Abstract

Demands from key stakeholder groups, some triggered by concerns about human rights and breaches of international guidance on safe and healthy workplaces, have led to an increase in the calls for transnational businesses to be held accountable. The raised expectations that companies will govern transparently and company officials will be held accountable for deviations has seen a steady increase in the number of transnational businesses taking action to improve their processes, create greater accountability in decision making that affects procurement and make informed choices to ensure value for money from companies at the end of the procurement process. This has led to the rethinking of how large global companies make decisions about procurement and the role played by local suppliers to benefit from the engagement of local companies.

In a steadily increasing number of countries, changes have been made also through amendments to companies legislation which require companies to go beyond reporting financial performance only, but to include also updates about social as well as environmental performance indicators. In the case of supply chains for natural resources such as oil and gas and agriculture, there is evidence of some companies taking action to expand and diversify their supply chain.

In a review of supply chain activities of transnational businesses operating in developing countries and emerging economies, this chapter identifies strategies used to shift to more innovative and socially conscious approaches to strengthening local supply chains. The author suggests approaches that can be taken by transnational businesses in creating a greater shareholder value, foster goodwill among key stakeholders as well as strengthen organisational governance and promote sustainable procurement.

Abstract

Purpose

The purpose of this paper is to assess the sustainable food procurement (SFP) of members of the British and Irish Association of Zoos and Aquariums (BIAZA). It also considered the inconsistencies between their animal and human food supply chains, as well as between their procurement priorities and practices.

Design/methodology/approach

A quantitative, cross-sectional approach was employed, involving the use of a web-based questionnaire to gather data from 41 BIAZA members across 21 indicators of food sustainability. The results were considered within a sustainable supply chain management (SSCM) framework.

Findings

There was considerable variation amongst the issues considered by zoos during the SFP process for their animal and human food operations. For both, local expenditure, nutritional content and packaging reduction were some of the highest scoring indicators in practice and as priorities. The overall levels of SFP were found to be equal between the human and animal food supply chains. Significantly low levels of inconsistency were found between the two, practically and in terms of procurement aspirations. Within both supply chains, there was also very few significant gaps between procurement priorities and actions.

Originality/value

The originality of this study lies in its comparison of procurement practices and priorities for two contemporaneous but distinct food supply chains. It demonstrates that it is possible to have a high overall degree of consistency between two parallel, but contrasting, supply chains, as well as between procurement priorities and priorities. It will be of use in SSCM, particularly within values-led organisations.

Abstract

Purpose

This paper examines the role of government procurement as a social policy mechanism within a multilateral open trading system. Government regulations globally are being transformed to foster more responsible business conduct in multinational enterprises (MNEs). Yet, concern that sustainability may present a discriminatory barrier to trade has stalled the progress of sustainable public procurement (SPP) at the international level, raising questions regarding the role and scope of the World Trade Organisation’s (WTO) Government Procurement Agreement (GPA) to align taxpayer-funded contracts with the United Nations (UN) Sustainable Development Goals.

Design/methodology/approach

With a focus on social sustainability, this paper reviews the grey and academic literature to assess the changing landscape of public procurement policy and supply chain legislation in high-income countries.

Findings

Frontrunner nations are adopting a mandatory approach to sustainable public procurement and due diligence legislation is elevating supply chain risk from reputational damage to legal liability. While technological innovation and the clean, green production of manufactured goods dominates the sustainable public procurement literature, the social aspects of sustainability poverty, inequality and human rights remain underrepresented.

Research limitations/implications

The scope of this paper is limited to the examination of government procurement covered by the WTO-GPA (2012). Smaller value contracts, under the WTO-GPA thresholds and the category of defence are beyond the scope of the paper.

Social implications

The paper focusses on the underserved topic of social sustainability in business-to-government (B2G) – business to government – supply chains arguing that for responsible business conduct to become a competitive advantage, it must be more meaningfully rewarded on the demand-side of all taxpayer-funded contracts in organisation for economic co-operation and development countries. The paper introduces the idea of priceless procurement as a mechanism to build system capacity in the evaluation of non-financial sustainability objectives.

Originality/value

To build the capacity to stimulate competition based on social and environmental policy objectives, the paper introduces the concept of priceless procurement in B2G contracts.

Abstract

Purpose

The purpose of this paper is to investigate humanitarian supply chains in the context of the Ukrainian crisis as example of complex emergency. The paper focuses on a selection of support modes: in-kind donations, cash-based assistance and local procurement.

