Abstract
Public–Private Partnerships (PPPs) continue to gain increased attention from the Nigerian government. However, since PPP adoption in the country not all have attained expected outcomes. The purpose of this chapter is to explore PPP implementation practices and implications on contractual expectations of partner organizations. A qualitative approach using data collected from 23 semi-structured interviews with key stakeholders involved in a Road Partnership and in a Transport Partnership in Nigeria was employed. Documentary evidence was also collected. The institutional nature of the PPP environment; bureaucratic practices in government institutions; disruptive actions of external actors and ineffective mitigation of project risks were main challenges faced in the implementation of the Road and Transport Partnerships. This study is based on the opinions and experiences of key stakeholders on PPP implementation practices in Nigeria, and this is most appropriate to elicit data richness. Partner organizations involved in infrastructure PPPs have the obligation to ensure that they are effectively implemented. If partnerships are poorly implemented, there is no reason to expect that the partnership objectives will be achieved, and this is likely to have a negative impact on the collaborative nature of partnership working in fulfilling the contractual obligations. This study is imperative to provide an understanding of challenges inherent in achieving partnership implementation goals in a developing economy. Findings will inform practices within the PPP policy area in the Nigerian context.

Abstract
Purpose
The purpose of this paper is to provide an introduction to the Special Issue on public private partnerships in transport: theory and practice, to justify its need, to highlight key issues and propose future research in response to current and future challenges.
Design/methodology/approach
Setting the context of public private partnerships (PPPs) in transport, the key issues of this infrastructure and service delivery model are highlighted through the authors’ critical description of the contributions in the Special Issue, which present a balanced presentation of theory and practice.
Findings
The paper summarises critically and constructively the findings of the contributions to the Special Issue and based on these puts forward the need for research in new assessment methodologies and the need to develop appreciating projects.
Research limitations/implications
Issues identified in combination with current macro-economic and social developments lead to the proposal of research needs that should be be addressed in support of the next generation of PPPs in the transport sector.
Practical implications
The contributions to this Special Issue were selected so as to offer examples from practice and describe them through theory so as to enhance the understanding of the factors influencing the implementation of the PPP model of project delivery in the transport sector.
Social implications
The Special Issue on public private partnerships in transport: theory and practice highlights the need for the development of new structures and new concepts that will lead to value creation, value capture and value continuation in order to address sustainable societal challenges in mobility.
Originality/value
The Special Issue with respect to PPPs in transport is timely with respect to international developments and questions raised with respect to the applicability of the project delivery model. Research proposed for the next generation of PPPs presents the context of value creation, value capture and value continuation.

Abstract
Purpose
As public-private partnerships (PPPs) have become more widespread, doubts and criticisms about this type of infrastructural projects have emerged. The authors describe the PPP framework, discuss the financial structure and risk-sharing processes, and dissect the structure and organisation. The authors address the following questions: what are the main organisational characteristics of PPPs? How does the private sector structure and finance PPPs? And why and how are PPP contracts renegotiated? The paper aims to discuss these issues.
Design/methodology/approach
This paper draws on extensive theoretical and empirical research, which is presented in a literature overview on PPPs and their renegotiations. A comprehensive review is carried out and two case studies are developed to investigate the reasons behind success and failure of PPPs and the renegotiation of contracts.
Findings
Incomplete contracts and the long duration of concessions can bring uncertainty and change to PPPs. Joint decision making can be difficult due to different parties involved. Renegotiation outcomes tend to rely on the position of the government. In Fertagus, the private sector asked for financial help led to a very balanced agreement. Conversely, Lusoponte renegotiations were initiated by the government, which significantly changed the project. Instead of relying solely on commercial revenues, Lusoponte was substantial financed by public funds.
Research limitations/implications
Incomplete contracts and the long duration of concessions bring about much uncertainty to PPPs. Ex post decision making in PPPs in the wake of changing risks is difficult as it necessarily involves negotiations between the public sector and the private firm. The paper shows that marked differences in renegotiation outcomes emerge. In one case study, the private sector asked for financial help and the negotiation outcome was a very balanced agreement. Conversely, renegotiations in a second case were initiated by the government mainly for political reasons, resulted in a significant change in the PPP’s structure, risk, financing, and returns, and yielded a large public losses.
Practical implications
Contrasting successful and unsuccessful PPPs enables the reader to examine the opportunities and pitfalls in case of PPP renegotiations, which frequently occur. He can gain insight in the determinants of negotiation outcomes and the importance of a governmental PPP entity as well as of an independent monitor such as a court of audits.
Originality/value
This paper should be useful for both academics and practitioners and should help increase the understanding of the several stages, structures, and renegotiation processes associated with PPPs.

