Abstract

This chapter probes into what happens to the beneficiaries of special provisions while they are pursuing higher education within the existing structured inequalities of caste, culture and economic diversities in the era of liberalization, globalization and privatization. Structured inequalities cannot be remedied only through corrective measures given the disadvantageous situation. Traditional factors limit the influence of modern factors such as skills, knowledge, competition and performance. Higher education in India fails to equip students to completely overcome the limits and constraints of the caste system that lead to several handicaps in social life as well as in higher education. Still, there is no viable alternative to higher education to this significant section of the Indian population – the scheduled castes – as a means to achieve social mobility in a closed society like India. Hence, it is pertinent also to understand and draw experiences of such supportive mechanisms like the Post Matric Scholarship scheme at the higher education level provided to such section(s) of Indian society.

Abstract

Learning outcomes

After completion of this case study, students will be able to help participants appreciate how the personal experiences of the founder(s) shape the inception of a social venture and impact its ongoing evolution; elucidate the intricacies and challenges inherent in managing a mission-driven organization dedicated to serving the underserved segments of society; emphasize the difficulties associated with exploring opportunities for scaling up a social venture; and facilitate comprehension of the various options and strategies available for achieving scalability.

Case overview/synopsis

The Kalinga Institute of Social Sciences (KISS), founded in 1992–1993 by Prof. Achyuta Samanta in Bhubaneswar, was a pioneering institution with a distinctive focus on providing high-quality education at all levels, exclusively to tribal students. From its inception, KISS remained unwavering in its commitment to the holistic development of marginalized tribal communities. It offered not just free education but also comprehensive support, including accommodation, food and health care, to thousands of students spanning from kindergarten to post-graduation levels. Remarkably, KISS held the unique distinction of being the world’s only university dedicated to tribal education. Over the years, KISS witnessed remarkable growth, evolving from a modest 125 students in 1992–1993 to a thriving community of 30,000 students. Its success garnered attention from federal and state governments, public institutions, philanthropists and corporations, all intrigued by the prospect of replicating its transformative model in diverse regions of the country. KISS even received invitations to establish similar campuses in neighbouring countries such as Sri Lanka, Bangladesh and Nepal. What set KISS apart was its self-sustaining approach. While it did receive support from like-minded organizations and government schemes, it operated without charging any fees to its students. This ethos posed a unique challenge for Samanta: determining the nature and extent of support and resources required should KISS choose to expand its impact beyond its current boundaries.

Complexity academic level

This case study is suited for inclusion in courses pertaining to social innovation and non-profit management, particularly in modules around the theme of scaling social innovation. It provides an illustration of the growth trajectory of social innovation-oriented ventures and the key factors underlining their success and sustainability. Furthermore, this case study delves into the inherent tensions that often emerge during the process of scaling up such initiatives.

In addition to the MBA-level courses, this case study can also be used as a resource for executive education programs with a specific focus on social purpose organizations and those dedicated to fostering partnerships in pursuit of social goals. It offers insights into the dynamics of these organizations and their collaborative efforts towards achieving social impact.

To effectively explore and analyse the case material, instructors should allocate approximately 70–90 min of class discussion time.

Importance and relevance of formal education continues to be a significant factor in social development and change. This is particularly important in developing countries like India, which has been traditionally and historically driven by the principle of inequality and hierarchy through religion and a caste system. Education has been a monopoly of few upper castes (especially Brahmins) whereas majority masses have been denied access to education. Education underwent significant change only after the advent of British. Although the Britishers’ goal of introducing modern education was limited to their vested interests, it was secular in nature and open to all and therefore it could reach the castes other than Brahmins. Supported by modern system of education, the industrial revolution brought modern values of life, such as equality and humanity, to India. For the first time in the history of India's education, these castes could access formal education.

Abstract

Purpose

The purpose of this paper is to examine the development of vocational education for girls, focusing on how curriculum and pedagogy developed to accommodate changing expectations of the role of women in the workplace and the home in mid-twentieth century Australia. As well as describing how pedagogical changes were implemented through curriculum, it examines the way a modern approach to girls’ education was reflected in the built environment of the school site and through its interactions with its changing community.

Design/methodology/approach

The paper takes a case study approach, focusing on the example of the J.H. Boyd Domestic College which functioned as a single-sex school for girls from 1932 until its closure in 1985. Oral history testimony, private archives, photographs and government school records provide the material from which an understanding of the school is reconstructed.

Findings

This detailed examination of the history of J.H. Boyd Domestic College highlights the highly integrated nature of the school's environment with the surrounding community, which strengthened links between the girls and their community. It also demonstrates how important the school's buildings and facilities were to contemporary ideas about the teaching of girls in a vocational setting.

Originality/value

This is the first history of J.H. Boyd Domestic College to examine the intersections of gendered, classed ideas about pedagogy with ideas about the appropriate built environment for the teaching of domestic science. The contextualized approach sheds new light on domestic science education in Victoria and the unusually high quality of the learning spaces available for girls’ education.

