Abstract
Purpose
Given its ability to improve user interaction and labor productivity, ease human workloads and cut maintenance costs, public sectors are using AI-based robotic technology (AI-RT) at an accelerated rate. There is, however, little knowledge about the variables affecting citizens' participation when services backed by AI-RT are offered. In order to better understand the elements that influence AI-RT citizens' involvement and the moderating function of trusts in governmental organizations, this article draws on ideas from the Consumer Value Theory.
Design/methodology/approach
Out of 500 survey forms that were distributed to Indonesian people who had experience in using AI-RT devices in public service hall (e.g. airport’s Auto Gate), 367 returned the completed feedbacks. Data analysis used a step-by-step hierarchical moderated regression examination using SPSS 24 version.
Findings
Citizens’ involvement is positively correlated with esthetics and customization and adversely correlated with period expended using the AI-RT. Additionally, the findings imply that citizens who have greater levels of faith in governmental institutions are more likely to benefit favorably from the customization and esthetics of AI-RT.
Practical implications
The AI-RT must be capable of customizing the distribution of the appropriate materials to the appropriate individual at the appropriate moment, and public managers should guarantee that it is esthetically pleasing. Additionally, they ought to place a high priority on winning the trust of the populace in order to increase citizens’ involvement.
Originality/value
This paper was among the initial efforts that discover the determinants of citizens’ involvement in the AI-RT and the moderating effect of trusts in governmental organizations on the links between predictors and predicted variable, especially in an emerging country such as Indonesia.

Abstract
Purpose
This study explores how public sector risk management (RM) is implemented in 6 Brazilian state governments, given the existence of contextual factors in the settings.
Design/methodology/approach
The cases were selected following a methodological protocol, resulting in the collection of 12 interviews with government policymakers (GPMs), supplemented with legislation and website content. All collected data were analysed through the qualitative content analysis method under the multi-case study methodology.
Findings
Empirical evidence shows that the settings strive to operationalise public sector RM by using implementation strategies. These strategies are developed by the GPMs and represent the consequence of the influence of three perceived contextual factors: weak sup-port from some public top managers, a pre-existent innovation-oriented culture, and risk types. Moreover, developing the maturity of RM implementation was observed as being difficult given the weak support from public top managers.
Practical implications
This study suggests that RM is not always easily implemented in the public context. Therefore, this article provides some tips that help mitigating this problem by involving actions that stimulate a deeper engagement of public top managers and that bring RM to a more strategic place in the governments.
Originality/value
This article explores RM in the public sector at the government level, demonstrating that strategies can be developed by GPMs to address contextual factors that can make the implementation of RM difficult, as indicated in the study.

Abstract
Purpose
This exploratory research seeks to clarify the role of cultural organisations as knowledge-intensive public organisations (KIPOs) and the trend of digital content creation in museum sectors and national strategies through a country case study. It aims to provide a deeper understanding and analysis of museums' roles as KIPOs, specifically focusing on their digitalisation and digital content development for service delivery. Digital technology utilisation in the museum sector has amplified the significance of digital content, not only because of the increasing use of digital technologies among the public but also because it provides attractive new content to appeal to customers, as well as more efficient knowledge management and knowledge reproduction tools for KIPOs. Thus, this paper analyses digital content creation in the museum sector and policy frameworks to provide insights into the role of museums as KIPOs by utilising digital technologies.
Design/methodology/approach
We conducted literature review on six keywords, combination of “cultural institution”, “museum”, “digitalization”, “digital content”, and “ICT” to understand the digitalisation of museums amongst academic papers, then used a case study to figure out the common issues as well as case-specific features of these digital offerings through analysis of the digital platforms of museums. Specifically, we choose the case of South Korea, its national strategies and budget allocations and the museum sectors in the country. Thus, the secondary data analysis was provided by the official channels, such as documents from government agencies, media sources, such as articles from newspapers and magazines and academic works of literature, such as papers in scientific journals.
Findings
This paper reveals the research trend in museums' digitalisation, especially through the case study, how the South Korean government has argued digital content development in museum sectors through their national strategies and budget allocations, and the trend of museums' digital offerings since 2021. This paper thus presents a novel contribution to the field by delving into the research trend in digitalisation and digital content development in the museum sector and analysing the South Korean government's national strategies and budget allocation in this context. The literature review shows that the digitalisation of museums has increased research interest in the last few years in limited areas. South Korea has allocated budgets and policies to encourage digital content creation in museums, and this study identifies an increase in digital content creation in the museum sector.
Research limitations/implications
The paper chose one-country case study, that of South Korea; thus, there are representative limitations and thus in terms of generalisation of the results. Further research with case studies from other countries and comparative studies are required.
Practical implications
This study highlights the importance of digitalisation and digital content development in the museum sector through government policies, strategies and financial investment.
Social implications
It highlights the importance of digitalisation and the introduction of digital contents amongst museums to gain new visitors and change the relationship between the institutions and the customers.
Originality/value
It deals with the digitalisation of museums as KIPOs and it is a new and relevant topic per se. This study enhances the understanding of the museum sector’s digital content development and national policies to support its activities. It provides insights into the utilisation of digital technologies in cultural institutions for digital service delivery in public organisations.