Design/methodology/approach

This paper adopts a case-study approach and interpretive paradigm. Findings are based on the analysis of primary sources including interviews with three Polish humanitarian organizations, internal documents, and secondary sources such as published reports.

Findings

Findings indicate that in a middle-income urbanized country such as Ukraine non-standard modes such as cash transfer programs and local procurement can be employed, since the necessary infrastructure and market are operational. However, each mode has limitations, so they should match the local context and the needs of diverse social groups.

Research limitations/implications

The findings and recommendations are specific to the case analyzed, Ukraine, and its socio-economic context. The research contributes to discussions about mode selection, stressing the links between mode, stage of the disaster response and local context.

Practical implications

Applying cash transfers and local procurement can reduce supply chain costs, such as transport and warehousing. Shortened supply chains enable faster responses and increased agility.

Social implications

Cash transfers and procurement involve the local community and beneficiaries, and can better fulfill needs maintaining people’s dignity. However, for vulnerable groups and those in conflict zones, in-kind goods are a better option.

Originality/value

The author argues that the much-discussed dichotomy of cash or goods does not reflect reality; local and regional procurement should be added as important support modes in middle-income countries in crisis.

Abstract

Purpose

The aim of the paper is to present how sustainability as a concept supports the use of locally‐sourced food in public catering, and the issues that arise from that policy objective and their implications for suppliers and purchasers.

Design/methodology/approach

First, the paper explains the characteristics of local food chains and the concept of sustainability based on a literature review. It then outlines the stages of the food procurement process in public food catering in Finland, focussing on the delivery of potatoes from a local producer to a public caterer providing school meals. The case study identifies the dimensions of sustainability.

Findings

First, the criteria defining sustainability remain unclear. Second, to overcome the cost disadvantages brought about by its small‐scale production and high delivery costs, locally‐sourced food should add some extra value. Short food supply chains have advantages over long ones, however, they are not sustainable per se.

Research limitations/implications

The research is descriptive in nature and rests on action research implemented during 2004‐2007. The study does not provide any quantitative analysis nor can it be statistically generalised.

Practical implications

Measuring the impact of sustainability in a public tendering process remains challenging, as an unambiguous definition of sustainability criteria is lacking. Further, sustainable procurement practices would improve collaborative relationships.

Originality/value

This paper complements the current discussion on sustainability and local food. Provision of free school meals is now a rare phenomenon, and has recently stirred widespread interest. Finland's continuing commitment to providing free school meals thus provides a very specific context in which to study the problems of food sourcing in the public sector.

Abstract

Purpose

While the contribution of supply chain management to sustainability is receiving increasing attention in the private sector, there is still a scarcity of parallel studies of public procurement. Hence the purpose of this paper is to explore the ways in which local government authorities in England use their procurement function to foster sustainable development.

Design/methodology/approach

The paper uses an exploratory approach. Based on a review of the existing literature, qualitative research into leading local government authorities is undertaken to draw out the multiple ways in which public procurement can support sustainable development.

Findings

At an aggregate level, local government procurers have adopted a wide range of initiatives to address all three aspects of sustainability. These are condensed into a typology of sustainable supply chain management for the public sector.

Research limitations/implications

The study highlights the importance of supporting factors, like transparency, organisational culture and strategy as well as leeway in public policy, for sustainable supply chain management in the public sector.

Practical implications

The experience of the best practice local authorities deserves wider recognition among practitioners, policy makers and academic researchers, not least given the objective of the UK government to be among the leaders in the European Union on sustainable procurement by 2009.

Originality/value

The proposed typology of sustainable supply chain management for the public sector can serve as a basis for future research in this area.

Abstract

Purpose

This study aims to highlight and validate the importance of strategic procurement and its value to both public and private firms. This study discusses a collaborative private-public partnership (PPP), supply chain advisory committee (SCAC), established during the coronavirus (COVID-19) pandemic to acquire personal protective equipment (PPE) and other critical supplies for a donation center in Toledo, Ohio, USA. This center serves the community and small businesses. This paper discusses the strategies, process and framework that were created to procure the needed items under a short lead time. The process of the partnership and outcomes are transferable and capable of being used by others to benefit society.

Design/methodology/approach

The case study methodology was used to investigate and summarize the actions and events of the SCAC. The case presented was tracked from the initial call to action from a local emergency response organization, Lucas County Emergency Operation Center (EOC), through the first six months of the committee’s work. Data collection was completed through a triangulation of sources.

