Abstract

This paper will develop some of the social and political implications of the Austrian theory of interventionism originally presented by Ludwig von Mises and Friedrich A. Hayek.1 Specifically, it stresses the inherently destabilizing and retrogressive characteristics of the interventionist dynamic within a market system and argues that the dislocations produced by political intervention in the market system ultimately require the replacement of the price mechanism by a completely different system for the allocation of resources based on arbitrary political decision-making (the Zwangswirtschaft type of social organization discussed by von Mises). These points will be developed within the framework of an analytical model of the structure and dynamics of political capitalism as it has evolved historically in the U.S.

Abstract

Purpose

This paper is motivated by the gap between the extensive academic discussion of industrial resilience and the limited resilience observed in response to large disruptions. Its purpose is to investigate the relationship between the industrial resilience of manufacturing and service operations and the resilience of the supporting financial, legal and political systems. This research identifies the impact of high or low levels of resilience in these supporting systems on the ability of industrial operations to perform as required in disrupted environments.

Design/methodology/approach

The authors combine a multi-disciplinary literature review with empirical data from four exploratory case studies. First, the authors review the literature on resilience in the fields of operations management, finance, law and political science to bring the terminology and concepts of these fields closer together. This review also defines the independent variables of the study: financial, legal and political resilience. Second, the authors use the framework from the literature to analyse data from four case studies of operations in difference contexts and sectors.

Findings

Industrial resilience is interdisciplinary, nuanced and complex. High levels of industrial resilience require high levels of financial, legal and political resilience. However, the activities required to improve the resilience of these supporting systems are often outside the locus of control of operations managers. Multiple perspectives on resilience must be coordinated to strengthen the response of industrial operations to large disruptions.

Research limitations/implications

As a conceptual and exploratory study, this paper does not utilise quantitative data or in-depth case studies. The authors demonstrate the importance of an interdisciplinary perspective on industrial resilience and provide a theoretical framework that can serve as a foundation to further studies of resilience. The review of the literature provides a glossary of definitions of resilience that improves clarity in this disparate field.

Practical implications

Managers can apply the findings of this work to start cross-functional discussions in their firms that recognise the multiple dimensions of industrial resilience and improve the resilience of the supporting systems. The exploratory case studies provide concrete guidance for how managers in the fields of humanitarian and development operations, healthcare and manufacturing can improve industrial resilience by considering the interaction with the supporting financial, legal and political systems.

Originality/value

This study is the first to provide detailed conceptual discussion and empirical evidence for the interdisciplinary nature of industrial resilience in the context of public sector and non-governmental organisations. Combining evidence from different contexts and sectors demonstrates the broad industrial value of this work.

Abstract

Purpose

This paper aims to provide introductory conceptual tools for studying political power in a complex multi-level environment. In particular, it is intended to answer the question of how concepts provided by cybernetics and general systems theory (GST) could serve to foster the study of political power.

Design/methodology/approach

The objective is realized through a reconsideration of a set of the basic concepts of cybernetics, GST and political science. Two system identification models – black box and white box – along with Marian Mazur’s concept of steering are used to deconstruct the classic definition of power formulated by Max Weber. Next, a two-phase procedure for empirical power analysis is proposed. Rudimentary in its scope, the article shows a path of more comprehensive and transformative analyses of key notions.

Findings

It seems that system identification models help uncover structural and functional aspects of political power, which aids the process of analysis of different mechanisms of political power.

Originality/value

The article supports the argument for a conceptual isomorphism between cybernetics and political science. The value of the proposed approach is derived from the combination of two features. First, two aspects of system operation – functional and structural – help to focus research attention on different problems of political power analysis. Second, the interrelation and interdependence of both aspects of systems operation serve as a practical means in the analysis of communication and behavior of actors in the political power processes.

Abstract

Nobody concerned with political economy can neglect the history of economic doctrines. Structural changes in the economy and society influence economic thinking and, conversely, innovative thought structures and attitudes have almost always forced economic institutions and modes of behaviour to adjust. We learn from the history of economic doctrines how a particular theory emerged and whether, and in which environment, it could take root. We can see how a school evolves out of a common methodological perception and similar techniques of analysis, and how it has to establish itself. The interaction between unresolved problems on the one hand, and the search for better solutions or explanations on the other, leads to a change in paradigma and to the formation of new lines of reasoning. As long as the real world is subject to progress and change scientific search for explanation must out of necessity continue.

Purpose

Agency is inherently an institution and involves dynamic socio-cultural processes that facilitate development. This paper is written in three parts. The purpose in Part 1 was to represent agency theory as an institutional theory, and consideration was made of the relationship between development, growth and globalisation. In Part 2, the purpose was to explore development with respect to the political context, explaining in terms of culture under what conditions political groups may come to power. Using political frames intended to define their nature and realities, they seek to attract agents in their political sphere to gain administrative power. In this Part 3, the purpose of this paper is to model, using cybernetic agency theory, the nature of development and reduction to instrumentality.