Abstract
Purpose
Drawing upon psychological ownership theory, the aim of this study was to uncover the coexisting mediating effects of knowledge sharing and hiding on the relationship between employees’ organizational psychological ownership (OPO) and their innovative work behavior (IWB). The moderating role of organizational context in these mediating relationships was further examined to determine the moderated mediation paths.
Design/methodology/approach
This study mainly used a survey-based research method and collected data from 512 professionals from both public and private organizations in Pakistan to test our proposed hypotheses.
Findings
The results showed that coexisting knowledge sharing and hiding mediated the relationship between employees’ OPO and IWB. Furthermore, organizational context moderated the mediated relationships, providing support for the moderated mediation framework.
Practical implications
The results highlight the significance of fostering employees’ OPO to enhance their IWB by promoting knowledge sharing and preventing knowledge hiding. This study also urges managers to consider the contingency effect of organizational contexts when promoting employees’ IWB in emerging economies.
Originality/value
The results obtained in this study suggest that the knowledge behavior paradox occurs in organizations, and distinct organizational contexts play crucial but differential roles in intervening in the effect of employees’ OPO on their IWB. This study empirically validated this complex mechanism in an important emerging economy in Asia.

Abstract
Purpose
Relying on institutional theory and Oliver’s (1991) strategic responses framework, the purpose of this paper is to investigate the different strategies adopted by Spanish public universities to respond to institutional pressures for sustainability reporting.
Design/methodology/approach
Data were collected from a variety of sources, such as a series of email-structured interviews with key personnel from universities, a qualitative analysis of sustainability reports and a consultation of the website of each Spanish public university.
Findings
The findings reveal that Spanish public universities have responded to institutional pressures for sustainability reporting by adopting acquiescence, compromise, avoidance and defiance strategies. The variety of strategic responses adopted by Spanish public universities suggests that these organizations have not fully adhered to institutional pressures.
Practical implications
The results of this paper would be useful for practitioners since it tries to demonstrate whether universities, which are facing increasing institutional pressures and demands from stakeholders, have been developing sustainability reporting practices.
Social implications
Universities have a remarkable social impact that could be used to promote sustainability practices. This paper investigates how these organizations can contribute to sustainability reporting as they should reproduce social norms.
Originality/value
The sustainability reporting context is in a phase of change. This paper tries to contribute to the accounting research by analyzing the extent to which universities are engaged in sustainability reporting. Relying on these premises, Oliver’s (1991) framework might be an insightful theoretical perspective to examine the responses provided by universities to institutional pressures.

Abstract
Purpose
This study aims to investigate the most effective enablers and tools for inhabitants’ knowledge acquisition in public policymaking organizations.
Design/methodology/approach
Based on a literature review, the study summarized 51 individual, organizational, technological and inhabitant-related enablers of inhabitants’ knowledge acquisition, as well as 36 technological and social tools. The study assessed the effectiveness of these enablers and tools based on two rounds of a Delphi study targeting 31 policymakers in the Gulf Cooperation Council (GCC) countries. Kendall’s coefficient of concordance was assessed to determine consensus among participating policymakers.
Findings
The findings indicate that the most effective enablers were inhabitants’ willingness to get involved, information technology (IT) infrastructure, IT staff support and inhabitants’ trust in policymakers. Additionally, the study found that the most effective tools for inhabitants’ knowledge acquisition included meetings, interviews, social media and field visits.
Originality/value
Inhabitants’ knowledge acquisition is an important social and economic force that will drive change in any society by enabling the implementation of innovative ideas and practices. A review of the relevant research shows that despite the usability of inhabitants’ knowledge, the degree to which inhabitants’ knowledge acquisition is integrated into the public policymaking system remains unclear. This study of inhabitants’ knowledge acquisition from the policymaker perspective provides a better understanding of the inhabitants’ knowledge acquisition process in policymaking organizations.

