Abstract

Purpose

The purpose of this study is to identify the fundamental elements necessary for formulating criteria to be used when recruiting politicians into the Sri Lankan political system with a view to professionalization. By means of a thorough examination of political practice issues, the paper focuses on the possibility of introducing the concept of political professionalization and endeavors to determine the prerequisite conditions needed to resolve or minimize those issues.

Design/methodology/approach

A total of 27 respondents: academics, clergy and journalists were purposively selected for this study and they were divided into three groups to enable data collection through focus group discussions. A thematic analysis method was used to analyze the data.

Findings

The main political practice problems were bribery and corruption, the misuse of state resources by politicians, the involvement of family in politics, and unscrupulous and unethical political campaigning. The majority of respondents cited greed for political power, low levels of education and an inadequate understanding of the parliamentary process as the leading factors which cause problems to arise in politics as practiced in Sri Lanka. The analysis revealed three main themes: “knowledge”, “skills” and “values”. Respondents recommended policy initiatives for political recruitment.

Originality/value

The findings suggested that the professionalization of political practice should be promoted by introducing knowledge C skills and values as criteria for political recruitment. And it also suggested that the introduction of professional political practice methods is vitally necessary to reduce political practice issues in the current political scenario of Sri Lanka.

Abstract

Purpose

The purpose of this paper is to answer following question: what is the relationship between member activism performed through civil society organizations (CSOs) and individualized freelance activism (in form of online activism, everyday making, political consumerism or checkbook activism) independent of organizational framework? Is it a relationship of mutual competition or support?

Design/methodology/approach

Analysis is carried out on data from 2009 questionnaire-based survey on volunteering, representative for adult Czech population. The data set allowed the authors to relate member activism with freelance activism and in case of member activism distinguish the type of organization and the level of its professionalization.

Findings

Dominant pattern the authors identified in data is mutual support of both types of volunteering documented by significant overlap of these forms of public engagement. The most striking is the overlap for active members of new advocacy NGOs and the weakest for traditional clubs. Regression analysis shows that on an individual level “mixed activism” (compared with “pure freelance activism”) is linked with higher education and higher confidence in civic organizations.

Originality/value

The civil practice of individualized freelance activism was described and analysed by various authors as an activity of specific types of activist, but there has not yet been any research giving reflection on such a large scale of freelance activism types as in the analysis. The authors set them together in contrast to the member (collective, organized) form of civic activism and also took into account the influence of professionalization and type of CSOs.

Abstract

The introduction of new communicative ethics in political communication has imposed new procedures and values in politics. The close interrelation of media and politics has many facets and effects on the way politics is exercised and on how it is perceived by the citizens. This chapter investigates how new methods of political communication have been introduced and internalised in Greek politics. By taking into account critical political events and in particular elections and relevant studies, the ‘Greek media democracy’ is divided into six periods covering a time span from 1981 to the present. The division and analysis underline the milestones and transition paths in Greek politics towards new communicative and political ethics. The rationale of our research is commensurate with many comparative studies which emphasise the importance of the context in the adaptation of the ‘Americanized’ political communication model. This chapter reflects how the specific sociopolitical context of the country has interfered, defined and shaped the adaptation of ‘imported’ methods in political communication and how these methods have resulted in significant changes and shifts in Greek media democracy and Greek politics in general.

Abstract

Drawing on the theoretical framework of Grabe and Bucy (2009), this chapter presents the findings of an exploratory study concerning the visual self-presentation strategies that the political leaders of the two main political parties in Greece (Syriza and New Democracy) employed in their political adverts on YouTube during the campaign for the 2019 European Parliamentary elections. The findings illustrate that, despite the fact that both leaders made equal use of the two master frames, of the ideal candidate and the populist campaigner, their visual strategies differed in the emphasis given to the various subdimensions of the visual framework. Both leaders attempted to project a public persona characterised by ordinariness and professionalism. Tsipras used a series of spots through which he sought to both ‘renew’ his relationship with the electorate and reinforce perceptions of his statesmanship as a widely respected political leader. Mitsotakis' visual strategy was primarily based on building a more relatable image and strengthening his leadership profile, as well as the frequent use of patriotic symbols.

Abstract

Purpose

The purpose of this paper is to explore how an accounting association and its key members define, control, and claim their knowledge; adopt a closure and/or openness policy to enhance their status/influence; and respond to structural/institutional forces from international organisations and/or the state in a particular historical context, such as a globalised/neo-liberalised setting.

Design/methodology/approach

The authors draw on Pierre Bourdieu’s theoretical tools (field, capital, habitus, and doxa) to understand how public sector accrual accounting was defined, and how the Korean Association for Government Accounting was formed and represented as a group with public sector accounting expertise. The research context was the implementation of accrual accounting in South Korea between 1997/1998, when the Asian financial crisis broke out, and 2006/2007, when accrual accounting was enforced by legislation. The authors interviewed social actors recognised as public sector accounting experts, in addition to examining related documents such as articles in academic journals, newsletters, invitations, membership forms, newspaper articles, and curricula vitae.

