Abstract

Despite profound differences, both the German Historical School and the critical theory of the Frankfurt School have in common a theoretical and cultural heritage in Central European traditions of social thought and philosophy. Although both schools often are perceived as quintessentially German traditions of economic and social research, their methodological presuppositions and critical intent diverge strongly. Since the objective of the Frankfurt School was to carry the theoretical critique initiated by Marx into the twentieth century, and since its members did so on a highly abstract level of theoretical criticism, the suggestion may be surprising that in terms of their respective research agendas, there was a common denominator between the German Historical School and the Frankfurt School critical theory. To be sure, as will become apparent, the common ground was rather tenuous and indirect. We must ask, then: in what respects did their theoretical and analytical foundations and orientations overlap? How did the German Historical School, as a nineteenth-century tradition of economic thinking, influence the development of the Frankfurt School?

Abstract

Purpose

This paper aims to provide introductory conceptual tools for studying political power in a complex multi-level environment. In particular, it is intended to answer the question of how concepts provided by cybernetics and general systems theory (GST) could serve to foster the study of political power.

Design/methodology/approach

The objective is realized through a reconsideration of a set of the basic concepts of cybernetics, GST and political science. Two system identification models – black box and white box – along with Marian Mazur’s concept of steering are used to deconstruct the classic definition of power formulated by Max Weber. Next, a two-phase procedure for empirical power analysis is proposed. Rudimentary in its scope, the article shows a path of more comprehensive and transformative analyses of key notions.

Findings

It seems that system identification models help uncover structural and functional aspects of political power, which aids the process of analysis of different mechanisms of political power.

Originality/value

The article supports the argument for a conceptual isomorphism between cybernetics and political science. The value of the proposed approach is derived from the combination of two features. First, two aspects of system operation – functional and structural – help to focus research attention on different problems of political power analysis. Second, the interrelation and interdependence of both aspects of systems operation serve as a practical means in the analysis of communication and behavior of actors in the political power processes.

Abstract

Purpose

Foreign direct investment in the infrastructure (FDII) of developing countries has a history of at least four decades. Bullish demand for foreign infrastructure services in developing countries, in combination with unstable political environments, has buoyed attention in political risk management (PRM). Even so, research into PRM of FDII remains fragmented and unmapped. Thus, the purpose of this paper is to identify the current body of knowledge in this area, uncover deficiencies and lay the foundation for further practical PRM research in FDII.

Design/methodology/approach

This paper offers a bibliometric-qualitative review of current literature on political risk in foreign infrastructure in developing countries. A 36-year period is identified, from 1983 to 2018. Publication year, area of focus, author(s), institution and country are classified and analyzed through the medium of social network analysis. The tools used are VOSviewer, CiteSpace and Gephi to analyze citation networks of 345 published papers. Out of 345 papers, 94 highly related studies were selected for further content analysis.

Findings

The study identified the research trends in related areas of PRM in infrastructure (e.g. PRM in international construction and foreign direct investment) by bibliometric analysis, which includes scattered researcher collaboration, wide-ranging and unfocused journal selection, unsystematic and discontinuous research themes. The specific research weakness in PRM in FDII is recognized by qualitative analysis from the perspective of PRM process, which reveals a lack of understanding of the impact of political risk factors, subjective risk estimations, lacking application of mature political risk database in FDII, combined with a shortage of complete and effective strategies for PRM in FDII in developing countries.

Originality/value

This paper is the first of its kind, providing a comprehensive benchmark survey of the research to date in PRM in foreign infrastructure investment in developing countries. It proposes a framework of future research agenda on PRM in FDII, including special issues on this topic, identification and assessment of political risk factors with objective methods, proposition of PRM strategies on FDII with proactive and active approaches, completing strategies of PRM with reactive strategies from the perspectives of whole life cycle of infrastructure projects, political risk factors and stakeholders. It also addressed the need to investigate the suitable literature databases for researching in this area.

Public administration as an aspect of governmental activity has existed as long as political systems have been functioning and trying to achieve program objectives set by the political decision-makers. Public administration as a field of systematic study is much more recent. Advisers to rulers and commentators on the workings of government have recorded their observations from time to time in sources as varied as Kautilya's Arthasastra in ancient India, the Bible, Aristotle's Politics, and Machiavelli's The Prince, but it was not until the eighteenth century that cameralism, concerned with the systematic management of governmental affairs, became a specialty of German scholars in Western Europe. In the United States, such a development did not take place until the latter part of the nineteenth century, with the publication in 1887 of Woodrow Wilson's famous essay, “The Study of Administration,” generally considered the starting point. Since that time, public administration has become a well-recognized area of specialized interest, either as a subfield of political science or as an academic discipline in its own right.