ON December 6th Mr. Salter Davies was installed President of the Library Association at Chaucer House in succession to Mr. S. A. Pitt. A word first should be said about the Presidency of Mr. Pitt. It has been carried on under handicaps that would have deterred most men in such a post. A severe illness, successfully encountered and gallantly overcome, has been the main personal feature for Mr. Pitt of what should have been the most distinguisned year of a quite eminent library career. We had looked forward to very active work from him during his Presidency, and so far as circumstances permitted, he fulfilled all the obligations laid upon him completely. We can thank him more warmly, if not more sincerely, than perhaps would ordinarily be the case, because of the difficulties he has victoriously surmounted. With newly established health, we wish for him a continuance of the great work he has done for librarianship not only in Glasgow but in the Library Association and in the world of libraries generally.

Abstract

Most comparative education research has included investigation of dimensions of educational reform but not all research in the field has focused concertedly on reform in relation to the realities in practice. In the latter half of the 20th century comparativists underscored the need to investigate implementation issues, not just reform policies, as had often been the case in earlier comparative research, since time had shown that political processes did not always equate with educational outcomes. Reforms can be thwarted altogether, significantly modified or mediated in practice, embraced with qualification, or differentially implemented across regions or levels within a given country. Reform implementation might produce intended and unintended change (for better or for worse); or no change at all might be the outcome; or change might occur ahead of reform. Some of the most fascinating findings in comparative research are dichotomous considerations of change such as policy versus practice, ideal versus real, de facto change versus de jure change, intended and unintended outcomes of reform, grass-roots (bottom–up) versus centralized (top–down) reforms, and de facto change legitimized-after-the-fact through reform or new policy.

Abstract

Purpose

The enrolment rates of students with special needs (SwSN) decrease from primary to secondary education and decline steeply in higher education. The incessant impact of stigma and misconceptions about their capability in academic performance acts as a major roadblock for students with mental health conditions (SwMHC) while seeking and pursuing higher education, in addition to the host of other challenges faced by all SwSN. SwMHC are the least represented in higher educational institutions (HEIs) and are seldom considered when it comes to the provision of support and accommodation. Policies across countries aim to make education accessible and inclusive for SwSN, including India. This study aims to appraise the current policies and legislation in terms of the support they provide for SwMHC.

Design/methodology/approach

This study is a “document analysis” of all policies, legislation, schemes and guidelines that impact the higher education of SwMHC to recognize the existing provisions that are likely to impact the higher educational outcomes for SwMHC.

Findings

The issues of access, accommodation, equity, inclusion, and financial support are appropriately handled by the current policies and legislation. The National Education Policy (NEP) 2020 serves as a holistic guidebook and the Rights of Persons with Disabilities Act (RPDA) 2016 provides the legislative framework for realizing education as a ‘right for all.’ The RPDA ensures open gateways of HEIs for all SwSN through reservations and mandating necessary support and accommodation. NEP guides inclusion and equity in higher education. The ‘University Grants Commission’, an autonomous body under the Ministry of Education, is a crucial stakeholder in achieving the vision of supportive policies by formulating requisite guidelines and monitoring their implementation.

Originality/value

The study involved document analysis spanning macro to micro level, i.e. from national policies and legislation to policies and guidelines of autonomous or statutory organizations to institutional-level policies and documents.

Abstract

Purpose

The purpose of this paper is to determine the major long‐term role that hands‐on entrepreneurship training could play in poverty alleviation and job creation in one of the poorest regions of South Africa – the Eastern Free State (EFS). This is done against a background of frequently occurring violent protests against the inadequacy of the government's hand‐out poverty alleviation strategy of social grants, free houses and free social services.

Design/methodology/approach

The paper uses desk research and quantitative analysis of survey data collected from the Phuthaditjhaba area of Qwaqwa in the EFS.

Findings

The poverty indicators confirm the accepted view of the Free State as one of the poorest provinces in South Africa, which makes Qwaqwa, the poorest part of the Free State, a real human plight. While government hand‐out poverty alleviation measures, with their unintended consequences of violent protests and demonstrations, may only help some of the poor in the short term, training in entrepreneurship and provision of other facilities could give poor owners of micro and small enterprises (MSEs) opportunities to grow their businesses and get themselves and other out of poverty. Furthermore, as a result of a huge communication gap, MSE operators in Phuthaditjhaba, the commercial hub of Qwaqwa, do not even know of government agencies charged with the responsible of assisting small business operators in the area. Though they lack the finance and other endowments required to grow their businesses, the experience has given MSE operators some ideas about the kind of assistance that may help in this regard and even make it possible for them to provide employment for others – finance, government support, infrastructure and premises, training, etc.

Practical implications

As shown by the findings of a study sponsored by the Maluti‐A‐Phofung local municipality, there is potential for growth of small businesses in many areas of the EFS economy. Training of survivalist entrepreneurs and other poor persons with potential could open their eyes to opportunities around them which they could take advantage of to improve their economic situation and that of other poor persons in the area through job creation.

Originality/value

In addition to highlighting the shortcomings of the current poverty alleviation strategy of the South African Government, this is the first study that brings entrepreneurship training to the fore in the fight against poverty in the EFS.