Findings

The authors found that the key founders of KAGA included some public administration professors, who advocated public sector accrual accounting via civil society groups immediately after Korea applied to the International Monetary Fund for bailout loans and a new government was formed in 1997/1998. In conjunction with public servants, they defined and designed public sector accrual accounting as a measure of public sector reform and as a part of the broader government budget process, rather than as an accounting initiative. They also co-opted accounting professors and CPA-qualified accountants through their personal connections, based on shared educational backgrounds, to represent the association as a public sector accounting experts’ group.

Originality/value

These findings suggest that the study of the accounting profession cannot be restricted to a focus on professional accounting associations and that accounting knowledge can be acquired by non-accountants. Therefore, the authors argue that the relationship between accounting knowledge, institutional forms, and key actors’ strategies is rich and multifaceted.

Abstract

Due to impressive market growth over several decades, consulting can today be regarded as an influential industry. In spite of this success, consulting is confronted with prejudices, which, to some extent, can be linked to difficulties in the evaluation of consulting services. By guaranteeing certain qualification levels, professionalism is generally considered useful for reducing this kind of uncertainty. In this chapter, using a German case as an example, we analyze professionalization efforts among consultants. We argue that these efforts will never be successful if the classical concept of professionalism is applied. However, seen from the perspective of the “new professionalism” that concentrates on work behaviour, consultants qualify as highly professional.

Abstract

Purpose

This paper seeks to clarify the various aspects of legitimacy in public relations in order to establish a better understanding of the limits of professionalization. Legitimacy has always been a central concept in public relations. In order to ensure a license to operate, the conduct of organizations needs to be perceived as legitimate by their stakeholders and the public in general. Public relations has since its conception as a modern profession been confronted with several issues concerning the profession's own legitimacy. The overall cause for these legitimacy problems is often ascribed to the immaturity of the profession and professionalization is generally regarded as an appropriate cure.

Design/methodology/approach

Through theorization of the connection between legitimacy, power and professionalization the paper points to two important challenges to the professionalization of public relations: the conflicts of legitimizing the potentially disputed role of public relations as an intermediary function between client and public interests; and the dilemma of legitimizing a profession that has legitimacy as its own object and therefore is dependent on discretion in order to be successful.

Findings

The paper identifies four axes of legitimacy in public relations, each constituting different relationships with specific and often conflicting legitimacy claims: client‐public, profession‐client, profession‐public, and profession‐academia.

Originality/value

As a consequence of these distinct legitimacy claims the paper stresses some important limits of the professionalization project in public relations.

Abstract

The objective of this chapter is to describe and analyze Brazil's main steps in its long and incomplete process of organizing a professional and responsive public service. During the twentieth century, Brazil had two authoritarian regimes and organized a state-oriented process of industrialization. After 1988, democracy has changed how public administration should be constituted, imposing demands for universal recruitment and accountability. The level of professionalization of the federal public service was improved, with a higher level of education, better wages and the recruitment of public servants to management positions. The challenges ahead are improving governance and executive coordination and raising the responsiveness and quality of public management (such as human resources, planning, budgeting, procurement, information and communication technologies, and organizational modeling) in a context of political instability, slow economic recovery, and substantial public debts at the federal government.

Abstract

Purpose

This study aims to examine accounting professionalization in Ethiopia focusing on how the state, occupational group struggle and transnational accountancy bodies influence the realization of closure.

Design/methodology/approach

A qualitative research approach is employed. Data were collected using document review and oral history approaches.

Findings

Accounting professionalization in Ethiopia was initiated by the state to strengthen the country's financial system. Owing to a change of state ideology to communism in 1974, a strategy of developing accounting professionals as government‐employed experts was pursued. The return to a market‐oriented economy in 1991 has seen a trend towards a more autonomous accountancy profession. Inflow of UK capital in the early twentieth century and activities of the UK‐based Association of Chartered Certified Accountants (ACCA) in recent decades have influenced Ethiopia's accountancy. Its professional and financial power has enabled ACCA to make arrangements with Ethiopian Professional Association of Accountants and Auditors (EPAAA) and consolidate its position in Ethiopia's accountancy by controlling EPAAA's member training and certification.

Originality/value

The literature on accounting professional projects in developing countries has focused on imperialistic influence in former British colonies. The present study extends this literature by illustrating how British influence has continued to extend beyond Britain's former colonial possessions. This enables an understanding of the dynamics of accounting professional projects in the developing world with analytical dimensions building on the hitherto dominant lens of “formal” colonial connection.

Purpose

There is renewed interest in the professions as a range of occupations pursue professionalisation projects. The purpose of this paper is turn analysis to an important omission in current research – the skills deployed in the work of these professions. Such research is necessary because skills determine the formal classification of occupations as a profession.

Design/methodology/approach

Drawing on qualitative research, this paper explores the deployment of skills in work of one newly professionalised occupation in the UK’s National Health Service – physiotherapists.

Findings

The findings point to a disconnect between how this occupation has become a profession (the skills to get the job, and related political manoeuvring by representative bodies) and the mixed outcomes for their skills deployment (the skills to do the job) in work as a profession.

Originality/value

The paper provides missing empirical understanding of change for this new profession, and new conceptualisation of that change as both symbolic and substantive, with a “double hybridity” around occupational control and skill deployment for physiotherapists as a profession.