Firms with extractive businesses abroad dread political instability and sudden government switches in business agreements in the countries in which they operate. The take‐over of copper firms in Chile during the Allende administration in 1971 and the recent decision by Venezuela to reduce Reynolds Metals' equity share in a smelting operation from 50 percent to 28 percent are two examples of hundreds of such events that have determined the profitability of extractive operations over the past decade. Both the risks and opportunities for international firms seeking to produce and market raw materials or firms dependent on raw materials are heavily affected by political conditions.

Abstract

This article employs a system analytic framework to categorize the available research literature on the politics of education in order to explain the inter‐relationship of private and public interests and of different levels in primary and secondary American schools. The objectives are several: to explain and develop the analytical framework of David Easton; to illustrate its heuristic utility by categorizing empirically‐based research within the components of that framework, and to suggest and encourage future research directions in the subject. Education has escaped application of traditional policy analysis in America because educators have convinced scholars and laymen that they are “non‐political,” a label which even most political scientists have accepted without challenge. However, during the 1960s, a few scholars in education and political science began to apply political analytical methods to public school conflict. This research has begun to change perceptions of education and to provide a beginning set of research projects whose data support tentative generalization about the policy‐making process and the total system of public schools. This orientation is bound to increase because of increasing national government intervention in local schools, both through integration and financial policies. These have provoked growing conflict locally over the proper direction of school policies. In this article, we see how such stress is transmitted in the form of “demands” and “supports” into the “political system”, that persistent social mechanism known in all societies in different forms provides an “authoritative allocation of values and resources”. The political system, in this case public school bodies, “converts” such “inputs” into “outputs” of public policy, which in their administration create outcomes which later cause a “feedback” into the political system as the material for new policy demands. For each component of this Eastonian system, this article examines relevant research, providing an extensive annotated bibliography. From this review, it is possible to suggest lines of needed research.

Abstract

The difficulties that MR poses for comparativists were anticipated 40 years ago in Sidney Verba's essay “Some Dilemmas of Comparative Research”, in which he called for a “disciplined configurative approach…based on general rules, but on complicated combinations of them” (Verba, 1967, p. 115). Charles Ragin's (1987) book The Comparative Method eloquently spelled out the mismatch between MR and causal explanation in comparative research. At the most basic level, like most other methods of multivariate statistical analysis MR works by rendering the cases invisible, treating them simply as the source of a set of empirical observations on dependent and independent variables. However, even when scholars embrace the analytical purpose of generalizing about relationships between variables, as opposed to dwelling on specific differences between entities with proper names, the cases of interest in comparative political economy are limited in number and occupy a bounded universe.2 They are thus both knowable and manageable. Consequently, retaining named cases in the analysis is an efficient way of conveying information and letting readers evaluate it.3 Moreover, in practice most producers and consumers of comparative political economy are intrinsically interested in specific cases. Why not cater to this interest by keeping our cases visible?

Abstract

Purpose – This chapter examines the need, and possibilities, for social science research that is grounded in the life sciences.

Design/methodology/approach – The chapter starts with the observation that the social sciences have been tied far too closely to models and concepts in the physical sciences, which has both limited and distorted research findings. The predominant models used in much of social science cannot meet the challenges we face. Examining issues in political science in particular, the author demonstrates the value of a biopolitical perspective for political science research and policy analysis relevant to the challenges we face.

Findings – Studies about human issues should be based on research that considers humans as part of the evolving biological world. Key biopolicy research areas illustrate the value and flexibility of life science models and data. Political science can and should provide important insights to our understanding of socio-political issues and options, but to succeed the discipline must abandon mechanistic models of human nature and motivation and return to an understanding based in the life sciences.

Practical implications (if applicable) – The discussion analyzes the overall strengths and weaknesses of the proposal to adopt a biopolicy approach, and concludes that obstacles, though real, can be overcome. There are opportunities for substantial contributions to social science.

Social implications (if applicable) – Failure to integrate political science with a life sciences perspective will mean a continuation of disciplinary work that is largely irrelevant or inadequate to emerging issues and problems.

Original/value of chapter – The value of this chapter is to highlight the need for a reexamination of the mechanistic models as well as the disciplinary boundaries that control most social science, and political science in particular. It examines widely recognized issues and challenges facing Western societies (and global communities) to illustrate that a life sciences perspective is essential to both analysis and policy options. It is an important consideration for academics (teachers and students) policy researchers, and policy makers as well.
