Abstract

Purpose

Public cooperation with the police is of great significance in the maintenance of social security and social harmony, but studies investigating the mechanisms of public cooperation with the police in China are scarce. Using survey data obtained from Xiamen, China, the purpose of this paper is to examine the effects of social capital on willingness to cooperate with the police and their mediating mechanisms.

Design/methodology/approach

Data with 938 respondents were used in this study. Ordinary least squares regression models were used to test the influence of social capital on the willingness of the Chinese public to cooperate with the police and its mediating mechanisms.

Findings

The results show that associational life participation, social trust and neighborhood cohesion can all enhance public willingness to cooperate with the police by cultivating public spirit or trust in government, whereas participation in community collective resistance is negatively correlated with willingness to cooperate with the police. Theoretical explanations are offered to understand different effects of social capital elements on public cooperation with the police, and possible ways to foster such cooperation are discussed.

Originality/value

This paper takes the lead in examining the effects of social capital on willingness to cooperate with the police and their mediating mechanisms in China.

Abstract

Purpose

Leadership and governance are all about “people” and the “common welfare”. Africans have an Ubuntu philosophy which culturally calls on individuals to promote the welfare of collective society. It is therefore paradoxical to note how African leaders and governance regimes perform poorly when it comes to the usage of public resources to create conditions for collective human welfare. Why do leaders instead of championing societal advancement rather advance their selfish, egoistic and sectional interests? This study aims to unpack a prevalent paradox and discuss a new approach of linking the rich Ubuntu philosophy to Africa’s governance and leadership discourse.

Design/methodology/approach

This study discusses from secondary sources of data, mainly drawn from journal articles, internet sources and scholarly books relevant to leadership and public administration in developing African countries and how Ubuntu African philosophy can be deployed to ensure leadership ethos. In attempt to obtain a more comprehensive and systematic literature review, the search covered all terms and terminologies relevant to the objective of the study. The search process mainly comprised four categories of keywords. The first category involved the concept as approximately related to leadership: “leadership and civic culture”, “Ubuntu culture” and “African collectivist culture”. For the final category, words such as “crisis”, “failure” and “experiences” were used.

Findings

This study contends that the preponderance of corruption and poor leadership in Africa is anti-cultural, anti-human, anti-ethical and anti-African; hence, those individuals who indulge or encourage leadership paralysis are not “true Africans” by deeds but merely profess to be. Linking the African Ubuntu philosophy to public leadership, the study maintains that the hallmark of public leadership and governance is to develop the skills of all and caring for the society.

Practical implications

This study draws attention to the need for leaders to espouse virtues so that leadership becomes a tool to promote societal welfare. The hallmark of public leadership and governance is to develop the skills of all and caring for the society. It involves weighing and balancing professional and legal imperatives within a democratic and ethical context with an ultimate responsibility to the people and public interest. It is not a responsibility to a particular set of citizens, but a commitment to be just and equitable to all. Originality/value

This study draws a clear link between indigenous African cultural value system and ethical public leadership. It draws congruence between Africa's Ubuntu philosophy of civic virtue and Africa's leadership/governance. This will bring about a renewal of thoughts and practice of public leadership on the continent, as it has been demonstrated that a true African seeks collective social welfare and not selfish interest.

Abstract

Over 100 years ago, the bureaucratic compact and five professions were established: city/county management, city planning, civil engineering, landscape architecture, and architecture. In exchange for merit employment and independence from politics, these professions offered expertise and related values. To understand those values and changes in the compact from the 1900s to today, codes of ethics from the five professions were examined. Anticipated changes were a movement from traditional public values to business values including New Public Management. However, findings show traditional values persisting over time (e.g. public interest), but not many New Public Management values (e.g. innovation). Modern values do appear and expand professionalsʼ responsibilities into environmental protection, sustainability, and human rights, which influence what these professions offer as they seek to uphold their end of the bureaucratic compact.

The authors find that interpretations of civic duty are dynamic and touch on a fundamental political question: What is the proper balance between elected officials and the professional civil service in a liberal democracy? Abstract

Purpose

The research reported in this paper takes a critical look at the process of multi-stakeholder consultation and management in a PPP project environment, to fill the gaps in the existing literature. It considers the various problems encountered on PPP initiatives around the world that have led to public opposition and failure of some PPP projects. Two interconnected aspects are tackled: definition of the principal project stakeholder and the management of the principal project stakeholder, as a multi-stakeholder. The paper aims to discuss these issues.

Design/methodology/approach

Existing theory and practice of project stakeholder management is analysed through case studies and other sources, and the uniqueness of a PPP project environment, which influences PPP multi-stakeholder management approaches, is established.

Findings

Current tensions and public protests across Africa, North and South America, Australia and Europe around PPP projects are highlighted, and these seem to be centred on public stakeholders' marginalisation. It is found that the public outcry across continents is characterised by a marginalised public.

Practical implications

Results advocate a paradigm shift by accepting multi-stakeholding as central to PPP project management. A multi-stakeholder management model is proposed, which will move the public from the margins of the PPP project space to the centre where fundamental decisions are made from conception to facility ownership and operation.

Originality/value

The study takes a pragmatic approach to the problem of exclusion of the public in PPP projects. It is one of few studies to bring the public to the centre of PPP project processes.

Abstract

Purpose

The purpose of this paper is to promote governance quality by presenting a school of government model.

Design/methodology/approach

To this end, seven schools were selected from among 25 outstanding existing schools of government by purposive sampling. Subsequently, these schools were carefully examined and categorized into primary and support processes through a comparative study and the categorical content analysis approach.

Findings

The resulting four primary processes of education, research and agenda-setting, discourse-making and networking, and training and cadre-building, and the five sub-systems of schools of government were extracted. The outputs of the school of government model were classified into the three categories of training cadres experienced in public policy and administration, discourse-making and influencing the environment and theorizing. Finally, the extracted categories were approved by the relevant experts through the fuzzy Delphi method.

Originality/value

This paper can contribute to the training of policymakers and policy researchers, as well as to the establishment, and more effective management, of schools of government.

ONCE more a New Year, after a year of dramatic public events, finds librarians as other people settling down to what it is hoped will be twelve months of peace and prosperity. It is really remarkable how libraries reflect the happenings of the time; it would not, for example, seem that the burning of the Crystal Palace would affect the issues of all South London libraries but it did very heavily for a day or two. When the public mind is occupied with an idea it is well known that this is reflected in reduced, and occasionally increased, issues. The Jubilee of King George V. reduced reference issues everywhere; and it is to be expected that the Coronation of King George VI. will have a like effect. These efforts however are transient, and are only felt during the few days of the happenings in question.. On the larger count we find at the beginning of 1937 that all but new libraries have now reached a position in which they can assess the results of other competition. It is alleged that the loss of readers who have seceded to the “twopennies” is about 4 per cent. on the peak year of 1932–3, but the gains are considerably in advance of 1930. That is to say, solid progress has been regular.