Design/methodology/approach

Development theory is a multidisciplinary field in which research and theories are clustered together and set within an adaptive institutional activity system framework. An adaptive activity system has a plural membership of agents represented by agency. In Parts 1 and 2 of this paper, agency was shown to have an institutional basis. Activity system development was also explained as a process of institutional evolution, and its potential was shown to provide power acquisition in a political landscape by competitive political frames which vie for support in a place of potentially susceptible agents. Here in Part 3, agency theory will be used to model the dynamic relationships between political frames and the agents that they wish to attract by projecting both cognitive and emotional structures, this enabling the anticipation of behaviour.

Findings

These relate to the three parts of the paper taken together. Agency is an evolutionary institutional system that can represent socio-political development. A model for political development has been created that identifies the conditions under which formal political groups are able to promote frames of policy to attract support from autonomous agents that constitute the membership of the activity system, and hence gain agency status. On the way to this, it connects Bauman’s theory of liquid modernity to Sorokin’s theory of socio-cultural dynamics and cultural stability. One result is the notion of liquid development, an unstable condition of development in adaptive activity systems. Agency theory can usefully explain detailed changes in agency, the relationships between agency agents, and interactions between agencies, this embracing institutional processes.

Research limitations/implications

The implication of this research is that it will allow empirical methods to be used that potentially enables political outcomes in complex socio-political environments to be anticipated, given additional appropriate measurement criteria.

Originality/value

The synergy of agency and institutional theories to explain the process of development is new, as is its application to the political development process in a political landscape. As part of this synergistic process, it has been shown how Bauman’s concept of liquidity relates to Sorokin’s ideas of socio-cultural change.

Abstract

Purpose

The aim of this study is to diagnose the Egyptian political system from the perspective of the viable system model (VSM). That in turn gives us significant insights on how to improve the distribution and control of power in Egypt to warrant greater autonomy and representativeness in the branches of government.

Design/methodology/approach

The proposed diagnostic framework in this study was accomplished by applying the principles and aspects of Stafford Beer's VSM to the three state powers of Egypt: the executive, legislative and judiciary. In addition, it adopts the guidelines for applying the VSM described by both Stafford Beer and José Pérez Ríos.

Findings

The presented framework in this study shows a comprehensive explanation of the essential functions and their distribution among the entities of the Egyptian political system. In addition to that, the findings give us insights about the need for greater autonomy and self-organization among the political system's entities. Greater communication, consensus, cooperation and coordination is needed to achieve balance, regulate the interactions between them and to monitor each other without intervention. This, in turn, would ensure greater representation of citizen demands and expectations, and protect and guarantee their rights and freedoms.

Originality/value

The modeling of the Egyptian political system from a VSM perspective suggests the necessity of reform of the political system by a clear division of functions and tasks within the operational entities and subentities, decentralization of power structures and utilization of the decision marketing mechanism to reach public acceptance. The application of the VSM, for the sake of diagnosing and designing the viability of separation of power, can be considered as highly original.

Abstract

Purpose

The purpose of this paper is to analyze the impact of globalization on the formation of a global political system.

Design/methodology/approach

Taking into account the fact of global political evolution, the authors of the paper point out that the global political structures tend to change.

Findings

During the past millennium the global political architecture has changed greatly from a state of low degree of cohesion and a simple structure to a fairly high level of unity and strong structure of today. Moreover, this development of the global political order was not just a simple change in the system of social relations, but also a directed search for such forms of organization that will be acceptable for a growing population.

Research limitations/implications

The authors examine the development of a political system changing from the world phase to the global era. The paper aims to deepen the understanding of global political processes.

Practical implications

The results of the research can be used as recommendations for state governments to strengthen the position of civil society and political institutions within a certain country.

Originality/value

The development of a global political order was evolutionary in the sense that it took place as a “natural” process of “trial and error” (it can be viewed as a phenomenon of the deployment of evolution), which does not require the postulation of a general plan or focus. Political globalization is closely connected with the process of informatization. The global political system makes it easier to use information technologies as an instrument of political pressure.

Abstract

This paper proposes that if a political system is more like to facilitate a unified government, to establish a strong executive body and to respond to the needs of the majority, financial reforms are more likely to emerge from the policymaking process and produce positive results. On the contrary, political systems that discourage those governing features are less likely to produce reforms. This chapter compares financial reform processes in China, Taiwan and New Zealand. All of them performed low level of financial reforms in the early 1980s but resulted in different situations later. In the mid-2000s, New Zealand heralded the most efficient and stable financial system; while Taiwan lagged behind and China performed the worst. Evidence showed that China’s authoritarian system may be the most superior in forming a unified government with a strong executive, but the policy priority often responds more to the interests of a small group of power elites; therefore the result of financial reform can be limited. Taiwan’s presidential system can produce greater financial reform when the ruling party controls both executive and legislative bodies, but legislative obstructions may occur under a divided government. New Zealand's Westminster system produces the most effective and efficient financial reform due to its unified government and a strong executive branch with consistent and stable supports from the New Zealand Parliament.