Economies of former Soviet bloc countries are being radically changed from state‐run to market systems. One of the major impacts of such change is on the core logistical component of transport. Transport enterprises and their clients are attempting to adjust to the rules of a market economy. Attempts to delineate the difficulties arising from such transition by examining the restructuring, privatization and deregulation issues of transport in Poland. Examines specifically forms of ownership, privatization regulation, Government passenger carriers and international road transport. Concludes that research and education must be initiated immediately in order to help formulate properly a transport policy that will provide for an optimum national logistical system.

Abstract
Purpose – This chapter draws on examples from the United Kingdom where changes in transport policy direction have occurred and considers how lessons that emerge might be applied in China.
Methodology – It is difficult to change the direction of transport policy decisions once embarked upon. The reason for this relates to the high cost and long-term nature of many transport interventions and the complex nature of transport problems which require the introduction of packages of measures rather than individual projects. This complexity that frequently sees changing circumstances can however lead to the adoption of a new policy direction. The issue is how such changes in policy direction can be achieved given the constraints identified. To this end, this chapter presents a series of notable examples of policy change from the transport sector in the United Kingdom to draw lessons from both the development of over-arching transport policies and the implementation of specific transport planning measures as instruments of policy across a geographical range of transport sectors. Specifically it draws on a literature review and presents a series of vignettes to outline the motivations and factors which can be seen to bring about transport policy change in the surface (land) transport sector.
Findings – Specifically the chapter finds that so-called ‘agents of change’ can be categorised as follows:
1.Public and political identification of a problem;2.The emergence of suitable policy ideas or solutions; and3.The occurrence of some kind of event in the policy arena.
Research limitations/implications – From these three categories, lessons are drawn from which policy makers and policy shapers in locations other than the United Kingdom (particularly China) can benefit.
Practical and social implications – The chapter aims to influence the broader debate in terms of delivering transport policy change – with the emergence of agents, most notably the growth of the environmental movement and its influence on policy, a comprehensive research base for policy making and political events at the UK and international level.
Originality – The chapter is based on a number of vignettes that seek to identify the factors that are influential in supporting policy change on a national, area-wide or site-specific basis in the United Kingdom.

Abstract
Purpose
Women's travel pattern is different from those of men. Women who have both paid employment and unpaid care work have more complex travel patterns. However, land-use policies and urban mobility strategies in the Egyptian context do not consider these differences. This paper analyzes and discusses the travel patterns of the Egyptian working women with children. It examines the difference between men's and women's travel behavior in different income levels. The paper aims at determining the main factors that affect working women's travel patterns within the care economy framework and suggesting recommendations for enhancing women's travel patterns in Greater Cairo Region (GCR).
Design/methodology/approach
The methodology relies on conducting a quantitative and qualitative analysis using questionnaires and interviews with working women and men from different social/economic levels in two different workplaces in GCR.
Findings
The results demonstrate that income level, workplace locations, schools locations, and schools typologies greatly affect working women's travel patterns in GCR.
Originality/value
The study findings will help urban planners and decision-makers to improve working women's mobility to make their daily trips shorter and more accessible to achieve equitable cities through understanding the conducted affecting factors and considering the suggested recommendations.
