Abstract

Purpose

The aim of this paper is to use stochastic frontier regression to measure the effect of the introduction and expansion of prevailing wage requirements on the cost efficiency of public school construction in British Columbia. The results provide evidence from a specific sector and location that contributes to the accumulated evidence on the topic.

Design/methodology/approach

Stochastic frontier regression is used to measure the effect of the introduction and expansion of prevailing wage requirements on the cost efficiency of public school construction in British Columbia. The results of a likelihood ratio test indicate that stochastic frontier regression is preferred to OLS cost estimation because of the presence of statistically different cost inefficiencies across a sample of covered and uncovered projects.

Findings

Specifically, projects covered by the introductory stage of the wage requirements are significantly less cost efficient compared to other public school projects. However, by the time of the expansion of the wage policy 17 months later, covered projects were no more cost inefficient than other projects. The results indicate that if prevailing wage laws are associated with changes in the cost efficiency of construction, stochastic frontier regression is the preferred estimation technique.

Research limitations/implications

This is the first study of its kind with results specific to school construction in British Columbia. Further research based on data from other projects may/may not confirm the existence of differences in construction cost inefficiencies for projects covered by construction wage policies.

Social implications

By implication, the results suggest that if the cost inefficiency of prevailing wage laws is short‐lived, the impact on the total cost of construction may similarly be ephemeral. The results imply that prevailing wage regulations do not contribute to long‐run construction cost inefficiency.

Originality/value

This is the first study to use stochastic frontier regression to examine the cost inefficiencies associated with prevailing wage laws. Previous studies that examine the effect of the wage policy on construction costs are based on OLS estimation.

Abstract

Previous empirical studies examine the effect of asymmetries across bidders on auction outcomes. This paper tests for asymmetries in behavior when bidders are confronted with different regulatory environments. Data from federal and state highway resurfacing projects in Colorado are used to determine if bids are more aggressive when contractors switch from federal projects, with Davis-Bacon prevailing wage and Disadvantaged Business Enterprise regulations, to less-regulated state projects. Results from fixed effects estimates of winning bids indicate that the level of aggressive bidding is not altered with a change in regulations, at least not with respect to the policies and types of projects examined here.

Abstract

Purpose

This paper aims to evaluate the variations in the entry and exit of women apprentices in the USA, overall and by race/ethnicity, over the 1995‐2003 period. Also aims to examine how women's representation among new apprentices and their attrition and retention rates vary with individual, training program, and occupational characteristics.

Design/methodology/approach

An individual‐level dataset from the US Department of Labor is used to estimate econometrically women's representation in apprenticeship programs and women's odds of completing programs.

Findings

Women's representation among new trainees is very low and deteriorating. The results confirm previous findings based on data for the early 1990s that program sponsorship has significant impact on women's representation and retention. Women have better chances of joining the high‐skill construction workforce if they enroll in union‐contractor joint programs. Joint programs feature higher shares of women in the incoming classes and higher odds of graduation in comparison with the unilateral contractor programs. While White women have higher completion rates than Latinas and Black women, the union impact on shares of enrollees is the largest for Black women and the lowest for White women.

Research limitations/implications

The dataset is not nationally representative. It covers 31 states or about 65 percent of all apprentices.

Practical implications

Union sponsorship is necessary but not sufficient to enhance women's integration in the trades. Increasing participation of women in apprenticeship and the trades requires major changes in policies, priorities, and behavior of contactors, unions, and the government to actively recruit women and improve working conditions at the construction site.

Originality/value

This is the first systematic analysis of performance of women apprentices that utilizes the most recent data from the USA.

Abstract

Purpose

Construction trade unions have been a vital force in improving the job standards and wellbeing of trade workers. However, the union membership in the construction industry has dropped by half between 1983 and 2017. The objective of this study is to identify and assess the controlling factors of construction electrical trade unionization in the United States.

Design/methodology/approach

The study involved four main steps. Literature review and industry townhall meetings were conducted to identify the electrical trade unionization factors. A new unionization trend metric was developed using available union market share data to quantify the growth and decline of local unions. Mixed-mode surveying was used to collect questionnaire and interview data on the unionization factors in different local units of the electrical trade union. Finally, the survey data from the questionnaire and interviews were merged and their correlation with the unionization trend data was assessed.

Findings

The study found that the unionization of this specialty trade is dependent on increasing the crew ratio, expanding the non-apprenticeship union membership program, organizing larger contractors, and continuing the union focus on public and heavy industrial projects.

Originality/value

The study contributes to the construction management body of knowledge by providing a data-driven industry-wide assessment of the factors that affect electrical construction unionization. The study advances the understanding of construction trade unions by narrowing the theory-practice knowledge gap, illustrating the use of macro quantitative empirical research methods, and developing a new unionization trend metric.

Purpose

The purpose of this paper is to outline barriers to public-sector entrepreneurship and explore the impact of those barriers on population shifts within the USA.

Design/methodology/approach

This paper lays out five specific barriers to public-sector entrepreneurship: barriers to entry and exit for consumers and producers, increased centralization and concentration in government, the lack of residual claim amongst public-sector actors, the rise of public-sector union membership and increasingly uncompetitive elections. The paper then assesses the impact of each of these barriers on population and production changes within the USA from 2010 to 2017.

Findings

Those state governments with limited barriers for productive public-sector entrepreneurship are rewarded with faster growing populations. Specifically, states with higher incomes, less centralized spending, lower public-sector unionization rates and higher state credit ratings tend to experience the greatest levels of population growth. States with less centralized spending also experience the largest increases in gross state product per capita.

Practical implications

This paper offers practical applications for policy makers wishing to increase their tax bases, increase the standard of living for their constituents or increase the efficiency in production and distribution of government goods and services. In particular, this paper offers evidence that an improved credit rating carries the most economic significance for population gains.

Originality/value

To the best of the authors’ knowledge, this is the first paper to examine Tiebout effects from barriers to public-sector entrepreneurship in the USA. Researchers in fields including political science, economics, management and public policy have all contributed to our understanding of public entrepreneurship. And yet, there are still numerous barriers preventing productive public-sector entrepreneurship from occurring at an optimal level.

Abstract

Purpose

This paper aims to compare the performance of building trades apprenticeship programs in the USA, sponsored jointly by employers and unions, with those sponsored unilaterally by employers. It reviews enrolment and graduation rates, including participation of women and minorities. The article also looks behind the numbers to examine the operation of apprenticeship. It reviews the evolution of joint programs, including institutional arrangements and recent innovations to cope with the challenging characteristics of construction labor markets.

Design/methodology/approach

Statistical comparisons by type of program sponsor are carried out using individual‐level data on registered apprenticeship for the period 1996‐2003. Evolution of apprenticeship programs is discussed in a historical perspective.

Findings

Joint programs (with union participation) were found to have much higher enrolments and greater participation of women and ethnic/racial minorities. Joint programs also exhibit markedly better performance for all groups on rates of attrition and completion. Joint programs have developed various innovations, including college credit for training and scholarship loans to expand apprenticeship and improve quality and retention, although there are no quantitative evaluations of the effectiveness of many of these specific measures.

Research limitations/implications

Statistical information includes about 65 percent of all registered apprentices in the USA.

Practical implications

The paper shows that alternative forms of training sponsorship have substantially different effects on enrolment and graduation. Identification of the practices, that improve enrolment and retention, and their widespread adoption would enhance the effectiveness of training programs.

Originality/value

The dataset used in this paper has not yet been used in any publications. The findings regarding joint programs are notable, in view of the skilled labor shortages facing the construction industry in the USA.

Abstract

Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.