Findings

The findings of this study reveal that public firms are vulnerable in a crisis. A crisis exposes the inequities in the supply chain and the need for public and private collaboration to use innovative procurement strategies. This study suggests that PPP procurement professionals benefit from working together. Both can learn from the limitations and benefits of collaborating.

Practical implications

This study offers a framework on how PPPs can be established to procure PPE during a crisis. This study has practical implications for private and public firms seeking to collaborate for the good of society.

Social implications

The findings of the study reveal that public firms are vulnerable in a crisis, which exposes the inequities in their supply chains. Private-public partnership (PPP) procurement professionals mutually benefit from working together as both can learn from each whether it is procuring PPE during a crisis or seeking to team up for the good of society. Society benefits when these organizations share solutions to problems rather than compete against one another during a crisis-situation such as a global pandemic. Supplies get to those who need them the most and information flows amongst the organizations to ensure equity in the availability of the supplies.

Originality/value

This study contributes to the growing body of literature that argues that public procurement must be innovative and strategic to contribute to socially responsible solutions. Government regulations require public procurement to use competitive bidding for accountability, cost reduction and to reduce fraud. However, emergency situations require innovative procurement strategies. The use of innovative procurement strategies is typical in private procurement. During a crisis, supplier relationships, lead-time management and shared and transfer of knowledge must be leveraged to acquire critical items in a timely manner. A lack of innovative public procurement strategies constrains the public and small under resourced businesses, rendering them inoperable. This paper provides a case study of an effective PPP during the COVID-19 pandemic. This paper highlights the strategies, process and framework for future research and collaborations.

Abstract

Purpose

The purpose of this paper is to investigate public procurement activity within the Cumbria County Council and its effects on the local supply chain. The paper seeks to identify the role of public procurement within the county, in relation to the propensity for income retention (or leakage) at local level. In addition, the paper seeks to consider issues related to public procurement in peripheral and rural areas, with particular reference to small and medium businesses operating in Cumbria, and to provide a spatial analysis of money flows at regional and national level.

Design/methodology/approach

Quantitative data, from primary and secondary sources, were obtained from a survey questionnaire conducted among the Council's suppliers and from SpikesCavell, an agency specializing in collecting procurement data, respectively. The study focuses on public sector suppliers. It analyses suppliers' attributes and characteristics such as size, location and sector of activity are used in order to explore suppliers' patterns of spend in relation to inward and outward cash‐flows within the County. Additionally, the paper explores the effects of the local authority's procurement in terms of advantages/disadvantages for the local supply chain.

Findings

The paper highlights the ability of competitive tendering systems to achieve cash saving and reduce wastage; but questions whether the adoption of such systems in the public sector produces positive economic effects on the local supply chain in peripheral and remote areas.

Originality/value

There is a lack of research on the impact of public procurement at regional and sub‐regional level and its significance as a source of income and businesses operating within local supply chains. This paper seeks to contribute to filling this research gap by presenting and analysing data associated with procurement activity within a peripheral local authority.

Abstract

Purpose

This study aims to illuminate the challenges involved in implementing community benefits (CBs), a sustainable public procurement policy that ensures that there are positive social and economic outcomes for the local community when public money is spent on goods, works and services.

Design/methodology/approach

Interviews and focus groups were conducted with public sector buyers and suppliers in Wales with experience in implementing CBs. Resource dependence theory was used to examine the extent to which dependence on resources effects CBs implementation.

Findings

Whilst the study confirms that implementation of CBs improves economic and social outcomes, there can also be challenges for public sector organisations and their constituent supply chains. These include tensions between CBs and other policies, differing views between buyers and suppliers, and the unintended consequences of promoting one form of CBs over another.

Research limitations/implications

The research found that Welsh Government influences the buyer-supplier dyad through regulatory and financial power. We elaborate on resource dependency theory by adding four constructs (powerful stakeholders, intra and inter organisational issues, challenges and enablers) to better understand the flows of power and resources in this research context.

Practical implications

Buyer and supplier practitioners and policymakers may find the factors leading to successful CBs implementation useful, such as ensuring closer communication and liaison at early contract stages.

Social implications

Community benefits are aimed at improving socioeconomic issues through public procurement.

Originality/value

This study addresses the need for research into how public sector organisations and suppliers seek to implement socio-economic sustainability measures, and the lack of research on CBs implementation to date. It is also novel in adopting a dyadic approach and a resource dependency perspective.
