the chapter works towards a new structure for management information (and communication), looking to overcome the above-mentioned challenges.

Czechia is a small open economy and a member state of the European Union. Several important trends and episodes that have determined economic growth can be identified over the last two decades. This chapter deals with some macroeconomic features like macroeconomic and labour market performance within the business cycle, the Czech National Bank (CNB) exchange rate commitment and interest rate policy, increasing indebtedness and budget deficits, foreign trade and the international investment position. We applied publicly available data from Eurostat, the Organisation for Economic Co-operation and Development and CNB databases. The data show that the Czech economy was significantly converging to the average economic level of the European Union. We also identified key turning points in business cycles. Macroeconomic data on economic development of the economy indicate an atypical course of the business cycle between 2020 and 2022, which can be evaluated as different from the one that followed the global financial crisis.

The TARGET approach aims at establishing a reflexive gender equality policy in research performing and research funding organisations. Monitoring has enormous potential to support reflexivity at both the institutional and the individual levels in the gender equality plan (GEP) development and implementation context. To exploit this potential, the monitoring system has to consist of meaningful indicators, which adequately represent the complex construct of gender equality and refer to the concrete objectives and policies of the GEP. To achieve this, we propose an approach to indicator development that refers to a theory of change for the GEP and its policies. Indicator development thus becomes a reflexive endeavour and monitoring a living tool. This requires constant reflection on data gaps, validity of indicators and the further development of indicators. Furthermore, we recommend the creation of space for reflexivity to discuss monitoring results with the community of practice.

In this paper, I offer a series of reflections on some issues involved in evaluating complex public policy programmes in a context of rapid change and against the background of an activist government setting exacting standards for the delivery of public service outcomes. I argue that the overlay of pressures on programme evaluation as a result of the engagement with such complex public policy interventions presents a series of challenges for evaluation.

The main purpose of the chapter is to analyze social research data on divorce in the USSR and Russia. The main method is literature review of statistic data on divorce since WWII and the results of representative opinion polls and local surveys, including author’s data.

The central conclusion is that methodological level, theoretical basis and continuity in empirical divorce research has been lacking in the last 25 years in the USSR and Russia (it concerns research techniques never piloted before; lack of clear definition and operationalization of variables when studying different aspects of divorce, etc.).

The chapter offers original research framework of divorce analysis – socially maladaptive family. It is includes external contexts of family functioning (changing legal norms concerning divorce and public opinion on it) and three aspects of “reproduction of human being” in family (material means for living; quantitative reproduction of the population, including birthrate; and qualitative reproduction of the population, including personal characteristics of family members and relationships between them).

Acquaintance with the content of the chapter will be useful for researchers of the family (especially who are interested the problems of divorce and quality of marriage) as foreign as Russian.