Abstract
Purpose
Our study investigates the role of the Human Resources Management (HRM) system strength in supporting Italian healthcare managers during times of uncertainty and change. The perceived HRM system strength and its relationship with managers’ taking charge behaviors, perceived procedural constraints, and work engagement were examined.
Design/methodology/approach
Two surveys were conducted to gather empirical data from a pooled sample of 121 healthcare managers located in hospitals across Italy. We use regression analysis to test our hypotheses.
Findings
The data show that strong HRM systems facilitate managers taking charge behaviors and work engagement. Additionally, the findings highlight the mitigating effect of a strong HRM system on procedural constraints, such as red tape, in public healthcare organizations.
Practical implications
Emphasizing the positive outcomes associated with strong HRM systems, the findings suggest that public health organizations should make efforts to put in place robust HR practices to bolster engagement and proactive behaviors among healthcare managers in times of uncertainty and change.
Originality/value
Analyzing a unique data set, the study extends the understanding of HRM system strength in the public sector, specifically in post-pandemic healthcare organizations. Overall, the study contributes to the growing literature on HRM system strength by offering novel insights into its nomological network.

Abstract
Purpose
This paper aims to explore the impacts of a blockchain network implementation to support purchasing processes of a Brazilian public organization.
Design/methodology/approach
The Grumbach method was used to build the scenarios. Five experts with knowledge in blockchain and experience in public procurement were consulted on 20 possible preliminary events, defining their probability of occurrence and relevance. The data obtained were processed in Puma software, which returned a selection of ten definitive events, based on probability, relevance and standard deviation indicators, generating a map of prospective scenarios.
Findings
Three following scenarios are shown, the ideal scenario, the one with greater implantation benefits and fewer complications; the trend scenario, more likely to occur under current conditions; and the most likely scenario of occurrence, according to experts. The results indicated which simulated events are drivers (motives), and which are influenced (dependent). They were categorized as opportunities or threats to the deployment of the technology.
Research limitations/implications
Although public procurement processes are standardized by Brazilian legislation, new events may arise from the replication of the model in different organizations. The research revealed the need for practical testing in a simulated public procurement environment.
Originality/value
The article explores the interaction between disruptive network technology and processes linked to public sector efficiency. Studies on electronic government point to the future of public management.

Purpose
This paper aims to explore and develop knowledge about implementing and applying a quality management system (QMS) in the public sector.
Design/methodology/approach
A study was conducted including 16 qualitative in-depth interviews with 18 respondents, all working with QMSs in the Swedish public sector.
Findings
The study identified five main themes that are problematic in relation to the implementation of the statutory QMS in the public sector. The identified themes show that there exists a gap between theory and practice regarding how the statutory QMS needs to be implemented and applied.
Practical implications
Based on the analysis of the findings, the authors propose a model of core values and supporting elements for QMS in the public sector to bridge the gap between theory and practice.
Originality/value
The study identified problems when implementing statutory QMSs in the public sector and presents a model of improvement. Further research is needed regarding statutory QMS in the public sector.

Abstract
Purpose
This study aims to examine the relationship between institutional logics and specifications quality, and how this relationship is mediated by the legitimacy of the procurement process and stewardship behaviour.
Design/methodology/approach
This study draws on insights from institutional logics theory, and legitimacy and stewardship behaviour literature. We conducted an extended literature review to gain a comprehensive understanding of “institutional logics” and their manifestations in organizational contexts, utilizing the 2000–2024 data collected from the EBSCO, Scopus and Web of Science databases, complemented with Google Scholar. We gather that institutional logics manifest in several forms, and that while some organizations may thrive on a single logic, in certain contexts institutional logics can manifest in combinations – “multiple logics or hybrids”. Based on this understanding, we developed testable research hypotheses, predicting the influences of institutional logics – professional logic, efficient service logic and delivery (market) logic, on legitimacy, stewardship behaviour and specifications quality. We then carried out an empirical study, adopting a quantitative cross-sectional survey design with a self-administered questionnaire to test the hypothesized relationships. The empirical data were obtained from 162 procuring and disposing entities in Uganda and analyzed using the partial least squares structural equation modelling technique.
Findings
The study findings reveal that institutional logics exert a strong positive effect on the legitimacy of the procurement process and on stewardship behaviour, which, in turn, both positively influence specifications quality.
Research limitations/implications
The study findings have implications for theory and practice. The study findings provide useful insights that support the conceptual and theoretical development of institutional logics theory and applications in procurement literature. In addition, the study findings enhance procurement managers’ understanding of the mechanisms through which institutional logics can foster specifications quality. However, considering the fact that the study was conducted in a single country context, and focused on the public sector only, the findings of the study might not be generalizable globally.
Originality/value
This study contributes to established knowledge about quality management and procurement by examining the legitimacy of the procurement process and stewardship behaviour of those involved in procurement processes as mechanisms through which procuring entities are able to use institutional logics to enhance specifications quality. In addition, the study highlights areas for future research that may be explored to increase understanding of the value of institutional logics in ensuring specifications quality, and the link between specifications quality and the general performance of procuring entities.
